Following criteria shall be considered for issue of tender documents and qualifications :- (a) Average
annual turnover in last 05 years ending previous financial year shall not be less than 30% of the estimated cost. (b)
Experience of having successfully completed one similar work of value not less than 75% of estimated cost or two
similar works of value not less than 50% of estimated cost or three similar works of value not less than 30% of
estimated cost in last five years ending on last day of month previous to one in which tender sales starts. The
similar works shall mean Electrical panel control works etc. (c) Possessing solvency certificate of value not
less than 40% of the estimated cost issued not earlier than one year from date of starting of sale of Tender
(Solvency certificate is not a pre-requisite for selling of the Tender).
After examining these documents, blank tender forms shall be issued only to the firm prima-facie found
competent to carry out the tendered job. Sale of Tender/Opening of Tender does not imply acceptance/approval.
Tender documents shall be issued only by person and shall not be issued by post or courier. Prior intimation on
Telephone No. 25595400 / 25592314 may be given before coming for purchase and submission of tender
documents. The contractor’s representative shall report at North Gate, BARC at 11.00 hrs. or 14.00 hrs. along
with photo identification like driving licence or passport or voter’s identity card etc. for entering into BARC
premises for purchase and submission of Tender.
Earnest Money Deposit (EMD) of Rs. 12,000.00 shall be submitted at the time of opening of
Technical Bid ‘Part A’ issued in favour of Accounts Officer, BARC in any of the forms viz. (a) Receipted
Treasury Challan or (b) Deposit at Call receipt/fixed deposit receipt/DD of a Scheduled Bank. Balance of
Rs.Nil shall be submitted at the time of opening of Part –B (Price Bid) from technically qualified tenderers
in the form of irrevocable Bank Guarantee, in the prescribed format from any of the Scheduled Bank,
besides other forms of deposit mentioned above. Pre-bid meeting shall be conducted with all tenderers on
27.07.2010. Tenders shall be received only at the office of APO, Technical Services Division (this should not be
deposited in the box meant for messenger), BARC, TSD Building, North Site, Trombay, Mumbai 400 085 upto
3.00 p.m. on 30.07.2010 and only technical bid Part A shall be opened at 15.30 hrs. on the same day in the
presence of attending tenderers. In case last date of sale of tender / pre-bid meeting date / submission date falls
under holiday, the next working day shall be considered for the same. Tenders not accompanied with EMD are
liable for rejection. Price Bid ‘Part B’ shall be opened at a later date which will be informed separately. The
technical bid and the price bid should be sealed by the bidder in separate covers duly super scribed and both these
sealed covers are to be put in a bigger cover which should be sealed and duly super scribed with the name of the
work and due date. EMD in requisite value shall be put in separate cover and the two-part cover (containing
Technical and Price Bid) shall only be opened after confirming the submission of EMD in the specified form.
Opening of Price Bid shall be subjected to qualification of bidders by the competent authority based on verification
of their past performance, inspection of their work site and assessing their competency etc.

Head, EP&SS / ESD (V), BARC reserves the right to reject any or all tenders or to allot parts of the works
to different agencies without assigning any reason thereof.
