1.0 Introduction
1.1 PURPOSE:
This manual stipulates the requirements for managing radioactive materials, X-ray generating equipment for
industrial radiography to ensure the people and environment are free from harmful effects of ionizing radiation,
in order to:
Ensuring that radiography workers and members of the public are not exposed to radiation in excess of
the limits specified by the competent authority and by safety directives issued from time to time, or any
limits as specified by the client –where reasonable and below legal limits as set.
Reducing the radiation exposure below set limits as low as reasonably Practicable, and below the internal
Investigation level or whichever is higher.
Ensuring safe custody, storage, use, transportation and disposal of radiography sources and equipment;
and
Prevention of hazardous situations and initiate of appropriate action plans to mitigate consequences of
radiation.
1.2 SCOPE:
This manual applies to activities involving the use of radioactive material and Industrial X-ray machines and
controls for protecting persons against exposure to ionizing radiation by minimizing the time of exposure,
maximizing the distance from the radiation source and ensuring maximum shielding, safety to competent and
trained operating personnel.
It describes the requirements of the Radiographic personnel for the safe use and Handling of Radioactive
Material (Ir-192, Co 60 and CS-137), safe transport of radioisotopes and safe handling of Industrial X-ray
machines as per the Regulations of King Abdullah City for Atomic and Renewable Energy (hereafter referred as
KA KARE) No. 7/M/8897 and ICRP publication 103(2007) & International Atomic Energy Agency, Vienna, 1996

Authorized personnel are those individuals who have been specifically authorized to use, handle,
transport or store ionizing radiation producing equipment and radioactive sources as per the
requirements. An individual whose job involves routine use of manmade radiation sources and who has
the potential to receive effective radiation dose of, 2 milli-sievert or higher accumulated over one year.
Radiation worker shall be 18 years of age or older.
Dose:
The effects (physical), chemical and biological of radiation depend not so much on the energy
transferred to the medium, but on the energy absorbed by it. The quantity absorbed dose (or simply
dose) is defined as the amount of energy absorbed per unit mass of the matter at the point of interest.
Activity
Activity is defined as the number of nuclear transformations (or disintegrations) per second. The unit of activity is
Becquerel (Bq) / Curie (Ci)
1 Ci = 3.7 X 1010 Bq
The SI unit of dose is J kg -1
1 Gy = 1 J kg -1, the old unit of dose is rad which is energy absorption of 100 erg per gram of material.

EXPOSURE
Exposure is a quantity which measures the photon (X or gamma radiation) flux at any point in air. It is defined as
that quantity of X or gamma radiation that produces in air, ions carrying 1 coulomb of charge (of either sign)
per kg. of air.

Controlled Area:
An area where immediate dose rates can exceed 7.5Sv (0.75 mrem)/h. Controlled Areas shall be physically
demarcated by means of a physical barrier with appropriate warning signs. Only classified radiation workers
shall enter into a Controlled Areas, unless the work is assessed and can be performed safely.
Supervised Area:
An area where the immediate dose rates exceed 2.5µSv (0.25 mrem)/hr but does not exceed 7.5Sv (0.75
mrem)/h. Entry into Supervised Areas may be permitted by non-classified workers if the work is assessed and
can be performed safely.
Radioactive materials:
Any material with an activity concentration greater than 100 kBq/Kg or 100 Bq/g.
Generators:
Sealed Source:
Radioactive material is permanently encapsulated in a solid form so as to maintain leak tightness in all
conditions.
Unsealed sources:
Transport Index:
An internationally accepted index for classification of packages and how they can be grouped for storage
and transport.
An internationally accepted classification of packages to allow the safe transport of radioactive materials.
Transport:
Bequerel (Bq):
The System International (SI) unit for measurement of radioactivity (One Bq = 1 Nuclear disintegration/sec).
Contingency Plan:
Curie (Ci): The traditional unit for measurement of radioactivity (1Ci=37 GBq).
Gray (Gy): The SI unit for absorbed dose or organ dose (1 Gy = 1 J/Kg)
Sievert (Sv):
The SI unit for Equivalent Dose which is based on Radiation Weighting Factor (varies for different types of
radiation) and Effective Dose based on Tissue Weighting Factor.

2.1 Policy
Sievert Arabia Limited Commits to comply with this RSMS & QHSEMS throughout the operation commits to
comply with legal requirement, customer requirement and local, international standards and code of
practices.
The company policy duly signed by Managing Director shows the visible of management commitment towards
the QHSE and RSMS. The copy of HSE policy shall be displayed in prominent places in English and Local
Language.
For the application of ALARA principle, Sievert Arabia shall assure that any unnecessary radiation dose is not
acceptable and that it is the responsibility of all those working with or handling sources of radiation to work in a
manner that limits exposure to radiation to themselves and to others. Every reasonably achievable means to
reduce radiation exposure shall be taken. Under no circumstance is urgency to complete a task justification
not to take reasonable measures to reduce radiation dose.

