Executive Summary
Purpose
This report has been prepared by Maunsell for Transpower to confirm the feasibility, explore any
significant issues and estimate budgetary costs associated with the Wilton T8 replacement project.
The findings of this preliminary investigation will enable detailed design to proceed following
Transpower’ s approval.
Background
Transpower has proposed to replace the existing three of single phase 220/110/11kV, 110MVA
transformer T8 at Wilton substation with a new three phase 220/114kV, 250/335MVA capacity
transformer. It is proposed to commission the new transformer between years 2009 - 2011.
Recommendation
It is recommended that the new 250 MVA transformer be placed in the existing T8 bay for the
following main reasons:
• It allows reuse of the existing 220 kV power cables. There is significant saving in project cost
of approximately $1.7 million by reusing the existing 220kV power cables
• The outage period of 12 weeks (with minor restrictions) confirmed by Transpower is
sufficient to replace the existing transformer T8 with a new unit in the same bay.
Summary of Findings
Interconnecting Transformer
A 3D model was created in AutoCAD to confirm the new transformer overall general arrangement will
fit in the existing bay without modifications to the existing structures and 110kV terminations. The
available space is constrained by the location of the existing 220kV cable posts in the existing T8 bay.
3D Sketches were prepared and sent to the transformer manufacturer to confirm that a transformer
with the required arrangement can be manufactured which was subsequently confirmed by Pauwels.
Therefore no modifications are required to the 220kV cable posts and 110kV bus termination
arrangement and this will lead to substantial saving in project cost.
Maunsell have suggested further improvements to the transformer layout by moving the neutral
bushing towards phase ‘ R’and reinforcing the conservator arrangement to accommodate the 110kV
surge arresters. Sketches for the two options are placed in Appendix d.
110kV Equipment
The current rating of the existing 110kV primary equipment CB/CT192, DIS193, DIS195 and flexible
conductor is below the required current rating of 1758A (335MVA). Therefore all the equipment needs
to be replaced with new equipment rated for 2000/2500A as a minimum requirement.
A single pole located on the 110 kV side of the transformer outside the bund and the removal of the
existing 110kV rigid bus is required for the overhead flexible connection in order to maintain sufficient
clearance.
Extending the rigid bus that cantilevered from the gantry in order to shorten the dropper length that
connects between bus and the insulator on the conservator is not feasible. More than 10m of rigid bus
is required to reduce the dropper length to a suitable value (8 m) which will results in an expensive
gantry support structure and an unusual switchyard layout.

220kV Equipment
The existing 220kV GIS switchgear rating is suitable for the 250MVA transformer replacement project.
220kV Cable
Transpower has conducted an internal investigation to confirm the current rating of the 220kV cable
between the Transformer T8 and the GIS switchgear (Refer Transpower report Wilton 220kV cable
rating report.pdf). The report investigates current ratings based on various methods and states the
existing 220kV paper oil insulated cable has a current rating of approximately 830A (316MVA). The
report concludes that the cable is suitable for 250MVA continuous current rating and the maximum
allowable current rating for the cable is likely to be of the order of summer 318MVA and winter
332MVA.
The existing 220kV cable is suitable for connection between the new 250MVA transformer in the
existing T8 bay and the existing 220kV GIS bay.
Transformer Foundation: The existing foundation pad appears to have sufficient capacity to be able
to be used with relatively modest modification, to support the new transformer under existing seismic
loadings. The existing spare T8 pad & spare T8 unit will be retained in the T7 bay in case the failure
of transformer SFD T10.
Oil Containment: The existing oil containment system will require upgrading to meet Transpower’
s Oil
Containment Standard.
Firewall: Fire walls are required between T8 and T7 (spare unit) bay, and also between T8 and the
adjacent 220 kV Switchgear Building, to conform to Transpower standard TP.DS 62.01 and IEC
61936. It is recommended that a concrete precast firewall, similar to that that has been successfully
implemented at Central Park, (except using ‘Hebel’lightweight panels) be constructed.

In April 2004 Transpower commissioned Tranzcarr to undertake a feasibility study on transporting the
transformer from Centre Port Wellington to Wilton substation. Although identifying a suitable route
from the Port to Wilton substation and indicating that it was practical to move the new unit for an
estimated cost of $150k NZD the report assumed that the unit was unloaded directly from the Port to
the trailer. Maunsell has undertaken further investigations into various options of discharging the
transformer from the ship to the trailer for transporting to Wilton Substation.
In summary Maunsell found the most practical method to unload the new transformer unit will be to
discharge the unit at Port Taranaki and then to barge to Wellington Port. The transformer will then be
placed on the trailer and transported to Wilton Substation. The total estimated cost for transporting the
new unit from ship to site is $0.44M NZD + GST at the time of writing this SSR.
Project programme
The programme as shown in Appendix I demonstrates that a deadline of May 2011 is achievable for
the replacement of the 250MVA transformer at WIL. This however is contingent on the following:
• The period required for project financial authority is 10 weeks.
• The transformer specification award is fast tracked.
The programme allows 52 weeks of transformer manufacture and delivery time. The substation
detailed design and installation works can proceeds in parallel, with the foundations ready for
mounting the transformer on delivery.
Cost Estimate
The following costs have been derived which exclude GST, but includes a 4.8% capital and 10%
contingency. A detailed breakdown is provided in Appendix h Cost Estimate.
The cost estimate for locating the new transformer at the spare T7 bay is also included in Appendix h.

1.0 Introduction
1.1 Background
The existing 220/110/11kV transformer T8 at Wilton has a nominal rating of 110MVA and a post
contingency capacity of 139/147MVA (summer/winter). During certain load patterns and HVDC
transfer the Wilton T8 gets overloaded due to the uneven load sharing between the low impedance
Wilton T8 & high impedance Haywards interconnectors. At present this is resolved operationally by
removing the Wilton T8 transformer from service which causes overloading of the two 110kV
Haywards-Takapu Rd – Wilton circuits and the three Haywards interconnectors.
By 2007, Wilton T8 removal will not be possible during HVDC south flow in excess of 100MW as the
loading on the Haywards interconnectors would be in excess of pre-contingency limit of 200MVA. This
will impose limit on HVDC transfer to 100MW. However this is not sustainable in the long term
especially after HVDC pole connected to 110kV bus is decommissioned.
Therefore Transpower has proposed to replace the existing Wilton T8 with a 250/315MVA capacity
transformer to eliminate overloading of Haywards interconnecting transformers. It is proposed to
commission the new transformer by May 2011.
This report has been prepared to outline technical scope for replacing the existing Wilton T8
220/110/11kV interconnector, estimate cost and implementation timeline for the project.

