1. Please be informed that on or about 3:00 PM of July 15, 2016, Intelligence


Operatives of Police Station 2 led by PI JOSE L CABADDU under the direct supervision of
PCI MELCHOR E ARIOLA, in coordination with PDEA RO2 conducted Anti-illegal drugs
operation (buy-bust) at Baptista Village, Calao East, Santiago City which resulted in the
arrest of one Jose Paminutuan y Bayang, 38 years old, married, unemployed, a resident of
No. 4, Dahlia St., Baptista Village, Calao East, Santiago City for Violation of R.A 9165.

2. Prior to the arrest, intelligence operatives of Police Station 2 received an


information that a certain “LENG” is engaging in illegal activity particularly selling shabu at
his residence at No. 4, Dahlia St., Baptista Village, Calao East, Santiago City. Discrete
monitoring has been conducted and upon confirmation of his illegal activity, an Anti-illegal
drugs operation (Buy-bust) has been initiated which resulted in the arrest of the suspect for
selling one (1) piece heat sealed transparent plastic sachet containing white crystalline
substance suspected to be shabu to a police officer turned poseur buyer in consideration of
Five Hundred Pesos. Recovered from the immediate possession and control of the suspect
is the buy-bust money one (1) five hundred peso bill bearing serial number EQ658993 and
assorted drug paraphernalia.

3. The suspect was brought to Southern Isabela General Hospital for medical
examination prior turned-over to SCPO detention cell while the one (1) piece of heat sealed
transparent plastic sachet containing white crystalline substance suspected to be shabu,
aluminum foil containing white crystalline substance and improvised tooter were brought
and turned over to Santiago City PNP Crime Laboratory for weighing and confirmatory test.

4. A case for Violation of Section 5 and 12 of Article ll of Republic Act 9165 against
the suspect is being readied for referral before the City Prosecutor’s Office, Santiago City.

2. Be informed that at about 10:00 A.M. of July 15, 2016, eight (8) drug
personalities from Barangay Patul, Santiago City, voluntarily surrendered in this
Police Office and pledged to transform their life and obey the rules of law.

3. The surrenderees who identified themselves as ushers were the


following:Dominic M Licudine, Jose Abraham Jr, Christopher Pascual Metran, Rogelio
Llave Bacunot, Nilo A Crisostomo, Godfrey Pascual Nates, Roger Quimo, Roderick
Carreon Dizon all resident of Barangay Patul this City.

4. The surrendered drug personalities were documented and subject for


intervention in coordination with the City Government of Santiago.

2. Be informed that at about 11:42 A.M of July 14, 2016, joint Intel operatives
of SCPO led by PSUPT DONALD A MADAMBA and Police Station 1 led by PSI
REYNALDO N MAGGAY, Officer-In-Charge, in coordination with PDEA RO2,
conducted drug buy bust operation at Purok 2, Rizal, Santiago City that resulted in
the arrest of CESAR DEL ROSARIO y RAGANAS, 54 years old, married, tricycle
driver and a resident of Purok 2, Rizal, Santiago City while in the act of selling ONE
(1) heat-sealed transparent plastic sachet containing white crystalline substance
believed to be shabu to a police poseur buyer in consideration of One Thousand
PESOS (Php1,000.00) consisting of one (1) piece One thousand Peso Bill with serial
number AT894728.

3. Prior to the arrest of the suspect, the confidential informant of Police


Station 1 personally reported that a certain “CESAR DEL ROSARIO” is peddling
shabu within AOR. A drug buy bust operation was immediately planned and
undertaken that resulted in the arrest of the suspect and the recovery of the buy bust
money from his direct possession and control. After the markings and inventory of
confiscated pieces of evidence, the arrested suspect was brought at this office for
proper documentation and disposition. Afterwards, confiscated items were
immediately brought at PNP Crime Laboratory Office, Santiago City for laboratory
examination.

4. A case for Violation of Section 5, Art. II of RA 9165 against the suspect is


now being prepared for referral before the Office of the City Prosecutor’s, San

sealed transparent plastic sachet containing white crystalline substance believed to
be shabu to a police poseur buyer in consideration of One Thousand PESOS
(Php1,000.00) consisting of one (1) piece One Thousand Peso Bill with serial
number EU807754. Recovered also from the direct possession and control of the
suspect were FIVE (5) heat-sealed transparent plastic sachets containing white
crystalline substance believed to be shabu.

3. Prior to the arrest of the suspect, the confidential informant Police Station 1
personally reported that a certain “MAULO” is peddling shabu within AOR. A drug
buy bust operation was immediately planned and undertaken that resulted in the
arrest of the suspect and the recovery of the buy bust money from his direct
possession and control. After the markings and inventory of confiscated pieces of
evidence, the arrested suspect was brought at this office for proper documentation
and disposition. Afterwards, confiscated items were immediately brought at PNP
Crime Laboratory Office, Santiago City for laboratory examination.

