I - REGIONAL CONFERENCE OF YOUTH MINISTERS
A. The Theme
As a conference of youth ministers, the RCYM is “a venue for formation and fellowship”, an
occasion for youth ministers to understand their roles and enhance their skills in youth
ministry, especially in the light of the Gospel, Church teachings and documents such as KA-
LAKBAY, YOUCAT and DOCAT. It is also an opportunity to affirm the identity and mission of
the youth minister, to strengthen the community of youth ministers, and to promote the
task of youth ministry in the bigger mission of the Church.
The chosen theme for this year’s RYCM is:
“#LIVE OUT LOUD!”
#CalledAndChosen #BraveAndBlessed
empowers all the youth minister-pilgrims to embrace God’s call without any doubt and
reservation. Every youth minister should courageously listen, discern and live God’s
purposive plan in order to embrace the Church’s mission and to bear fruit. The theme is
being guided by Scriptural theme:
“Do not be afraid Mary, for you have found favour with God!” Lk.1:30
These are the words addressed by God’s messenger, the Archangel Gabriel, to Mary, an
ordinary girl from a small village in Galilee. The chosen theme for the World Youth 2018
points us to God’s gracious wisdom of courage who is the source of all missions/vocations;
constantly affirming His love for us and makes it visible and tangible. The RCYM2018 invites
us to gather in our Lord Jesus as we continue our pilgrimage in the Year of the Clergy and
Consecrated Persons and marching towards the Year of the Youth on 2019.
This new stage of our pilgrimage falls in the same year that the Ordinary Assembly of the
Synod of Bishops will meet on the theme: Young People, the Faith and Vocational
Discernment. This is a happy coincidence. The focus, prayer and reflection of the Church will
turn to young people, with the desire to receive and, above all, to embrace the precious gift
that we are to God, to the Church and to the world.
It is an invitation to contemplate Mary’s love: a caring, dynamic and concrete love. A love full
of boldness and focused completely on the gift of self. A Church permeated by these Marian
qualities will always be a Church going forth, one that goes beyond her own limits and
boundaries to let the grace she has received overflow. If we allow ourselves to be truly
touched by Mary’s example, we will live out authentically that charity which urges us to love
God above all else and above ourselves, to love those with whom we share our daily life.

B. The Objectives RCYM 2018
Through this gathering of young disciples of Jesus, it is our hope that the youth
minister-pilgrims will be able to:
1. SEE: listen and discover the special and personal calling that God has
destined for us and will be able to accept it whole-heatedly without any
doubt and fear because He called us by our “Names”;
2. JUDGE: discern events in the light of God’s promise to grow in the ability to
“read within” our lives, and let Him establish friendship with us through
prayer, to speak with us through the Sacred Scriptures, to offer us mercy in
the Sacrament of Reconciliation, and to be one with us in the Eucharist.
3. ACT: live courageously in carrying forward what God asks us here and now--
to embrace the vocation which God reveals to us; to live out our faith without
hiding or diminishing it; and to fulfill our mission and overcome “issues and
challenges of the world” as requested by Pope Francis, in preparation for the
coming Synod of Bishops in 2018.

