1 Introduction
1.1 Objective
• To assure safe work place and environment for maintenance, operation at
KE HT / LT over head distribution network.
• Promote and facilitate continuous improvement of electrical safety policies
and practices.

1.2 Scope
This SOP shall apply to all KE employees working on HT / LT poles and lines,
visitors, on-site contractors, subcontractors and any other related person, to
prevent electrical and related hazards.

2 Checks prior to work


1. MTL should be checked first whether it is in working condition or not,
fuel should be checked too.
2. Ensure that all the members of the gang are there and physically fit before
leaving.
3. Ensure that all the tools required to do the job are available and in proper
condition on the MTL.
4. Ensure that all PPEs and SPEs are on the MTL before leaving.
5. All the important documents and form should be carried by the AE on
site.

2.1 Checks prior to work on pole


• Supervisor shall use a coin or a solid metal object to tap the pole starting
at shoulder height and moving down and listening to the sound. A sharp
ringing sound will indicate a healthy pole while a dull broken sound is
indication of some defect.
• Supervisor or lineman should not climb the pole if it is rusted or defected.
In such case, break the cemented pole base and dig 1 to 11/2 feet around
the pole base to check whether the pole is corroded or not. Corroded poles
are to be replaced.

• Pole Support i.e. Stay Wire, Strut Unit, Flying Stay etc. along with
Foundation shall be thoroughly checked and if found damaged, same shall
be replaced accordingly.
• Healthiness of Pole Hardware’s i.e. Brackets, Clamps, and Insulators etc.
shall be inspected thoroughly. If found in deteriorated position, shall be
replaced accordingly.

3 General safety instructions
3.1 Personal safety
• Lineman/supervisor whoever is working on the line during line isolation
should necessarily wear helmet and gloves.
• Harness to be worn by the person climbing on the ladder higher than 6
feet.
• Line man not to lean or take support from the insulators or conductors.
• Wire hooks not to be attached to line man’s belt or safety strap.
• Safety belt not to be tangled up with insulator pins, mains wires and
guard wires.
• Short and ground to be placed at a distance of at least 2 feet from the
body.

3.2 Line safety


• Even if work is to be done on one phase, short and ground should be
placed on all three phases.
• Properly check the isolated line with live line testing mechanism.
• Only one person to climb the ladder top at a time. The second person
can only climb up if the previous person has reached the pole and is not
on the ladder any more.

3.3 Safe Site Actions


• Danger boards ,written in both English and urdu ,to be placed where the
line isolation is carried out.
• Safety cones to be placed around the site area where work of isolation is
being carried out.
• An extra wooden ladder of 21 feet to be carried along, in case MTL is not
able to fit in a narrow street.
• MTL not to be moved from position, once it has been placed without the
confirmation of supervisor and it should not be placed without supervisor’s
approval.
• Only one person to climb the ladder top at a time. The second person
can only climb up if the previous person has reached the pole and is not
on the ladder any more.
• In case a new pole is to be installed, bind the new pole with the existing
pole with the help of straps.
• The person responsible for the assigned job should seriously take his re-
sponsibility. karkun should not perform line man’s work, line man should
not perform supervisor’s job.

• Mobile phones are strictly prohibited while working.
• Any emergency call to be made to karkun or supervisor. Not line man, to
avoid any distraction while working.
• In case a OH wire is to be dis mantled at height, make sure that the
area below is clear.it should not land on another conductor. The OH wire
should be lowered to ground by means of a Manila rope. No human being
or animal should get hurt while the whole procedure.

• The tools should be passed to the line man properly. They should not be
thrown upwards.
• Do not let the broken or sharp end insulators to lie on the site while or
after the work has been accomplished.
