CHAPTER V

SUMMARY, FINDINGS, CONCLUSIONS, AND RECOMMENDATIONS

Summary

In this study, the researchers aimed to assess the public schools used as

evacuation centers in Daraga, Albay during disasters, specifically the use of Daraga

National High School as evacuation center. The study also sought to answers the

following problems:

1. What are the barangays that need to be evacuated during natural disasters?

2. What are the public schools in Daraga, Albay that are possible as evacuation

center in terms of :

a. Location

b. Building structures

c. Capacity

d. Facility?

3. What measures or processes are needed and/ or recommended as official

evacuation center?

The study employed descriptive-qualitative methodology. Its goal is to come up

with comprehensive summary in everyday terms, of specific events experienced by

individuals or groups of individuals. The researchers asked the cooperation of the

respondents who are in charge of disaster management to answer the interview

questions that helped the researchers in formulating a valid conclusion.


Findings

The salient findings of the study are the following:

1. The municipality of Daraga in the province of Albay has 54 barangays. Among those

54 barangays, all of them are subject to evacuation depending on the disaster that

may occur. Strong wind and storm surge covers 41 or 75.93% out of 54 barangays to

be subjected to evacuation.37 barangays or 68.52% during flood, 26 or 48.15% in

times of landslide, and 10 or 18.52% out of 54 barangays are subject to evacuation

when lahar and mudflow may happen.

2. In every barangay of Daraga, there is a public school. May it be elementary or

secondary; both are being used to shelter the evacuees in times of calamity. Every

room in those schools are standard rooms. Meaning, they meet the Department of

Education’s guidelines for safety and usability. Daraga National High School

specifically, is the only school in Daraga, Albay that accommodates the highest

number of families. It shelters residents of 6 barangays for a total of 791 families or 2

972 persons. Since the school is located in Sagpon Daraga, Albay. 36 families in the

area are subject to evacuation in times of flood, 6 during landslide and 83 families

before the strong wind and storm surge occur. Other barangays that shelter their

affected constituents in the said school are Maroroy, Matnog, Tagas, Ilawod and

Kilicao. The school has 95 rooms, 34 of which are used for evacuation. It has 15

comfort rooms but only 13 are still functional. Water and electricity supplies are also

being cut off when the whole municipality loses its supply. Though the local

government unit provides portable generator set, it is still not enough to sustain the

need for electricity of the evacuees during their stay in the centers.

3. Staying in evacuation centers will never be easy both on the evacuees and the

authority. Problems will be inevitable. Even the expected problems are not always
addressed. The problems that the school administrators and the authority always

encounter are the following: water supply, comfort rooms, improper waste disposal,

windows are being broken; rooms become comfort rooms, and the intolerable attitude

of the evacuees.

Conclusions

Based on the findings, the following conclusions are formulated:

1. Effective leadership is one of the key factors for the safe, successful and zero-

casualty evacuation centers.

2. Schools especially the public schools are really not conducive for evacuation.

3. Due to the use of public school as evacuation center, the authority is not only at stake

but also the education of the students for there are times that the evacuation processes

and evacuation stay lasts a long time.

Recommendations

1. The local government unit should provide portable sources of electricity and water.

2. The government should provide permanent evacuation centers and stop using public

schools to shelter people displaced by disasters.
