1 Part 1: General
All medium voltage equipment shall be of Manufacturer and model approved by and
supplied to the Saudi Consolidated Electricity Company (SCECO) and which is
backed up by an adequate supply of spare parts which are available in the Kingdom.
Where the Employer already owns installations containing medium voltage switchgear
that satisfies the above condition, the contractor shall install equipment of the same
manufacturer and range unless the Employer gives consent in writing for an
alternative.
While it is important to comply as closely as possible with the above conditions, where
existing equipment is no longer manufactured or the manufacturer is proposing to
replace the range with newer technology, the Contractor may supply state of the art
equipment with the approval of the Engineer.
1 01 Summary
The works covered by this section consists of providing all tools, labour, equipment
and materials, and performing all operations in connection with the fabrication and
installation of Private Medium Voltage Distribution systems over 1000 Volts and less
than 35 kV. (N.B. IEC 60038 refers to all voltages greater than 1000 V as High
Voltage).

Saudi Standards take precedence over other standards. When a new Saudi Standard
is issued, it automatically takes precedence over any other standard or specification
mentioned. However since it is currently the policy of the Saudi Standards
Organization to adopt IEC standards with suitable modifications for Saudi climatic

Transformers – Phasor diagram per unit impedance, tap voltages (expressed as
percentage of normal voltage), class of insulation, maximum winding temperature, iron
and copper losses, total weight (including oil).
Switchgear – Current rating, Fault operating level, operating temperature constraints.
1 05 02 Shop Drawings
Shop drawings shall contain location of equipment, foundation and accessory details,
cabling detail including direction of feed and cable box details. Internal wiring
diagrams including metering and protection. Ratios of CT’s and VT’s plus accuracy
class shall be included, also actual settings of protection relays.

