Phyllis Genovese: The Palisades Chamber's First Female President

Phyllis Genovese has dedicated her life to supporting local businesses and the
Pacific Palisades. Born in a suburb of Chicago, Phyllis moved to the Palisades in
1942, when she was 27 years old. She started her own small business, The Letter
Shop, in 1947 and owned the store for over five decades. After acting as a
founding member and treasurer of the Pacific Palisades Chamber of Commerce,
she served as the

Q: Tell us about your experience starting and running The Letter Shop?

Phyllis: It was just the fact that people needed copies and needed secretarial
services and that’s what I offered. Embed View on Twitter

Q: Did you have any difficulties starting your own business?

Phyllis: None at all. If you have the ambitions, the opportunities are there.

Q: How did you get involved in the Pacific Palisades Chamber of Commerce?
Phyllis: Since I had been there so long, the Chamber started in my office. The
Civic League also headquartered in my office. Many organizations
headquartered in my office, heads of the organizations gathered there, and
meeting were held at the table in my back room. It was a meeting place for the
community.

Q: What do you love most about living in the Palisades?

Phyllis: It’s near the ocean. There are deep breezes and a lack of extreme heat.
I love the beauty and the people.

Q: What is your favorite memory of your time in the Palisades?

Phyllis: There are so many wonderful memories I couldn’t begin to enumerate.
I came in 1942, almost 80 years ago. The people, mostly. They contributed so
much to the growth of the Pacific Palisades.

Q: What advice would you give to people aspiring to start their own businesses on
the Westside?
Phyllis: Just stick with it. Start and serve the public well. The public is your
income, so serve them well.

Compromise Reached on Archer Forward Project

Yesterday, after Mike and his staff led months of intense negotiations, the
Brentwood Homeowners Association, the Residential Neighbors of Archer, and
the Archer School for Girls reached a compromise agreement on a scaled-down
version of the Archer Forward project. The parties signed a 20-year covenant
enshrining their agreement, which allows the school to modernize its facilities
while ensuring that the region is protected from traffic, and the local
neighborhood is protected from noise, and other community impacts.

The framework of the agreement, based on principles Mike outlined last fall, was
approved yesterday by the council's Planning and Land Use Committee. This is a
groundbreaking agreement, which actually manages to reduce Sunset Blvd.
traffic to levels lower than what exist today. It sets a new bar for every
institution on the Sunset corridor and it will help address one of the most
pressing issues facing our neighborhood: traffic.

"I commend the leadership of the Brentwood Homeowners Association, the

Residential Neighbors of Archer, and of the Archer School itself for hammering
out this agreement, which is good for students and good for the community,"
Mike said.

Councilmember at Work in Venice: Stop Sign Install Makes Neighborhood

Safer for Pedestrians

Mike started the week of June 22 by helping a crew from LADOT install an all-way
stop sign at Oakwood and Milwoon, a particularly dangerous intersection in
Venice. The new signs and limit lines will help reduce traffic collisions and will
make the neighborhood safer for bicyclists, pedestrians and local residents!
Urging Santa Monica Airport to Really "Fly Neighborly"

For several years, Santa Monica Airport has operated in a manner that has placed
undue burdens on neighborhoods in the City of Los Angeles - particularly West
LA, Mar Vista, and Venice. Under the inappropriately named "Fly Neighborly"
program, the airport actually directs most air traffic over Venice. The FAA is
currently reviewing air traffic patterns throughout the region as part of its
Metroplex program, and Mike is urging that the burdens of the airport not be
placed on LA neighborhoods. Just yesterday, the City Council unanimously
passed a resolution urging the federal government to stop the practice of
diverting air traffic over Venice, and create an equitable and fair distribution of
impacts.

Next week, a delegation of local representatives from Santa Monica, Venice, and
West LA will meet in Washington DC with FAA officials, in a meeting organized
by U.S. Rep. Ted Lieu.

Go Skate Day Comes to West LA Civic Center

On Sunday, June 21, hundreds of skateboarders celebrated "Go Skateboarding

Day" at the West LA Civic Center. Pro skateboarder Eric Koston took the first trick
and then spoke about how meaningful the spot was to him as a young
skateboarder 20 years ago. Thank you, Nike Skateboarding for putting together
this amazing neighborhood event!

