1. Preface
The 18th Asian Games will be held in Jakarta and Palembang, Indonesia
starting from August 18th to September 2nd, 2018.
It is our honor to provide this Technical Handbook before the start of the18th
Asian Games Jakarta-Palembang 2018. This handbook will serve an
important role to all the participating officials and athletes.

1.4 Emblem
The design concept of the Brand mark 18th Asian Games 2018 logo is
inspired by the shape of Gelora Bung Karno Main Stadium, with eight
paths leading to the stadium and the shinning sun emblem of the
Olympic Council of Asia logo in the center, represents the “Energy of
Asia” theme.
The design tells that the “Energy of Asia” will radiate throughout the
world. The multi-coloured art design symbolized the multi-national
culture and nature of Asia and Indonesia.

3. Immigration and Visa
Any AD Card holders wishing to enter Indonesia before or after the valid
period of the AD Card, or to remain in Indonesia after its expiry date, will
need to make their own arrangements regarding visas according to
Indonesian immigration law. AD Card holders should ensure that the
information on their valid passport when entering Indonesia is exactly the
same with the information on the certified document used for application
for AD Card, and that their passport remain valid at least until February 5,
2019.

4.6 Transport Services for Luggage
The luggage belonging to athletes and team officials should, in
principal, be loaded onto the bus they take. If not possible due to
insufficient storage space, another vehicle will be provided to the
destinations.
5. Accommodation
During the Games time, over 13,000 athletes and team officials including
extra officials will be accommodated at Kemayoran Block D10 in Jakarta
and Jakabaring Athletes Villages located in Palembang. Opening of
Athletes’ Village will be on July 16, 2018. A variety of amenities and
recreational facilities will be offered for the Games family at Athletes’
Village. For the sake of the safety, separate Accreditation Access is required
for entering the area.

7. Medical Service
Medical stations for athletes will be installed at all competition venues and
training facilities. On-site medical treatment and emergency transfer
service will be provided during operating period. Polyclinic in the Athletes'
Village will provide treatment and consultation by professional medical
staff across the departments of internal medicine, general surgery

(including orthopaedics), ophthalmology, stomatology, medical imaging,
physical therapy, pharmacy, etc.
It will also have an emergency room open 24 hours a day, with stand-by
ambulances. Any patient who needs further diagnosis and treatment will
be transferred to designated hospitals of the Games.
Where accredited persons including OCA Family VIP guests, NOC guests
suffer from acute diseases, acute exacerbations of chronic diseases or
acute injuries, they can receive treatment in Polyclinic or designated
hospitals for free of charge. Services may include emergency treatment, in-
patient service, special consultation and ambulance transfer, if required.
However, free medical services will not include selective or unnecessary
treatment.

8.2 Jakarta in Brief
Geography
The Special Capital Region of Jakarta, is the capital and most populous
city of Indonesia. Located on the northwest coast of the world’s most
populous island of Java, the city is the center of economics, culture and
politics of Indonesia, with a population of 10,075,310 as of 2014.
Greater Jakarta metropolitan area, which is known as Jabodetabek (a
name formed by combining the initial syllables of Jakarta, Bogor,
Depok, Tangerang and Bekasi), is the second largest urban
agglomeration in the world, with population of 30,214,303 inhabitants
as of 2010 census. Jakarta’s business opportunities, as well as its
potential to offer a higher standard of living, attract migrants from all
over Indonesian archipelago, making the city if nekting pot of many
communities and cultures.

Tourism
Most of the visitors attracted to Jakarta are domestic tourists from all
over Indonesia. Jakarta is trying to attract more international tourist
by MICE tourism, by arranging increasing numbers of conventions. As
the gateway of Indonesia, Jakarta often serves as the stop-over for
foreign visitors of their way to Indonesian popular tourist destinations
such as Bali, Lombok and Yogyakarta. Most of the renowned
international hotel chains have presence in the city.

