AN ORDINANCE AMENDING ARTICLE 3 OF REGULATION
ORDINANCE NO. 2011•307 OTHERWISE KNOWN AS "AN
ORDINANCE REQUIRING ALL BUSINESS AND COMMERCIAL
COMPLEXES AND ESTABLISHMENTS AND OTHER PLACES AND
SPACE CONSIDERED AS HIGH RISK TO INSTALL VIDEO
SURVEILLANCE CAMERAS OR CCTV AND PROVIDING PENALTIES
FOR VIOLATIONS THEREOF", AS AMENDED BY REGULATION
ORDINANCE NO. 2013-396 AND REGULATION ORDINANCE NO.
2015-222, BY ADDING "MOTELS, DRIVE-IN HOTELS, LODGING
HOUSES AND SEAPORTS"

WHEREAS, the CCTV Ordinance was approved with the main objective of
ensuring safety to the publio and assist the authorities in solving orime related incidents;
WHEREAS, the CCTV Ordinance has been tiseful in solving crimes and
determine liable individuals or perpetrators;
WHEREAS, under Regulation Ordinance No. 2013-396, An Ordinance Amending

Articles 3, 4 and 7 of Regulation Ordinance No. 2011-307 otherwise known as "An
Or<linance requiring all btisiness and commercial complexes and .establishments and
oth r places and spaces considered as high risk to install video surveillance cameras or

CCTV and providing penalties for violations thereof, a list of areas considered as high
risk was specified;
WHEREAS, tnere are establisliments that should be considered as high risk and
be .incorporated in the CCTV Ordinance such as Motels, Drive-in Hotels, Pension
Houses, Lodging Houses, Seaports;
WHEREAS, these establishments became susceptible to murders and crime

incidents because of the ease of access in obtaining a room and uncomplicated check
out scheme;
WHEREAS, Section 16 of the Local Government Code of 1991 (RA 7160)

provides. that every local government unit shall exercise the powers expressly granted,
those necessarily implied therefrom, as well as powers necessary; <'PPropriate or
incidental for its efficient and effective governance, and those which are essential to the
promotion of the general welfare. Within their respective territorial jurisdictions, local
government units shall ensure and support, among other things, the preservation and
enrichment of culture, promote health and safety, enhance the right of the people to a
balanced ecology, encourage and support the development of appropriate and self-
reliant scientific and technological capabilities, improve public morals, enhance
economic prosperity and social justice, promote fuTI employment among their residents,
maintain peace and order, and preserve the comfort and convenience of their
inhabitants.
NOW, THEREFORE, be it ordained, as it is hereby ordained by the SanggUnialig

Panlungsod of lloilo City, that:
Section 1. -Article 3 (b) of Regulation Ordinance No. 2011-307, as amended by

Regulation Ordinance No. 2013-396 and Regulation Ordinance No. 2015-222, is hereby
amended to read as follows:
b. Hotels, motels, drive in hotels, pension houses, lodging houses,

and seaports, malls, supermarkets;
Section 2, - All ordinances; resotµlions, rules and regulations inconsistent with

this ordinance are hereby repealed or modified accordingly;
Section 3. - This ordinance shall take effEict fifteen (15) days after its approval
and publication in the newspaper of local circulation.
