NOTICE INVITING TENDER


1. Coordination In-Charge , Airports Authority of India, DBAI Airport, Nagpur invites
sealed Tender from reputed parties having similar experience and have satisfactorily
completed three similar works each costing not less than 40% of Estimated cost or
two similar works costing not less than 50% of Estimated cost or one similar work
costing not less than 80% of the Estimated cost during last seven years ending last day
of the month of March, 2017 (Firm showing work completion certificate from Non-
Government / Non PSU organization should submit 'Tax Deduction at Source
certificate' in support of their claim for having completion of stipulated value of
works) for Job Contract for maintenance of Batteries/ Telephone lines and works
related to daily up-keep and cleaning of CNS equipments for a period of 12 months.
1.1 The period of contract will be for one year from the date of award of contract. The period
of the contract may be extended further by mutual consent of the Airport Authority of
India and the Service Provider. However, Airport Authority of India reserves the right to
terminate the contract at any time before the expiry of the normal tenure in case service is
found to be deficient.

1.2 The requirement is for 03 Un-skilled and 03 Semi -Skilled labour in O/o Jt.GM(CNS) for
operational Units at Dr.Babasaheb Ambedkar International Airport , Nagpur-05.
1.3 The Service Provider shall provide the required number of manpower within a period of one
week from the date of award of contract and failure to comply with the same shall invite
forfeited of the security deposit.
1.4 The Tenders have been invited under Three bid system i e. PQQ, Technical Bid and
Financial Bid. The Tender shall be submitted Offline only.
1.5 The Bidder must have experience of providing support of conservancy services for at least
preceding 05 years to CPSUs/Central Govt. Dept./State Govt./Semi-
Govt./Autonomous/Corporate bodies. The bidder should submit client certificate towards
execution of the job as well as copy of the work order along with Un-priced bid .

2. Estimated cost of the work is Rs. 10,29,713 = 00( Rs.Ten Lac Twenty Nine Thousand
Seven Hundred Thirteen only) includes Contractors profit (15%), Estimated Airport Entry passes
Charges and Uniform Charges for labours. The Service Tax, Bonus8.33%, EPF@12%
and ESIC 4.75% will be paid by Airports Authority of India. The Earnest Money
Deposit (EMD) for the tenders Rs.. 20,594=00 ( Rs.Twenty Thousand Five Hundred Ninety
four only)
3. The tender fee should be paid as mentioned in page no-1. The tender fee is non-

refundable and shall be accepted offline only in the form of Demand Draft Drawn
in favour of “Airports Authority of India, payable at Nagpur from a nationalized or
any scheduled bank (but not from co-operative or Gramin bank).

4.0 EMD shall be accepted offline only in the form of Demand Draft Drawn in
favour of “Airports Authority of India, payable at Nagpur from a
nationalized or any scheduled bank (but not from co-operative or Gramin
bank).

4. PERFORMANCE BANK GUARANTEE:


a) Performance Bank Guarantee shall be valid for a period of six
months from the notified date of opening of the tender without any
conditions by the bidder. In case of any extension of tender
opening date, bidder shall arrange to extend validity of such
performance Bank Guarantee, suitably, within two weeks.
b) Bidder shall provide name, designation, address, Fax & phone of
the bank issuing BG for confirmation purpose.
c) Bidder firm shall not change or alter or modify, in any way, the
language /contents of Annexure - V (Performa for submitting
Eligibility requirements and Undertaking) &Annexure - VI
(Performance Bank Guarantee).
d) Any bid submitted with changed or altered or modified language
/contents of the said Annexure then the Bid of the firm may be
liable to be rejected.
e) No interest or any other expenses, whatsoever, shall be payable by
AAI on the EMD in any manner.
f) AAI is liable to return EMD amount in INR only as submitted by
bidders.
g) Bidders shall provide to AAI requisite Bank Account details for
return of EMD.
h) The EMD of the unsuccessful bidder shall be returned, on award of

contract to successful bidder and EMD of bidder who are not


qualified in initial eligibility requirement or Technical evaluation
shall be returned after Pre -qualification/Technical evaluation.
i) If any successful shortlisted bidder, due any unsatisfactory reason
in view of AAI, does not want to further participate in the tender
then EMD in any form of such bidders shall be encased and
forfeited.
j) If due some reason, AAI cancels this tender then EMD of all
bidders without any interest shall be returned.