These protections are in panel P80. No changes will be done to these protections.
The OC(CBFail) check function will be done in the new protection relays. The CBFail Timer and
CBFail trip Output contacts of the new protection relays will be integrated in to the existing bus zone
schemes.
2.7.3 110kV Bus Zone Protection
The 110kV bus has MBCZ low impedance bus zone protection. The 110kV CTs have three cores and
one core is shared for bus zone and transformer protections. The bus zone bypass switches are in
panel P83. The new 110kV CTs will be Transpower standard 5 core CTs. The bus zone CT isolation
switches will be installed in the JB23.
2.7.4 Mimic Panel
The photos in Appendix b show existing 220kV & 110kV control panel layouts. The 220kV ammeter
and breaker control switch will be removed from the control panels. The CB On/Off control will be by
push buttons on the new protection panels. Indication lamps for CB862, DIS866, ES869, ES8669,
ES8639, DIS863 and DIS865 will be retained. No other changes are required to the 220kV mimic.
CB192 control switch will be removed from the 110kV control panel. On/Off indication lamps for
CB192, DIS193, DIS195, CB1830 and ES1839 will be retained. The mimic requires minor
modifications to remove existing tertiary earthing transformer.
2.7.5 Junction Boxes
The CB192 JB23 photos are in Appendix B. 110kV CB192 JB23 is in good state and does not require
replacement.

Both cable type “h”and “r”are of identical specifications as stated in the cable schedules. The reason
for having two different type codes for same type of cables is not clear. This needs to be investigated

The existing RTU 1 D20M++ module is located in panel P111 whereas the RTU 2 and RTU 3 are
located in panel P108. The number of status, control, and analogue modules in each panel are
detailed below with the number of spare points at the time of writing this report are shown in brackets.

3.0 Wilton New T8
3.1 Overview
SSR brief mentioned that two alternatives be considered for location of the new transformer, the
existing T8 bay and the spare T7 bay. During discussions, Transpower indicated that it is possible to
remove existing transformer out of service for the required duration if the new transformer is located in
the existing bay. This option was considered in detail to reduce cost of the project. Approximately
$1.8M is saved on reusing the existing paper oil power cable and relocation costs for locating the new
transformer in the existing T8 bay. Refer Appendix H for more details.
The investigation on the termination methods for the installation of 220 kV XLPE cable from the GIS
switchgear to the new T8 in the spare T7 bay is included in Section 6.0.
Preliminary layouts using AutoCAD 3D model were prepared considering dimensions general
arrangement of a similar 250MVA transformer installed at Otahuhu. It was noted that desired
clearances could not be achieved without modifications to the existing structures. Therefore Maunsell
proposed modified transformer layout which could fit in the existing space with no modifications
required to the existing 220kV & 110kV termination arrangement. Refer the Section 3.4.1 & Appendix
F (Pauwels correspondence) for more details.
A comparison of Otahuhu transformer T5 general arrangement with modified layout for WIL T8 is
given below.
• 220kV bushings and 220kV Surge arrestor mounting arrangement is similar in both the cases.
However for WIL T8 the phase to phase spacing for surge arresters is adjusted to match location
of 220kV cable posts.
• Radiators are located on 110kV bushing side in both the cases.
• For OTA T5 the conservator tank is located on the left side of the main tank. While for WIL T8 the
conservator is moved on the same side as radiators.
• For OTA T5, 110kV surge arresters are on the same side as radiators. While for WIL T8, 110kV
surge arresters are mounted on top of conservator tank to increase mounting height.
• For OTA T5, OLTC is located on left side looking from 220kV side. While for WIL T8, OLTC is
located on right hand side looking from 220kV side
Adequate maintenance clearances can be achieved with the modified layout and is not expected to
create any operational and maintenance issues. However this needs to be confirmed during detailed
design stage based on final dimensional drawings from manufacturer.

3.4 Switchyard layout changes
3.4.1 220kV Bay Layout
Preliminary 3D layout drawings were prepared considering dimensions and general arrangement of 3
phase, 250MVA 220/110 kV autotransformer installed at Otahuhu. It was observed that the
transformer could not be fitted with required clearances in the existing bay without modifications to the
220kV cable posts or 110kV bus termination arrangement (Option1).
A new layout was proposed with changes to the location of 110kV bushings and conservator which
could fit in the available space without modifications to the existing structures. Sketches of this
arrangement were sent to Pauwels for their comments and to confirm constructability of such a
transformer (Option 2). Pauwels have confirmed that they can manufacture a transformer to suit the
arrangement proposed.
The required clearances can be achieved for the transformer general arrangement received from
Pauwels. This was confirmed by 3D model. Refer WIL1 Sheet 5 for details (Option 3). The WIL1 Sheet
4 placed in Appendix d shows the proposed new layout with an additional pole to terminate 110kV
droppers on to the transformer. As per Pauwels drawing the neutral bushing is located adjacent to
the phase B. We feel that if the neutral bushing is located towards phase R, then the 110kV
connections align better with the bus terminations. This arrangement needs confirmation from
Pauwels and can be sent to Pauwels for their confirmation.
The existing 220 kV switchgear rating is sufficient for the T8 replacement project
3.4.2 110kV Bay Layout
The existing 110kV oil circuit breaker/current transformer combined unit needs to be replaced with a
new circuit breaker and current transformer. Refer section 2.4 for the existing equipment ratings and
section 3.8 for the new primary equipment ratings. A summary of equipment ratings is also included in
Appendix f.
There is a project currently underway to uprate the 110 kV bus conductors to twin Cicada at Wilton.
This will provide required current rating for connection of new T8 335MVA transformer.
The existing foundation will be removed and replaced for the new CB & CT and the existing flexible
connection will be replaced by twin cicada conductors. A twin cicada overhead flexible will be utilised
to make connection between the insulators on the gantry & new T8. Refer next paragraph for more
details. The proposed layout is shown on WIL1 Sheet 6. The 110kV bus disconnectors DIS193 &
DIS195 will also be replaced by new disconnectors rated for 2500A.