LOGO EXPLANATION
Now as we embark for another journey! We are jouyfully presenting to you the official logo and themesong for
RYCYM 2018!
1. The Heart - The heart shape above the Angel Gabriel and the Blessed Mother
symbolizes God’s love and the Blessed Mother’s courage to accept the mission
entrusted to her thru the message of Angel Gabriel; to be the Mother of the Son of
God, Jesus.
2. The Icthus - The shape of the head of the Blessed Mother and of the Angel Gabriel
forms the Fish Sign (ΙΧΘΥΣ) It is the symbol for “Jesus Christ, Son of God, Savior”.
Shaped in the head of the Blessed Mother and of the Angel Gabriel to signify our need
to see the face of Christ through Mary, the Star of the New Evangelization and our
source of inspiration and courage with her “fiat” as we imitate her in following the Will
of God.
3. The Holy Spirit and the Blessed Mother - is the guardian of hope in the human heart, so
it is appropriate that hope of human heart must be given special attention in this
RCYM2018. At the Annunciation, Mary received the angel’s message with faith, and the
power of the Holy Spirit overshadowed her. Since then, Mary became the woman docile
to the voice of the Holy Spirit, the woman who’s “hoping against hope”. In Mary, the
young people of the Northern Luzon Region guided by the Church’s Magisterium and
animated by Holy Spirit hopes to be a beacon of hope to the church of Northern Luzon.
4. The Mantle of Mary - The hundred islands was imprinted on the mantle of Mary
symbolizes the host diocese of the RYCM 2018 - the Diocese of Alaminos - which is the
home of the famous Hundred Islands National Park. It was imprinted on the mantle of
Mary to signify the great devotion and love of the faithful of the Diocese of Alaminos to
the Blessed Mother, the wife of St. Joseph, the Principal Patron of the Diocese.
5. The wings of the Angel – It represents the young people of the Northern Luzon Region
who will gather together for the RCYM2018. The wings in four different colors represent
the four sub-regions of Northern Luzon: Cagayan, Ilocandia, Montañosa and
Pangasinan. They hold their hands together to form the wings of the Angel Gabriel. This
is to signify that like Angel Gabriel, they are ready to be the modern messenger of God
in their respective youth ministries, therefore, depicting the theme of the gathering:
“Do not be afraid, #Brave, #Blessed #Live out Loud!”

II – WHERE WILL THE RCYM 2018 BE HELD?
A. ALAMINOS
Alaminos, officially the “City of Alaminos”, (Pangasinan:
Siyudad na Alaminos; Ilokano: Siudad ti Alaminos; Tagalog:
Lungsod ng Alaminos), a city with 39 barangays and known
for being the “Home of the Hundred Islands”, which is
composed of 124 islands and is located off the coast of
Barangay Lucap, Alaminos. Even though a place with
separated islands, it is still a place of united people with the
attitude of optimism and sense of adventure and a
growing faith to the Diety.
B. HISTORY
Before 1747, Alaminos was still part of Bolinao, one of the nine towns of Zambales. After years
of progress and improvement it became an independent town. The town got its name year
1872 as part of honoring Lieutenant Governor General Alaminos, the Governor General of the
Philippines at that time.

Early Settlers
1734 - Northern Zambal tribe founded a settlement named Suyang (now Zaragosa, Bolinao)
1737 – The people of Suyang resettled in a place called Barrio Casborran (now Barangay
Baleyadaan, Alaminos City). Casborran rapidly grew into a progressive community, thus
enticing other settlers from Eastern Pangasinan.
Barrio to Pueblo (independent town)
1747 – Casborran was reclassified into a town, independent of its mother town, Bolinao.
1758 - Casborran was attacked and destroyed by fire due to conflict in political and economic
interests between the original settlers and the first migrants. Survivors fled in all directions but
many of these former inhabitants soon returned to the ruins of the town.
Casborran to Sarapsap
1764 – The settlers tried to rebuild the town but another conflict made them leave town and
relocate to Nansangaan (now Barangay Inerangan).
1766 – Inhabitants founded a new settlement on a plateau farther from the sea and was called
Sarapsap (now Barangay Poblacion).
Pueblo to Municipality
1860 – Sarapsap became a rapidly progressive town and was visited by the Spanish Governor-
General at that time, Juan Alaminos y Vivar. Much loved by the residents, the town was later
renamed ‘Alaminos’ in his honor in 1872.
1903 – Alaminos, along with eight (8) towns of Northern Zambales were made part of the
province of Pangasinan. Don Francisco Reinoso was elected and served as the first Municipal
President.
Postwar-Alaminos - The postwar years saw Alaminos rebuilding itself and energizing its
economy which virtually was at a standstill during World War II.
1991 - Alaminos was reclassified from a fourth to a third class municipality.
1997 – Alaminos was reclassified from third class to a first class municipality, as it posted a
338.5% increase in its gross income.
City of Alaminos
March 5, 2001 - Former President Gloria Macapagal Arroyo signed Republic Act 9025, An Act
Converting the Municipality of Alaminos, Province of Pangasinan into a Component City to be
known as City of Alaminos. March 28, 2001 – Eighty-five percent (85%) of Alaminians voted 'Yes'
in a plebiscite, making Alaminos the fourth city of the province of Pangasinan.