The requirements as stipulated in this document shall be followed all the time during activities as associated
with radio isotopes.
3.1 Organization
Managing QHSE & Radiation Safety is a Line Responsibility and all employees; both individually and collectively
are responsible for QHSE & Radiation Protection. This organization chart identifies the key positions in the
organization with their accountabilities & responsibilities to perform their task safely, without any harm to health
and environmentally responsible manner, in the field of radiation protection and emergency response. This
chart is highlighting the flow of the company for radiation protection, and not of the company as a whole.

Resource managements and support to employees to carryout industrial radiography in safe manner
without any health safety issue to the employees and public and without any environmental impact,
as per the local regulation and company policy.
Holding the position of decision making authority of management review meetings for RSMS and
QHSEMS with effective implementations for radiation safety as advised and identified for effective
utilizations of resources with safety as a prime concern.
Ensure that the workforces are safe and healthy for the operations and the attitudes for HSE &
Radiation safety culture are being built and maintained with.
The RPA or equivalent holds sufficient competency and formal training in all aspects of the work to
meet the requirements of an RPA.
RPAs and/or Health Physicists shall be formally trained in all aspects of the work and be
certified under the RPA2000 assessment scheme (United Kingdom), or equivalent.
The RPA is responsible for:
Advising management on the implementation of the company's radiation safety management system
Monitor compliance with this Specification for the storage, transport and use of radioactive sources at
all worksites through planned inspections and audit programs.
Formulation of safe working procedures (local rules) and contingency plans, where necessary, to
ensure safe working practices and adequate emergency response.
Training and monitoring of all workers exposed to ionizing radiation, to ensure that they perform their
assigned work without endangering themselves, fellow workers and the environment.
Carryout / Peer review investigations of incidents involving over-exposure to ionizing radiation and
incidents involving the loss (even temporary) of a source of ionizing radiation.
Advising the company management on the implementation of the Company’s RSMS, and as given in
international radiation safety standards whichever applicable therewith.
Monitor compliance with this specification for the storage, transport and use of radioactive sources
at all worksites through planned and periodic inspections and audit programs.

QHSEMS and RSMS to ensure that the requirements are met and operations are controlled in line with
the requirements.
Provide adequate resources, equipments, provision of training for the staffs to ensure that safe working
atmosphere is available to prevent unsafe actions.
Ensure that the system implementations are well monitored and adequate control measures are in
place.
Ensure adequate work planning including deployment of crews and equipments to avoid any over
exposure.
Effectively monitor &control of day to day operational requirements for NDT & other routine jobs as per
the client and contractor requirements/applicable.
Actively involved in internal incident investigations including over-exposure to ionizing radiation and
incidents involving the loss (even temporary) of a source of ionizing radiation, with RPA, and RPO and
to provide necessary controls measures therewith.
Carryout management site visits to ensure that the commitment from management is fulfilled with and
to assure that the policies and objectives are implemented properly.
Holds responsibility of source import, transportations, and permits approvals for source storage facilities
for the company.
Actively participate in HSE Meeting and RSMS management review meetings to ensure the adequate
actions are in place for the outcomes of QHSEMS and RSMS.
Planning, organizing and coordinating training and Certification of all SAL personnel continual basis, as
per the written practice, to achieve the highest professionalism.
Periodic audit and monitoring of the procedures, practices, training and certification records,
backups, compliance to clients’ requirements etc.
Periodically review of all NDT Procedures, and Written Practice of SAL and review of new NDT
procedures.
3.1.6 RSO
Effective implementation of RSMS to ensure that the radiation safety control measures are being
followed by the employees as required.
He shall be having certification of a current RSO/RPO license issued by King Abdullah City for Atomic
and Renewable Energy (KACARE).
Conduct In-house Trainings and awareness programs on Radiation Safety and also assist RPA to fulfill
the in house training requirements.
Maintain Tracking of medical records, QHSE & Radiation Safety Training records and carryout
Training Gap Analysis. Liase with Operation Manager to fill any gaps identified.

Carryout periodic review of personal dose report and analysis for proactive identification of any
overexposure or effects
Liaise with Operation Manager, for effective dosimetery controls and adequate measures to avoid
any ill health effect.
Conduct inspections and audits at site locations to monitor effective implementation of RSMS &
QHSEMS requirements and report to management for any deviation.
Carryout Investigations of Radiation and other incident and analyze. Maintain tracking of corrective
and preventive actions identified as a part of Investigation findings until closed out.
Compliance assurance for QHSEMS and HSE performance data, analysis if QHSEMS and RSMS and
suggest the improvement area whilst the employee performance in HSE are also being
monitored.
Monitor RSMS compliance with local legislations and rules, for adequate implementations of the same.
He shall possess a minimum of 40 hours formal training in Radiation Protection recognized by the
regulatory authority.
Shall be a qualified radiographer (minimum certification to ASNT or ANSI CP-189 Level II radiographer or
approved equivalent) in industrial radiographic operations or ASNT Level III RT certification;
Formal training in the maintenance of radiographic exposure devices utilized for industrial radiography
Shall be responsible for application for permit, Import, License, and export permission from required
legal authorities & required legislation agents for the Isotope. He shall also responsible for handling,
calibrations, monitoring, and maintenance of radiation safety equipments.
Investigating and reporting all incidents involving over- exposure to ionizing radiation.
RPO will be able to provide emergency services in case of radiation emergencies & located in sites or
will be able to reach sites within 6 hrs from the time of radiation incident

