Constitution and By Laws

PREAMBLE
We, the Seventh-day Adventist Students attending non-SDA and SDA operated schools within South
Philippine Union Conference, by the help of God realize our need to strengthen faith, promulgate
understanding, foster fellowship, and prepare people to meet God; do unite ourselves into an Organization
that shall embody the ideals, principles, and standards of the Bible, hereby ordain and promulgate this
Constitution and By-Laws.

ARTICLE I GENERAL PROVISIONS

SECTION 1 This Constitution and by-laws shall be known as the Constitution and by-laws of the MAS-
AMICUS of the South Philippine Union Conference.

SECTION 2 This Constitution shall govern all the MAS-AMICUS members all throughout the South
Philippine Union Conference.

ARTICLE II
TERRITORRY
SECTION 1: The Movement of Adventist Students – Adventist Ministry to College and University
Students (MAS-AMiCUS) Mindanao-wide comprises all the areas covered by the South Philippine Union
Conference of the Seventh-day Adventist Church.

ARTICLE III
NAME AND DOMICILE

SECTION 1: The Organization shall be known as the Movement of Adventist Students – Adventist
Ministry to College and University Students or MAS-AMiCUS.
SECTION 2: This Organization shall have its domicile at the office of the MAS-AMiCUS Director of
South Philippine Union Conference in Cagayan de Oro City.

ARTICLE IV
DECLARATION OF PRINCIPLES, GOALS AND OBJECTIVES

1. PRINCIPLES
Section 1. This Organization shall be representative in form and in principles. It shall adhere strictly
to the ideals, teachings, and standards of the Seventh-day Adventist Church in the conduct of all its
undertakings.

1. Administrative Autonomy
The MAS-AMICUS has control over its administrative functions guided by the provisions of the
Constitution and By-laws, SDA Church Manual and other related guidelines promulgated by the
MAS-AMiCUS Executive Committee and ratified by the assembly.

2. Political Autonomy
The MAS-AMiCUS has full control over its political functions guided by the provisions of the
Constitution and By-laws and existing laws.

3. Fiscal Autonomy
The MAS-AMICUS Executive Committee shall exercise control over its financial matters in
accordance with related guidelines.

SECTION 2 The MAS-AMiCUS believes that all decisions should be arrived at in an independent manner;
the will of the majority shall always prevail without infringing on the right of the minority.

SECTION 3 The MAS-AMiCUS believes in the principle of collective leadership as a means of effective
governance.

SECTION 4 The MAS-AMICUS believes that collaboration with the School/College/ University
administration, faculty and support staff is indispensable in achieving common goals.

SECTION 5 The MAS-AMICUS believes in the development of the total person under the SDA core values
of spirit of faith, zeal for service and communion in mission.
SECTION 6 The MAS-AMiCUS believes in the development of the individual student’s potential to effect
change which can be achieved by advancing his/her rights and welfare.

SECTION 7 The MAS-AMiCUS believes in academic freedom as a prerequisite to a scientific, nationalist


and mass-oriented education and the development of the SDA student as a total person.

SECTION 8 The MAS-AMiCUS believes that the religious rights and welfare of the individual student
should be upheld and defended at all times.

SECTION 9 The MAS-AMiCUS believes that education is a right and definitely not a privilege.

SECTION 10 The MAS-AMiCUS believes that all members should remain at all times faithful to the office
he/she is serving and should not in any occasion allow partisan interest to prevail over office duties and
functions.

SECTION 11 The MAS-AMiCUS adheres to the legal principle of “in loco parentis”. Herein, the school, its
administrators and faculty shall have special parental authority and responsibility over students while
under their supervision, instruction or custody provided religious rights is not trampled upon.

2. GOAL
The goal of its Organization is to uphold harmonious development of the physical, social, spiritual, and
mental faculties among the MAS-AMiCUS .

3. OBJECTIVES
This organization shall have the following objectives;
3:1 to foster a spirit of mutual concern among the members for their spiritual and moral well-being;

3:2 to oversee the affairs of the Movement of Adventist Students (MAS)

3:3 to provide assistance and support to the members facing problems peculiar to Seventh-day
Adventist;

3:4 to provide educational assistance in terms of scholarship, grants or aids to deserving MAS members.

