Job Description

Position: Social Mobilizers


Project: Community-Led Ger Area Upgrading in Ulaanbaatar City
Location: Ulaanbaatar, Mongolia
Duration: 12 months (with possibility of extension)
Number: 2
Level: Service Contract (SC)

1. BACKGROUND

In recent years, Ulaanbaatar has undergone rapid expansion due to the high-levels of rural-to-urban
migration. In-migrants have been settling in Ger areas which have developed on Ulaanbaatar city’s
periphery to accommodate population growth that has exceeded the capacity planned urban core area. The
factors behind in-migration in recent years include poor incomes in the countryside, the Dzuds (extremely
cold winter occurrences) of 1999-2001 which resulted in the loss of livestock – the main source of income
in the countryside, and the Supreme Court decision of 2003 that granted citizens the right to the “freedom
of movement” within Mongolia.

The in-migrants have settled in the Ger-areas located outside the conventional built-up area of the city
with predominantly traditional Ger (felt-tent) housing and low-levels of infrastructure and service
provision.

The government of Mongolia and Municipality of Ulaanbaatar are actively engaged in addressing the
upgrading issues of Ger Area. With technical assistance from UN-HABITAT the Municipality of
Ulaanbaatar has prepared City Wide Pro-poor Ger Area Upgrading Strategy of Ulaanbaatar City, which
was completed and approved by Citizens Representative Council in 2007 through the Technical
Assistance of UN-HABITAT’s “Ger Area Upgrading Strategy and Implementation Plan (GUSIP). As a
step towards implementation of strategy “Community Led Ger Area Upgrading in Ulaanbaatar” project
has been developed. The project will be implemented over the next 2 two years.

The incumbent will be responsible for Managing both project including any other project in the pipe line
under UN-HABITAT Mongolia.

2. PROJECT: COMMUNITY-LED GER-AREA UPGRADING PROJECT IN ULAANBAATAR

2.1 PROJECT GOAL

The project’s goal is to improve the quality of life of approximately 50,000 Ger area residents in
Ulaanbaatar city through community-led Ger area upgrading in 5 selected project sites.

2.2 PROJECT OBJECTIVES

The objectives of the Community-Led Ger-area Upgrading Project in Ulaanbaatar project are as follows:
(i) To empower the Ger area communities through social mobilisation and organisation;
(ii) To support community-based assessment and prioritisation of local needs for Ger area upgrading;
(iii) To improve the quality of life of selected Ger area communities by improving infrastructure and
services by using community-led processes; and
(iv) To document and monitor project implementation progress and improvements in urban
governance.

2.3 PROJECT COMPONENTS

The project has four Major components that are related to the project objectives
Component 1: Empowerment of Ger area communities through social mobilisation and organisation:

Component 2: Community-based assessment and prioritisation of local needs for Ger area upgrading
through “Community Action Planning” process developed by UN-HABITAT.

Component 3: Improvement of the quality of life by using community-led processes:


Component 4: Documentation and monitoring of project implementation progress and project evaluation,
and study of urban governance in Ulaanbaatar City:
Project outputs are achieved through implementation of activities under the above mentioned components
2.4 PROJECT MANAGEMENT STRUCTURE

The Project Management Structure includes


(i) Policy Advisory Group (PAG)
(ii) Project Coordination Team (PCT)
(iii) Project Management Team (PMT) of UN-HABITAT

The incumbent staff is a member of PMT who assist the project management team.
The project Management Team works very closely with the MoUB and the Ministry of Road Transport,
Construction and Urban Development (MoRTCUD)

3. DUTIES AND RESPONSIBILITIES

The Social Mobilizer who is reporting to the Core Trainer and to the National Program Manager has the
responsibility of ensuring participation of beneficiary households in all phases of project implementation.

The specific duties and responsibilities of Social Mobilizers include:

A. Mobilization and Organization of the beneficiary communities.

1. Receive training on the project concept and approach to the community mobilization.
2. Contact the opinion leaders in the communities to establish early rapport and to provide overall
orientation of the project.
3. With the support of opinion leaders mobilize, interact and dialogue with individuals representing
beneficiary households for the organization of community for development.
4. Provide orientation training to the members of community to raise awareness about the project.
5. Facilitate small and large community meetings to encourage discussions for the formation of
community development council (CDCs).
6. Conduct awareness training regarding the benefits of organized communities to encourage
organization of the communities.
7. Facilitate the process of formation of primary group covering 10-20 households and identification of
representatives to the Community Development Councils.
8. Facilitate the process of formation of Kheseg level Community Development Councils (CDCs)
through election/selection and assist the CDCs to register with MoUB.
9. Facilitate the CDCs in making thorough analysis of their vulnerabilities, capabilities and resources at
their disposal.
10. Facilitate the process of “Community Action Plan (CAP)” preparation in each Kheseg of the Khoroo
through the standard CAP process of the project.
11. Facilitate the process of obtaining community endorsement of Community Development Plans
(CDPs).
12. Provide standard packages of capacity building training to the CDC members.
13. Facilitate the process of identification of representatives of CDCs to Khoroo level community
Development Council (H CDC).
14. Facilitate community Planning process for preparation of Khoroo Development Plans (HDP).
15. Facilitate in identification of appropriate and central location for implementation of physical projects
under the HDP (Khoroo Development Plan).
16. Facilitate the process of identification of sites for community infrastructures and if land readjustment
is necessary to secure land for implementation of the projects, facilitate negotiation among
community members through close coordination with MoUB and Khoroo Officials.

18. Provide necessary support to the engineers during the design, estimation and implementation of the
projects.
19. Provide trainings to the CDCs both at Kheseg and Khoroo levels to conduct “Social Audit” events.
20. Provide training on sustainability of community institution and physical infrastructure.
21. Provide training on operations and maintenance of infrastructures built under the project.
22. Ensure establishment of clear ownership, structure for maintenance and financial and technical
resources as per the maintenance approach of the project.
23. Facilitate resolution of dispute, conflicts between individuals and among members of community
Development Councils.

B. Obtaining information related to the beneficiary communities

1. Obtain community data necessary for preparing community profiles as per the standard “Community
Profile” format of the project.
2. Conduct baseline survey of the beneficiaries to establish baseline data of the community on some key
indicators to measure impact of the projects.
3. Provide necessary reporting inputs to the monitoring and evaluation officer as per the standard
monitoring formats on regular basis.

C. Reporting and Linkages

1. Assist National Program Manager in development of a clear work plan for the community
mobilization activities of the projects with the aim to complete the activities within the time frame of
the project.
2. Ensure field-testing of the various phase of social mobilization materials as they are developed and
provide feedback.
3. Capture success stories and lessons learned in each phase of program implementation.
4. Prepare monthly and quarterly report on standard, monthly reporting formats.

4. QUALIFICATIONS AND EXPERIENCE:

The Social Mobilizer should have Bachelors degree in Sociology, Art, Development studies,
communication or equivalent.

The incumbent should be familiar with basic concept of social mobilization; should have demonstrated
willingness to learn and work with people for community development; should be able to spend extended
periods with communities. The incumbent should also have excellent oratory skills in local language.
Knowledge of English language will be an advantage.
