The concept of National Portal is in Ideation stage. It is


therefore requested to all officers to send their suggestion or ideas for
the things the portal of MSME should incorporate.

These suggestions can be sent to me directly either at


pankaj.garg@nic.in or pankajgarg.its@gmail.com. AS & DC has desired
to have a review of these suggestions in next Senior Officers Meeting.

Concept Note on National Portal

The National portal for the Ministry of MSME should have the following
content and services which are enumerated below. This is to be on scalable
model and flexibility to incorporate modifications to cater to changing
needs.

 About Us
 Schemes & Policies.
 Cluster Scenario & Development statistic
 On line applications with regards to Schemes of Ministry
 Entrepreneur Memorandum Filing where in the data will be stored in
respective state government data centers.
 Link for Raw Material, Machinery & Technology
 Provisioning for Free Hosting of SME Website up to a predefined
data size. This should not be very difficult as memory size is reducing
and the cost of memory bank is going down at a still faster rate.

At present the portal of ministry is static and only gives information.


It is planned to provide a dynamic portal which will provide a platform to
more than 29 million SME’s to interact not only with the government but
also with each other. The National Portal of Ministry of MSME will be
designed in such a way that it will bring together information from diverse
sources in a unified way. Besides giving information about the role and

functions of the Ministry it will also bring in all the online


applications in one single platform. This will provide a way for the Ministry
to provide a consistent look and feel with access control and procedures for
multiple applications and databases, which otherwise would have been
different entities altogether. This will turn the Web from an Ministry of
MSME centric repository of information and applications to a dynamic
user-centric collection of everything useful to a particular SME in a
particular role. Instead of a single home page that proclaims identically to
all who visit how grand the ministry is this portal will give nearly every
SME user a customized, personalized, unique Web page.

2. The Ministry of MSME aims to reposition itself as an organization to


provide quality services to its various stake holders. This portal is designed
to bring about a transformational change to enable easy and secure access to
services to its stakeholders. It is envisaged that this National Portal will
provide a interactive platform for forward and backward linkages to

MSMEs for their business B2B, B2G, G2B, e-cataloging etc. in real time
besides other services as enumerated below.

3. Another important facet of National Portal will be on line filling of


Entrepreneur Memorandum (EM). The EM filling (Entrepreneur
Memorandum) consists of part I and part II. Part I (provisional
registration) is for the proposed Enterprises and Part II (permanent
registration) is used for the established enterprises after commencement of
commercial production. Details of EM filling and flow chart is placed as
Annexure – I. In this regard, a meeting was held in January 2012 with
representatives of all State governments wherein they agreed to accept such
a standardized system with a pan India approach. This software will be
made available to the State governments free of cost.

4. The broad outline of proposed National portal is as follows:

ii) Scope of Work

The scope of work includes National Portal Development, hosting,
operation and maintenance including search engine optimization
(SEO).

A. Hosting:

Hosting location site would be NIC server.

B. Operation and Maintenance:

i) Operation and maintenance will be done by the national portal developer


under BOOT (Build Own Operate Transfer) system for initial period of 10
years. The developer will be free to generate the revenue through
advertisement and minimal fee from entrepreneur for EM filling. The
charges will be decided by bidding system. The successful bidder will have
to enter into agreement to modify the portal as per the decision of the
Ministry which will be final. It will be the duty of the service provider to

enter into SLA for a minimum uptime of 99.99 percent per anumn. The data
centre will be located at Delhi in NIC and a equal capacity Data Recovery
centre will be located at a place other than Delhi in consultation with NIC.

ii) The developer will also be responsible to facilitate free domain


registration and hosting of MSMEs website without any charge. The service
provider shall be responsible for running a call centre for helping the SME
unit holders create their website in case they need help. All telecom charges
for maintaining the call centre will be paid by the Ministry on actual.

5. A National portal should have flexibility in its architecture and


characteristics to accommodate the technological changes and needs of
entrepreneurs in addition to security feature to build up trust in MSME
sector for safe and friendly use. To explore the additional inputs for the
development of proposed National portal, a meeting under the chairmanship
of AS & DC(MSME) is proposed to be organized with selected major IT
firms. The tentative schedule of meeting is :

The requirements given in this concept note are indicative only and
Ministry will seek inputs from the pre-qualified bidders in further refining
the requirements and all aspects of services before finalizing the Request
for Proposal.