3:5 to develop a sense of cooperation and empathy among the members in resolving academic, social
and economic problems;

3:6 to encourage active involvement in church, school, and community endeavors that are in harmony
with the teachings of the Bible and of the Church Manual;

3:7 to encourage members not to join and participate in Organization not in harmony with the church’s
standards and principles;

3:8 To initiate, plan, and implement programs intended to uplift spiritual, moral, mental, social, and
physical development of the members as well non- members of the Organization, and

3:9 to develop among the members the spirit of patriotism, protecting the interest of our nation,
preserving her ideals and achieving her development goals and objectives.

3:10 to enjoin every member to be one with the SDA church standards against anyone who seek to
undermine its ideals.
3:11 to serve as carry over organization for deserving MAS (Movement of Adventist Students) members
who became professionals and choose to seek membership after their graduation in College.

ARTICLE V
MEMBERSHIP
SECTION 1: CLASSIFICATIONS

a. Regular Members
1 All Seventh-Day Adventist High school and College students who are loyal church members
enrolled in Government and Private (not run by SDA) institutions within South Philippine Union
Conference may qualify for membership in the Organization;
b. Honorary Members
1 Those who have finished their College in Public and Private Institution who wish to continue
their ministry to and with the MAS-AMICUS.
c. Ex-Officio Members
1. Those who finished their college and works as instructors or professors of the Public or
Private institution who intent to be part of the MAS- AMICUS.

Section 2 QUALIFICATIONS

1. Must be a baptized Adventist and a bona fide member in good standing


2. Must not be a member of any Organization that is not in harmony with the standards and
principles of the MAS-AMiCUS and of the SDA church. However, those who had been
members of fraternities or sororities prior to their application to the MAS-AMiCUS can still
aspire for MAS-AMiCUS membership, provided they will show their desire to be inactive in
the fraternities or sororities they belong.
3. Must not have any administrative case pending in the court, and
4. Must have full knowledge of the goals and objectives of the MAS-AMiCUS and adheres to its
principles.
5. Must be officially enrolled in the School/ College and University where he/she is studying.

SECTION 2: REQUIREMENTS FOR MEMBERSHIP

All MAS AMICUS Aspirants should comply the following to be considered as officially accepted
members:

1. Baptismal Certificate and recommendation from the church.

2. Membership Form with recent 1x1 ID picture

3. Membership fee

4. Accomplished tasks from the passbook or training given by the MISSION/CONFERENCE and
SPUC COUNCIL.

5. Proof of Officially enrolled in the School or College/ University where he/she is studying.
6. Compliance of other requirements prepared by the chapter in which the constitution and by-
laws are embodied and as approved by the MISSION/CONFERENCE, and SPUC COUNCIL.

C. The membership shall be decided by the districts respectively.

Article VI
Quorum

The number or proportions of the members of this organization which must be present at a particular
meeting for the organization to legally transact business shall be________

Article VII
Meetings
Section 1. REGULAR MEETING- held at the time provided for in the constitution or by-laws of the
organization, as in the case of this organization, the regular meeting shall be held every
_________________________.

Section 2. SPECIAL MEETING- called from time to time either by the president of the organization, its
governing board, or a certain number of members, depending upon the rules of the organization.
Agendum/agenda must be included in giving notices to different person concerned, any actions more
than what is included in the notice of special meeting will make the whole actions null and void.

Section 3. ADJOURNED MEETING- continuation of an original meeting in which any business left pending
when the original meeting was adjourned may be taken up.

ARTICLE VIII
RIGHTS AND PRIVILEGES OF THE MEMBERS

SECTION 1: Every member of the MAS shall have the following rights and privileges:

A. To freely participate in all general assembly meetings;


B. To be fully informed of all the affairs of the Organization and of the reasons of policies, projects
and actions, and
C. To defend the approved proposals included in the agenda during each meeting.

SECTION 2: All the members of the Organization shall have the right to vote or refer to be voted;

A. For the creation of the nominating committee


B. For the approval and adaptation of program and policies

SECTION 3: All members of the Organization shall enjoy rights and privileges that the MAS-AMiCUS may
grant from time to time.

