I. Background
United Nations Peacekeeping began in 1948 when the Security Council authorized the
deployment of UN military observers to the Middle East.The mission's role was to monitor
the Armistice Agreement between Israel and its Arab neighbours. Since then the UN
Peacekeepers provide security and the political and peacebuilding support to help countries
make the difficult, early transition from conflict to peace.
UN Peacekeeping is guided by three basic principles:
 Consent of the parties;
 Impartiality;
 Non-use of force except in self-defence and defence of the mandate.

II. Iraq’s point of View


The situation in Iraq remains volatile after years of wars, sanctions and conflicts. Since the
fall of Saddam Hussein and the Ba’ath Party in 2003, modern day Iraq has slowly emerged
as a democratic state. Nevertheless, the people of Iraq are still suffering the consequences of
economic stagnation and reduced access to essential services.

III. Iraq’s solution


Set up in May 1948, UNTSO (United Nations Truce Supervision Organization) was the first
ever peacekeeping operation established by the United Nations. Since then, UNTSO military
observers have remained in the Middle East to monitor ceasefires, supervise armistice
agreements, prevent isolated incidents from escalating and assist other UN peacekeeping
operations in the region to fulfill their respective mandates. The United Nations has been
operating in Iraq since 1955 through a variety of programmes. Since 2007, the UN has
progressively increased its presence in Iraq and plans to continue expanding operations
throughout the country. The UN continues to be present in Iraq to respond to the needs of the
Iraqi people, and support their efforts to achieve a peaceful and prosperous future.