Implementing adequate dosimeter control for the work being performed and the maintenance of
adequate records.
Investigating and reporting all incidents involving over- exposure to ionizing radiation.
Investigating and reporting all incidents involving the loss (even temporary) of a source of ionizing
radiation.
When lacking knowledge of information the RSO shall call upon the company appointed RPA for
advice and assistance.
He will be the controller of radiation safety equipments like TLD, Dosimeters, Survey meters and its
traceability with calibrations, working condition, issue records, and relevant pit room inspection
frequently.
RSO will be able to provide assistance to RPO for emergency services in case of radiation emergencies
& located in sites or will be able to reach sites within 6 hrs from the time of radiation incident.
Technicians of industrial radiography are responsible for performing all work in accordance with this
procedure under the supervision and advice of radiological protection officer and/or HSE officer at
site.
They shall have adequate qualifications and certification from the concerned as per SAEP 1142 for the
competency in technical, radiation safety and practical demonstration of the same.

Technician shall have completed minimum training and experience requirements defined in SAEP-1140
(SAEP-1142 for 3rd party contractor personnel) for Level I Radiography and work under the direct
supervision of a current certified RT Level II technician.
Technician/Personnel using, handling or transporting ionizing radiation producing equipment and
radioactive sources used for Radiography testing on Saudi Aramco property shall have valid Radiation
Protection Permit (RPP).
He should carry out the work in such a way that the dose received is as low as reasonably achievable
(ALARA) by fully adopting safe work practice in radiation safety principles.
Every person working with radiation or radioactive materials shall not expose himself or others to
radiation to a greater extent than is absolutely necessary for the purposes of the work. In addition, the
worker should be responsible for the following:
Technicians shall use those personal monitoring devices issued to him and returning them at the end of
the prescribed period. He should also take every precautions and assurance that the controls are in
place to ensure that personal dosimeter devices are exposed only to those ionizing radiation that are
incident on his body during the normal course of his work.
Inform the RPO in advance of any proposed work with radioactive materials or irradiating apparatus,
together with methods and safety precautions to be used.
Report immediately to the RPO any instance of known or suspected unsafe practice or other
hazardous situation or contingency / incidents
Become familiar with the main chemical and physical properties and biological effects or the radiation
or radioactive materials during use.
Follow all applicable rules and regulations from Client & Contractors.
Ensure that the team and buddy are safe to carry out a required task.
Asses the areas for identification of workplace hazards and ensure that adequate control measures
are in place.
Verify and correct dosimeter is in use and if start of day, zeros quartz fiber pocket dosimeter, or
electronic equivalent.
Verify survey meters (minimum one per radiographer) are on, calibrated and functioning properly.
Receives radiographic exposure device (projector) Together with the designated Issuer/Receiver,
Collect the projector from the storage cell/pit and verify Source Serial Number, verify that the vehicle
has the required associated equipment, radiographic accessories, and safety equipment with the
Issuer/Receiver conducts a "Daily Inspection" of the projector and conducts radiation survey. Assure
that the Issuer/Receiver has logged out the projector with the correct data and destination.
Attach the required radiation warning signs to the transport vehicle prior to loading of the projector.
Assures that current revision of the Radiation Protection procedure is in the vehicle and readily
accessible for reference. Assures that emergency contact information is readily available and visible
not only to himself but in the event of an emergency, to response personnel.

Loads Projector Secures the projector as required by the Protection procedure and any current
Radiation Protection (Safety).
Perform a survey of the exterior of the transport box, exterior of the vehicle and the passenger
compartment. Transports the projector to the designated work assignment site without detour or route
deviation not exceeding the posted speed and/or limit established by the Radiation Protection
procedure (whichever is less).
Site Setup and exposure establishes barrier to projected distances. Assure that the minimum numbers
of warning signs are sufficient to cover all possible areas on ingress. Erect additional signs, ropes or
barrier tape where necessary to assure that all possible approaches to the area are provided with the
required warning.
Upon connection of the controls, performs a check of the projector selector ring and controls. Any
indication of malfunction or sluggish operation shall give cause for immediate stop of work and return
of the projector to the point of issue.
Conducts a verification exposure to evaluate dose levels at the established barrier limits and adjust
distances where required.
Perform radiographic assignment in accordance with the Radiographic Procedure and Radiation
Protection procedure as well as any current Radiation Protection Advisories.
Secure all equipment and loads transport vehicle. Perform a survey of the exterior of the transport box,
exterior of the vehicle and the passenger compartment. Verify that required vehicle warning signs are
in place. Transports the projector to the next assigned work site or point of issue without detour or route
deviation not exceeding the posted speed and/or limit established by the Radiation Protection
procedure (whichever is less).Return of Projector to the storage site
Returns the projector to the designated Issuer/Receiver Together with the Issuer/Receiver, performs a
survey of the projector as well as a visual inspection. Assure that the source is logged in by the
Issuer/Receiver with the correct data. With the Issuer/Receiver, stores the projector in the appropriate
cell/pit. Records dosimetry data and proceeds to remaining radiographic activity including processing
of film, report preparation, etc.
Wear all necessary personal safety equipment while performing NDT activity and report immediately to
RPO and /or Site in Charge in case any faulty and malfunctions of equipments, PPE and radiation
safety equipments.
Aware of emergency plan and shall ensure availability of emergency equipments at work site.
3.1.10 Drivers
The driver must be posses the required competency as per KSA driving regulations.
The driver shall be trained in transportation awareness of radio isotope and he shall be able to respond
to emergency situations such as vehicle accidents involving radio isotope transportations. The training
course shall be in Arabic language.
The driver shall ensure that vehicle is in safe condition and fit for purpose in compliance with KSA Police
/ Client requirements. Driver shall always carry necessary documents for vehicle.