Another option is to install a pole on the 110 kV side of the transformer outside the transformer bund
to allow an overhead bus with dropper connections made to the transformer. The existing rigid bus will
be removed from the gantry. The overhead conductor length is approximately 16m long. Refer WIL1
Sheet 4 for layout drawing.
The existing NERs and neutral surge arresters will be retained as part of HVDC operational
requirements.
Scala penetrometer tests were carried out either side of the existing foundation pads T8 and T7
(spare).
Note that it was impractical to carry out such tests in the centre of T8 and T7 as these were covered
with an 800 mm thick pad of reinforced concrete. It was also impractical to carry out tests in the floor
of the cable ducts running under the foundation pads, because the floor of the cable ducts were
covered in a 400 mm thick layer of concrete (except for the drains where the thickness of concrete
was 250 mm). However it is recommended that during the detailed design stage, holes be drilled in
the concrete floor of the cable duct (drains) to enable a Scala penetrometer test to be carried out to
confirm the bearing capacity of the rock under the central wall between the two cable ducts.
The summarised results of the Scala penetrometer tests carried out are as follows:

3.6.2 Fire wall
Fire walls are required between T8 and T7 (one spare unit will be maintained in T7 bay in case its
similar transformer unit SFD T10 fails) bays, and also between T8 and the adjacent 220 kV
Switchgear Building, to conform with Transpower standard TP.DS 62.01 and IEC 61936.
The distance between T8 and T7 (spare bay) is less than the recommended distance of 15.2 m given
in IEC 61936 for transformers containing more than 45,000 L of oil. Also, the distance between T8
and the adjacent 220 kV Switchgear Building is less than the recommended distance to buildings
given in IEC 61936, (15.2 m for non-combustible building surfaces, or 30.5 m for combustible building
surfaces).
The concrete precast option has been successfully implemented at Central Park and the cost estimate
is based on this type of wall, with a pro-rata adjustment for the differences in areas of walls required at
those two sites. It is recommended that at the detailed design stage, effort is made to find the most
cost-effective option. It is thought likely that cost savings would be achieved if the ‘
Hebel’lightweight
panel option were adopted. (The “Hebel”light weight panels are applied for the KIK/STK transformer
upgrade project.)
The ‘moment demand’that any firewall column or frame will make on the foundation will need to be
considered in the foundation detailed design.
Cost estimate: $250,000 plus GST for the concrete precast columns, slabs and support structures.
Acoustic barriers
The transformer noise (existing T3, T4, T5 and new T8) from Wilton substation is predicted to comply
with the designation noise as detailed in Appendix j. The noise level assessment done by the
Marshall Day report for the new T8 rating considers existing acoustic barriers.
The existing acoustic barriers can be reinstalled or can be integral part of the firewall.
3.6.3 Foundation & bund changes for T8
It is proposed to replace the existing T8 transformer with a new 220/110 kV 250/335 MVA transformer
on either:
(a) the existing T8 foundation pad; or
(b) the adjacent spare foundation pad.
The preferred option is to locate the new T8 transformer on the existing T8 foundation pad, rather than
on the adjacent spare foundation pad nearby, due to the lower cost of cabling. It is understood that
outage time is not a severe constraint (which could have been a reason for recommending making use
of the adjacent spare foundation pad).
Preliminary assessment of the capability of the existing foundation pad to be able to be used to
support the new transformer.

Existing Foundation Pad
The existing T8 foundation pad is 14.0 m x 14.0 x 0.8 m thick, with main reinforcement provided by
D24 bars at 300 spacing each way, top & bottom.
Additional strength is provided by six 150 UC beams cast into the top of the foundation pad.
The foundation pad spans across two 2.0 m wide, 2.0 m deep cable duct tunnels, separated by a 300
mm thick concrete wall, bearing on a 400 mm thick floor.
The bending moment capacity of the existing foundation pad is approximately 290 kNm per m width in
the direction perpendicular to the cable duct tunnels, and 280 kNm per m width in the direction parallel
to the cable duct tunnels. This roughly corresponds to a capability to carry a 168,000 kg transformer,
with C.o.M 1730 mm A.G.L. under the design seismic acceleration (both figures 78.5% that of the
Otahuhu T5 described below).
The calculation of the bending moment capacity of the existing foundation pad to be able to support
such a transformer is complicated by the presence of the cable duct tunnels. Depending on the
precise location of the proposed T8 on the foundation pad, in relation to the cable duct tunnels, the
resulting bending moment will be between approximately 300 and 600 kNm per m width.
The centre of mass and hold down positions are not yet available, but are assumed to be as follows
on the basis of a similar sized Otahuhu transformer.
Seismic analysis
A preliminary seismic assessment has been conducted
Soil strength: Class B (rock);
Ch(T) = 1.00 from Table 1;
Hazard factor, Z = 0.40;
Return period factor R = 1.3 (1000 year return period);
Assessed ground acceleration C(T) = 0.52g.
Preliminary conclusions:
From the preliminary analysis it appears that the existing foundation pad has sufficient capacity to be
able to be used with relatively modest modification, to support the new transformer under existing
seismic loadings. The existing foundation has an estimated capability to carry 168 tonne transformer.

Modifications that may be required:
(a) Spreading the hold-down positions apart by means of a steel frame comprised of universal
column beams, welded to the existing cast-in beams;
(b) Chemset threaded rods into the existing foundation pad to make a secure hold-down;
(c) If required, identify a means of distributing the load from the central wall to the tunnel floor
over a wider area of the floor.
Recommendations
It is recommended that during the detailed design phase:
(a) The foundation pad be analysed by means of a finite element computer program to confirm (or
otherwise) its ability to support the proposed new transformer under design seismic loadings;
and to help design any modifications required.
(b) the strength of the following be confirmed:
(i) the wall between the two cable duct tunnels below the foundation pad;
(ii) the concrete floor supporting the wall mentioned in (i) above;
(iii) the bearing capacity of the ground beneath the concrete floor and wall and mentioned
in (i);
(c) The designers liaise with the transformer manufacturers to discuss suitable transformer hold-
down arrangements. Ideally, the hold-down positions should be as far apart as practicable, to
reduce the seismic load on the foundation pad.
(d) The position of the transformer on the foundation pad is optimised, i.e. the transformer is
located in such a position as to produce the least bending moment on the foundation pad;
(e) Bending in both directions, perpendicular to the cable duct tunnels and parallel to them, be
checked.
Assumptions
The analysis was based on the following assumptions:
• It has been assumed that the new T8 will be as per Pauwels budgetary offer dated 20 October
2006, for a 220/114 kV 250 MVA transformer. Where dimensions are not yet available, we have
assumed such dimensions will be similar to those on the Otahuhu interconnecting TXMR T5
220/110 kV 150/250 MVA transformer
• The final design will be dependant on the exact configuration of the transformer;
• The assessment of capacity of existing foundations was based on design drawings (drawing
8/15177/4/7804/2, 2A, 5, 19A & 20A), not on as-built information, nor other means of strength
testing (e.g. non-destructive testing);
• The preliminary seismic design was carried out in terms of AS/NZS 1170.5. It is assumed that
this will be applicable for the detailed design.
• That the soil beneath the foundation pad is similar to that at either side of the pad, where the
Scala penetrometer soil testing was carried out.