Section A
General Information and Guidelines

1.The tender fee & EMD should be paid as mentioned in Page no-1.The tender
fee is non-refundable and shall be accepted offline only in the form of

Nagpur from a nationalized or any scheduled bank (but not from co-operative
or Gramin bank).
2. Tenders not accompanied by the requisite EMD and Tender Fee shall be
summarily rejected except NSIC/MSME registered bidders.
3.The tendering process is online at e-portal URL address
www.etenders.gov.in Aspiring bidders may go through the tender document
by login the CPP portal. The tenders will not be accepted in any other form.
Further it may be noted that tenders which are duly submitted on e-tendering
portal, AAI shall only be final and tenders just saved without submission will
not be available for evaluation.

4. Any amendment or corrigendum to the tender document will be posted on


CPP Portal. For the bidders, submitting bids on downloaded tender document,
it is bidders’ responsibility to check for any amendment/corrigendum on the
AAI website or check for the same CPP Portal before submitting their duly
completed bids.

5.Prospective tenderers are advised to get themselves acquainted for e-


tendering participation requirements at “instruction for Online Bid
Submission”, register themselves at CPP portal, obtain ‘User ID’ & ‘Password’
and go through the ‘self-help files’ available in the home page after login to the
CPP portal www.etenders.gov.in They should also obtain Digital Signature
Certificate (DSC) in parallel which is essentially required for submission of
their application. The process normally takes 03 days’ time. The tenderer may
also take guidance from AAI Help Desk Support.

6. Tender fee of Rs.1060.00(Rs.One Thausand Sixty only) will required to be


paid offline in the form of Demand Draft drawn in favor of “Airports Authority
of India” payable at Nagpur from Nationalized or any scheduled bank (but not
from co-operative or Gramin bank). The original Demand Draft against Tender
fee should be posted/couriered/given in person to the concerned officials
latest as specified in the Tender Document. The details of Demand Draft,
physically sent, should tally with the details available in the scanned copy of
DD and the data entered during bid submission time. Scanned copy of
Tender fee DD should be uploaded in fee folder.

7.EMD of the required Value shall be accepted offline only in the form of
Demand Draft Drawn in favor of “Airports Authority of India” payable at
nagpur from a nationalized or any scheduled bank (but not from co-operative
or Gramin bank). The original Demand Draft against EMD should be
posted/couriered/given in person to the concerned officials latest as specified
in the Tender Document. The details of Demand Draft, physically sent,
should tally with the details available in the scanned copy and the data
entered during bid submission time. Scanned copy of EMD DD should be
uploaded in fee folder . The bid of the bidder, who fails to submit the original
DD towards Tender Fee & EMD before the stipulated time, shall be rejected
out-rightly. Any postal delay will not be entertained

The instructions in the tender document are binding on the bidder and
submission of the tender shall imply unconditional acceptance of all the terms
and conditions by the bidder. Bidder shall upload tender on CPP E – Portal
well in advance to avoid last minute hassles. AAI shall not entertain any
queries on such subject after last date of downloading tender document.

8.AAI reserves the right to accept or reject any or all tender(s) without
assigning any reasons. AAI reserves the right to call off tender process at any
stage without assigning any reasons.

9. Concessions to Small Scale Industries (SSI) Units & Central Public Sector
Enterprises (CPSEs) will be applicable as per Govt. of India guidelines.

10.0 Tendering Procedure:


10.1 Tenders once submitted/uploaded shall be final and no amendment
thereto shall be permitted. One bidder shall submit/upload only
one tender.
10.2 Tender shall consist of three stages – Pre-Qualification Qualifier
(PQQ), Technical Bid & Financial Bid. The documents required
for PQQ, Technical Bid and Financial Bid evaluation are listed
hereunder.

10.3 Documents required to be uploaded to evaluate Pre-Qualification


Qualifier (PQQ) are as follows:
10.3.1 Duly filled “Performa for submitting tender” with
unconditional acceptance of tender as per Annexure - I
10.3.2 Details of Earnest Money Deposit (EMD) in the form
of Demand Draft/as per Annexure – V (scanned copy shall be
uploaded)
10.3.3 Valid Sales Tax Registration Certificate/ VAT
Certificate.
10.3.4 Valid EPF Registration Certificate.
10.3.5 Valid ESIC Registration Certificate.
10.3.6 Bidder firm shall submit/upload an undertaking stating
its firm or its partners or its Directors have not been black
listed or any case is pending or any complaint regarding
irregularities is pending, in India or abroad, by any global
international body like World Bank/International Monetary
Fund/ World health Organization etc.., or any Indian
State/Central Governments Departments or Public Sector
Undertaking of India
10.3.7 All the bidders shall provide the Permanent Account
Number (PAN).
10.3.8 All the bidders shall provide the Service Tax No.
10.3.9Certified Testimonial / Certificates in support of
Experience: Bidder must submit/upload scanned copies of
Work order in respect of the works claimed by the bidder
for meeting the eligibility criteria. Certified English translation
shall be enclosed if language is other than English .
Certified copies of abridged balance sheets along with profit
& loss account of the firm (tenderer) in support of

