CAR 217 Training and Checking
Organisation

The following advice is provided to management personnel of CAR 217 organisations when
making application to CASA for approvals to conduct checking.
Please note that in this document and the attached application form, use of the word “nominee”
refers to the person being nominated for approval. The word “applicant” refers to the AOC holder
making application for the issue of an approval to the nominee.
All applications (initial issue or variation) must be submitted to CASA by the Chief Pilot or the
Head of Training and Checking of the applicant, using this form. Further information if required,
may be obtained from Section 19 of CASA’s Certificate Team Manager of the responsible CASA
office.
Completed applications should be forwarded to the Certificate Team Manager at the responsible
CASA office. The application may be forwarded as an electronic attachment or via other suitable
means.

1. Introduction
In this document the term “training and checking organisation” refers to organisations approved
under sub-regulation 217(3) of the Civil Aviation Regulations 1988 (CAR), for the purpose of
ensuring that members of the operator’s operating crews maintain their competency. To achieve
this purpose in practice, the functional objectives of a CAR 217 training and checking
organisation will often include provision of the following; aircraft conversion training, line training,
initial and recurrent proficiency checks and also flight tests. The appointment of persons to
conduct these functions is subject to regulatory authorisation in the form of “approvals” and
“delegations”. “Approvals” are used to authorise “training” and “checking”.
Approvals to conduct training and checking are prescribed under various legislation. For
example, the legislation applicable to the approval of check pilots is CAO 82.0.
The majority of operators subject to CAR 217, operate their aircraft under the Instrument Flight
Rules (IFR) and therefore will require a facility to annually renew instrument ratings. Subject to
CASA approval, the flight tests for rating renewal may be included in the proficiency checking
program under CAR 217(2).
Training and checking personnel perform a role that is integral to aviation safety, and are
uniquely placed to monitor and positively influence the piloting skills, experience, knowledge,
behaviours and attitudes of all operational personnel. Therefore, CAR 217 personnel must be
highly experienced and must demonstrate integrity and professionalism. CASA stresses the
importance of the independence of CAR 217 personnel, even though their instrument of
delegation or approval is linked to their employer.
In considering whether a nominee is suitable approval, CASA will assess a range of issues. The
grant of delegations or approvals is not automatic upon application.
From time to time, whether in the light of experience, or revised organisational priorities or
objectives, CASA may review the need for delegates. CASA reserves the right to amend or
revoke any or all delegated powers. If CASA considers that an instrument should be revoked, it
will generally provide reasons in writing and give twenty eight days notice of intent. However, if a
safety risk is perceived, a shorter period of notice may be given.
