REQUEST FOR EXPRESSIONS OF INTEREST
NWSSP II/EOI/001/02/2018: EXPRESSION OF INTEREST FOR THE

PROVISION OF CONSULTANCY SERVICES FOR DETAILED DESIGN REVIEW
AND CONSTRUCTION SUPERVISION OF THE NKANA WATER SUPPLY AND
SANITATION PROJECT PHASE II
1. BACKGROUND
The Government of the Republic of Zambia (GRZ) has developed a National Urban
Water Supply and Sanitation Programme (NUWSSP) as a strategic response to the
challenge of providing water and sanitation services to all people living in the urban
areas of Zambia. NUWSSP is a unified approach which GRZ has adopted as an
instrument of the development of water supply and sanitation services in all the
Country’s urban areas.
The NUWSSP is being implemented through the Commercial Utilities (CUs) while GRZ
is responsible for mobilizing resources. In response to the above, the African
Development Bank (AfDB) contributed to the National Programme through support of
Nkana Water Supply and Sanitation Project Phase I (NWSSP I) implemented from 2011
to 2015. The principal objective of the NWSSP I was to improve access to adequate water
supply and sanitation services in the Urban and Peri-urban areas of Kitwe, Kalulushi and
Chambishi, through rehabilitation and extension of the existing water supply and
sanitation facilities in these areas..
Due to the limited financial resource on the NWSSP I not all the areas requiring
investment were covered. Pursuant to the above the GRZ has mobilised further financial
resources amounting to US$ 199,576,996 through a loan from the Industrial and
Commercial Bank of China (ICBC) and will be executed under an Engineer, Procure and
Construct (EPC) contract with China Henan International Cooperation Group (CHICO)
as the Contractor.
The Project has five main components as summarized below:
Component I: Water Supply Works

Component II: Sewerage Works
Component III: Institutional Support
Component IV: Sanitation and Hygiene Promotion and Education
Component V: Project Management including Engineering Services
The Executing Agency of the project is Nkana Water and Sewerage Company (NWSC)
which is the Commercial Utility responsible for provision of water supply and sewerage
services in the project area namely Kitwe, Kalulushi and Chambishi.
2. MAIN OBJECTIVES
This assignment involves review of the Project Detailed Design being undertaken by
CHICO and to carry out supervision of the works to completion and through the Defects
and Liability Period. The main document to be reviewed is therefore the CHICO final
Detailed Design Report.
3. SCOPE OF SERVICES
In brief the Consultant shall carry out the following:
 Review of Detailed Designs: Review the Contractor’s detailed designs of the

project to ensure the designed infrastructure can be constructed and will, after
construction, produce the desired outputs and outcomes so as to achieve a
sustainable service; and
 Construction Supervision: Supervision of civil and electro-mechanical works
during construction, follow-up of NWSC staff training by the contractors, and
assistance to the client with commissioning and handover.
4. SHORTLISTING CRITERIA
Nkana Water and Sewerage Company now invites engineering consultancy firms to
express their interest in providing these services. Interested firms must provide a
statement of capability and experience. The expression of interest must also contain the
following information;
 A summary of similar assignments undertaken
 A summary of assignments undertaken in Zambia and in similar countries, giving
the client name and the year in which the project was carried out
 Qualifications and Experience of the key personnel in the field of the assignment
and
 Any other information that may be relevant in support of the EOI such as
brochures and letters of recommendation etc.
International engineering consultancy firms will be required to partner with a citizen or a

local firm.
5. DURATION OF THE ASSIGNMENT
The duration of the assignment is estimated at 4 years inclusive of the defects and
liability period.
6. SUBMISSION OF EXPRESSIONS OF INTEREST
Interested consultants may obtain further information from the Manager Purchasing and

Crescent off Freedom Avenue in Riverside, P.O Box 20982 Kitwe, from 08:00 hours to

Written Expressions of Interest should be appropriately bound, sealed, clearly marked as

“Expression of Interest for the provision of consultancy services for detailed
design review and construction supervision of the Nkana Water Supply and
Sanitation Project Phase II” and addressed to the Manager Purchasing and Supply,
Nkana Water and Sewerage Company, Head Office, P.O Box 20982 Kitwe. The Envelopes
must be deposited in the tender box on the ground floor at NWSC Head Office.
HOWEVER, TELEFAX ANDOR ELECTRONIC EXPRESSIONS OF INTEREST
WILL NOT BE ACCEPTED.
The closing date for the receipt of the Expressions of Interest is Tuesday 20 March
2018 at 10:00 hours local time and any Expressions of Interest received after the
time and date stipulated will not be accepted. The Expressions of Interest will be opened
in the Board Room on the same date immediately after closing time in the presence of
bidders or their representatives who choose to attend the opening.