Annualized average financial turnover during last three


financial years ending 31st March or 31st December of
previous year, as per practice prevailing in the country of the
firm (tenderer).

10.3.10 Non submission of any of the aforesaid documents or,


submission of any of the aforesaid documents in a manner
which is in non conformance with the relevant clause of the
tender document may result in rejection of tender submitted
by the bidder.
11.Technical Bid” shall be uploaded online with the following
documents.

11.1.1 Compliance statement, General Information and


Guidelines; Terms &Conditions ,complete in all respect
should be duly digitally signed by the bidder.
11.1.2 Tender document after endorsement digitally signed by
the bidder.
Compliance statement 'Complied' or ‘Partially Complied’
or 'Not Complied' shall be given against each statement and
specification of Operational &Technical requirement and
should be duly substantiated and supported by appropriate
documentation of the product. Additionally, Operational &
Technical Requirements, bidder is required to mention page
and para no. of the documentation enclosed with the tender,
in support of and to verify the compliance. Without such
reference, tender may not be considered for evaluation and is
liable to be rejected.

12.1.3 Detailed information on the bidder’s experience in Job


contract for conservancy.

Deviation if any, from the laid down requirements of this tender


shall be prepared indicating the Para No. and Page No. of the
Tender Document in which the bidder prefers to have
deviations shall be uploaded on line during technical bid
submission to verify the compliance. Without such reference
tender may not be considered for evaluation and is to be
rejected.
12.1.4 Non submission of any of the aforesaid documents or,
submission of any of the aforesaid documents in a manner which is in
non conformance with the relevant clause of the tender document or
irrelevant documents, may result in rejection of tender.
12.1.5 Original documents submitted online at AAI e-portal during
technical bid submission shall only be accepted for verification.
12.0 Financial Bid
12.1.1 “Financial Bid” shall be filled as per the price bid format given
on E-Portal. The pricing schedule document as per format given in
Annexure-IA shall be filled as per instructions given in Annexure-IB or
as given in E-portal.
12.1.2 The prices quoted by the bidder shall remain fixed during the
entire period of Contract and wages will be as per labour commissioner
(Central) Rates.
12.1.3 Price break-up indicating Taxes and duties etc should be
indicated as per
Annexure -IA. Scanned copy of rate of statutory taxes shall be uploaded
along With Financial bid.
12.1.4 Deviations in Statutory Taxes shall be payable by AAI as per the
terms and Conditions defined and mentioned in Annexure – IV.

12.1.5 Currency of Quotes and other details regarding pricing:


Bidders shall quote for supply and services in INR (Indian
Rupees) only. Any bid with other than INR quote is liable to
be rejected.
13.1 Opening of Pre-Qualification bid (PQQ):
13.1.1 AAI shall open PQQ bids as per scheduled Tender
Opening Date and Time. Authorized representatives of AAI shall
download all the up-loaded documents against “PQQ” and evaluate
bids for Pre- qualification. Bidders may remain present at the
venue i.e. AAI’s premises during the opening of “PQQ” or bidders
can monitor the “PQQ” opening process On-line.
13.2 Opening of Technical Bids:
13.2.1 AAI will inform the schedule date and time of opening
of Technical bid to qualified bidders. Bidders may remain
present at the venue i.e. AAI’s premises during the opening
of Technical bid or Bidders can monitor the “Technical Bid”
opening process On-line.

13.2.2 To shortlist technically qualified bidders, Technical bid


shall be scrutinized by AAI to ensure whether the same are in
conformity to Technical & Operational Requirement. Bidders
shall provide complete information to substantiate
compliance of the technical specification listed in the tender.
In case of incomplete compliance statement or inadequate
information, tenders shall be finalized on the basis of the
information available. It shall, therefore, be in the bidders’
interest to give complete and comprehensive technical
particulars while submitting the bid.

