Introduction:
During next plant major shut down, there will be plenty of scaffolds required to perform the
planned activities (around 6000 mᶟ) which exceeds normal maintenance scaffold materials stock.
As a response to the fact of scaffold materials shortage during plant shut down period ,Maintenance
department tried to deal with a specialized scaffold contractor to cover the required scaffold quantities
before shut down starting date.

Main Parties:
Owner: Egyptian Methanex Methanol Company (EMX)
Contractor: Isotermica Contracting Company

Contract Type:
Lump Sum contract (Purchase order) for scaffold erection with fixed fee distributed along
the required period with ascending order.

Advantages:

1- PPEs requirements were contractor responsibility.


2- Task force transportation was contractor responsibility.
3- Certified scaffold materials and safety equipment were contractor responsibility.

Disadvantages:

1- Contract did not specify the required quantity per each working month.
2- Contract did not specify the required entry permits fees responsibility.
3- Contract did not have an incentive fee to motivate contractor achieving targets.

Scaffold Installation & Dismantle SOW

1. Purpose
The main purpose of this document is to help the contractor understand minimum requirements for
Scaffold erection, Modifications & Dismantle during EMethanex next turn around.

2. General
This SOW does not intend to specify all the details or all of the items that may be required fo r the proper
installation of scaffolds.
Deviation from the SOW required prior Emethanex approval.

3. Objective
Installation of access scaffolds as well as modifications & dismantle for the installed scaffolds
according to activities needs as a lump sum.

4. Scope Of Work
The scope of work will be including the following items:

a) Supply for scaffold tube and coupler materials.


b) Barricading the storage area through EMX Tape & Barricade Procedure.
c) Approved design for special purpose scaffolds if needed.
d) Transfer scaffold materials to job location through EMX Lifting & Rigging Operations Procedure.
e) Barricading for work area through EMX Tape & Barricade Procedure.
f) Install Scaffolds to predefined locations through EMX Scaffolding Procedure.
g) Inspection for the installed scaffolds.
h) Modification for the installed scaffolds according to activities needs.
i) Dismantle scaffolds.
j) Demobilization for scaffold materials.

5. Contractor obligations
5.1. Work Construction Program

a) Survey all the required scaffold dimensions and locations to determine the required scaffold
accessories before starting the job by enough time and identifying noncompliance in the
dimensions.
b) Provide a detailed project schedule in compliant with the total required scaffold quantities and
durations.
c) Provide technical support in scaffolding design whenever it’s required.
d) Provide hot dip Galvanized materials according to EN 39:2001 (the Galvanizing Coating
Thickness should be identified).
e) Load certificates should be sent along with material for the couplers, tubes & wooden boards.
f) Barricade the work area according to EMX Tape & Barricade Procedure no. EG2RC0082
(Appendix #01).
g) Installation & Dismantling Scaffolding according to EMX Scaffolding Procedure.
h) Perform Modifications to erected scaffolds based on business needs.
i) Providing all hand tools, Scaffold Spanner Lanyards, tool bags for scaffold couplers &
Scaffolders Belts. Noted that all will be inspected by EMX staff prior to the job for acceptance.
j) Provide and ensure 24-7 of supervision. Noted that every supervisor will be assigned to cover
20 workers
k) Provide competent safety officers to cover 24-7 activities and ensure all will be done in a safe
manner. Noted that every safety officer will be assigned to cover 20 workers
l) Provide all PPEs included FRC Coveralls & special PPEs “Full Body Harness, Retractable
Wheel Fall Arrestor ….etc.”
m) Provide transportation for the task force.

5.2. Housekeeping and Cleaning up


During working period, the contractors have to clear away and remove all the surplus and
rubbish materials on daily basis and according to legal requirements.

5.3. Progress reporting


Contractor shall provide a daily progress report include daily activities and work progress
according to detailed project schedule

5.4. Contractor Organization


The contractor will nominate a qualified Engineer, Supervisors, Scaffolders and safety
officers to be responsible for the works and to be present during the project period.

6. EMethanex Obligations

a) Transfer Scaffold Materials from storage area to job locations.


b) Required lifting activities.
c) Work permit package.
d) Scaffold inspection and tagging.
e) Meals for task force.

7. Safety
All the activities executed by the contractor must be in accordance with the project safety
regulation. The contractor must assure that all his personnel respect the rules and using the
accident prevention means as per EMethanx’s RC Policy (Appendix# 03).