2 Part 2: Products
2 01 Medium Voltage Transformers
All transformers shall be of the natural cooling type. The transformers shall have an
off-load tap changer with taps at 0, +/- 2.5 and +/- 5 %. Transformers shall conform to
SASO 422 and IEC 60076-1.
Power transformers shall be equipped with temperature sensors for installation in the
transformer winding for measurement of cooling oil temperature.
The temperature indicator shall have different temperature settings for warning,
switching of fan and tripping.
Transformers shall be connected delta star in accordance with the Electric Company
system used.
The LV neutral shall be brought out and fully rated in all cases.
2 02 03 Earthing switch
Earthing switches shall comply with IEC 60129. They shall be three-pole, equipped
with manual drive, with at least 1 N/O and 1 N/C auxiliary switches in addition to those
required by the drawings and be mechanically interlocked with the switchgear circuit
breaker.
2 02 04 Metering
2 02 04 01 Current transformer
Current transformers shall comply with IEC 60044 - 1 and shall be of the maintenance
free cast resin type. The thermal short-circuit rating shall be 100 times the rated
primary current. The dynamic short circuit current rating shall be 2.5 times the thermal
rating. The accuracy class for protection shall be 1.5, for metering 0.5.
2 02 04 02 Voltage transformer
Voltage transformers shall comply with IEC 60044 – 2 and shall be of the maintenance
free cast resin type. The secondary coil shall be rated for 100 V or 100/1.73 V. The
accuracy class for protection shall be 1.5, for metering 0.5.
2 02 04 03 Indicating Devices
Metering devices shall comply with IEC 60051-1. Unless otherwise specified on
drawings or BoQ the standard design shall be the square 96 x 96 mm type with a
scale length of 90 degrees in a plastic enclosure with a protection code of IP 50. All
instruments shall be rated for 0 deg.C to 50 deg.C operating temperature under
tropical conditions. The mechanical strength shall be for 15 g (g=9.81 m/s2) impact
and for 2.5 g oscillating (frequency 5 to 70 Hz). The accuracy of the instruments shall
be class 1.5.
2 02 04 03 01 Voltmeter
Voltmeters shall be of the moving iron type for AC and of the moving coil type for DC
and shall comply with IEC 60051-2. Overload factor shall be 2 times for 1 minute
(moving iron instrument) and 2 times for 5 seconds (moving coil instruments).
2 02 04 03 03 Current meter
Current meters shall be of the moving iron type for AC and of the moving coil type for
DC and shall comply with IEC 60051-2. Overload factor shall be 1.2 times
continuously, 50 times for 1 second, 4 times for 3 minutes, 2 times for 10 minutes of
the rated value (moving iron instruments) and 10 times for 5 seconds (moving coil
meters).
2 02 04 03 04 Wattmeter
Wattmeters shall be for switchboard installation, 96 x 96 mm, with narrow frame,
connection to current and voltage transformers, for measurement of active power.
Wattmeters shall comply with IEC 60051-3.
2 02 04 03 05 Frequency meter
Frequency meters shall be of the vibration type and shall comply with IEC 60051-4.
Voltage variations of +/- 20 % shall have no influence on the indicated frequency.
Scale range shall be +/- 5 % of rated frequency.
2 02 04 05 06 Power-factor meter
Power-factor meters shall be of the totally iron enclosed Electrodynamic cross coil
meter movement type and shall comply with IEC 60051-4. 20 % of rated current must
guarantee a proper indication at rated voltage.
2 02 05 Protection
Protection relays shall be of electronic type where ever possible instead of
electromechanical relays and shall comply with IEC 60255-6.
Protection relays shall be designed for flush mounting in the switchgear front panel or
for surface mounting inside the switchboard.
2 02 05 01 Overcurrent relays
2 02 05 04 Undervoltage Relay
Undervoltage relays shall monitor bus-bar voltages, with electronic measurement
mechanism and adjustable operating voltage level.
2 02 06 Fuses
Power fuses for Medium Voltage shall comply with IEC 60282-1.
2 04 Package Substations
Package substations shall conform to the specification D9 of the Ministry of Industry
and Electricity. (Currently a draft Saudi Standard)
2 05 Grounding (Earthing)
The 13.8 kV and low voltage earthing systems shall be connected together only when
the overall earth resistance value is one ohm or less, and the substation is connected
into an underground cable system. Otherwise the two earthing systems shall be
electrically separate.
The neutral of the low voltage winding of the transformers shall be connected directly
to earth.
Earthing electrodes shall be installed according to the article lightning protection of
section 16600 Special systems. Where lightning protection is provided, the low voltage
grounding and lightning protection shall be connected together at the Protective
Equalization Busbar (PEB). A separate earthing system shall be provided for each
independent medium-voltage switchboard or ring main unit as specified in IEC 60364-
5-54.
For distribution substations the earth bond shall be soft drawn, stranded and PVC
insulated copper wire. Minimum wire size shall be 95 mm2.
3 Part 3: Execution
3 01 General Examination
All installations shall be inspected and tested by qualified personnel.
Cables shall be clearly identified and marked with their operating voltage.
Equipment shall be installed in such a way as to be inaccessible to unauthorised
personnel. If installed outside, it shall be in a locked wire mesh or concrete block
enclosure, with signs in Arabic and English ‘Danger-High Voltage’ prominently
displayed.
When installed indoors, it shall be separated from low voltage equipment by walls or
partitions and access restricted by locked doors.
3 02 General Preparation
3 03 Installation
3 03 01 Medium-Voltage Substations
Medium voltage substations inside buildings shall be protected by fire-resistant walls
and doors of at least one hour rating.
Where possible, separate rooms shall be provided for transformers and medium-
voltage switchgear and low-voltage switchgear.
Access shall be restricted to authorised personnel and no operations or maintenance
shall be carried out without written permission from an authorised person. Notices to
this effect shall be prominently displayed.
3 03 02 Package Substations
Package substations shall conform to the requirements of Ministry of Industry and
Electricity Specification D9. They shall be mounted on concrete foundations,
according to the manufacturer’s recommendations.
3 03 03 Transformers
Transformers shall be installed in accordance with the manufacturer’s instructions and
shall be fastened to the floor or rails. Cable and bus duct connections shall be properly
supported to relieve any stresses from the transformer bushings. Bus ducts may only
be connected to the transformer bushings by means of flexible joint connectors.
3 03 04 Switchgear Panels
Floor-mounted panel boards shall be installed on a 100-150 mm high footing of
concrete and shall be aligned horizontally and vertically and permanently bolted to the
concrete. The cables entering a panel board shall be properly secured against
maximum possible short circuit stresses. All connections shall be secured against self-
loosening by use of star or spring washers or equivalent restraining device and only
one conductor may be connected to a terminal. All bus bar and main power
connections shall be checked by torque spanner according to the switchgear
manufacturers recommendations.
The conductors shall be connected to the terminals in accordance with the terminal
drawings.
Identification shall be in accordance with the drawings. Labels shall be of white
thermo-laminated plastic with black lettering. Letter size shall be not smaller than 10
mm high. Equipment inside the switchgear panels shall be also labelled in accordance
with the drawings.
3 06 Demonstration
Note: State requirements to demonstrate operation and maintenance of
equipment to the employer's personnel including special training if required.
3 07 Protection

provide other co-ordinating data if necessary!
4 02 Units of Measurement
. The following items are measured by unit: -
Transformers.
Circuit breakers and load-break switches.
Ring main Units
Panel Boards. (Circuit breakers and load-break switches, meters and instrument
transformers shall be measured separately)
Meters and instrument transformers.
Protective relays.
All copper or steel-strip earth conductors and cables required for earthing of medium-
voltage transformers and medium-voltage switchboards are measured by linear
installation length.
5 02 02 Panelboards
Common busbars and alarm and indication wiring. Installation accessories such as
bases and anchors and complete cabling connections including terminal boxes and
required earthing connections.
6 02 Figures
Medium voltage substations shall be on ground floor with direct access from the road,
and from a public road where it contains SCECO equipment.
7 03 Transformers
High voltage transformers shall be specified according to IEC 60076-8.
Where transformers are to be installed in basements or where a transformer oil fire,
however unlikely’ would be a hazard, the dry type transformers should be used.