The driver shall follow the speed limits and road safety rules at the respective operational area in the
kingdom.
The driver shall follow speed limit and always obey the road sign boards. It shall be the duty of driver to
inform the RPO and concerned emergency response team as in the Emergency numbers in case of
any emergency including road traffic accidents. He should be also aware of the emergency contact
numbers of the site level.
The driver must be always accompanied by a radiological worker while carrying radioisotope in the
vehicle.
The driver shall take periodic rest of 15 Min on continuous driving of 4 hrs.
Drive should not drive vehicle in case of fatigue and shall take enough rest before starting.
Driver shall avoid unnecessary halt at public place while carrying the radioactive material and when
require shall park the vehicle at safe place (at least 2 meter away from the public).
Trainings are to ensure that a safety culture has been introduced, developed, maintained and monitored.
The country Regulations requires that all radiological workers must be suitably trained. Accordingly, all
radiological workers shall be adequately trained for the job to which they are assigned and include
refresher training as a minimum every three years.
Radiological workers shall be fully acquainted with the requirements of this Specification and should be
fully aware of the potential hazards arising from the presence of radiation at the storage site, during
transportation or at the work site. This training shall be in liaison

For journey less that 150 Km the vehicles those approved by KACST can be used for transportation of Isotope and
for journeys more than 150 km only approved and certified vehicle shall be used, as per the requirements.
Vehicles used for the transport of radioactive material used for industrial radiography shall be equipped with a
storage compartment designed for that purpose. The storage compartment SHALL be securely affixed to the
vehicle by bolts, welding, or industrial cargo straps to retain the contents in the event of a vehicle accident and
shall be equipped with lock(s) to prevent unauthorized removal of the contents or the box. Such compartments
shall be subject to inspection by the designated representative and RPU/EPD.
Vehicle storage compartment used for industrial radiography exposure device(s) SHALL provide shielding such
that the maximum Transport Index does not exceed the requirements of Yellow Label II which is 0.5 mSv/hr (50
mRem/hr) at the surface and 0.01 mSv/hr (1 mRem/hr) at one meter. Further, the dose level at any occupant
position or exterior surface of the vehicle shall not exceed 7.5 µSv/hr (0.75 mRem/hr). ALARA principle shall be
applied to reduce radiation levels in the occupant portion of the vehicle.
Vehicle Placard: According to the KACST (National Radiation Protection Authority) regulation, "Danger Radiation"
placards to be posted on three sides of the vehicle (both sides of the vehicle and rear side). Until otherwise
notified, Saudi Aramco vehicles are excluded from this instruction and are allowed to continue with its present
practice which is to securely affix the placards to the front and rear of the vehicle transporting radioactive
sources. When vehicle is not being used for the transport of radioactive materials, the "Danger Radiation" signs
affixed on the front and rear of the vehicle shall be temporarily removed or be reversed or covered, indicating
that there is no radioactive material loaded on the vehicle. (SAEP 1141 para 13.1.6)
An Emergency Contact information card shall be prominently displayed within the passenger compartment of the
vehicle clearly identifying that in the event of an emergency, who, is to be contacted. Emergency procedure to
be followed should be available in the passenger compartment.