3.6.4 Oil containment
Summary
When assessed in terms of the relevant Transpower standards, the existing oil containment system
does not have sufficient capacity to be able to accommodate the proposed upgrade to T8. Therefore
along with the proposed upgrade to T8, the oil containment system will need to be upgraded.
Stormwater and oil spilt within the bunded areas drain to an existing underground twin tank gravity oil
interceptor system of capacity 37,100 L.
Effluent from the oil interceptor is assumed to discharge to the WCC stormwater system (although this
should be confirmed at the detailed design stage), possibly via a sump at Chequers Way (pers com
Carl Kindler, OPUS).
Design Standards
The adequacy of the existing system and conceptual design for the proposed upgrade, have been
considered in relation to the following Transpower Policy Standards:
The current standard TP.GS 54.01 does not give any guidance on the minimum design capacity of an
oil plate separator. The previous design standard TP.MS 54.04 (issue 2 - section 6.3.2) stated the
minimum design intensities for stormwater entering oil interceptor systems. Hence design capacities
for the oil plate separator were derived from the superseded standard.

As can be seen from the tables above, the existing 400 mm high bund does not have sufficient volume
to store oil from the proposed new T8 plus mean monthly rainfall with an allowance for freeboard,
without overtopping. The above table suggests that a 600 mm high bund would be adequate. It is
recommended that as part of the T8 upgrade, the bund around the T8 foundation pad be replaced with
a new 600 mm high bund. This needs to be confirmed at the detailed design stage.
Preferred Option
To ensure that the water discharge quality is at least as good as the current system, and to meet
Transpower standards, the following is proposed:
• a‘catch’tank of capacity suitable to take all the oil from T8, in the event of a sudden
rupture;
• an oil plate separator together with a sump tank.
Oil plate separators can be guaranteed to discharge water with 15 ppm oil. Under everyday
conditions they may even produce water that is considerably cleaner. Such systems are appropriate

where high quality discharges are required, such as in this case, where the effluent is discharged to
the WCC stormwater system. The current standard, TP GS 54.01, requires that oil plate separators
be designed for 10-year storm flows.
Such a proposed system would provide a low maintenance and cost effective solution that would give
good performance in terms of discharge quality and meet the local authority requirements.
‘Catch tank’:
A catch tank with sufficient volume to be able to accommodate all the oil from T8 (67,225 L), in the
event of a sudden rupture, is recommended. This could be achieved by duplicating the existing
37,100 L oil interception tank, giving a total storage volume of 74,200 L, just sufficient to be able to
take all the oil from T8. The ‘catch tank’would be designed to be empty prior to the rupture; and to be
‘in series’and upstream of the oil plate separator and its associated sump tank.
Constructability
The existing oil interceptor tank is located outside fence on the Eastern side of the substation (refer
X3889). The tank is surrounded by bushes. The cost to locate new tank near the existing tank has
been allowed for. As an alternative the catch tank can be located within substation area. This needs to
be investigated during detailed design stage.

An additional small oil sump tank is required to receive the oil separated out by the oil plate separator.
It should be fitted with level switches to operate the oil separator pump. The capacity of this sump
tank can be small (approx 500 L) as it only needs to be able to handle drips of oil, and it can be
regularly emptied when full.
Recommendations
Associated with the installation of the proposed T8 transformer at Wilton Substation, the existing oil
containment system will require upgrading to meet Transpower Oil Containment Standard.

The rough order cost estimate for these capital works is $200,000 excl GST.
The existing foundation needs to be expanded or rebuilt to allow adequate spacing between CB & CT
for making proper connections to allow for seismic movements. Previous experience with foundation
pads designed at about their age is that these are unlikely to be strong enough to be able to be reused
and expanded. Therefore we recommend that the existing CB/CT pad be demolished and replaced
with a new CB/CT foundation pad designed to meet current standard.

3.8.1 220kV surge Arrestors
New 220kV surge arrestors are required for the transformer T8. Station class surge arrestors ABB
type EXLIMP198 which were recently purchased for KIK & STK interconnecting transformers are
suitable for this application.
3.8.2 220kV Switchgear
The existing 220kV CB, CT & disconnector ratings are suitable for the new transformer T8.
3.8.3 110kV Circuit Breaker
The current rating of existing CB/CT is not adequate for the new Transformer capacity of 335MVA
(1785A). Areva GL312-F1 type circuit breaker rated for 3150A 40kA 3 sec is suitable for this
application.
3.8.4 110kV Current Transformer
The existing CB/CT unit needs to be replaced with a Transpower standard 5 core CTs rated for
2500A.
3.8.5 110kV Bus Disconnectors
The current rating of existing disconnectors DIS193 & DIS195 is not adequate for the required rating
of 1758A (335MVA) and require replacement by new disconnectors rated for 2000A minimum.
3.8.6 110kV surge Arrestors
Station class surge arrestors ABB type EXLIMQ120-xH123 are required on the 110kV side.
3.8.7 Neutral Current Transformers
A new 2 core NCT conforming to Transpower’ s latest purchasing standards will be required. The
details to be confirmed at the detailed design stage.
3.8.8 Flexible Conductors
The 110kV and 220kV equipment connections can be made by twin cicada conductor. Twin cicada is
rated for 2600A (Continuous) / 3030A (emergency) and short time rating of 125.2kA for 3 seconds. All
the existing flexible connections up to the 110kV bus will be replaced.
3.8.9 Overhead Flexible Conductors
Overhead flexible (twin cicada) with droppers are required for the connections between the CB & T8 to
provide sufficient clearance.
3.8.10 Pole
A single pole is required on the 110kV transformer side outside the bund for the overhead flexible
connection. A Transpower standard 110kV transmission pole structure type 8 will be suitable for the
application in WIL.

The new T8 impedance needs to be about 10% (or even a little lower) for proper load sharing with the
HAY transformers.
However if Transpower would like to replace all the earth wires in all substations due to the recent
earth wires failure in Otahuhu substation, it is recommended that these earth wires are removed and a
lightning pole is erected adjacent to the transformer bay where necessary. This needs to be reviewed
during detailed design stage.
3.12 Earthing
The existing earth grid conductor size is 50 x 4mm copper is adequate for the single phase fault level.
The 50 x 4mm copper conductor is rated for 25kA for 3 sec for welded connections.