C. DIOCESE OF ALAMINOS
January 12, 1985 was the day when Alaminos, once called the "Wild
West of Pangasinan," was created into a diocese by Pope John Paul
II. On April 22, L'Osservatore Romano announved the appointment
of then Auxiliary Bishop of the Archdiocese of Lingayen-Dagupan,
the Most Reverend Jesus A. Cabrera, D.D., PhD, as the First
Residential Bishop of the newly created diocese. On June 28, 1985
the new bishop was installed.
The Diocese of Alaminos is situated on the western part of the
province of Pangasinan. It used to belong to the Archdiocese of
Lingayen-Dagupan until its creation as a separate diocese in 1985. It
is bounded on the east by the Lingayen Gulf and the Archdiocese of Lingayen-Dagupan, on the
north and west by the China Sea, and on the south by the borders of Zambales and Tarlac
Provinces. The whole diocese is a panorama of hills and valleys surrounded by bodies of water.
The famous Hundred Islands, a tourist attraction, is found in the vicinity of Alaminos town.
The current bishop is Bishop Ricardo Lingan Baccay who succeeded Bishop Marlo Mendoza
Peralta after his appointment as Metropolitan Archbishop of Nueva Segovia.
Cathedral of Saint Joseph, Alaminos City, Pangasinan.
In the past the Alaminos City had various names (San
Jose de Soyang, San Jose de Casborran, Sarapsap) and
underwent several transfers and locations except, for
a gap of half a century, the Recollects stayed at
Alaminos since its foundation in 1610 until the
Philippine Revolution of 1896. A great fire reduced the
town into ashes and it was thereafter renamed
Sarapsap. The actual name was taken after Governor
General Juan de Alaminos who visited it in 1872.
Among other edifices constructed by Recollects is the majestic cathedral dedicated to Saint
Joseph. Father Manuel Bosquete who was at the helm of the San Jose de Casborran mission
from 1838–1849 started the construction of the divine temple. His successor Father Jose
Tornos, who was proficient in Pangasinense, inaugurated it in 1857. This Recollect minister who
took over the parochial administration in 1849 remained in Alaminos for almost thirty years and
endowed the church with the best ornaments. Father Tornos died in 1878 and was buried in
the future cathedral. At the church pavement one can view his tombstone in Spanish.
Father Patricio Marcellan writes in 1879: "The present church and parochial house are made of
brick manufactured in the same town. The church still attracts attention up to this day, already
as a cathedral since its erection of Alaminos Diocese in 1985.