2. Be informed that at about 5:30 P.M of July 13, 2016, Intelligence Operatives of
Police Station 2 led by PCI MELCHOR E ARIOLA, Station Commander in coordination with
PDEA RO2 conducted anti-illegal drugs operation (buy-bust) at Duhat St., Purok 4B,
Calaocan, Santiago City which resulted in the arrest of Carlito Pangilinan y Enriquez aka
“CARLITO”, 38 years old, married, welder, a resident of same place for Violation of RA 9165.

3. Prior to the arrest, intelligence operatives of Police Station 2 received information


that the suspect is engage in illegal activity particularly selling shabu in his residence. Discrete
monitoring has been conducted and upon confirmation of hisillegal activity, an anti-illegal
drugs operation (buy-bust) has been initiated which resulted in his arrest for selling one (1)
small heat sealed transparent plastic sachet containing white crystalline substance believed to
be shabu to a police officer who acted as poseur buyer in consideration of five hundred pesos
buy-bust money. Recovered from the direct possession and control of the suspect were the
one (1) five hundred peso bill with serial number DN674914 and one (1)small heat sealed
transparent plastic sachet containing white crystalline substance believed to be shabu, one (1)
digital weighing scale, one (1) rolled aluminum foil and one (1) empty plastic sachet.

4. The said two (2) pieces ofsmall heat sealed transparent plastic sachet containing
white crystalline substance believed to be shabu were brought and turned over to Santiago
City PNP Crime Laboratory Office for weighing and confirmatory test while the suspect was
brought to Southern Isabela General Hospital for medical examination prior to his turn over at
SCPO custodial facility for disposition.

5. A separate case for Violations of Section 5, Section 11 and Section 12, Art. II of RA
9165 is now being prepared against the suspect for referral at City Prosecutor’s Office,

2. In connection with the above reference, please be informed that on or about 9:00
am of July 12, 2016 Anastacio Sonny Bumanglag y Domingo of Calao East through the
assistance of Barangay Chairman Dennis Cardenas personally appeared to this Police
station and voluntarily surrendered in response to the PROJECT TOKHANG being
conducted by this police station. The surrenderee was documented by intelligence operative
while the undersigned conducted orientation regarding benefits in obeying the call of the
PRESIDENT RODRIGO R DUTERE to stop illegal drugs in the country. On the other hand,
he pledge to transform his life and obey the rule of law. The subjectwas turned over to the
barangay Chairman. Said personality is number 4 on Target list of the PNP/PDEA order of
battle.

3. The dialogue ended at about 10:00 am of same date with successful result

2. Please be informed that at about 12:30 P.M of June 12, 2016, elements of
Police Station 1 arrested Renato Dante Jr y Turingan, 29 years old, married, helper,
resident of P-7 Gawad Kalinga, Rizal, Santiago City and Conchita Esteban y Demorin,
61 years old, married, unemployed and resident of P-5 Sitio Quirat, Rizal, Santiago City
while in the act of sniffing shabu inside of a house at P-5 Sitio Quirat, Rizal, Santiago
City.

3. Prior to the arrest of the suspects, personnel of Mobile Patrol Group (MPG), City
Public Safety Company (CPSC), Police Station 1 and this Police Officeled by PSUPT
BUENAVENTURA MASIGAN, DCDA, conducted “OPLAN TOKHANG” at P-5 Sitio
Quirat, Barangay Rizal, Santiago City. During said operation, personnel of PS1 knocked
the door of one of the house therein purposely to disseminate the current program of the
Chief PNP. Personnel of Police Station 1 saw the suspect while in the act of sniffing
shabu that prompted them to arrest the above stated suspects. Recovered from their
direct possession were one (1) pc. used heat-sealed transparent plastic sachet containing
residue of white crystalline residue marked as JDG 7-12-16; one (1) pc used aluminum foil
strip with white crystalline substance residue marked as JDG1 7-12-16; one (1) pc surgical
scissor marked as JDG2 7-12-16; one (1) pack of unused plastic sachet marked as JDG3
7-12-16; one (1) pc improvised tooter marked as JDG4 7-12-16 with signature and six (6)
pcs. disposable lighters marked as JDG5 7-12-16 through JDG10 7-12-16 all with
signature respectively.

4. Suspects were immediately brought at Police Station 1 for investigation and


documentation. Confiscated item were immediately brought at PNP Crime Laboratory
Office, Santiago City for laboratory examination while cases for Violation of Section 12 and
15, Art. II of RA 9165 against them are now being prepared for referral at the City

6. In connection with the above reference, joint personnel of this Police Station,
Police Station 2 and SCPO together with the City Mayor and Barangay Chairmen conducted
and implemented PNP Anti-illegal Drugs campaign Plan “PROJECT DOUBLE BARREL” in
order to eradicate the problems of illegal drugs in affected barangays within area of
responsibility on July 11, 2016 held at Bulwagan ng Mamayan, City Hall, San Andres,
Santiago City.