F o r - e v - V e r ... The Sandlot a Huge Hit at Mike's Movie Night in Mar Vista
On June 20, community members loved our screening of The Sandlot at Mar Vista
Park, part of Mike’s free outdoor summer movie series. Nearly 200 neighbors
turned out for tons of family fun, with s’mores, popcorn, a bounce house and
more. Thanks to Louie's Restaurant and Whole Foods West LA for the donations,
and to the band "In the Reign" for performing. Find out more about the summer

Love Wins! Mike Celebrates LGBT Heritage Month and the Historic Marriage
Equality Ruling

On June 2, Mike was very proud to stand with Councilmember Mitch

O'Farrell, Mayor Eric Garcetti, City Attorney Mike Feuer and Councilmember Paul
Koretz to celebrate LGBT Heritage Month in LA, and to recognize Alan Bell,
Carolyn Weathers and Matt Redman for the contributions they have made to
equality in Los Angeles.

Later in the month, Mike celebrated the 45th annual LGBT Pride Parade with the
City of L.A.’s LGBT Caucus and Allies.

LGBT Heritage Month came to an exciting end when, on June 26, the United States
Supreme Court issued a 5-4 ruling in favor of nationwide marriage equality. Mike
celebrated the historic ruling at a press conference with his husband Sean Arian,
Mayor Garcetti, Controller Ron Galperin, City Attorney Feuer, Council President
Herb J. Wesson, Jr., Councilmember O’Farrell and Shane Goldsmith. Mayor
Garcetti presided at Mike and Sean’s wedding last year, and also presided at the
wedding of Shane and her wife Monica Granados Goldsmith in 2008.

In a statement in reaction to the news, Mike said, “Love wins. Just over a decade
ago, marriage equality was legal nowhere in the United States. Today, my
husband Sean and I celebrate a breathtaking decision that affirms the right to
marry nationwide.”

West Los Angeles/Sawtelle Japantown Neighborhood Council Leads

Community Cleanup

Mike’s team joined forces with the West Los Angeles - Sawtelle Neighborhood
Council on June 6 for a community cleanup. Thank you to everyone who
participated and for their hard work to make West LA a cleaner and better place
to live.

New Market Comes to Playa Vista

Mike participated in the grand opening of the Whole Foods Playa Vista, where he
took part in the company’s traditional bread breaking ceremony with employees.
Since the first residents moved into Playa Vista, they have been clamoring for a
local market they could walk or bike to. Hundreds of residents turned out for the
opening ceremony, and for their first grocery shopping spree.

Party
Mike had a great time with friends and neighbors at the Mar Vista Neighborhood
Association (MVNA) block party on June 7. The community gathered together for
an afternoon of hamburgers, hot dogs, and music.

VA Master Plan - Community Meetings to be Held During Summer

Earlier this month, Building 209 opened on the VA campus in West LA, providing
housing for 65 homeless veterans and signifying a promising new chapter for
how the VA campus would serve veterans in the area.

On June 24, Mike and his staff met with Vince Kane, Special Assistant to
Secretary of Veteran Affairs Bob McDonald. Mike and Mr. Kane discussed the VA
Master Plan, which will revitalize the West LA VA campus into a vibrant,
welcoming, and sustainable community for veterans.

The day before Mike and Mr. Kane met, the VA hosted a community meeting,
where Mr. Kane promised that there would be a thorough public outreach process
as part of the Master Plan, and announced that the VA would solicit input from
neighbors and community partners. Though the schedule of the additional
community meetings have not yet been released, you can find out more about the

Mike and Mr. Kane also agreed to collaborate on improving the use and operation
of the Coordinated Entry System (CES) to increase the effectiveness and speed of
providing crucial services to veterans. They will focus on eliminating
unnecessary bureaucratic steps between effective outreach to veterans and
connecting veterans to housing and supportive services.