4.0 T8 Protection & Control
4.1 Interconnecting Transformer Protection
The proposed protection scheme for the new interconnecting transformer T8 is based on current
Transpower Interconnecting Transformer Protection standards. The R&I diagrams placed in Appendix
c, show functionality of the relays. The protection scheme involves Differential 1 (Dif1), Differential 2
(Dif2) and Distance (Dist) protection. The current approved relays for this application are Dif 1
SEL387, Dif 2 GE SR745 and Dist SEL311C relays. The proposed R&I diagram is included in
Appendix d.
The CB Open/Close SCADA remote control will be reinstated and local control will be by illuminated
push buttons on the panel P74. The analogues W, VAR, Amps & V will be available to SCADA over
relay serial link. However the existing transducers are required as these are connected to ABB HVDC
SCADA system.
A preliminary protection study was performed to check settability of the new relays with a main focus
on zone reaches for the Dist protection. The findings are presented in the following sections.
4.1.1 Preliminary Protection Design & Calculations
Network Diagram
The sketch below shows the North Island network diagram around Wilton substation. Fault studies
were done using DIgSILENT saved case and with transformer positive and zero sequence impedance
of 10% to check settability of various protection elements. There is no significant change to the three
phase and single phase 220kV & 110kV fault levels. Therefore existing protections at remote buses
such as Haywards and Takapu Road were not reviewed for grading. The protection performance will
need to be reconfirmed during detailed design with actual T8 transformer impedances.

A zone reach of 12 ohm is required to cover 1 ohm 220kV bus faults. The zone 1 time delay is set to
grade with zone 2 time delay of distance protection out of 220kV bus.
The zone 2 time delays of the 220kV line protections are provided in the table below.
The zone 1 time delay can be set to 1.5 sec to grade with highest zone 2 time delay from the above
table.
The apparent impedance seen by the relay for a 220kV bus faults at Haywards is 24.4 ohm. Therefore
zone 1 reach set as above will not see 220kV Haywards bus faults.

The Interconnection Transformer Dist protection also requires two elements to be set up for 110 kV
system protections. The Dist2 (zone 3) element looking into the 110 kV bus can be set to the
minimum value of 5 ohms to provide back up protection for the 110 kV bus. The main protection will
be by CBFail/Bus zone scheme. The 110kV circuits out of WIL bus are short lines.
The Zone 3 set as per above criteria encroaches on the zone 2 reach of the line distance protections
at the 110kV
bus. Therefore zone 2 time delay needs to grade with the highest zone 2 time delay of the line
distance protections at the bus. The highest zone 2 time delay at the 110kV bus is 1second; hence the
zone 3 time delay can be set to 1.5second. WIL 110kV has bus zone protection as a main protection
hence time delay of 1.5 second is acceptable.
The table below summarises Z2 reaches and time delay settings of line distance protection at WIL
110kV bus. These have been taken from setting files available on the Transpower server under
protdata directory.
The Dist3 (zone 4) element needs to provide backup for remote faults wherever required and not to
encroach on load.
The WIL 110kV & 33kV bus has CBFail and bus zone protection hence back up protection to the 33kV
bus faults by zone 4 elements is not required.
The Interconnecting Transformer Protection must provide backup for remote line end faults on circuits
out of the LV bus, assuming the remote breaker has opened. The zone 4 can be set to cover faults at
the end of the 110kV circuits when the remote breaker has opened and not to see remote LV bus
faults. A zone reach of about 13 ohm is required to cover such faults and does not encroach on load
impedance of 35 ohm. The zone 4 time delay will be final trip time of 3 sec.
Preliminary SEL311C setting files and relevant DIgSILENT studies are included in Appendix e.
4.1.2 RTU
The Dif1 and Dist protections for the new 220/114kV transformer need to be connected to the existing
RTU system on different ports. This can be done by utilising the spare ports in RTUs or multidrop on
the other already used ports (SIO2, SIO3, and SIO4) in RTU 3. Therefore, the existing RTU system
has spare capacity to connect new relays.

The transformer alarms and trips will be confirmed during detailed design. From the drawings supplied
by transformer manufacturer for other Interconnection Transformer Protection installation projects, it is
noted that there are more number of alarms and trips than shown on the standard ICT R&I diagram.
Some of the trips can be paralleled as the relays have limited number of spare inputs.
The existing RTUs are due to be replaced with a D200. The upgrade of the entire RTU installation to
meet Transpower current standard is outside the scope of this project. However, an allowance has
been made in cost estimate to upgrade the port wiring being utilized for this project to the latest RTU
standard.

The existing RTU design does not comply with the current Transpower standard for data isolation and
connectivity to NCCS and NCCN according to the drawings obtained from TRANSMIT.
New Wilton T8 transformer will require changes of the VRC part of the Haywards Bipole controls.
Voltage and reactive power control processor (which is part of the Haywards local Bipole control)

5.0 Constructability & Maintainability
5.1 Constructability of T8 Replacement
Transformer T8 Installation
250MVA transformer will be delivered to site on a trailer with an additional prime mover due to the
severity of grade up to the site. Refer Transcarr transport feasibility study report for the proposed
trailer details. The transformer will be offloaded and placed onto the foundation using Hydraulic
Gantry system. The off-loading and positioning procedures need to be confirmed by the haulage
company, at the time of the detailed design & procurement.
Bay Obstables
The installation of the new T8 can proceed once the present obstacles are removed. These obstacles
are listed as follows:
• Relocate existing T8 units and their cooling radiator.
• Demolish the bund for existing T8.
• Demolish the existing rod gap stands in the existing T8 bay.
There is sufficient access to replace and maintain the new equipment in the switchyard. The
maintenance truck access to T8 is direct from the switchyard gate and via the transformer runway.
There is adequate space under the 110 kV lines for crane movement within the switchyard as the line
terminates at a height of about 11.125m. The crane truck with the crane in its transportation position
has a height of about 4m.
Minimum design clearances for mobile elevated work platforms (MEWP’ s) operation near 110kV
equipment as specified in TP53892/2, 3 see Appendix L. The application of these maintenance
standards is outlined in TP65091/1 in Appendix K.