D. Tourist Attraction
The Hundred Islands National Park is situated in Alaminos City, Pangasinan. Also known as
“Kapulo-puloan” or “Taytay-Bakes,” these little Islands are one of the most magnificent
natural geological formations in the Philippines The islands are dispersed along the Lingayen
Gulf and have a total land area of 1,844 hectares or 18.44 square kilometers. There are 124
islands here but one gets submerged in water during high tide. They offer diving to their blue-
green waters that will give you a glace at the underwater beauty of the islands. After diving,
relaxing at the coves of the island will give you a great urban retreat. Visitors can also feel
marveled at the 10 caves of the Hundred Islands. Aside from the Hundred Islands, Alaminos
also offers other tourist spots that will surely give its visitors a paradise experience. To name a
few, they have this horseshoe-shaped with shallow water beach called Bolo Beach.
III - INVITATION FROM THE RYCC AND DIOCESE OF ALAMINOS
The NL-RYCC, along with the Diocesan Youth Ministry of the Diocese of Alaminos, invites all the
14 ecclesiastical territories to send delegations of their youth ministers to the RCYM 2018. The
NL-RYCC Bishop In – charge, Most Rev. Ricardo L. Baccay, the NL-RYCC Director Rev. Fr. Jan
Vincent V. Damian and the DYM Alaminos Director Rev. Fr. John Paul Miranda, OC write letters
of invitation to the Arch/Bishops, Youth Directors, Coordinators and Leaders accompanied by
the RCYM 2018 Primer, DRF#1 - Reply Slip and DRF#2 – Participants List. As a sign that the
invitation is accepted, the Bishop should endorse the forming of a delegation from his
ecclesiastical territory or youth ministry by accomplishing and sending the Reply Slip, to be
followed by the DRF#1, possibly with the assistance of the youth ministry director and leaders.
IV - THE DELEGATION
For the RCYM2018 to become a fully meaningful experience, those coming to participate in it
must be prepared well, starting with understanding what the event stands for. The best
context for this preparation is the delegation and its origin.
To support this, it is helpful that a certain structure for organizing, animating and
accompanying be in place, with the following features:

A. Composition
Basic criteria for youth-minister pilgrims:
• At least 15 and at most 39 years of age
• Belongs to the parish, vicariate, diocese, organization represented by the delegation
• If a minor (below 18 years of age), carries a written authorization from parent/s allowing
the child to participate in the RCYM under the supervision of the Delegation Head
• Actively involved in the youth ministry of the group represented by the delegation
B. The Delegation Head
As the name of the role implies, the Delegation Head is responsible for leading the entire
delegation. Specific responsibilities include the following:
• Accomplish the Registration Forms accurately and fully, and send it to the RYCC;
• Serve as the contact person of the delegation for all RCYM 2018 communications and
transactions with the DYM Alaminos and RYCC;
• Act as conduit of information from the 2018 Organizers to his/ her delegation
members, ensuring that all information are relayed and understood;
• Organize the preparation of his/her delegation, starting with a Delegation
Orientation aimed to ensure that each member of the delegation understands the
RCYM 2018 Primer, and other ways and means, including those offered by the RCYM
2018 Organizers for the preparatory phase;
• Travel to the RCYM 2018 with his/her delegation and accompany them in full and active
RCYM 2018 participation; and most especially
• Attend the program team meeting on September and help in running and facilitating
the RCYM 2018 program.
C. The Delegation Assistant Head
The Delegation Assistant Head assists the Delegation Head in all his/her functions and responsibilities.
Second to the Head, he/she serves as the contact person of the delegation. He/She also assumes full
responsibility over the delegation in case of the absence DH.
Basic criteria for both the Delegation Head and Assistant Head:
• Come from the same origin as the rest of the group that they will lead
• Capable and committed to represent the delegation
• Have a working email address for the exchange of communications with the RCYM 2018

