1 GENERAL
1.1 INTROD UCTION
This document describes the observations and outlines the type of restrictions located by the outcomes
of the suggested main route survey recently executed from Socar Azerneftyagh to Socar HAOR for the
Feasibility Study of CDU/VDU Relocation in Baku, Azerbaijan.
The survey has been executed to identify the possible heavy transport route/s for the transportation of
the existing CDU/VDU units to Haydar Aliyev Oil Refinery for re-installation and integration to the Socar
HAOR Project.
Crude & Vacuum Distillation (CDU/VDU) critical items are above the allowable sizes and weight.
Therefore examination of the routes have been done considering special transport equipment to be
used, movement at night, blocking the roads by police, vehicle movement opposite direction.
It has to be noted that the survey has been focused on the identification of any possible heavy
transport route from Azerneftyagh CDU/VDU units location (ref. layout is available on attachment-2 of
this document) to Socar HAOR plant entrance. From refinery entrance to equipment final location (ref.
to general key plan on attachment-3 of this document) will be further assessed in line with HAOR
Project Heavy Transport Routing Survey Report BD0928-0000-HOC-RE-004.
New equipment location plan already studied and available attached (ref. attachment 4) on this
documentation for aiding further assessment.
This report is prepared based on the survey dated 1st September 2017and the information contained
herein may be further integrated and/or modified during the next phases of the Project.
The main routes analysis is at preliminary level and will be verified and confirmed by the specialized
heavy transport contractor once the final dimensional and weight data of the critical equipment items
are available.
2 OBJECTIVES
Survey is made to navigate all restrictions along the suggested route. Provided photos define most
critical areas and obstacles which shows limitations and restrictions. Main objectives of the survey were
considered as follows:
- To identify main obstacles and restrictions along the suggested transport routes and, in general, along
the surveyed main roads.
- To propose preparatory works necessary to allow the transport along the identified routes.
- To identify transportation concerns considering equipment dimensions and weights.
- To identify single piece or dismantling options based on the dimensions available and transport
limitations.
- To identify and propose access ways and transport routes for the equipment, up to Socar HAOR plant
entrance locations.

A new road being constructed connecting Nobel Street to Babek Street. Half of the road is already complete
and in use, it is assumed that the remainder will be complete and operational well before subject transport

As an alternative Yusif Seferov Street can be utilized to reach to Babek Street location 15 (L15) is the
connection to Babek Street with a large area to maneuver. Connection ramp slope and width is convenient.

Overhead power cables zigzag on the Babek Street at location L3. It is observed that current routing from one
side of the road to the other and back is offsetting the existing buildings. Re-routing overhead or underground
will permenantly clear the obstruction.

Overhead pipelines at location 4 (L4) is the main obstruction on route to HAOR roundabout. Road elevation can
be lowered either temporarily or permanently or the pipes re-routed underground.

Last overhead obstruction on the Babek Street is the cable crossing at location 5 (L5).
Line elevation is high at opposite side of the road. Travel at opposite direction with temporary power shutdown

From Contractor point of view the best option is maneuvering final left turn from Mikayil Aliyev Street

As an alternative the yellow line from location L11 to the left turn towards the refinery no obstructions observed
at Babek Street. After the turn on the road from Babek Street to the refinery plot south-west corner there are
minor pipe and cable crossings to re-route, visualized at the below photos.

On the road parallel to the south wall of the refinery plot there are several piperacks hence Tekfen’s suggestion
is to to open an access through HAOR wall before the first piperack. HAOR internal routes at south west corner
potential entrance to be evaluated.

6 CONCL USION
Blue route is best feasible and available route with minimum demolishing/re-routing requirement for heavy
equipment transportation arriving to the CDU/VDU layout location and also has an alternative Yellow route
arriving to the southwest corner of the HAOR plot.
Following further consideration of HAOR internal route options, Tekfen will work together with the Employer to
finalize the route and proceed with the preparation work to support permit arrangements and obstacle removal
works in coordination with the local authorities.
