The valid measurement reports received by the BSC contain the uplink and downlink receive

level rank and the uplink and downlink receive quality rank.

Receive Level Rank


The receive level ranges from rank 0 to rank 7. Each rank corresponds to a receive level range.
Higher rank suggests higher receive level. The mapping between receive levels and ranks is as
follows:

 Level 0: Receive level <= -100


 Level 1: Receive level (-100, -95]
 Level 2: Receive level (-95, -90]
 Level 3: Receive level (-90, -85]
 Level 4: Receive level (-85, -80]
 Level 5: Receive level (-80, -75]
 Level 6: Receive level (-75, -70]
 Level 7: Receive level > -70

Receive Quality Rank


The receive quality ranges from rank 0 to rank 7. Each rank corresponds to a bit error rate
range. Higher rank suggests higher bit error rate and worse receive quality. The mapping
between receive quality and bit error rate is as follows:

 Level 0: Bit error rate <0.2%


 Level 1: Bit error rate [0.2%, 0.4%)
 Level 2: Bit error rate [0.4 %, 0.8%)
 Level 3: Bit error rate [0.8%, 1.6%)
 Level 4: Bit error rate [1.6%, 3.2%)
 Level 5: Bit error rate [3.2%, 6.4%)
 Level 6: Bit error rate [6.4%, 12.8%)
 Level 7: Bit error rate >=12.8%

TCHF Receive Level Measurement <per TRX> (Counters: S4100A, S4101A, S4102A, …)
provides the number of measurement reports from the TCHF that contain receive level rank
and receive quality rank.
Receive Level Measurement, together with Receive Quality Measurement per TRX, reflects
the radio signal coverage and interference of a cell. For example,
 a high rate of high level and low quality suggests there may be interference;
 a high rate of low level and low quality suggests poor coverage.
This helps to locate the faults in the TX/RX channel, such as the TRX and the antenna.
