The Referee
I. MATCH
Background
Second semifinal match of the tournament, Italy came to play against Germany after
having to days less of rest, the winner of this match was not only going to the final, but
also to the confederations cup next year. The Stadium was full of German fans with a
perfect temperature to play and excellent weather conditions. The field was not in the best
conditions, some players felled down during the match, especially in the penalty boxes
also taking into account that the field was not irrigated before the match start. The fans in
the Stadium behaved themselves and listened carefully to the messages of the captains’
against racism. The security in the stadium was ok also when a bomb was discovered
today in Warsaw. The rivalry between both teams was historic, remembering when in
2006 Italy won against Germany in their World Cup in semifinals in the last minutes of the
extra time and knowing the fact that Germany never won against Italy in official
tournaments. Furthermore the match was not hard to whistle and the players behaved
themselves in the pitch, Lannoy did not have to work hard, but he had some crucial calls
to do during the match.
II. CONTROL
Comment
The match was not hard to control, but there were some conflicts to pay attention to. The
match was under control, but the help of the players was also necessary to be so, Lannoy
was not tested in this aspect.
III. DECISIONS
Application of the Laws of the Game – Comment (advice: always refer to aspects
like card management, infringement detection, the application of the advantage
rule, holding in the penalty area after set pieces, simulation and lay extra ordinary
high emphasis on match influencing or even decisive decisions)
Lannoy´s infringement detection was poor, with much phantom fouls whistled and some
fouls not whistled, he was inconsistent in this parameter; his advantage rule was ok but
not great, there is still some room for improvement in this area. The big calls were mad by
his assistant and additional assistant referees, the linesmen were nearly excellent,
disallowing and allowing 3 goals form Italy. The major mistake of the match was the
penalty at the 90+1 minute, the penalty itself was correct, the hand ball was well seen by
the AAR2 Buquet, but the mistake was in the previous action, in which there is a foul

made by the German player. To review is also the added time given by the ref, which
could have been more due to the penalty situation and some fouls during the extra time,
also it did not seem to be correct to stop the game at the point he did, also when that is
for the referee criteria.

himself, after Balzaretti crash with Marchisio
Boateng was going to do a throw in, but he takes the ball with the hand in the
50 field or on the line, the ball was not completely out, mistake by Lannoy and his
2nd AR
53 Klose asks for a penalty, there is nothing
54 No Corner kick, the ball is in play, good the 2nd AAR
55 Lannoy warns Kolse and Chiellini not to take themselves before a corner kick
The 4th official Howard Webb asks Diamanti to take of a armlet he had on his
57
arm.
59 Bonucci gets a YC after a foul on Kross, corect
61 An other phantom foul by Lannoy
66 AR2 has 2 good onside calls in the same minute
Balotelli comes out of the game due to an injury, but the people in the stadium
67 got mad, because all the medical team came into the field of game and he
abandonees the field by his own.
70 No foul on Schweinsteiger
I really did not understand what he gave, for me it should have been foul for
71
Germany after the advantage did not come, but he gave foul for Italy
73 Wrong throw in by the AR1
74 Good onside call by the AR1
77 No foul on Müller
AR1 has to good onside calls, the fist for Diamanti and the other for De Rossi,
78 & 80
both were onside
81 Free kick has to be retaken because the ball was in movement, good call
81 No replay of one onside action of Di Natale, call made by the AR1
82 Non allowed goal to Italy due to an offside, good call by the first AR
De Rossi gets a YC for a foul on Schweinsteiger, it could have been red card,
83
but that was an “orange situation”
84 Again a good offside call on Di Natale by the AR1
An other foul made by Schweinsteiger, his 3rd or 4th in the match, this time on
86
Pirlo
Lack of communication between AR1 and Lannoy. Stéphane has to correct
87
his AR in the throw in direction.
87 Pirlo falls down, there is no foul
To remark the good physical condition of Lannot who runs from one box to
88
the other.
88 YC for Thiago Motta, correct
Penalty situation, it was ok by Buquet and Lannoy, but there was a previous
90
foul, so wrong call (more info above)
93 No foul from Hummels, Lannoy shows the YC for the protest
He should have given more than 4 minutes of added time, but it goes on his
94
criterion (more info above)
IV. STYLE

Enters the penalty area when necessary X
Appropriate, efficient and economic Positioning also at
X
set pieces
Physical Condition in general X
Adequate behavior in dealing with injuries (awareness
of serious injuries, possible advantages applied, X
card-timing etc.)
Comment
He was very good with his physical condition, we was always close to the action and was able to
run from penalty box to penalty box with out any problems in the latest stages of the match.
Lannoy could also improve his indirect free kick signal, because he does not raise his hand at the
moment he whistles the foul and one could get confused like in 46 minute.
Minute Situation and Assessment
Lannoy and specially the AR1 Annonier make Cassano leave completely the
43
field when the paramedics came into the field
Lannoy whistles an indirect free kick, but he does not raise his hand in the
46
moment he whistles
Balotelli leaves the field, the public gets irritated because the whole medical
team enters to the field, but he leaves walking. For the medical team to come
67
Neuer (GER) had to throw the ball away, maybe he could have stopped the
game by himself.
Tactical Approach
Expected
Criteria + level
-
The referee has a certain tactical approach, which is
moving in the measures the Laws of the Game define, X
which is understood and consistent

Personality and authority on the pitch X
Adequate communication X
Shows determination and courage in his decisions and
has also tools to gain authority (adequate and clear X
gestures, using his whistle as kind of language)
Shows respect X
Comment
He was not really consistent with his approach and he could have a better communication with the
players to solve some situations like the one in the 16 minute between Gomez and Bonucci
Minute Situation and Assessment
There is a duel between Gómez and Bonucci, Lannoy could have warned
16
them, and if he did not saw it, the AAR1, AR1 should have told him
93 No foul from Hummels, Lannoy shows the YC for the protest