Access 11: Pop-up Office Hours at the Westchester Spring Carnival

Mike and his team had a great time on June 6 holding “pop-up” office hours at
the Spring Carnival at Westchester Lutheran School. Mike spoke with community
members about the issues closest to their hearts. Mike was particularly glad they
did not make him sit in the dunk tank! The pop-up event is part of Mike’s “Access
11” program to bring City Hall to your neighborhood. Mike and his staff routinely
visit Farmers' Markets, shopping centers, high school sporting events, and other
community gatherings to hear directly from neighbors. If you have a suggestion

Outdoor Movie in Venice: First "Mike's Movie Night" a Success

Mike kicked off his 2015 Free Summer Movie Series on Saturday, June 6 with an
outdoor screening of Back To The Future at the Oakwood Community Center.
Neighbors gathered for a night of popcorn and good movies. Mike will continue
to host movie nights across the district this summer. Find out more about

PCH Repaved and Repainted as Palisades Clean Water Project is Completed

In November of 2004, Proposition O - the "Clean Water Bond" - was approved by
the voters who wanted the city to invest in projects that protect our environment.
Some of the projects that were built with money raised through Prop O were " low-
flow diversion projects ," which make sure dirty stormwater runoff is sent to the
sewer system so it can be treated before it is released into the Santa Monica Bay.

In order to make this project work, however, the Department of Public Works also
needed to build a "Coastal Interceptor Relief Sewer" (CIRS) - in order to add more
capacity to the existing sewer system so more stormwater runoff could be
transported from the Pacific Palisades to the Hyperion Treatment Plant near
LAX.

Near the end of June, the CIRS project was completed and the Pacific Coast
Highway was repaved and repainted in time for the July Fourth holiday. The CIRS
will assist in making our beaches and bay waters safer, healthy, and meeting
Environmental Protection Agency and federal Clean Water Act regulations.
Thank you to the city employees, contractors and neighbors who made this
project happen!

Del Rey Cell Tower Halted

After weeks of controversy about a lack of community input, Mike announced on

June 9 that plans for a 70-foot broadband LTE tower in Del Rey neighborhood of
West Los Angeles have been cancelled.

The 70-foot tower, which was proposed to be built on top of the LAPD Pacific
Division facility at 12312 Culver Blvd and operated as part of the Los Angeles
Regional Interoperable Communication System (LA-RICS), became the focus of
community concern when an announcement that construction of the tower
would commence blindsided neighbors, and their questions about public safety
were left unanswered. Mike spoke up for the community, and the joint powers
authority that governs the project decided to cancel its plans.

Community Update on Playa Del Rey Traffic Safety Initiative

Mike and his staff met with the Playa del Rey community in May to discuss
improving traffic safety in the neighborhood. Residents and businesses
responded to an online survey with overwhelming support for reducing cut-
through traffic and speeding on arterial streets. Mike will be returning to Playa
del Rey this summer to discuss potential roadway changes to address these

Mike Swears in New LAX Chamber of Commerce Board of Directors

Mike was very pleased to swear in new LAX Coastal Area Chamber of Commerce
President Kristen Lonner and the rest of the Chamber's new Board at the
Chamber's Installation dinner on Friday, June 5. Mike looks forward to continued
collaboration with this great partner in putting neighborhoods first.

Neighborhood Services on Display at Ladera Heights Civic Association Meeting

Mike spent the evening of June 16 with the Ladera Heights Civic Association and
representatives from DWP, LAFD, LAPD, Street Services, Urban Forestry and the
Department of Sanitation.

The Ladera Heights Civic Association is helping neighbors get answers about how
the City delivers services to their community, and Mike was very happy to help
them put neighborhoods first at the forum!

Mike Honors Women Preparing to Run for Office with Emerge CA Council
Presentation

Mike joined fellow Councilmember Jose Huizar to honor the inaugural class of
graduates from Emerge CA's Southern California program in City Council on June
19. Emerge doesn't just talk about wanting more women in elected office - it
recruits and trains women so they will be prepared not just to run, but to win.
Mike is very proud to support the program and he looks forward to seeing the
great things these graduates will each accomplish in their political careers.

Mike Hosts Access 11 Office Hours at the Sanitation Open House

On June 27, more than 2,200 neighbors from around the Westside stopped by the
Open House at the City's West Los Angeles Sanitation Yard. Mike hosted "Pop Up
Office Hours" at the Open House, and talked with dozens of people about how we
can work together to deliver excellent services to their neighborhoods. Kudos to
the Los Angeles Sanitation staff who volunteered their Saturday to entertain and
educate kids about their work to keep our City clean!

