Role Play 1: "BRAIN DRAIN"

Situation
A recent UNESCO study has focused on the severe shortage of technically trained personnel in
some developing countries. Specifically, twelve countries have only thirty to sixty scientists per
million people. These statistics show the developing countries' immediate need for highly
trained scientists and technicians.
The problem is that in these countries few people are trained in science and technology.
Moreover, those few people who are trained often leave their native countries after a few years
or never return from their studies overseas. Many of these people say that this is due to the
unsatisfactory research situation at home. A number of developing countries have joined with
UNESCO to find a solution to this lack of scientific and technological experts. A meeting has
been called to discuss the problem.

Purpose of the Discussion


Group members should try to agree on the best way to increase the number of local scientists
and technicians in developing countries.

Group Roles
Leader (moderator of the discussion): a representative from UNESCO
Representative(s) from the government of a developing country
Scientist(s) from a developing country now living overseas
Scientist(s) still living and working in the developing country