ARTICLE IX
DUTIES AND RESPONSIBILITIES OF MAS-AMiCUS Members

SECTION 1: DUTIES

It is the duty of every MAS-AMiCUS member to:

a. observe at all times the rules and regulations of the School/College/ University and provisions
of this constitution.

b. help bring forth an academic atmosphere that will help bring about harmony among the
members in the academic place.

d. exercise his/her rights and privileges responsibly.

e. directly and actively participate and support the activities, programs and projects of the MAS-
AMiCUS organization.

f. promote/enhance the good name of the MAS-AMiCUS in the School/College/University


where he is a student.

g. help maintain cleanliness of School/College/ University properties, facilities and equipment


and keep them free from all forms of vandalism.

SECTION 2: RESPONSIBILITIES

Every member of the Organization shall have the following responsibilities:

A. To uphold and obey the MAS constitution and by-laws;


B. To abide by the policies, decisions and regulation which may from time to time be promulgated;
C. To attend and actively participate in meetings of the Organization;
D. To participate in all programs, projects and actions adopted by the MAS;
E. To pay membership and semestral fees.

ARTICLE X
STANDARD AND DISCIPLINE

SECTION 1: The MAS-AMiCUS shall be responsible in promoting discipline to live up to the standards of
moral and social behavior based in the Bible and Church Manual. Every member of this organization
must abide the standards.

SECTION 2: Any member who does not live up to the spirit and principle of this constitution is subjected
to the disciplinary action by the Church Board of the district/chapter’s or the member’s mother church.

SECTION 3: The organization shall extend its greatest effort to win back the confidence and morale of
the disciplined member.

SECTION 4: Members should not be removed or censured from the membership unless every possible
step has been taken.
ARTICLE XI
OFFICERS

SECTION 1: EXECUTIVE OFFICERS

The Executive Officers of the organization shall consist of the;

1. President
2. Vice Presidents
a. Executive Vice President
b. Religious Affairs
c. Social Affairs
d. Secular or Public Affairs
e. Vice President for Outreach Ministry
f. Vice President for Membership( Shepherding)
g. Vice President for Projects
3. Secretary
4. Associate Secretary
5. Treasurer
6. Associate Treasurer
7. Auditor
8. PIO
9. Music Coordinator
10. Business Manager

SECTION 2: QUALIFICATIONS

a. be a bona fide student of the School/ College/ University;


b. must have at least one (1) year of residency in the school/college/University on the day of
elections;
c. not have been found guilty of any major offense;
d. Have been a member of the organization for at least two (2) years on the day of election.

e. Must have shown active involvement in the activities of the organization; and
f. Must not hold any office in school/college or in the university where he/she is studying to
avoid conflicts in the near future.

SECTION 3: TENURE OF OFFICES


A. The SPUC – Wide officers shall serve for three (3) terms without extension.
B. The Conference or Mission – Wide Officers shall serve for 2 years with re-election.
C. The District/chapter officers shall serve for one year without limit of re-election.

ARTICLE XII
IMPLEMENTING GUIDELINES FOR MAS-AMICUS HIERARCHY
SECTION I The office of the Vice-Presidents are automatically emanate from Presidents of
MAS-AMICUS of the Conference/Mission level as in the case of their election done
ahead than that of the Mindanao wide, or the reverse, the elected
Presidents of MAS-AMICUS in Conference /Mission are the Vice Presidents of MAS-
AMiCUS Mindanao by virtue of their elected position in the Conference/Mission level.

SECTION 2 The Executive Vice-President shall be elected from among the Vice presidents during
the Mindanao-wide general assembly or Convention together with the classifications
of the corresponding function/s of office.

Section 3 All other officers will go through normal electoral procedure.

ARTICLE XIII
FINANCE

SECTION 1 The MAS-AMICUS Fund shall come from a fixed contribution of every student and
MAS-AMiCUS official members enrolled during current school year and other sources
derived from approved fund raising projects.

SECTION 2 The amount of contribution shall be determined by the Technical Review Committee
or the executive committee in the absence of TRC and collected upon enrollment for the
first semester, second semester, and summer term.

SECTION 3 The collection of the fixed contribution shall be undertaken by the Treasurer's Office.

SECTION 4 All expenses of the committee/council shall be paid out from this fund in accordance
with approved guidelines on accounting and auditing rules and procedures.