Bus A2 outage for DS 195 maintenance in addition to Bus B2 outage, which results in loss of
supply to KWA.
Move DS 195 away from bus to avoid the maintenance clearance violation, see section 5.3.4.
• Replace single upright DS with double upright DS, but bridge the bus side.
• Structural modification to the DS e.g. supports for cantilever section.
• Relocation of vertical conductor, for connection to the DS.
• Modification to the DS operating rods.
• Check electrical clearances
- Across other side of CB/CT 192
- Between phase and earth e.g. flexible from the transverse bus over to the DS versus the
gantry (resolved using double upright DS with one side bridged).
In April 2004 Transpower commissioned Tranzcarr to undertake a feasibility study on transporting the
transformer from Centre Port Wellington to Wilton substation. Although identifying a suitable route
from the Port to Wilton substation and indicating that it was practical to move the new unit for an
estimated cost of $150k NZD the report assumed that the unit was unloaded directly from the Port to
the trailer. Maunsell has undertaken further investigations into various options of discharging the
transformer from the ship to the trailer for transporting to Wilton Substation.
A number of options for discharging the transformer to the trailer have been considered including
shore cranes, ship cranes and discharge at a remote port and then further transport. A summary of the
findings is given below.
There are three possible options for discharging the transformer directly to the trailer at Centre Port.
These include utilising the existing container cranes available on the wharf, using mobile cranes and
employing the ship’ s own cranes. Utilizing Centre Port’s container cranes for discharging the unit is
not practicable as the capacity of each crane is only 50 tonne and a spreader beam cannot be used to

enable a synchronised lift between the three available cranes. Suitable lifting facilities for discharging
the transformer directly to the trailer at Centre Port involve using mobile cranes from a third party.
Mobile cranes capable of lifting the transformer of 150 tonne over a 19m working radius from the ship
onto the trailer can be provided by Smith Crane and Construction for an estimated cost of $470k NZD
+ GST. Further investigations on the capacity of the wharf itself at Centre Port are required in order to
obtain the permission for the lift if a mobile crane was used. The third option of using ship cranes is
possible if a suitable heavy lift ship is used to transport the transformer from Indonesia to Wellington.
Budget costs available from Tasman Orient to charter a suitable vessel over the required route are
estimated at $1.4M NZD + GST.
Another option considered is to discharge the new transformer at a remote port such as Port Taranaki
or Port Nelson and further transport the unit to Wilton substation. Although both Port Taranaki and
Port Nelson have the shore cranes of the required capacity available to offload the new transformer
Port Nelson has declined to handle the 150 tonne transformer, this leaves Port Taranaki as the only
option in North Island to discharge the unit from the ship. Road transport from Port Taranaki to
Wellington is limited to loads less than 90 tonne due to the capacity of bridges in the Taranaki Region.
This leaves the only option to move the unit from Port Taranaki to Wellington Port being to offload
from the ship onto a RO/RO barge which is then sailed to Port Wellington (the wharf next to the Picton
Ferry Terminal will be suitable for offloading the transformer from the barge onto the trailer.) where the
transformer can be driven off. This is estimated to cost $200k NZD + GST (shipping only).
In summary, Maunsell found the most practical method to unload the new transformer unit will be to
discharge the unit at Port Taranaki and then to barge to Wellington Port. The transformer will be
placed on the trailer from barge and transported to Wilton Substation. The total estimated cost for
transporting the new unit from ship to site is $0.44M NZD + GST at the time of writing this SSR. The
correspondence emails and price schedule are included in Appendix G.
Further correspondence has been made between Transpower and Pauwels regarding transportation
of the new transformer to Wilton Substation. Pauwels have suggested discharging the unit at New
Plymouth port and then delivery to Wellington by barge which is a similar arrangement used to
transport the Otahuhu transformer from New Plymouth to Auckland by barge. The correspondence
letter and schedule of prices are in Appendix F.

7.0 Transformer Specification Requirement
The essential specification requirements to be included for transformer procurement are listed below;
• The new T8 transformer positive sequence impedance needs to be about 10% (or even a
little lower) for proper load sharing with the HAY transformers. The zero sequence
impedance also needs to be about 10% so that there is no change in the existing fault
levels. Pauwels confirmed that they have considered fault rated, closed delta winding in
their preliminary offer. However their offer considered higher transformer impedances.
• The replacement WIL T8 transformer will see high dc neutral currents at times because of
the nearby HVDC convertor and sea electrode. There is a neutral current resistor to help
reduce the dc current, hence the need for a fully insulated neutral. The size of the resistor
may need to be increased some time in the future, to account for altered dc currents with
pole 1 replacement and future additional interconnecting transformers in the Wellington
region. Even with neutral resistors, the transformer specification still needs to make it very
clear that the transformer needs to be designed for dc neutral currents, with Transpower to
provide the the dc magnitude / time requirements.
• The transformer required rating is 250MVA and overload rating, assumed to be 335MVA
same as OTA transformer rating. The actual overload rating of the transformer will be
determined once it is built during its heat run tests.
• The transformer general arrangement shall be as given in the Pauwels preliminary offer to
be able to fit in the available space in the existing bay.
• Maunsell have suggested further improvements to the transformer layout by moving the
neutral bushing towards phase ‘ R’and reinforcing the conservator arrangement to
accommodate the 110kV surge arresters. Sketches for the two options are placed in
Appendix d.
9.0 Programme
The programme as shown in Appendix I demonstrates that a deadline of May 2011 is achievable for
the replacement of the 250MVA transformer at WIL. This however is contingent on the following:
• The period required for project financial authority is 10 weeks.
• The transformer specification award is fast tracked.
The programme allows 52 weeks of transformer manufacture and delivery time. The substation
detailed design and installation works can proceeds in parallel, with the foundations ready for
mounting the transformer on delivery.