Congratulations to Mike’s West LA Constituent Advocate, A n n a K o z m a , who

became CERT certified this month!

The Community Emergency Response Team (CERT) program is a FREE all-risk, all-
hazard training offered by the City. This valuable course is designed to help you
protect yourself, your family, your neighbors and your neighborhood in an
emergency situation.

CERT members receive 17 1/2 hours (one day a week for seven weeks) of initial
training. Classes are taught year-round, Monday-Friday, morning, afternoon, or
evening. Classes can be held anywhere in the City of Los Angeles and trainers will
come to your location if you have a group of 20 people or more.

Mike Adds Four New Staffers to CD11 Team

Mike recently announced the hiring of four new staffers, underscoring his
commitment to constituent service and his philosophy of putting neighborhoods
first.

Mike has hired Mike Ai as his deputy district director, Sharon Shapiro as his field
deputy for Brentwood and Pacific Palisades, Jesus D. “Chuy” Orozco as his senior
field deputy for Del Rey and Venice, and Marietta Torriente as his director of
scheduling.

“I am proud to have a first-class team of professionals serving the neighborhoods

of the Westside and the people of Los Angeles,” Mike said. “Mike, Sharon, Chuy,
and Marietta are great additions to that team and will help me deliver for the
communities I represent.”

All Aboard! Expo Line Testing Event Offers Preview of Exciting Future for the
Westside

On June 29, Mike, Mayor Eric Garcetti, Supervisor Mark Ridley-Thomas and
Councilmember Paul Koretz got a special preview of the Expo Line extension that
is scheduled to connect downtown Los Angeles and downtown Santa Monica by
next Spring. The preview event was hosted at the Palms/National station, one of a
series of Westside stops on Phase 2 of the Expo Line project.

"Just a decade ago, the idea of connecting our neighborhoods with a light rail line
was just a twinkle in the eye of transit advocates," said Mike, who will be serving
a Chair of the Expo Line Construction Authority when the extension opens next
year. "Now we are preparing to opening this project on-time and under-budget.
I am happy to help Metro fulfill its mission of bringing public transit to a
neighborhood near you!”

Bike Share F i n a l l y Coming to LA

On June 25, Mike and his colleagues on the Metro Board voted to launch a pilot
bike share program in LA.

"I am tremendously excited that we are moving forward with bike share in our
city and that we are focusing on developing a system that will connect our
neighborhoods through interoperable systems," Mike said. "It defies logic that
snowy cities around the country have had bike share for years, but a city like Los
Angeles, with our wonderful weather and communities begging to be biked, still
hasn't gotten this done until now."

The program will first roll out in downtown LA and will then move to other
neighborhoods around the city. Mike is working hard to fast-forward the
program so the program rolls out to Westside neighborhoods as soon as possible.

Beat LAX Traffic With New Survey Game

We are building a new and easier way to get to and from LAX, and we need your
help to get it right. Please take a few moments to play the new interactive survey
game to let us know how you get to and from LAX and about your dream scenario
for traveling to the airport.

We are finally building a connection between Metro rail and LAX. One of the most
important parts of that plan is an automated people mover that will carry
passengers between their terminals and a new facility where you can rent a car,
catch a bus, or hop on a Metro train. The facility is in the planning stages now,
and we need to hear from you about what will make traveling through this new
facility an experience you will enjoy.

New Leadership Will Make LAX a World-Class Airport and First-Class Neighbor

Mike was very excited that on June 23, the City Council confirmed Deborah Ale
Flint as the new Executive Director of Los Angeles World Airports.

Deborah is dynamic, whip-smart, and shares a vision of making LAX a world-

class airport and a first-class neighbor. She has the right background and
experience to deliver on the array of projects that will transform LAX and make
every Angeleno proud of our airport. Congratulations, Deborah!

VIDEO: Mike Outlines Priorities as Homelessness Committee Meets

"We need to declare a state of emergency about homelessness in the City of Los
Angeles."

