TERMS OF REFERENCE

TRAINING SPECIALIST
I. BACKGROUND

In adherence to the continues implementation of Information and Communication


Technology (ICT) Projects under the approved Information Systems Strategic Plan (ISSP) FY
2018-2020, it is crucial for the department to identify the training and development needs to
equip the employees with the needed skills and knowledge in consonance with the
implemented ICT projects. Effective and efficient training designs and development plan is an
edge for the department to address the individual employee’s needs in relation to their work,
helping them to feel more confident with their output and to increase their office productivity.
Thus, a Training Specialist is needed to handle the learning and professional development of
the department’s workforce.

Thus to support the ICT Training requirements under the approved ISSP, this Terms of
Reference (TOR) for the hiring of Job Order (Training Specialist) is applicable.

II. OBJECTIVES

 To facilitate effective and efficient conduct of trainings for every type of learner.
 To assess and analyze the training needs for optimal training and development.
 To utilize expert communication skills and training experience to design and implement
programs that will effectively improve performance of the department.

III. EDUCATION AND EXPERIENCE

 Bachelor’s Degree preferably Human Resource, Psychology, Education or equivalent.


 Must have at least two (2) years of experience on the development and management of
course curriculum outlines; development, monitoring and attainment of resource
requirements for training programs; execution of training programs; human resources;
organizational development; and other related disciplines.
 Preferably with experience in organizing and facilitating corporate trainings and events.
Knowledgeable in ICT and with excellent writing skill, results oriented, technology savvy
and with good time management.

IV. SKILLS AND QUALIFICATIONS

 Knowledge of training procedures and techniques


 Knowledge of adult education principles, practices and techniques
 Knowledge of group process, group dynamics and classroom management
 Knowledge of instructional design and curriculum development
 Ability to assess training needs and formulate learning objectives
 Can develop and evaluate training objectives, requirements and effectiveness of delivery
 Can plan and budget for various training programs
 Public speaking and can conduct training programs
 Computer literate

 Ability to communicate ideas and instructions clearly and concise


 Ability to cooperate and generate cooperation from colleagues and different kind of
audiences
 Open mindedness
 Ability to accept criticisms
 Ability to quickly adapt to new environment
 Preferably with good communication and technical writing skills

VI. DUTIES AND RESPONSIBILITIES

 Evaluates and analyze training needs regarding ICT education;


 Research, develop, review and assess training programs and materials and recommends
modifications;
 Formulates learning objectives and plans, design and develop methods for the assessment and
evaluation of training effectiveness;
 Formulate teaching outlines and determine instructional methods such as individual training,
group instruction, lectures, demonstrations, conferences, meetings, and workshops;
 Plan, organize and delivers ICT trainings using various instructional techniques;
 Develop curricula and course outlines;
 Create training design/modules, organize in-house trainings and submit documentation;
 Formulate and develop plans, procedures and program to meet specific ICT training;
 Coordinate external capability and capacity building activities;
 Facilitate training sessions;
 Assist in the preparation of program budget;
 Maintaining a record and documentation of all training delivered;
 Authorized to travel to assist in the conduct of trainings, workshops, and seminar; and
 Perform other tasks that will be deemed necessary.

VIII. PAYMENT SCHEDULE

The Job Order (Training Specialist) will be paid a rate of THIRTY THOUSAND PESOS
ONLY (Php 30, 000.00) per month for a period of 6 months.

IX. PLACE OF ASSIGNMENT

The Training Specialist shall report to the Information Systems and Technology
Management Service.