However the Client requirements shall be fulfilled all the time, during transportation.
The driver shall be competent enough as described in the driver responsibility and training sections in this
manual.
Radioactive material always shall be transported by road and provided by company’s authorized vehicle and
personnel.
The transport agency shall ensure that the package received for transport is properly packed, marked labeled,
placarded and certificate of declaration issued.
The source movement form shall be duly filled up by RPO or Radiographer and arranged to send to
contractor’s Safety Officer at site as well as company’s site supervisor. The information shall be released at least
one day in advance.
No persons, other than the classified personnel, are allowed during the transportation of radioactive material.
The maximum speed limits while transporting radio isotope shall be maximum of 90 km/h, and in sites as per the
required rules of the client requirements to be followed.
Journey with Radioactive Material shall be always through shortest and safest known route. Stoppage on
journey shall be limited to the minimum time necessary for food, rest and refueling.
While stopping at public palace, a distance of minimum 2 meters from other vehicles shall always be
maintained.
The maximum dose limitation for the transport of radioactive material shall be as follows.
During transportation of radioactive material, it shall be transported with minimum stops on route to the
destination.
Unless otherwise specifically approved by the ID-RPO or designated representative, vehicles shall not be used
for the storage of radioactive material. Vehicles with radioactive materials should not be parked in public
areas unattended.
The driver/accompanying radiological worker shall carry relevant transport documents/TREM Card and
emergency procedures to be adopted in case of accident. The radioactive consignment note shall also be
accompanied with the consignment.
The storage facility requirements for the radioactive material shall be as per the requirements of Ministry Decree
7/M/8897. All the required approvals and permission shall be taken for use, storage, handling of isotope activities.
Equipment producing ionizing radiation and radioactive sources must be secured in approved locked storage.
These include Source Storage Bunker, Source Storage Pit (Temporary or Permanent) or in transport containers.
Each facility must be specifically approved by the ID-RPO or designated representative in accordance with
storage facility approval requirements.
For use on Saudi Aramco property, the pit construction shall meet the requirements of SAEP 1141 Appendix 8 and
shall have been issued Inspection Department a Temporary Radioactive Source Storage Permit (valid for 6
months)

When performing radiographic operations a radiation survey shall be made after each exposure to determine
that the radiation source has been properly returned to its shielded position. The survey shall continue as the
radiographer approaches the projector with readings taken at all sides of the projector to assure proper
retraction.
A survey of the projector starts from the back (connector end) and proceeds cautiously towards the front
along either the left or right side of the projector. The survey of the front of the projector is done by the
technician reaching and not moving in front. He will continue moving the survey meter around the projector
completing a 360 degree survey of the projector. The technician is required to continue the survey to the end
of the guide tube keeping the survey meter with him during any work with the source stop and film. After the
physical survey is completed the survey meter shall be kept with the technician.
In no case should the levels of radiation for the surveys noted above exceed the following limits:
When a radioactive source is returned to its shielded position inside the storage camera, the radiation level 15
cm (6 inches) from any surface shall not exceed the limitations set forth by the manufacturer of the equipment.
When a radioactive source is in its shielded position inside the radiographic projector, the maximum at any
exterior surface, shall not exceed 2 mSv (200 mR) per hour, or shall not exceed 0.1 mSv (10 mR) per hour at 1
meter from any exterior surface.
All site radiography, including operations with pipeline crawler equipment, shall be carried out in accordance
with the IAEA Radiation Protection and Safety in Industrial Radiography, Safety Report Series No. 13, IAEA,
Vienna (1999).
4.3 Disposal
The disposal of radiography sources and radioactive material shall be the responsibility of Radiography Source
Supplier and as per the country regulations it is not allowed to dispose any radioactive sources in the country.
Radioactive waste differs from all other types of waste so it has to be dealt with that much are to ensure that
the public and environment is not getting affected. Its radioactivity decreases with time and its properties
cannot be altered or destroyed by any physical, chemical or biological treatment.
There is no waste disposal required in the use of sealed sources, except for disposal of the source upon decay
of its radioactivity to levels at which it can no longer be used and it shall be returned back to the supplier after
getting the necessary permission from the Ministry.

All NDT jobs will have to notify 24 hours in advance to site supervisor by contractor.
To assure the compliance,
While using Ir-192 & x-rays below 350 kV, a minimum of two technicians shall be available on site to
execute the job.
In case of Co-60 & X-rays, 4 technicians at each site shall be available.
Provide adequate facilities and resources to ensure that all radiation workers are provided with personnel
monitoring devices instructed in writing to wear the personnel monitoring devices while working with radiation.
The personnel film badge dose is accessed and reviewed by RSO (focal point) in monthly basis. Personnel
doses above 20 mSv whichever is higher are investigated by RSO (focal point) and adequate actions are
taken to prevent the high dose incident in future. The investigation report is recorded and shall be maintained.
Work planning shall include selection of crew members based on their previous dose exposure (TLD report and
Daily dose report) and calculated exposure from the planned job. The sum of both shall always be lower than
the investigation level otherwise exposure shall be minimized by crew rotation or other control measures.
Note: For Radiography on pipe rack and underground pipe line in Aramco facility required minimum three
technicians with valid Radiation Protection Permit (RPP) card”.
Work Permit
An approved work permit card shall be available from any radiography jobs all the time. No work shall be
carried out without a work permit and the RPO/Site incharge shall ensure the compliance all the time.
A Project Radiation Work Permit is a permission issued by the Inspection Department to a contractor on a
project basis. This permission is required for all radiographic work related to Aramco Project which involves the
utilization of either x-ray or gamma-ray sources by Sievert, working on Client’s property. The permit is issued on a
project basis and valid for only 6 months.
Site in charge/Supervisors are required to provide prior notification of all radiography on Client’s Property.
Each radiation worker will have in his possessions TLD, approved Electronic pocket dosimeter & chirper,
calibrated radiation survey meter to ensure the radiation safety are not being compromised any time.

