Get clearance before exiting Saudi, OFWs

Philippine officials in Saudi Arabia reminded Filipinos working there to secure police clearances first
before leaving the Kingdom of Saudi Arabia for good.

Ambassador to Saudi Arabia Antonio Villamor said this particularly applies for overseas Filipino workers
(OFWs) who want to find work in western countries.

“Former Overseas Filipino Workers (OFWs) who try to seek employment or migrate to Western
countries are required to submit a clearance or certificate of no criminal record from police authorities
in countries where they used to reside or work," he said in an article posted on Saudi-based news site
Arab News.

Villamor said securing a police clearance before leaving the Kingdom will save them money and time
when they apply to work or migrate to other countries.

He said the procedure laid down for acquiring police clearance involve:

* Application of police clearance containing full name of the applicant, passport number, statement of
purpose of the application, fingerprint card form available from the consulate or the embassy;

* Endorsement of the request or application for police clearance by the authorities concerned (usually
by the Office of the Undersecretary for Migrant Workers Affairs at the Department of Foreign Affairs) to
the Saudi Embassy in Manila;

* Transmission of the application by the Saudi Embassy in Manila to the Ministry of Foreign Affairs
(MFA) in Riyadh;

* Referral of the application by the MFA to the Saudi Bureau of Investigation and Public Prosecution, and

* Transmission of the result of the verification through the MFA to the Saudi Embassy in Manila.

“Then only after the Saudi Embassy in Manila replies to the request coursed through the Department of
Foreign Affairs can the applicant receive his or her Saudi police clearance certificate," Villamor said.
He encouraged OFWs to take time to apply for police clearance.
Villamor emphasized the need for OFWs to keep their personal documents updated at all times and to
plan ahead to spare themselves unnecessary trouble and expenses. –VVP,

OFWs Encouraged to Obtain Police Clearance before Their Final Exit

Ambassador Antonio P. Villamor advised Filipino nationals working in the Kingdom of Saudi
Arabia to secure a police clearance as much as possible before, and not after, leaving the
Kingdom for good.

Many former OFWs, who try to seek employment or migrate mostly to Western countries, are
required to submit a clearance or certificate of no criminal record from the police authorities in
countries where they used to reside or work. In the case of Saudi Arabia, the procedure laid
down by the Saudi government requires the following:

1. Application for police clearance containing: a) full name of the applicant, b) passport
number, date and place of issue and copy of the passport, c) statement of purpose of the
application and d) duly accomplished fingerprint card form (usually available at the
National Bureau of Investigation or NBI offices);
2. Endorsement of the request/application for police clearance by the concerned authorities
(usually by the Office of the Undersecretary for Migrant Workers Affairs at the
Department of Foreign Affairs) to the Saudi Embassy in Manila;
3. Transmission of the application by the Saudi Embassy in Manila to the Ministry of
Foreign Affairs (MFA) in Riyadh;
4. Referral of the application by the MFA to the Bureau of Criminal Investigation; and
5. Transmission of the result of the verification through the MFA to the Saudi Embassy in
Manila

Then, only after the Saudi Embassy in Manila replies to the request coursed through the DFA
can the applicant receive his/her Saudi police clearance certificate.
Thus, to avoid possible delays due to such a lengthy process, OFWs are encouraged to take some
time out while they are still in the Kingdom and apply for police clearance that will most likely
serve their own plans or interest in seeking jobs or residency in other countries later. For this
purpose, the applicant must:

1. Secure a letter from the foreign Embassy (particularly that of the country where one
intends to migrate) duly signed and sealed containing the a) full name of the applicant, b)
passport number, place and date of issue and c) statement of purpose (e.g. residence,
study, visit or for obtaining citizenship);
2. Submit the letter for verification or authentication to the MFA; and
3. Submit the verified letter to the city police headquarters and personally receive the police
clearance certificate upon the advice of the police authorities

Ambassador Villamor also emphasized the need for OFWs to always keep their personal
documents updated and to plan ahead in order to spare themselves unnecessary trouble and
expenses as they continue chasing their dreams around the world. END