8.3 Palembang in Brief

Ulu and Seberang Ilir area of Palembang. Great Mosque of Palembang,
also known as the Sultan Mahmud Badaruddin II Mosque, is located in
the city centre.
Benteng Kuto Besak, situated on the northern bank of the Musi River
and adjacent to Ampera Bridge, this fort is one of the Palembang
Darussalam Sultanate of heritage buildings. The fort's interior has
been turned into military hospital of the Tentara Nasional Indonesia,
specifically the Health Department of Military Area Command
II/Sriwijaya (Kesehatan Daerah Militer II/Sriwijaya).
Kampung Kapitan, the home of one of the oldest Chinese stilt house in
the city. The primary attraction is Tjoa Ham Hin's house with
centuries-old furniture inside. There was also a nearby Chinese
temple, which was one of the oldest in Palembang as well. Long before
its existence as the Chinese settlement area, it was also called Tanggo
Rajo where foreigners and newcomers from the archipelago stayed at.
Kantor Ledeng, located in the city centre, at first this building served
as a water tower. Today this building serves as the mayor office of
Palembang.
Kambang Iwak, a lake located in the tourist centre of the city close to
Palembang mayor's residence. On the banks of this lake, there is a park
and recreation arena which is always crowded during holidays.
Punti Kayu Tourism Forest, city forest located about six miles (9.7
kilometres) from the city centre with an area of 50 hectares (120
acres) and since 1998 designated as protected forests. In this forest
there is a family recreation area and a local shelter a group of monkeys:
long-tail macaque (Macaca fascicularis) and monkey (Macaca
nemistriana) under the Sumatran Pine wood (Pinus mercussi).

Museum Sultan Mahmud Badaruddin II, located near the Ampera
Bridge and adjacent to Benteng Kuto Besak. The building located in
the former royal palace of Palembang Sultanate. The museum
displayed the relics and historical objects with collections spanned
from Sriwijaya Kingdom period to Palembang Darussalam Sultanate
era.

III. TECHNICAL INFORMATION
1. COMPETITION DATE
1.1. The Athletics competition will be organized in Jakarta, during the
period 25 – 30 August 2018.
2. VENUE
2.1. The Athletics competition shall be staged at Bung Karno Main
Stadium, Jakarta where the Opening and closing ceremony will also
be held.
2.2. The training venue is Bung Karno Madya Stadium (adjacent to the
main stadium) with a separate Throwing area lying close to the
training venue.
This venue will also be made available as training venue prior &
during the Championship.

7. SPORT ENTRIES
7.1. Eligibility
a. Only OCA member NOCs are entitled to send athletes to
participate in the Athletics competition of the 18th Asian Games.
b. Only athletes who comply with the OCA Constitution and Rules
and its Bye-law are entitled to participate in the Athletics
competition.

b. Entry by Number - Deadline: 24:00 April 30, 2018 (Indonesia
Time, GMT +7)
c. Entry by Name - Deadline: 24:00 June 30, 2018 (Indonesia Time,
GMT +7)
Once the team enters in the relay events, only Two (2) additional
athletes may take part in subsequent rounds as substitutes. The
substitutes can only be selected from the list of entered athletes. The
composition of a team and running order for a relay shall be officially
declared no later than one hour before the published first call time
for the first heat of each round of the championship. The official
declaration is to be submitted at the First Call Room
Total: Each NOC may enter a maximum of fifty-two (52) men and
fifty (50) women athletes in Athletics.
8. TECHNICAL MEETING
8.1. The Technical Meeting shall be held at 10.00 am West Indonesia
Standard Time (WIB), August 23rd 2018, in Athlete Village
9.2. The team representatives should sign up for the tour by 14:00
one day before the orientation tour at the SIC in the Games
Village.

10. Marathon Course
The tour of the Marathon course for the Team leaders and/or their
representative.
The tour of the Marathon Course will take place on August 24th , 2018.
The tour will start at 15:00 from the Team Bus Drop-off point in the
Bung Karno Main Stadium, the tour will be conducted on the bus, and
LOC staff will be responsible for conducting the tour.
The team representatives should sign up for the tour by 14:00 one day
before the orientation tour at the SIC in the Games Village.
The first tour of the Race Walking Course will take place on August
27, 2018. The tour will start at 14:00 at the Team Bus Drop-off point
in the Bung Karno Main Stadium,. LOC staff will be responsible for
conducting the tour.
The teams’ representatives should sign up for the tour by 14:00 one
day before the orientation tour at the SIC in the Games Village.