On June 18, the City Council's Ad Hoc Committee on Homelessness met for the
first time. Watch the video at the link below to see Mike’s comments at the
beginning of the meeting about what he hopes we will achieve through this
renewed effort and focus on the most serious problem currently facing LA.
The Committee will be discussing the results of the homeless count, how to better
integrate the city with the countywide Coordinated Entry System and Housing
First programs, and several of Mike’s motions to address homelessness:
examining whether we can require or incentivize that affordable units be used to
house our homeless neighbors; exploring options such as bridge housing, shared
housing, or specialized or transitional shelters to house the 29,000 people who
sleep on our sidewalks every night; and asking how we can create and fund a
program for public restrooms and voluntary storage.

Mike and Council President Partner for Common Sense Short-Term Rental
Proposal

Mike and Council President Herb Wesson proposed smart, forward-thinking

legislation to regulate the short-term rental industry on June 2, calling for
authorization of home sharing while strictly prohibiting rogue hotels and halting
a frightening loss of rental housing.

“The loss of affordable housing is unacceptable and we must act now to protect
neighborhoods from people who abuse short-term rentals,” Bonin said. “We don’t
want to take away someone’s ability to make ends meet by renting out an extra
room or guest house, but we cannot tolerate how a growing number of
speculators are eliminating rental housing and threatening the character of our
neighborhoods.”

The Bonin-Wesson proposal strikes a balance, allowing genuine “home sharing”

of primary residences by hosts, but prohibiting the dangerous growth of a
phenomenon that subverts the “home sharing” business model and creates
unregulated underground hotels in residential neighborhoods.

Historic Minimum Wage Increase Signed Into Law

On June 10, The Los Angeles City Council gave final approval to an ordinance
raising the minimum wage in Los Angeles to $15 by 2020. The vote ended a nine
month long struggle that began on Labor Day of last year, when Mayor Eric
Garcetti called for an increase in the minimum wage. Mike and fellow
Councilmembers Nury Martinez, Curren D. Price, Jr., and Gilbert Cedillo
introduced legislation that Council President Herb Wesson, Jr. shepherded
through the City Council. Thousands of residents and activists voiced their
support for increasing the minimum wage. After months of hard work, the city
of Los Angeles celebrated on Saturday, June 13, when Mayor Garcetti signed the
ordinance into law at a rally in Martin Luther King, Jr. Park. Thank you to
everyone who made this historic day possible. This is a victory for all of us.

A few days later, County Supervisor Sheila Kuehl submitted a motion to raise the
minimum wage for workers in LA County’s unincorporated areas, as well as for
our own County workers. The county plan mirrors the historic City legislation
that was just signed into law. Thank you, Sheila!

Blumenfield Citywide WiFi Proposal Advances

Mike joined with fellow Councilmember Bob Blumenfield in the Information,

Technology and General Services Committee meeting on June 9 to discuss the
best way to offer free citywide WiFi. The next day, the Los Angeles City Council
took the first major step and approved a Request for Participants to find
companies that can deploy advanced broadband wireline and WiFi in Los
Angeles. Congratulations Bob on moving this great project forward!

Sidewalk Hearings Coming to Westside

The Budget and Finance Committee and the Public Works Committee started
hosting hearings this past month about the City’s sidewalk repair policy. On April
1, the Los Angeles City Council approved the framework of a plan to begin to
address the enormous backlog of broken and unnavigable sidewalks.

In settlement of a class action lawsuit brought by the disabled community, the

City has made a commitment to invest $31 million per year for the next 30 years
to fix our broken sidewalks. It is a major step in establishing a sustainable, fair,
long-term sidewalk repair policy. The Council will be discussing the specifics of
funding and prioritization over the next few months -- but sidewalks near parks,
libraries, senior centers, and routes used by people with disabilities will be a
priority. The joint committee will continue to hold hearings, including one on
July 28 from 6-8 p.m. at the Mar Vista Rec Center.

Westchester 4th of July Parade

What : LAX Coastal Area Chamber of Commerce hosts the annual parade
 with over 1,000 participants and 5,000 spectators. Floats, marching bands
and community groups.
When: July 4th, 11 am
Where: Loyola Blvd from Westchester Park (7000 W. Manchester Blvd.) to
Loyola Marymount University.