13.2.3 AAI may seek clarification on technical details or any


other information deemed necessary. Such queries raised
on-line on AAI’s e-Procurement portal shall be replied
on-line positively by the bidder, within the time specified,
failing which the evaluation shall be done on the basis of
the information available
13.2.4 Tenders meeting Technical bid criteria as specified herein
shall only be informed and considered for opening and
evaluation of financial bid. However, tenders not meeting
Technical bid criteria shall be informed for not meeting the
technical bid criteria.
14. Opening of the Financial Bids:
14.1 Financial Bids of those bidders who qualify in Technical bid
evaluation shall be opened by AAI. Venue, Date and Time of
opening of financial bid shall be notified to successful
bidders through AAI’s e-Procurement Portal. Bidders may
present at the venue during opening of financial bid or can
monitor On-Line the bid opening process.
14.2 No correspondence shall be entertained from the bidders after
opening of Financial Bid of the Tender. Date of acceptance
and opening of tender can be extended on sole discretion of
Jt. General Manager (CNS),D.B.A.I. Airport Nagpur.
15. Comparison and Evaluation of Financial bid:
15.1 The tenders received and accepted will be evaluated by AAI
to ascertain the complete scope contained in the tender
document. The objective of the evaluation is to select a
bidder that can provide the desired service with maximum
efficiency and quality and meeting the Technical
requirements as defined in “Section- B”.

15.2 The tenders found technically acceptable shall be compared


on the basis of price quoted by the bidders for entire scope of
work.
16. Rejection & Return of Tender:
16.1 Airports Authority of India (hereinafter abbreviated as AAI)
reserves the right to reject any or part of tender without
assigning any reason. AAI also reserves the right at its sole
discretion not to award any order under the tender called.
AAI shall not pay any cost incurred in the preparation and
submission of any tender or any cost incidental to it.

16.2 Tenders, in which any of the particulars and prescribed


information is vague, missing or is incomplete, in any respect
and/or prescribed conditions are not
Fulfilled, shall be considered non-responsive and are liable
to be rejected. If the bidder gives wrong information in his
tender, AAI reserves the right to reject such tender at any
stage or to cancel the Contract, if awarded and forfeit the
Earnest Money Deposit. AAI reserves the right to debar such
bidders to participate in future tender.

16.3 The information contained in the tender should be


comprehensive and to the point. The tenders containing
information other than sought, with a motive to confuse or
delay the finalization process are likely to be rejected.

16.4 Canvassing in any form in connection with the tenders is


strictly prohibited and the tenders submitted by the
Contractors who resort to canvassing are liable for rejection.

16.5 Should a bidder have a relation or relations employed in the


capacity of an officer of AAI, the authority inviting tender
shall be informed of the fact along with the offer, failing
which AAI, at its sole discretion may reject the tender or
cancel the contract and forfeit the Earnest Money Deposit.
17. Award of Contract:
17.1 The acceptance of the tender will be intimated to the successful
bidder by issuing letter of intent. On receipt of letter of intent, successful
bidder shall send unconditional acceptance of letter of intent to the Jt.
General Manager (CNS), Airports Authority of India, D.B.A.I.Airport,
Nagpur- 440005 (India) within five working days of issue of letter of
intent through Fax/ Courier / by authorized representative or as deemed
appropriate, failing which it should be constituted that he is not
interested in the offer and hence not accepted the letter of intent
unconditionally.
17.2 AAI shall issue the Purchase order to successful bidder on receipt
of
Unconditional acceptance of the letter of intent. Successful bidder shall
return one copy of purchase order within three working days as a
confirmation to acceptance of terms and conditions of purchase order
duly signed by him on each page of the order.
17.3 Successful bidder has to enter into an agreement with AAI on
terms and Conditions mentioned in the tender, its corrigendum and
technical queries and Responses against which purchase order has been
issued.
17.4 AAI shall be the sole judge in the matter of award of contract and
the decision of AAI shall be final and binding.
18. Execution of Works:

18.1 The works shall be carried out under the supervision of the AAI
nominated project officer according to the terms and conditions of
the contract.
19. Declaration:
The General Information and Guidelines given in the Tender
Document are hereby accepted unconditionally and shall be
complied with.
1. The tender shall be in Three bid format i.e. PQQ, Technical as well as
financial. The PQQ bid shall be opened first on the date and time
mentioned below. The financial bid of only those bidders who
succeeds in the technical bid shall be opened on date and time
mentioned below.

21. Bids will be opened in the office of Jt. General Manager (CNS)
AAI, D.B.A.I. Airport, Nagpur -05.