SECTION 5 All other authorized collections by the MAS-AMiCUS, through the Office of the
treasurer for a special purpose shall be used for such purposes only. Should there be a
balance from such fund, it shall be automatically transferred to the general fund of
the organization.

SECTION 6 Should the balance of the organization's Trust Fund for a specific term be in surplus,
the surplus shall automatically be transferred to the MAS-AMiCUS Endowment Fund.
However, any deficit incurred during a specific term may not be offset from the MAS-
AMiCUS Endowment Fund. Any deficit incurred during a specific term shall only be
offset by new fund collection.

ARTICLE XIV
POWERS, DUTIES AND RESPONSIBILITIES

SECTION 1: The President shall have the following powers, duties and responsibilities:
a. To function as the Chief Executive Officer of the organization;
b. To preside over the Executive Meeting;
c. To vote in case of a tie in procedural matters;
d. represents the MAS-AMiCUS on occasions or events where the organization needs
representation;
e. creates special committees and appoints the chairman and members of the said committees
necessary to the noble objectives of the MAS-AMiCUS;
f. signs all communications, project proposals, requests, forms and all other official documents of
the MAS-AMiCUS;
g. To call for special meeting or special election should the need arise; and
h. To delegate such other responsibilities, in case of incapacities.

SECTION 2: The Vice Presidents shall have the following powers, duties and responsibilities:

1. EXECUTIVE VICE PRESIDENT

a. To preside over the general assembly meeting of the organization unless the President
wants to preside;
b. Follow-up how each vice-presidents how they implements their programs in their field of
duty.
c. To assist the President in all matters where his/her assistance is highly needed;
d. To assume the office of the President when the latter is absent; and
e. To perform such other responsibilities as delegated by the President.

2. VICE PRESIDENT FOR RELIGIOUS AFFAIRS

a. To the Chairman of the Religious Affairs Committee stated in Article XII Section 15;
b. To prepare and present to the SPUC Council/Conference or Mission EXECOM plans and
programs for the Spiritual aspect of the MAS convention;
c. To make proposals for the spiritual growth of the officers and of the members and present
them to the MAS-AMiCUS EXECOM;
d. To encourage each chapter to conduct Student Week of Devotion, conduct Consecration
and Baccalaureate services for the graduating members, conduct evangelism classes, master
guide, and seminars pertaining spiritual matter using resource person recommended by
EXECOM or their local church board, and
e. To perform such other functions as may delegated by the president.

3. Vice President for Social Affairs

a. Promote healthy social activities that will enhance camaraderie among its members
b. To lay plans for all members to participate in any social gatherings in order to minimize
introversion and develop self-worth among its members.
c. To function such other function as delegated by the President.

4. Vice President for Secular Affairs

a. Keep up-to-date on what is happening around the community, which means access to the
news-a leader without a radio or TV or newspaper cannot be effective.
b. Meet and know thought- leaders in the community and establish rapport for the growth of
the MAS-AMiCUS.
c. To build bridges between the MAS-AMiCUS and the community in order to develop good
relationships.
d. To function such other function as delegated by the President.

5. Vice President for Membership

a. To promote faithfulness of members to the organization;


b. To lead and supervise the acceptance of beginner;
c. To monitor the state of growth among beginners/new members and examine further
accomplishment of defined tasks;
d. To conduct initiation for acceptance of new members as official members;
e. To encourage and further nurture the spiritual growth and development of the members;
and
f. To perform such other duties and responsibilities as delegated by the President.

6. Vice President for Outreach Ministry

a. Develop a plan for outreach and soul-winning activities.


b. to help every member become aware that witnessing in their own way is properly
understood and to help each member use the unique opportunities and spiritual gifts that
God has given to each to accomplish His will.
c. Develop and implement an annual outreach plan that includes promotional and educational
strategies.
d. Manager of a number of programs sponsored by the MAS-AMiCUS.
e. Assists the Secular and Religious programs with the aforementioned duties and performs
other related tasks as required.
f. To function such other function as delegated by the President.

7. Vice President for Projects


a. Make feasibility study of projects approved by the executive committee
b. Appraise on- going implemented projects to ensure success of the venture.
c. Study the contract to be entered into by the organization and give his recommendation to
the executive committee.
d. Make proposal for fund raising and,
e. To function such other function as delegated by the President.

