1 Introduction
This document describes the RACH Overload Protection feature and its main benefits and
impacts in the WCDMA RAN.

With this feature, when the User Equipment (UE) upswitches from UTRAN Registration
Area_Paging Channel (URA_PCH) because of Packet Switched (PS) data request, the
admission control mechanism is enhanced to improve the use efficiency of common
channels resources.

The following benefits can be achieved:

 The accessibility of CS and PS in overloaded cells is increased.


 The risk of cell congestion is reduced.

2 Feature Operational Description


This section describes the RACH Overload Protection feature in more detail, including
network configuration requirements and operation flows.

The feature uses the Capacity Management functionality to perform admission


evaluation. The admission evaluation is performed in the following ways:

 If the admission limit is reached, the upswitch is rejected directly without


triggering soft congestion. The RNC replies the CELL UPDATE CONFIRM
message to the UE, with the "Wait time" Information Element (IE) set to 15
seconds and the "RRC State Indicator" IE set to URA_PCH state.
 If the admission is passed, the UE continues with the upswitch to CELL_FACH.

2.1 Network Requirements


Confirm that the following network requirements are fulfilled at feature activation:

 The license key of the FAJ 121 4244: RACH Overload Protection is installed.
 The FAJ 121 407: UTRAN Registration Area Handling feature is activated.
 The cell is HS capable.
The feature is only applicable to the UE that complies with 3GPP Rel-7 or later and
supports the optional IE "Wait time" in the CELL UPDATE CONFIRM message.

and parameters affected by activating the feature.

With this feature, the following network performance can be observed:

 The user number in URA_PCH state can be increased, while the number in
CELL_FACH can be decreased.
 The system throughput of FACH and RACH can be decreased.
 The system throughput of EUL and HS can be increased.
 The success rate of upswitching from URA_PCH state can be decreased.

5.1 Prerequisite Features


Table 3 lists prerequisite features to the RACH Overload Protection feature, that is, they
must be active prior to introducing the RACH Overload Protection feature.

in URA_PCH state is supported. For more information about this

5.2 Affected Features


Table 4 lists features that are affected by the RACH Overload Protection feature.

Faster Establishment, Direct Upswitch With the RACH Overload Protection enabled, the same admission
from URA evaluation applies to the FAJ 121 1496: Faster Establishment, Direct
Upswitch from URA feature. Furthermore, the direct upswitch from
URA_PCH can be triggered more frequently.

5.4 Affected System Functions


Table 5 lists functions affected by the RACH Overload Protection feature.

Capacity Management This feature uses the Capacity Management functionality to perform admission
evaluation when the UE upswitches from URA_PCH because of PS data request.
Channel Switching With this feature, the admission evaluation mechanism is enhanced when the UE
upswitches from URA_PCH because of PS data request.
Idle Mode and Common With this feature, the number of times the WCDMA RAN transmits the paging
Channel Behavior information to the UE is determined by the configurable parameter
noOfPagingRecordTransm or noOfPagingRecordTransmUtran.
Licenses and Hardware A new license is added for this feature.

6 Performance
This section describes performance indicators, counters, and events associated with the
RACH Overload Protection feature.

6.1 KPIs
This feature has no associated Key Performance Indicators (KPIs).

6.2 Counters
Table 6 lists the counters introduced by the RACH Overload Protection feature.

The channel switch rejection rate because of admission can be


monitored by calculating the formula 100% ×
(pmChSwitchFailUraFachAdm/ pmChSwitchAttemptUraFach).

7 Operation and Maintenance


This section provides Operation and Maintenance (O&M) information for the RACH
Overload Protection feature.

7.1 Activate the Feature

7.1.1 Preconditions

The FAJ 121 407: UTRAN Registration Area Handling feature must be activated before
the activation of the FAJ 121 4244: RACH Overload Protection feature.

7.1.2 Activate the Feature

To activate the feature, do the following:

 Order and install the license key CXC 403 0179 for the FAJ 121 4244: RACH
Overload Protection feature.
 To activate the feature on RNC level, set the featureState attribute to
ACTIVATED in the RncFeature=RachOverloadProtection Managed Object
(MO).
 To activate the feature on UtranCell level, set the
UtranCell::rachOverloadProtect attribute to UL_PROTECTION or
UL_DL_PROTECTION.

7.2 Deactivate the Feature

7.2.1 Preconditions

7.2.2 Deactivate the Feature

To deactivate the feature, do the following:

 To deactivate the feature on RNC level, set the featureState attribute to


DEACTIVATED in the RncFeature=RachOverloadProtection MO.
 To deactivate the feature on UtranCell level, set the
UtranCell::rachOverloadProtect attribute to DISABLED.