Maintenance:
All the radiography cameras shall be maintained by the Radiographers as per the maintenance schedule. This
shall be done as per the maintenance check list. The maintenance need to be performed by go-no go
gauges before the start of the work, especially on the source coupling joints. The conduits and cables shall be
wound on the holder frames properly and no sharp bends should be affected the conduits. Care must be
taken that heavy objects do not fall on the conduits during the work. The source conduit must be tested for
any internal blockages while passing through the Teleflex cable before it is connected to the equipment.
A check list has to be used for these daily inspections records and the records shall be duly verified by RPO at
site.
This check shall be made prior to any radiography on any shift in which the equipment is to be used.
Details are provided in the procedure for maintenance, which shall be referred.
This has to be carried out by the competent person as RPO/RSO quarterly and details are provided in
maintenance procedure.
An annual maintenance by the manufacturers shall be made for the exposure devices as specified in the
manufacturer’s specifications.
Projectors (radiographic exposure devices), controls, and guide/extension tubes shall be inspected and
maintained by third party (manufactures or his representative / suppler) used in Saudi Aramco project or
facility
Storage:
Equipment producing ionizing radiation and radioactive sources must be secured in approved locked storage.
These include Source Storage Bunker, Source Storage Pit (Temporary or Permanent) or in transport containers.
Each facility must be specifically approved by the ID-RPO or designated representative in accordance with
storage facility approval requirements.
X-ray equipment shall not be left unattended in a condition where it may be operated and shall be provided
with a lock on the main circuit. If the equipment is left on site for a short period, the electricity supply should
be disconnected and the equipment left locked. For a longer period, the equipment should be transported
to the dedicated lockable storage room to prevent unauthorised use and shall not be stored with other
radiography equipment. Only authorised radiological workers shall keep keys.

Where radiography is not conducted in a shielded enclosure, cable lengths shall be no less than 20 m for x-ray
generators up to 300 kV and longer for equipment with higher tube potentials. All metallic items including
casings, interconnecting cables, power supply unit (transformer/generator), X-ray control equipment, tube
assembly, warning signals, other safety devices and the irradiated object are bonded together and grounded
(connected to earth). Advice on electrical matters, as well as inspection and testing, should be provided by a
qualified expert.
All radiographers shall be issued with personal monitoring device ie. Thermo Luminescent Dosimeters (TLD) “For
the purpose of access to facilities or location where radioactive material is stored, in use, or transported, any
individual not in possession of a TLD shall be classified as "General Public" with the limits thereof applicable”. or
Film badges and direct reading dosimeters and it shall be the radiographer’s responsibility to store the
dosimeter in a non radiation environment when not being used.
All radiological workers shall use it when they are working with ionizing radiation. It shall be securely stored in a
non-radiation environment when not being worn. TLD’s shall send for evaluation to the authorized agencies
monthly. Direct reading dosimeters (range1µSv to 10Sv shall be assessed and recorded by the radiographers

to monitor doses received during radiography by daily in a dose record. The values from TLD and Dosimeter
are evaluated and logged on a monthly basis to assure that the radiographers are in safe limit to radiation
exposure. These dosimeters are to be calibrated once in 12 months and certificates shall be available.
The TLD shall be worn at chest level and care shall be taken that it is correctly positioned so that the front of
the TLD is facing out.
Anytime there is reason to believe that the TLD has been exposed to radiation other than normal usage (e.g.,
accidentally dropped in an exposure area), all work will cease immediately, equipment secured and returned
to storage and concerned personal of high exposure are ceased from work.
During the radiography operations, each crew shall have at least two portable survey meters with valid
calibration test certificates for a period of 6 months. Before beginning the radiography, the survey meters is to
be tested for its use as required. The survey meters are to be carried all the time while on duty, as it’s the
primary tool to measure the radiation level.
Radiation survey Meters shall be Geiger Mueller type with a measurement range 2 Sv/hr (0.2 mRem/hr) to at
least 10 mSv/hr (1000 mRem/hr).
SAL uses RADOS RDS 30 survey meters (Geiger Muller Counters) with energy response level of 50keV -1.25 meV
If for any reason, one survey meter is inoperable or considered to be malfunctioning, radiographic operations
shall cease immediately and shall not be resumed until the survey meter is replaced and an operational test
of the survey meter shall be performed each day prior to the commencement of work.
The radiation symbol trefoil (magenta on yellow background) and a placard indicating “ DANGER-RADIATION
KEEP AWAY “ written in indelible English and Arabic shall be conspicuously posted on all sides of the
barricading area as practically as possible.
Warning sign will be posted where a potential radiation hazard exists. This will be at all times including the
workstation where radiography is being performed. Warning signs will be sufficiently large to be clearly visible.
Warning signs will be appropriately worded and carry the internationally recognized “trefoil” symbol in both
language Arabic and English.
A minimum of four (4) free-standing radiation warning signs shall be posted at the Controlled Area boundary
so that warning is provided for all approachable directions. In complex locations where equipment and
structures can obscure observation of the warning signs, additional signs shall be used so that warning is
provided for all directions and point of entry to the controlled area.
Signs shall have a minimum height of 1 meter. Radiation warning shall be in both Arabic and English
languages and have the international radiation trefoil symbol. Signs used in subdued lighting conditions shall
be reflective. The areas must be demarcated with flags, signage over roads, warning lights at night. The
Radiographer shall carry a whistle or a horn to alert the people working around when the radiography
exposure is put on to go away to safer zones. Prior to each exposure, audible and visible warning shall be
given.