SECTION 3

The Secretary:

a. takes charge in taking the minutes of the meeting and safekeeping of the records of the
MAS-AMiCUS
b. prepares communications and files documents pertaining to the organization
c. To keep and preserve the records of all members, officers, and other pertinent records
related to various activities of the Organization;
d. To prepare the minutes of the meetings of the Organization for posting in the bulletin board
at the headquarters, and for circulation to different chapters:
e. To serve all notices of the Organization;
f. To receive and reply all communication addressed to the Organization, and
g. To perform such other function and duties as may be delegated by the President.

SECTION 4:

The Associate Secretary

a. To assist the secretary during meeting and whenever the latter needs assistance as she
performs her function;
b. To assume the office of the secretary in ease of latter’s absence, resignation or incapability, and
c. To perform such other function and duties as may delegated to his by the president.

SECTION 5

The Treasurer:

a. monitors cash flows of the MAS-AMiCUS trust fund;

b. supervises all payments, requisitions and the liquidation of transactions;

c. monitors and assists all chapter treasurers in preparing financial reports/statements;

d. collects and receives dues, fees, contribution, money matters and all other resources accruing
to the Organization treasury and issues official receipts thereof;

e. withdraws and disburses funds approved by the EXECOM and issues official receipts upon
payment;

f. prepares and submits a complete audited financial report of the Organization every executive
committee meetings and MAS annual assembly;

g. performs all other functions delegated by the President.

Section 6

Assistant Treasurer

a. makes inventory of all equipment, documents, properties, etc. owned by the Organization;
b. functions as the purchasing agent of the Organization; and
c. Performs such other functions as may be delegated by the President.

SECTION 7

The Auditor:

a. audits the financial statements prepared by the treasurer;

b. assists the treasurer in facilitating transactions of the organization;


c. monitors trust fund allocations for every activity;

d. acts as custodian of all properties of the organization

e. monitors and assists all chapter auditors in auditing financial statements; and

f. performs all other functions delegated by the President.

SECTION 8

The Business Manager:

a. transacts approved business deals inside and/ or outside the establishments and shall report
the same to the MAS-AMiCUS executive committee.

b. screens all project proposal prepared by each officers and submits the same to the proper
authorities;

c. screens all sponsorship requests by other organization and reports to the Executive
Committee the details of sponsorship for approval; and

d. performs all other functions delegated by the President.

SECTION 9

The Public Relations Officers:

a. disseminate information to other officers concerning meetings, updates and other important
matters.

b. take charge of giving proper and due publicity to all activities of the organization.

c. serve as the liaison officer of the organization and to take charge misunderstood issues about
MAS-AMiCUS as the organization, its goals and objectives.

d. To facilitate mediatorial negotiations between members and institutions pertaining academic


and moral problems;

e. perform all other functions delegated by the President.

Section 10

Music Coordinator

a. Serve as music committee chairperson.


b. Schedule musicians for the worship service during usual and special gathering
c. Get music information into the MAS-AMiCUS bulletin.
d. perform all other functions delegated by the President.

ARTICLE XV
ACCOUNTABILITY OF MAS-AMiCUS Officers
SECTION 1

All MAS-AMiCUS Officers must set an example to their fellow MAS members. They must be
guided by the SDA core values, with a fervent love for learning and excellence. Their disposition
should be geared toward the SDA virtue of servant leadership. Following the footsteps of Jesus
Christ, they should continue to participate meaningfully in the process of social transformation
by helping to form God-centered, people-oriented, and patriotic persons who serve as
responsible and professionally competent stewards of God's creation.

SECTION 2

The MAS-AMiCUS officer/s shall be disqualified to continue holding office on any of the
following grounds:

a. failure to enroll during his/her term of office;

b. failure to attend regular meetings for five (5) times within the semester or three (3)
consecutive times unless valid reasons are presented;

c. guilty of committing a major offense; or

d. guilty of any criminal offense by a regular court.

SECTION 3

A resolution disqualifying an officer/s shall be signed by the remaining officers and be passed to
the Executive Committee.