V – REGISTRATION PROCESS
Each ecclesiastical territory is allocated 30 spaces for its delegation. This number includes the
youth minister/s (clergy, religious and/or lay) accompanying the young pilgrims. Meanwhile,
the host-diocese is allocated 200 slots for their participants, both youth and their youth
ministers.
Additional slots may be requested by the delegation, the request for which should be
specified in the DRF#1. The assessment of requests for these additional slots shall depend on
the initial turnout of the registration.
Available slots from the initial turnout, if any, will be distributed on a first-come, first-serve
basis.
Given the above instructions on the invitation, ecclesiastical territory forming a delegation to
the RCYM 2018 is then asked to follow this registration process, which consists of two (2)
phases:
A. First Phase: A delegation is registered using the RCYM 2018 Delegation Registration
Form 1 (DRF#1). This form requires the following:
1. "Name of the Origin:
(the name of the Arch/diocese), which the Delegation represents
2. Delegation Head and Assistant Head: with important information about them
3. Summary of Estimated number of pilgrims:
Here, to be indicated is how many of the 30 slots allocated to the Origin will be taken by the
Delegation. Here too, the number of requested additional slots, if any, should be specified.
4. Calculation of financial requirements:
For the delegation to prepare for estimated solidarity share that need to be remitted to
RCYM 2018 Organizer. The deadlines of remittance are also indicated.
5. Endorsement by the Local Ordinary:
The endorser should duly put his signature, signifying his permission to send that number of
delegates.
The RYCC must receive the accomplished DRF#1 on or before June 24, 2018.
B. Second Phase: After receiving and assessing the DRF#1, the RYCC through its Secretariat
shall confirm the registration of the delegation through email. This confirmation ushers the

Second Phase, where the RYCC will send the following for further accomplishment by the
delegation:
1 - RCYM 2018 Delegation Registration Form 2 (DRF#2), which will generate the following
regarding the delegation:
a - Final number of participants
b - List of names of the participants
c - Final amount of the total solidarity share (financial requirement)
2 - RCYM 2018 Individual Registration Form (IRF), which will require the following information
regarding each individual participant:
a - Personal details
b - Contact person in case of emergency Health
declaration
d - Authorization and waiver
The RYCC must receive the accomplished DRF#2 of the delegation on August 20, 2018 and all
the IRF of its delegates by 2018 September 01 , 2018.
C. Registration Fee:
As part of the registration process, each delegate is asked to submit a Registration Fee as one’s
personal share in the considerable resources required for a big event like the RCYM.
For the RCYM 2018, the amount for the individual Registration Fee is P1,000.00
The Delegation Head may remit the total Registration Fee for his/her delegation through RYCC
or direct to DYM Office of Alaminos: The Delegation Head is expected to submit the total
Registration Fee on or before September 01, 2018, to conclude the Second Phase of the RCYM
2018 Registration.
D. Solidarity Share:
Since our Regional Youth Ministry lives in, through and by sharing, a minimum solidarity share
“but not limited” to Php 5,000 shall be collected from each ecclesiastical territory to help
augment the expenses for our conference.

B. TRAVEL ARRANGEMENTS
All members should have the same travel arrangements in arriving for the RCYM 2018. While it
may be preferred that the delegation also leaves together after the RCYM 2018, different
dates of departure may be accepted; however, the hosting offered by the host-diocese ceases
once the delegation deregisters on the last day of the gathering.

C. PREPARING FOR THE RCYM 2018
At the onset, delegations are requested to submit and keep a realistic number of participants.
Since, in a manner of speaking, the group begins the RCYM 2018 pilgrimage not only upon
arrival in Alaminos but even in their own origins months before the RCYM 2018, it will be well
to have everyone on board throughout the pilgrimage, i.e. from the preparations up until the
RCYM 2018 itself, and even after.
D. POLICY ON CANCELLATION REPLACEMENT OF CANCELLED REGISTRATION
If a registered participant or even a whole registered delegation has to cancel registration, a
certain percentage of the Registration Fee will be collected or considered non-refundable.
- August 20 -31, 2018 – 75% (Php 750.00)
- September 1-30, 2018 – 50% (Php 500.00)
- October 1-31, 2018 – 25% (Php 250.00)
- Starting November 1 - Non - refundable
So be S.M.A.R.T in reserving the number of your delegation. Reminder: The deadline for the
changes, replacements and cancellations of the numbers and names of delegates is until
September 01, 2018 ONLY.
Subject for approval of the RCYM 2018 Organizers, replacing a cancelled registration may be
requested provided that the replacement is of the same status as the cancelled participant.
This scheme is in place in consideration of preparations already being made as the event
draws near.