The worker shall wear an audible bleeper alarm with a digital output dosimeter while carrying out radiography
work. The dose measurements will be monitored on day-to-day basis and records to be maintained. The
cumulative dose received in a month should approximately match with TLD readings. All the radiation survey
meters used shall be calibrated every 6 months and the record shall be maintained. The calibrations shall be
carried out by recognized and certified laboratories. Once the source is exposed for radiography, the
radiographers shall retreat to outside the controlled area.
The controlled area must be demarcated with flags, signage over roads, warning lights at night. The RSO/
Radiographers shall carry a whistle or a horn to alert the people working around when the radiography
exposure is put on to go away to safer zones.
The immediate surroundings of the radiation source shall be kept under review and restricted to non-classified
personnel, where the dose rate exceeds 2.5 Sv / h (0.25 mR/h). During the calculation of Supervised Area
distance from the exposed Radio-Isotope, following points shall be taken under consideration.
If the instantaneous effective dose rate exceed 2.5Sv but not exceed 7.5 Sv, it shall be designated as
Supervised Areas. Only authorized personnel shall be allowed to access these areas which shall be barricaded
with barrier tape, warning boards and ropes.

In the event of any radiation incident an investigation has to be started depends upon the seriousness of the
incident and its impact & aftermaths. The investigation team will be appointed as per the criteria of the
incident.
The purpose of an investigation is to determine the root causes and recommend corrective action(s) to
eliminate or minimize such events. An accident investigation should be thorough and attempt to identify
underlying/basic causes. . It should be aimed at identifying the problem area(s) and recommending remedial
action rather than finding faults or allocating individual blame.
Incidents involving radiations are carried out by the Investigation Committee ARSHE as required, for further
investigations and analysis. The criteria of the incident and its investigation pattern are as shown is in section
6.1.
The investigation team will then investigate and a final investigation report will be generated which will identify
the real cause of incident and provide remedial measures to the management to avoid future occurrence of
such events. The report shall also highlight the mechanism of supervision for the implementation of corrective
actions.
The findings will be discussed in detail to determine the root cause of the incident and the actual situations at
the time of incident and/or interviewing the persons involved physically in the incident. The committee will then
finalize the route cause and its findings will be discussed for the proper corrective actions which are to be
implemented.
The findings of the investigation team with the corrective actions will be informed to the management to
implement the corrective actions.

The medical requirements shall be complied to ensure that adequate controls are in place for health
monitoring and its surveillances.
Medical checkup for all radiographers and drivers from company approved medical center.
All Radiation workers shall have a current health record made by an employment medical adviser or
appointed doctor (i.e. valid for 12 months from date it was made, unless otherwise specified). All medical
examinations shall be as per KACARE regulation.
Immediate medical checkup in case of any excess dose and radiation exposure, the radiographer has to
undergo an immediate medical checkup as required for further investigations.
In all the operational areas the occupational safety and health activities associated with radiation safety shall
be monitored by a radiation protection supervisor at respective site operations, who shall be report to HSE
Management and the HSE team of the employer will be the direct representative.
The RPO shall conduct the periodical inspection of his work locations, pro active measurements required for
protection of work hazards using the appropriate devices, inspect serious accidents, work injuries and their

causes, and occupational diseases, if any, and record to be maintained, and prepare reports to HSE
management with which the management evaluates the actions plan that include protective means and
precautions for non-recurrence thereof, and provide the employer with a report on that as and when required.
The supervisor shall also follow up the provision of first aid kit and primary health care to the staff, including
taking the injured to the clinics and hospitals, if required. He shall participate with the employer’s specialists to
develop the occupational &radiation safety and health plan at the establishment a well as staff training
programs to protect them from the hazards of work environment. He shall provide his opinion in purchasing the
machines and primary materials and how they suit the work environment and prepare guiding and warning
signs with respect to all issued of occupational safety and health at work location.
This Radiation safety manual and procedures will keep as a live document all the time which will a basic
reference to enforce the radiation safety plans and procedures and for the implementation of the same.
This document will be controlled as a MASTER COPY and will be amended as and when required by QHSE
department with the changes incorporated as specified in the revision history.
The QHSE department or a deputy as authorized by QHSE department shall only be authorized to
change/amend this document as required.

