Overview

• Periodically DART TOD and Economic Development staff is


contacted by a developer(s) to meet to discuss Transit Oriented
Development opportunities at select station areas
• If the meeting involves DART-owned property, it is an
opportunity for DART to share with the developer the DART
TOD Policy, DART TOD guidelines, availability of a specific DART
property for sale or ground lease, and DART’s competitive
process to solicit proposals for DART-owned property
• If DART-owned property is involved, the developer will then
submit an unsolicited proposal to DART demonstrating a basic
concept of how they intend to develop the property

• DART TOD and Economic Development staff then reviews the


unsolicited proposal(s) to assess its compatibility with the TOD
Policy goals and, if it is determined harmonious, presents the
unsolicited proposal(s) to the DART Board of Directors Planning
Committee for their review and feedback
• After receipt of the Planning Committee’s review and feedback,
staff will determine whether or not to move forward with a
public solicitation of the DART-owned property; any sale or
ground lease is subject to approval of the DART Board of
Directors

• Texas law requires a public solicitation for the sale and/or


ground lease of DART-owned property per statutory
guidelines, which includes two newspaper notifications and
a waiting period before a sale or lease can be made
• Additionally, staff will work with the Real Estate
Department to advertise the property on commercial real
estate websites to broaden the solicitation of proposals