SECTION 4

All MAS-AMiCUS officer/s shall be subject to impeachment under of any of the following
grounds:

a. Culpable violation of the MAS-AMiCUS constitution;

b. Gross inability to perform his/her official function as an officer

c. Malversation of organization funds; and

d. Holding any executive position in other student groups deemed incompatible.

SECTION 5

An impeachment case can be initiated through a resolution by any of the following:

a. majority of Executive Committee;

b. majority of MAS-AMiCUS Council; and

c. any member through the endorsement of subsection a or b hereof.

SECTION 6

All impeachment cases shall be filed to the Executive Committee through the Council.
SECTION 7 An impeachment case can be filed against an officer only once during his/her term of
office.

SECTION 8 Any case of impeachment against any officers shall be deliberated upon by the
Executive Committee in a special session or a duly called business meeting for the purpose. This
shall be presided by the MAS-AMiCUS President. However if it is the President who is under trial
it shall be the executive vice-president who shall preside. The presiding officer shall have no
voting power unless a tie in the number of vote exists. No officer shall be impeached without
the concurrence of three-fourths of all members present. The entire proceedings shall be
witnessed by the advisers from different chapters and must be done in a Christian manner not
to put someone down but in the spirit of brotherhood.

ARTICLE XVI
ELECTION

SECTION 1

A. The election of the SPUC Wide officers shall be held during Mindanao Wide MAS-AMiCUS
Convention.
B. The election of the Conference Wide officers shall be held during the Conference Wide MAS-
AMiCUS Convention.
C. The election of the district shall be held after the election of the Conference/Mission.
D. The election of the chapter shall be held after the election of the district.

SECTION 2

A. The nominating committee of the SPUC Wide/Conference or Mission/District, with an odd


number of members is composed of two representatives from each Conference or
Mission/District/Chapter and the incumbent SPUC/Conference or Mission/District MAS-AMiCUS
President shall automatically be a member of the committee and shall serve as its chair.
B. The Nominating Committee shall convene for the nomination of SPUC MAS-AMiCUS Officers.
C. The Nominating Committee shall convene for the nomination of Conference or Mission/ District
MAS-AMiCUS Officers and Advisers.

SECTION 3

A. Notice shall be given to the nominees right after the nomination, the response to which, in case
of objections. Objections to any of the nominations shall be handled by the nominating
committee.
B. New set of officers shall be inducted into office only after the third reading was duly voted upon.
Complaints will be received on the first and second reading only.

ARTICLE XVII
ADVISERS
SECTION 1
A. The Adviser of the SPUC/Conference or Mission shall be the Adventist Youth/MAS-AMiCUS
director of SPUC/Conference or Mission.
B. The auxiliary Advisers of the Conference or Mission shall be approved by the Conference or
Mission MAS-AMiCUS EXECOM.

SECTION 2

A. The Advisers of the district shall be composed of at most 3 persons.


B. At least one of the advisers must be a member of the church board.
C. At least one of the advisers is a MAS-AMiCUS Alumni.
SECTION 3

The Advisers of the Chapters shall be composed of at most three members, one of which must be a
Church Board member, one MAS-AMiCUS alumni and one from the Faculty/Staff. In the event that no
Faculty/Staff is connected in such particular school any Faculty of the school with Good Moral Standing
may qualify as an Adviser.

ARTICLE XVIII
POWERS, DUTIES AND FUNCTIONS OF THE ADVISERS

SECTION 1

A. The Advisers shall have the power to direct and supervise the activities of the Organization.
B. The Advisers should have the knowledge of all the undertakings of the Organization.
C. The Advisers shall have the power to approve/disapprove or postpone any activity of the
Organization.
D. There should be at least one adviser present during meetings.
E. The District and Chapter Advisers should be supportive of the Youth’s interest and adhere to the
principles and standards of the SDA Church.
F. The Chapter’s Advisers should refer to the Church Board matters beyond their power to decide.

ARTICLE XIX
SPUC COUNCIL

SECTION 1

The SPUC Council shall be composed of all the Officers of SPUC MAS-AMiCUS.

SECTION 2

The SPUC Council shall serve in the following capacities:

A. To plan programs for the Organization;


B. To set the place and prepare schedule of the activities of the Organization;
C. To meet at least once a year;
D. To approve the operating budget of the Organization;
E. To replace any office left vacant due to inevitable circumstances, and
F. To serve as the fact finding committee in the event of disciplinary action meted to a certain
officer or member of the organization.
G. In general, to act for the Organization whiles it is not in session.

