Changes in the dangerous goods regulations
The 2017 – 2018 edition of the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air (ICAO Doc 9284) and the Emergency Response Guidance for Aircraft Incidents Involving Dangerous goods (ICAO Doc 9481) will come into effect, on January 1st, 2017. According to ICAO, these changes have to be implemented without transitional period on January 1st, 2017.
FOCA is aware of the fact that the implementation of these amendments is challenging in such a short period of time. In order to help you in this process, FOCA produced a summary of the main changes affecting operators. You will find under point 1 (page 2 of this document): the list of minimum changes that must be implemented in appropriate manuals or, if not implemented, for which a statement is required. This summary may be used as a checklist for submission of revised manuals to FOCA (with the next revision of the affected parts or in accordance with your assigned inspector). under point 2 (page 3 of this document): the list of changes provided for information. The implementation of these changes is left to the operators.
Operators are reminded that:
this list does not exempt operators to refer to the original text of the 2017 – 2018 edition of the involved ICAO documents and implement further changes if necessary; the wording in the manuals must be adapted to the own operations (do not use copy + paste); changes affecting operators may also affect third parties (e.g. handling agents) and that the DG regulations may be amended through addenda or/and corrigenda before the next edition is published.