14.1. Call Room
(1) The control of athletes for competition will be held in the Call
Room. All athletes must present themselves at the Call Room
according to the scheduled check-in times.
Athletes who fail to appear on time at the Call Room without a
valid reason (e.g., without a medical certificate issued by the
official doctor of the competition) will be excluded from
participating in that particular event and all further events in the
Athletics competition, including relays.
(7) For Road Races (Marathon and Race Walk) the first and
second calls shall be conducted at the starting points.

(8) Accreditation cards for completing athletes will be collected at
the call room and returned up the completion of their respective
events at the post event area
(3) Athletes taking part in the track events will also be given two (2)
adhesive hip numbers in Final Call Room before entering into the
FOP. The hip numbers must be fixed to both sides of their shorts
or upper legs.
(4) Bib numbers must be worn in accordance with IAAF Rules
and Regulations, and must not be cut, folded or obscured in any
way.
(5) For the Combined Events, the leading athlete after each event
will be given a special bib number to be worn on his / her chest,
which shows the current first ranking athlete. Athletes competing
in the last heat of the 800m and 1,500m in the combined events
will be given a separate number to be worn on their chest,
indicating their position in the competition before the last event.
(6) The distribution of these special bibs will take place in the
combined events rest Room and will be managed by the Referee
of Combined events.
(7) Failure to comply with the IAAF Rules 143.11 may result in a
disqualification or sanction.
a. Clothing
Competitors are required to wear the official uniform of their delegation
(as registered at the SIC), which must conform to the IAAF Competition

Rules and the current IAAF Advertising Regulations in force during the
Game time.
Each Team Leader must present their team's complete uniform in all
its variations at the SIC in Athletes Village on 23rd August latest by
8pm. Once the uniform has been registered, the judges will inspect the
athletes' clothing at the Call Room.
Only the officially registered uniform will be approved for use during
competition. The Lap of Honour and Victory Ceremonies are considered
as part of the competition.
Neither athletes nor Technical Officials can attach any form of
commercial advertising to his or her competition uniform without prior
agreement with OCA and INASGOC.

before the crossbar has been set in accordance with his initial wishes,
otherwise the time for his attempt will continue to run.
Note “A”:
A fixed time for the Final Confirmation of participation will be fixed in
advance.
Note “B
Failure to participate includes failure to compete honestly with bona fide
effort. The relevant Referee will decide on this and the corresponding
reference must be made in the official results. The situation foreseen in
this note will not apply to Combined Event’s Individual events.
(6) Markers
Athletes will not be permitted to use their own markers during the
Competition. Those athletes wishing to use a marker will be required to
use the markers provided by the LOC at the event site. Officials will also
provide adhesive tape for the relay runners at the track.

All athletes will always leave the Field of Play via the Mixed Zone. In the
Mixed Zone, the media may conduct short interviews. Please note at the
first three athletes in each Final may also be required to attend the formal
interview.
After passing through the Mixed Zone, athletes move to the Post Event Area
where they will be able to recover and collect their clothing. Team Leaders
will be allowed to access the end of the Mixed Zone by means of a special
pass.
Vaulting Poles: On arrivals at the airport all the vaulting poles of the
athletes will be taken directly in a truck to the Warm-up Area where they will
store them in the equipment room. The athlete concerned, or his/her team
official, will be required to identify the poles, ensure that a tag with the
athlete’s details is placed on the poles for easier identification.
For the departure, the team members must take the poles from the Warm-
up Area to their village at latest one day prior to their departure date.
Adequate storage will be provided at the hotels. The poles will then be
transported with the team to the airport from the Village.

(1) Doping Control during the 18th Asian Games will be conducted in
accordance with OCA Anti-Doping Rules applicable to the Asian
Games and will follow the standards and procedures under the World
Anti - Doping programme.
(2) INASGOC, in collaboration with the medical committee of the OCA will
have in place the resources to assist in the investigation of any cases
of disorders of sexual determination, should the need arise. The need
for such tests and the processes to be followed will be as per the
rules/procedures laid down by the OCA.
The TIC will open on 20th August from 07:00 to 19:00 and, on all
competition days, 2hours from the start of the first event of the day until 60
minutes after the end of the last event of the day. This will be the main
center for technical information although certain documents produced in
the TIC will also be distributed to the CIDs for circulation.

. Access to the TIC in the Main Stadium is limited to those Individuals in
possession of the special TIC Passes, which will be distributed at the SIC
in the Games Village.