ARTICLE XX
EXECUTIVE COMMITTEE

SECTION 1

For the purpose of convenience, the executive Committee shall be referred to in this document as
EXECOM.

SECTION 2

The EXECOM shall be composed of all the Officers of the Conference or Mission.

SECTION 3

The EXECOM shall serve in the following capacities:

A. To plan programs for the Organization;


B. To set the place and prepare schedule of the activities of the Organization;
C. To fix the amount of dues and approve the operating budget for the Organization;
D. To approve the operating budget of the Organization;
E. To meet at least twice a year;
F. To elect as to who among the vice presidents shall assume the office of the president in case of
latter’s resignation or incapacity, and further to replace any office left vacant due to inevitable
circumstances, and
G. In general, to act for the Organization whiles it is not in session.

ARTICLE XXI
GENERAL PROVISIONS

SECTION 1: An Orientation program shall be conducted by each chapter at the early part of every
semester.

SECTION 2: An Acceptance Ceremony shall be conducted by each chapter or districts annually where the
trainee will be formally accepted after they have taken an oath to the Bible, to the Church and to the
Constitution and By-Laws of the Organization.

SECTION 3: An Identification Card shall be issued, and Passbooks will be annually validated on every
MAS Convention and other Conference or Mission-wide MAS-AMiCUS Activities,

SECTION 4: The SPUC Wide MAS-AMiCUS Convention shall be conducted ones in every three years.

SECTION 5: Every member of each Chapter shall pay semestral dues as stipulated by the District
EXECOM.

SECTION 6: Every Chapter shall remit a semestral due of 15% of its total income to the District.
SECTION 7: Every District shall remit a semestral due of 15% of its total income to the
conference/mission.

SECTION 8: Every Mission/Conference MAS-AMiCUS must pay an annual membership fee of P1000.00 to
the SPUC Treasurer.

SECTION 9: Every organized Chapter must pay an Annual Membership Fee of P100.00 to Conference or
Mission MAS-AMiCUS.

SECTION 10: The Vice-Presidents of the Conference or Mission-wide/District shall be the Presidents of
the Districts/Chapters.

SECTION 11: A Nominating Committee shall be formed and convene to elect the new set of officers.
After it has inducted new set of officers it ceases to function.

SECTION 12: The SPUC Council, Conference or Mission EXECOM, Districts and Chapters may form a
committee of at least three members to plan and design activities for four respective areas of
concentration in the Organization.

SECTION 13: All Officers and members, true and active to the MAS Organization, but has stopped
momentarily from studying, be brought back to the original position or maintain membership as long as
plans to study are resumed. The officers of the Conference or Mission/District/Chapter responsible
should give appropriate measures to evaluate the involved member’s behavior within and after the said
period. An OIC is to be elected to temporarily hold the officer’s vacated position.

SECTION 14: The General Assembly shall be composed of all bona fide members of this Organization.

SECTION 15: A majority (fifty percent plus one) shall constitute a quorum in a General or EXECOM
meeting. However, in a called-for meeting, the attendance will constitute a quorum.

SECTION 16: The Constituent Assembly shall be formed in case of any call for Constitutional
Amendments.
SECTION 17: The Constituent Assembly for the SPUC-Wide shall be composed of two representatives
from each Conference or Mission MAS-AMiCUS.
SECTION 18: The Conference or Mission MAS-AMiCUS have the prerogative to determine who will
compose for the Constituent Assembly.
SECTION 19: Any Conference or Mission MAS-AMiCUS/District can formulate their needed
provision(s) from the SPUC- Wide MAS-AMiCUS Constitution and By-Laws, which must be approved
by the SPUC Council, prior to its implementation.
SECTION 21: All non- Seventh – Day Adventist students shall not be declared as a regular member of
the Organization but can actively participate in the activities conducted by the MAS-AMiCUS.
SECTION 22: All Presidents of the Organization may exercise Emergency Power for the welfare of the
Organization in council with the Advisers.