Dear Jon,
We thank you for your invitation to provide a response to the inquiry for this transformer. The
following response is made for a replacement three-phase auto transformer using the Period
Supply Agreement Item 1 as the basis of the offer.
As per the supplied information regarding the existing transformer arrangement, and the
requirements for the replacement transformer, we confirm that we are able to offer a three-phase
transformer that meets the connections as shown in the drawing Wilton T8 Layout5 (1) page 3.
We have not taken into account the practicality of this arrangement with respect to seismic
performance, nor have we been advised of acceleration to be considered, and suspect that there
may be some strengthening reed for the conservator / 110 kV surge arrester support
arrangement. We would require specific detail to enable calculations to be made and this may
have an impact on the price offer.
We have based our response on the existing PSA arrangement, on the understanding that this
item would be a further extension of this contract, with the transformer being similar to Item 1.
We have concentrated on a technical solution at this stage and then considered the financial
impact of this solution. Technically, we believe that the preferred option would be to supply a
single three phase transformer, however, whether this provides the most cost effective solution
requires further consideration.
The logistical aspect of delivering to port of Wellington, is a separate consideration. The logistics
of unloading in Wellington and delivery to Wilton substation also require further consideration in
the preferred solution.
The alternative solutions would appear to be to supply a single, three phase auto transformer or
to provide a bank of single phase transformers. Obviously, the cost of manufacturing and
supplying single phase units, in a bank of three or four, would have a far greater cost that
providing a single three phase transformer, however, from a delivery logistics perspective this
may prove more practical.
Our initial indications are such that it is not specifically clear whether we could unload this
transformer in Wellington to reach Wilton substation.
The cost of this aspect is based on the Otahuhu delivery cost with some additional allowance for
the time between operations. This price is subject to further confirmation, as is the ability to
offload in Wellington port.
Alternatively, at freight prices such as this, it may become more effective to use a self geared
heavy lift charter vessel for the delivery and deliver directly to Wellington. One point of
consideration is the availability of such a vessel at the required time, therefore, we have based
the offer on known shipping services and coastal barging in New Zealand.
As per the PSA arrangement, the offer is made as a budgetary cost estimate with delivery to New
Zealand port, in this case we have extended the delivery to port of Wellington as requested. The
price offer is within the plus / minus 5% area for the delivery to New Plymouth only.

The 110 kV reference was given an initial value of 1.02 pu and a range between 0.95 to 1.05 pu.
The dead band was not allowed to became smaller than approximately 0.5 kV to avoid pumping
Built into VRC software are minimum and maximum taps and the transformer maximum power ratings:
a) for Haywards T1, T2 and T5: taps 1 to 21
b) for Wilton T8: taps 1 to 13
Note:
Wilton T8 tap changer range: -10 % to 5 % with the tap size of 1.25 % and a nominal turn ratio:
220/110/11 kV
Haywards T1, T2 , T5 tap changer range: -15% to +10 % with the step size 1.25 %. The nominal turn
ratio is: 220/114/11 kV
If the 110 kV bus voltage is less than the voltage reference for the amount of a dead band, a
command is issued to increase the position of the tap changer.
If the 110 kV bus voltage is higher than the reference voltage for the amount of a dead band, a
command is issued to decrease the position of a tap changer.
In any case, the tap changer command is delayed for 10 seconds.

There will be a lift supervisor on site and they are included in the below prices, they will organise the attaching

(1) We are assuming that the mobile crane parked at the edge of the wharf and the 150 tonne
transformer is rested in the centre of the ship – we estimate the length between the centre of the
mobile crane to the transformer will be approximately 15 – 20 m. Therefore we said 15-20m working
radius to be on the safe side.
(2) The transformer has the height of 4.3 m. Therefore we are assuming that the boom length would be
at least 10 m to reach and lift the transformer. Can you please give me some suggestion about what
length of boom is appropriate to
use?
(3) The transformer will only require offloading from the ship at the Wellington centre port using mobile
crane. The transportation company (tranzcarr) will offload the transformer on site using Hydraulic
Gantry System.

W * H ). The transformer will be lifted from the ship at the centre port of Wellington and the mobile crane will

Gladys,
Unfortunately we must decline to han dle a transformer at 150 Tonnes. While our cranes are capable of a
100T lift each, using the cranes in tandem presents a high risk should one or both of our cranes were
damaged which would severely impact on our operations to our regular customers.
Is it possible the transformer can be broken down to reduce the weight along with removing any fuel. If this
was a possibility we would also need to see the drawing of the unit along with lifting points and would expect
Maunsell or their shipping contractor to supply the appropriate lifting equipment as we do not carry heavy lift
gear at the port.
Sorry this is not a great deal of assistance however should you be able to reduce the weight bearing in mind
the further a crane reaches the less it is capable of lifting we would be happy to relook at this operation.

Further to your email below I am pleased to offer the following budget for the transport and installation of a
132 tonne transformer into Wilton Sub Station.
Firstly the most practical port is Wellington, however they do not have facilities to offload and a heavy lift ship
capable of offloading the weight will be required. If an alternative port such as New Plymouth or Napier was to
be considered then the unit would need to be barged. Roading from any other port other than Wellington is
not possible.
My price is based on using a similar trailer unit to that proposed in the transport study prepared in 2004 for
Transpower.
Offload and place onto foundation using Hydraulic Gantry system, NZD$46100.00 plus GST.
Due to severity of grade up onto the site additional prime movers have been allowed for.
Price excludes GST or any civil works as may be required to allow access to the site, price also excludes any
assembly work for the transformer once on site.
Price includes all mob/demob of plant and equipment required for both transport and installation.
Insurance will be at Limited Carriers Risk as per Carriage of Goods Act 1979.

1.0 INTRODUCTION
Marshall Day Acoustics has been appointed to measure existing noise emissions from
Wilton Substation and predict changes to noise levels that would result from the
proposed upgrade of an interconnecting transformer.
Wilton Substation has a relatively large 110 kV switchyard with two 3-phase
transformers (T3 and T5) and a bank of 110/137/147 MVA single-phase transformers
(T8). Each of T3, T5 and T8 are enclosed on three sides by noise barriers/absorbers
approximately 5 m in height, consisting of a profiled roofing steel outer skin, and a
perforated stainless steel sheeting inner skin. Any possible gaps have been filled with a
flexible material.
At the time of this assessment, Transformer T3 was out of service for maintenance, and
a temporary single phase transformer bank T4 has been installed adjacent to the
eastern boundary.

Following the implementation of noise control measures at the Wilton Substation, the level of
transformer noise between 7am and 10pm daily, at the nearest facade of a residence when
corrected for facade reflections (or at an equivalent position which is not subject to facade
reflection), shall not exceed 40 dB(A)(L95). At all other times, the transformer noise shall not exceed
35dB (A) L95.
There are two noise limits described above, 40dBA (L95) at the substation/residential
interface boundary, and 35dBA (L95) at the actual location of a residence.

In this instance, the closest substation/residential interface is that of 11 Chequers
Way. This, and the other measurement locations at the substation/residential
interface, are shown in Figure 2.
Because of the location of the Wilton Substation boundary, there are very few actual
points that noise measurements can be practicably carried out. Much of the boundary
nearest to any houses is down a steep bank, among relatively dense trees and
undergrowth.
Location A was selected as a reference point for the predictive model. At this point
the primary noise source is the local service transformers in the adjacent 33 kV yard.
The following lists the key details of our noise survey. Figure 2 shows the locations of
the measurements. Table 1 shows the measured substation noise levels at locations A,
B and C.

