Terms OF REFERENCE:
1. Background
The Government of Nepal has planned to carry out Monitoring and Evaluation of the Implementation of the
Nepal National Building Code in five selected municipalities each of Kathmandu, Bhaktapur, Kavrepalanchowk,
Sindhupalchowk and Ramechhap Districts. It is in this context that the Department of Urban Development and
Building Construction (DUDBC) has planned to hire National consulting firm for the Monitoring and Evaluation
of the Implementation of Nepal National Building Code in Shankarapur Municipality of Kathmandu District,
Suryabinayak Municipality of Bhaktapur District, Paanchkhal Municipality of Kavrepalanchowk District,
Melamchi Municipality of Sindhupalckowk District and Manthali Municipality of Ramechhap District.
2 . Objective
The objective of this consultancy services is to carry out the “Monitoring and Evaluation of the Implementation
of the Nepal National Building Code” in five selected municipalities
3. Scope of Services
The scopes of the Consulting services which shall include but not limited to as follows:
i. Visit municipality office and collect information regarding the followings:
status of implementation of building code in municipality including number of building permit issued
covering different categories of buildings,
preparation and use of simplified building permit format including design and monitoring checklists for field
inspection,
adequacy of manpower for checking design and analysis,
awareness of designers for implementing building code,
quality of construction and compliance of building code,
introduction of new construction materials and technology,
coordination between concerned authorities and municipality in implementing building code,
adequacy of training/orientation classes to stakeholders,
adequacy of institutional commitment/resources,
status of licensing system to trained masons,
adequacy of awareness within the house owners,
ii Collect samples of at least three designs that the municipalities issued the building permit and review whether
the designs complied the building code. Conduct site visit to observe the discrepancies in design and
construction.
iii Prepare and present final report incorporating main issues and gaps identified and suggest list of actions in
effective implementation of Nepal National Building Code.
4. Methodology
The consultant shall prepare and submit all reports as specified below. All reports shall be prepared in
English.
Inception Report
The report shall be submitted in three copies within 10 days from the date of agreement. It shall comprise a
clear plan and schedule for coducting the monitoring and evaluation work in coordination with Department
of Urban Development and Building Construction. The report shall be submitted in three copies.
Interim Report
The report shall be submitted in three copies within 1 month from the date of agreement. It shall comprise
the current situation of implementation of building code in the selected municipalities. The report shall be
submitted in three copies.
Final Report
The report shall contain same matter as the interim report after incorporation of the comment and
suggestions from the Department. The report shall be presented in five copies and soft copy in CD. Report
should be in word and Pdf format. Presentation slide also be submitted with final report..
Presentation
The consultant shall present Interim and Final Report in front of DUDBC officials. Presentations should
be done by the Team leader of the project. Upon submission of the final report, the Consultant shall fix
the date and venue of final presentation in consultation with the concerned officials.
8. TIME SCHEDULE
Payment to the consultant for the work shall be done in the following manner