ARTICLE XXII
AMMENDMENTS
SECTION 1: The SPUC MAS-AMiCUS Constitution and by-laws carries provisions established by due
process and authority. However, should there be a need for amendments or revisions, the provisions
stated therein are often are open for any due actions. In the case that an amendment or revision is
pursued, a Constituent Assembly must be formed.

SECTION 2: Any member may propose for amendments of the constitution and by-laws such that the
proposal shall be approved by the Constituent Assembly. After which, the proposal for amendments
shall be presented to the general assembly for approval.

SECTION 3: This Constitution and By-laws can be amended after two (2) years of its effectivity.

ARTICLE XXIII
RATIFICATION

SECTION 1: This Constitution and By-laws shall be ratified by at least two-third (2/3) votes of the body
present during a referendum called for the purpose. Should the need of amendment or revision arise,
the same process shall be undertaken.

ARTICLE XXIV
EFFECTIVITY

This Constitution and By-laws shall take effect immediately after its ratification.

ARTICLE XXV
TRANSITORY PROVISIONS

SECTION 1 This Constitution shall take effect immediately after its ratification through a
majority votes cast on the assembly/convention.

SECTION 2 This Constitution shall serve as the basic and paramount law of all elected and
appointed officer of MAS-AMiCUS . Any document which is contrary to the provisions herein
shall be held null and void. Notwithstanding this, it is also accepted that every chapter has some
distinct and separate attributes necessary for the performance of their functions. Due to this,
this constitution allows exceptions for the benefit of the chapters but subservient with the
provision to this constitution.

ARTICLE XXVI

AMENDMENTS AND REVISION OF THE CONSTITUTION

SECTION 1

The amendment and the revision of the Constitution may be made through a motion
proposed in the form of a draft constitution by a member of the MAS-AMiCUS Executive
Committee/ Council subject to the approval of majority of the following offices entitled for
one vote each:

a. MAS-AMiCUS Executive Committee;

b. MAS-AMiCUS COUNCIL

c. MAS-AMiCUS Official delegate

SECTION 2

Upon the approval of the motion, the Executive Committee will determine the mode of
convening and forming a body entitled to amend or revise the Constitution. The following can
be used for specific purposes:

a. Constitutional Convention – for the purpose of revising the Constitution. Each member
coming from the following offices shall be entitled to one vote each:

a.1. 2 member from each Mission/Conference chapter entitled for one vote.

a. 2. 1 from MAS-AMiCUS (College Student);

a.3. 1 from University Student; and

1. 4. 1 from Junior High School (Grades 9 and 10)

b. Constitutional Assembly – for the purpose of amending the Constitution. Each member
coming from each delegation shall be entitled to one vote each.

SECTION 3

MAS-AMICUS member's initiative is limited to amendment upon petition of twenty percent


(20%) of the total population of the MAS-AMiCUS members. The petition to amend shall
embrace a specific title of which to be changed. The petition must also include the draft of the
proposed amendment to the constitution. Upon reaching the target percentage needed for
the initiative, the proponents will submit the proposal to the Executive Committee for
approval.

SECTION 4

No amendment or revision shall be authorized within two (2) years following the ratification
of the constitution. The constitution can only be amended once every other year.

APPENDIX

A RESOLUTION APPROVING THE PROPOSED 2017 MAS-AMICUS CONSTITUTION

WHEREAS, the MAS-AMiCUS saw the need to amend its own Constitution; WHEREAS, the
MAS-AMiCUS Executive Board approved the motion to convene a Constitutional Assembly to
draft and approve a proposed constitution; WHEREAS, the MAS-AMiCUS Executive Committee
convened a Constitutional Assembly for the purpose of drafting and approving a proposed
constitution; WHEREAS, the MAS-AMiCUS Executive Committee drafted and approved a
proposed constitution for the MAS-AMiCUS; WHEREAS, the proposed constitution shall
hereinafter be referred to as the 2017 Amended MAS-AMiCUS Constitution; WHEREAS, the
Constitutional Assembly called for the purpose of amending a constitution for the MAS-
AMiCUS hereby approves the said document; NOW THEREFORE RESOLVED, AS IT HEREBY
RESOLVED, that the 2017 MAS-AMiCUS Constitution was approved by the members of the
MAS-AMiCUS Constitutional Assembly on _____ day of ____________, Two Thousand and
Seventeen at ________________________________by the delegates.