However the measurements indicated that in the case of transformer T5 the second
sound power measurement was higher by 4dB when compared to the 15th of
November 2006 measurements.
It was not possible to measure the sound power level of transformer T3 as at the time
of this survey T3 was non-operational. Communication with Transpower indicates
that T3 will be out of service until as late as the end of February 2007.
Transpower also provided measured sound power level data for the proposed new T8
transformer.
At the time of the sound power measurements, the transformer operation was as
shown in Table 2 below:

The noise data supplied by Transpower for the new T8 is for the transformer operating
no-load conditions (ODAF). The manufacturer has supplied a guarantee sound power
level of 86 dBA. However, recent experience with an existing identical transformer at
Otahuhu substation indicates an operating sound power level of 91 dBA, and this data
has been used for the prediction in this assessment. Note that even at this level, the
new T8 transformer will be significantly quieter than the existing T8 transformer.
The predicted noise level is a steady noise level. It can therefore be compared directly
to all of the noise descriptors (L 10 , L eq , L 95 etc), which generally agree within ± 1 dB.

These noise descriptors are used where the noise is fluctuating, which is not the case
with transformer noise.
The ISO 9613 prediction method and its accuracy are discussed in Appendix C.
Discussions with Transpower and Transfield indicate that there are three situations to
be considered. These are:
Appendix B shows the predicted noise contours for each of the situations discussed
above.
Table 1 shows that measured substation noise levels at the boundary points closest to
the nearest house range from 36 to 40 dBA L95.
Because access to No.11 Chequers Way was not possible, the predictive model was
used to calculate the existing substation noise at the house. The substation noise is
calculated to be less than 35 dBA at this point.
Table shows the measured and calculated levels at the relevant locations.
Typically, the operation of the Wilton Substation consists of transformers T3, T5 and
T8. T4 is usually non-existent or on cold standby, that is, not emitting any noise.
For this situation, Table 4 shows the typical substation noise levels.

Based on the sound power data above, the future noise levels have been predicted
following the replacement of the existing T8 transformer with the proposed new
220 kV / 110 kV 250/260 MVA 3-phase transformer.
• The existing T8 transformer noise barrier will remain in place when the new
transformer is installed; and
• With Transformer T3 again operative, T4 will remain in place, but will be de-
energised.
As discussed in Section 4.2 above, even under full load conditions the proposed new
T8 transformer would be approximately 8 dB quieter than the measured levels of the
existing T8 transformer bank.
Table 6 below summarises the overall changes in noise levels due to each operating
situation as discussed above:

6.0 COMPLIANCE WITH DISTRICT PLAN
The modelling and measurements carried out for this assessment show that the
Wilton Substation transformer noise levels currently comply with the Wellington City
District Plan Designation noise limits at both the site boundary and at any residential
facade (corrected for facade reflections).
For both the “typical” situation, and the future situation with the new T8 transformer,
the Wilton Substation transformer noise levels are predicted to comply with the
Wellington City District Plan Designation noise limits at the site boundary and at any
residential facade (corrected for facade reflections)
7.0 CONCLUSIONS
1. The existing noise emissions from Wilton Substation have been measured and the
changes that would result from the proposed upgrade have been assessed. The
proposed replacement T8 transformer is significantly quieter than the existing T8
transformer. However, the noise emissions from Transformers T3, T4 (when operating)
and T5 will remain unchanged. Consequently with the quieter T8 transformer, we
estimate that overall transformer noise levels around Wilton Substation remain
generally unchanged.
2. The transformer noise levels currently comply with the Wellington City District Plan
Designation noise limits at both the site boundary and at the residential facades.
3. The transformer noise is predicted to comply with the Wellington City District Plan
Designation noise limits at both the site boundary and at the residential facades for
the “typical” situation of transformers T3, T5 and the existing T8 operating, with T4
de-energised on cold standby.
4. For the future situation of T3, T5 and the proposed new T8 all operating, the
transformer noise is predicted to comply with the Wellington City District Plan
Designation noise limits at both the site boundary and at the residential facades.

APPENDIX C: ISO 9613 PREDICTION METHOD
Noise predictions have been carried out in SoundPlan software, which implements the
ISO 9613-2 sound propagation model, entitled “Acoustics — Attenuation of sound
during propagation outdoors — Part 2: General method of calculation”.
This part of ISO 9613 specifies an engineering method for calculating the attenuation
of sound during propagation outdoors in order to predict the levels of environmental
noise at a distance from a variety of sources. The method predicts the equivalent
continuous A-weighted sound pressure level under meteorological conditions
favourable to propagation from sources of known sound emission.
The method specified in this part of ISO 9613 consists specifically of octave-band
algorithms (with nominal midband frequencies from 63 Hz to 8 kHz) for calculating
the attenuation of sound which originates from a point sound source, or an assembly
of point sources. Specific terms are provided in the algorithms for the following
physical effects:
• Geometrical divergence;
• Atmospheric absorption;
• Ground effect;
• Reflection from surfaces;
• Screening by obstacles.
The attenuation of sound propagating outdoors between a fixed source and receiver
fluctuates due to variations in the meteorological conditions along the propagation
path. Restricting attention to moderate downwind conditions of propagation limits
the effect of variable meteorological conditions on attenuation to reasonable values.
There is information to support the method of calculation given in the standard for
broadband noise sources. The agreement between calculated and measured values of
the average A-weighted sound pressure level for downwind propagation supports the
estimated accuracy of calculation shown in Table 7 below.

Site Description
Wilton substation is designated in the Wellington City District Plan for 'electricity purposes'.
The underlying zone is open space B. The designation enables Transpower to undertake
ongoing work at the site without the need to apply for land use consents. The designation
only applies to land use related activities, as administered by the Wellington Council. Only
Transpower can rely on the planning provisions of the designation.
Environmental issues

The Oil Containment must be assessed by the preferred outsourcing consultant and a
consent applied for if required.
Outline Plan
An outline plan will be need to be submitted to Wellington City Council for the proposed
works. The preparation of Outline Plans must be coordinated in consultation with
Transpower’ s Environment Group, in accordance with the ‘ Resource Consent Outsourcing
process’ .
Building Consents
A blanket exemption has not been provided from Wellington City Council. Therefore the
Outsourcing Consultant will be required to apply for a building consent exemption from the
Wellington City Council for foundation works for the transformer.
The Environmental Planning Group must be informed of any changes to the proposed works,
as this may affect the environmental requirements.
The preparation of the Outline Plan and resource consent applications should be co-
ordinated in consultation with Transpower’ s Environment Group, in accordance with the
