OVERVIEW: Philippine EIS System

Presentation Outline
• Introduction
• Concepts and Frameworks
• Regulatory Framework
• Features of the Philippine EIS System
OVERVIEW: Philippine EIS System

Brief History
January 1970 : US National Environmental
Policy Act – introduced the first formal
procedural requirements for EIA
June 1972: United Nations Conference on
the Human Environment in Stockholm,
Sweden – Action Plan for the Human
Environment
1974: OECD “Declaration on Environmental
Policy”
OVERVIEW: Philippine EIS System

Following the US initiative, EIA

were adopted in many
countries:

– Australia (1974)
– Thailand (1975)
– France (1976)
– Philippines (1977)
– Israel (1981)

SD Agenda
1984: Brundtland Commission
Our Common Future Report of 1987
June 1992: United Nations Conference on
Environment and Development (UNCED) in
Rio de Janeiro, Brazil (Rio Declaration)
Principle 15:“the precautionary approach shall be widely
applied by States according to their capabilities:”
Principle 17: “Environmental impact assessment, as a
national instrument, shall be undertaken for proposed
activities that are likely to have a significant adverse
impact on the environment and are subject to a decision of
a competent national authority.”
Philippine Agenda 21
OVERVIEW: Philippine EIS System

Environmental Assessment
Process of estimating and evaluating
significant short-term and long-term
effects of a program or project on the
quality of its location's environment. It
also includes identifying ways to
minimize, mitigate, or eliminate these
effects and/or compensate for their
impact.
OVERVIEW: Philippine EIS System

Environmental Impact Assessment

the process of predicting the likely
environmental consequences of
implementing projects or undertaking
and designing appropriate preventive,
mitigating and enhancement
measures. (PEISS)
OVERVIEW: Philippine EIS System

An EIA is a
systematic process that examines
the environmental consequences of a
proposed activity to the:
- bio-physical environment
- socio-economic environment
and designing appropriate
environmental measures to mitigate
negative consequences & enhance the
positive impact.