ANNEXURE I
Radiation Incidents
Any unintended event while handling with radiation, including operating errors, equipment failures or other
mishaps, which causes /may cause possibility of exposure than the set limits by the regulatory body, and the
consequences or potential consequences of which are not negligible from the point of view of protection
and/or the rules in radiation safety.
01.1 There are always possibilities of an accident occurring, so it is necessary that all
radiographic employees know the proper steps to be taken in such an emergency.
01.1.1 No radiographic work shall be started unless a suitable and working radiation survey meter is
available at the job site.
01.2.1 In the event of an accident to the source, or device, such as a falling object hitting the
device, follow the below instructions:
Set up and post a restricted area at the 0 .75 mR/hr (7.5 µSv/hr) line using a survey meter to
determine the perimeter of the area.
Do not allow any other workers to enter this area.
If possible provide temporary shielding until radioactive sealed source can be transferred
into another radioactive sealed source storage shipping container.
Radiographer or Radiographer's Assistant shall notify the Radiation Protection
Officer.
01.2.2 Reports of accidental damage to radiographic exposure devices, storage and shipping
containers, the action taken with regards to such devices and containers, will be
maintained on file and the Radiation Protection Department and any other regulatory
agency will be notified whenever applicable.
01.3.1 In the event of an emergency in an area adjacent to a radiographic device, such as fire or an
accident involving field personnel, the below mentioned steps are to be followed.
a. Return the source to the shielded position and lock the device.
b. Perform physical radiation survey with a dose rate meter of device to ensure the source
is in the shielded position.
c. Remove source device and control cables, insert safety plugs and remove the
device from the danger area. If possible, return the device to storage area.

(1) Radiographer should notify the guards, civil agencies, such as fire and police
departments as applicable in regard to the restricted area.
2) The restricted area perimeter boundary, location of sealed sources and
possible radiation hazards should be made known to all persons entering the
emergency area.
3) When the source cannot be returned to the shielded position, the instructions
detailed in para 1.2.1.e will be followed.
f. The Radiation Protection Officer shall be notified to decide on the further actions to
be taken.
01.4.1 When it is determined that a radioactive sealed source is missing from its proper
radiographic exposure device, storage or shipping container, the following steps shall be taken
by the Radiographer.
a. Excessive radiation exposure to radiographers is a dose greater than twenty (20) msv
during any calendar quarter when the total maximum permissible
occupational whole body dose is not exceeded, as determined by the Radiation
Protection Department, form maintained for such personnel. The total maximum
permissible occupational whole body dose is determined by the formula 5 (N -18)
rems,
N equals the individual's age in full years.
b. Excessive radiation exposure to persons over eighteen (18) years of age is a dose
greater than 0. 5 rems during any calendar quarter.
c. Excessive radiation exposure to persons under eighteen (18) years of age is a dose
greater than 100 millirems during any calendar quarter.
d. Excessive radiation exposure to persons in unrestricted areas is a dose that exceeds
0.75 mill roentgens in any one (1) hour, or if the person is continuously present in the area
would receive in excess of 40 mill roentgens in any five (5) consecutive days.

01.6.1 In the event of a vehicular accident involving radioactive material, while traveling to an
exposure site, a restricted area must be established at the 0.75 mR/hr line.
a. If the radiation survey meter is operable, use it to establish the perimeter of the
restricted area.
b. If the radiation survey meter is inoperable, use calculations to establish the
perimeter of the restricted area assuming the source is in the exposed position inside the
vehicle.In case of a minor accident where it can be visually determined that the
source is safely stored in its container, no restriction of areas is required.
c. If the radiation survey meter is operable, and no radiation hazard exists and the
vehicle is moveable, return to SAL facility.
d. In a n y c a s e , i m m e d i a t e l y after e s t a b l i s h i n g t h e r e s t r i c t e d areas notify
the radiation protection officer and the local civil authorities.
e. Notify the Radiation Protection Department or other regulatory agencies.
c. A loss of one working week or more of the operation of any facility affected.
01.7.2 The Chief of Radiation Protection Department shall be notified within 24 hours by
telephone and telegraph of any incident involving licensed radioactive material which may
have caused or threatened to cause:
a. Exposure of any individual to 5 rems or more of radiation, including any radioactive
Material taken into the body; or
b. The release of radioactive material in concentrations which, if averaged over a period of 24
hours, would exceed 500 times the limits specified for such materials in IAEA Safety Series
No.1.
c. A loss of one day or more of the operation of any facilities affected.
01.7.3 Within 30 days a written report shall be sent to Chief of Radiation Protection Department of
each incident involving licensed radioactive material which appears to have resulted in the
exposure of any individual to radiation or to concentrations of radioactive material, or to have
resulted in levels of radiation or concentrations of radioactive material, in excess of any
applicable limits set forth by the Radiation Protection Department. Each report shall describe
the nature of the incident, the extent of exposure of persons to radiation and to radioactive
material, the levels of the radiation and concentrations of radioactive material involved, the

cause of the incident and corrective steps taken or planned to assure against a recurrence
of the incident. A copy of each report shall be sent to Radiation Protection Department.
01.8.1 General
Operator safety is the prime importance and it is strongly recommended that at least 2 persons
are employed on every radiography activity.A technician fully experienced in the practical
aspect of radiography and safety and the others, assistant, with sufficient knowledge to act in
an emergency in deciding whether or not work can be performed safely by one person.
The Gamma emitting isotopes are generally dependent upon the manual timing and
operation and in the event of an accident the operator may lie injured in a high radiation area
and will be in considerable danger if he has no assistance.