- At about 8:30 am joint personnel of PS1, PS2 and SCPO headed by the
PSSUPT ALEXANDER P SANTOS, City Director conducted processing
and documentation to eighty six (86) drug users and pusher from the
barangays covered by Police Station 1 who voluntarily surrender to the
authority followed by an oath taking administered by Hon Joseph S Tan,
City Mayor, and witness by their Barangay officials. Among the said

planning conversation, they accompanied the OIC in conducting house to
house PROJECT TOKHANG that resulted in the voluntarily surrender

1. Reference: Memorandum from Police Station 1 this office dated July 7,


2016 with same subject as above.

2. Be informed that at about 1:40 A.M. of July 7, 2016, at Royal Palm Hotel,
Batal, Santiago City, personnel of Police Station 1 led by PCI MELANIO PASCUAL
VINORAY, Station Commander, conducted Anti-Illegal Drugs Operation (buy-
bust) in coordination with PDEA RO2, that resulted in the arrest of Maleck Shehade
y Remigio, 23 years old, single, unemployed and a resident of Purok 2, Sinamar
Norte; Christon Dasalla y Viernes, 31 years old, married, driver, resident of
Barangay 1; Vincent Lachica y Cenon, 18 years old, student, single, a resident of
Barangay 2 all of San Mateo, Isabela; and Marvin Evangelista y Balcina, 19 years
old, single, construction worker and a resident of Purok 4, Mabini, Santiago City.

3. Prior to the arrest of the suspects, an informant reported to station 1 that a


certain “MALECK” and his group is peddling shabu at said place. A drug buy-bust
operation was planned and undertaken. Maleck was arrested while in the act of
selling one (1) heat sealed transparent plastic sachet containing white crystalline
substance believed to be shabu to a Police Officer who acted as poseur buyer, in
consideration of Php.500.00 with serial number DV516470. Confiscated from his
direct possession and control was another one (1) heat sealed transparent plastic
sachet containing white crystalline substance believed to be shabu and the buy-bust
money. Also confiscated from the group were three pieces (3) heat sealed
transparent plastic sachets containing white crystalline substance believed to be
Methamphetamine Hydrochloride or Shabu, two (2) pieces of disposable lighter and
one (1) piece of surgical stainless scissor, three (3) improvised plastic tooters, nine
(9) pieces rolled aluminum foil, thirty eight (38) empty plastic sachets, one (1) pack
rolled aluminum foil.

4. During the conduct of operation and the arrest of Marvin Evangelista, he


resisted, assulted and stabbed PCI VINORAY on his head and different parts of his
body. Recovered from his direct possession and control was a knife measuring
more or less nine (9) inches long including its handle.
5. PCI VINORAY was rushed at Santiago Adventist Hospital, Purok 5,
Mabini, Santiago City for medical treatment. Suspects are now under the custody of
Police Station 1 for investigation and documentation. The seized items were brought
at PNP Crime Laboratory Office, Santiago City for weighing and confirmatory test.
Cases for violation of Section 5, 11 and 12 of Article II of RA 9165 against Maleck
Shehade y Remigio while Section 11 and 12 of Article II of RA 9165 against
Christon Dasalla y Viernes, Vincent Lachica y Cenon and Marvin Evangelista y
Balcina are now being prepared for referral at the City Prosecutor’s Office, Santiago
City. A separate case of Frustrated Homicide against Marvin Evangelista y Balcina
is also being prepared for referral at the City Prosecutor’s Office. Progress report to

2. This pertains to the buy bust operation conducted by the team of PCI
MELANIO PASCUAL VINORAY at Royal Palm Hotel, Purok Paraiso, Batal,
Santiago City.

3. Follow-up investigation disclosed that a certain Marivic Shehadeh


mother of the arrested Maleck Shehadeh also involved in the said incident and
she was the one holding the items (Shabu) and occupying the room #10 of the
said hotel, but she able to escape during the commotion, that prompted this
office to create a team to conduct follow-up operation led by PCI REDENTOR C
GUMARU JR., Deputy Chief, MPG.

4. At about 10:30 AM of same date, subject person was located and arrested
at her rented apartment at Unit E, Valley Wide Apartment, Matute St., Purok-2, San
Andres, Santiago City and confiscated from her direct possession and control
the following items: Three (3) pieces heat sealed transparent plastic sachet
containing white crystalline substance believed to be shabu; Forty Nine (49)
pieces empty (unused) transparent plastic sachet; Two (2) pieces disposable lighter;
One (1) piece eye glass case containing one (1) piece digital weighing scale and
seven (7) pieces rolled strip aluminium foil; Two (2) Landbank check booklet with
account number 001362-0140-49 and 001365-0326-50; Two (2) UPCB check
booklet with account number 20234-000463-1; One (1) booklet of summaries
Producers Bank check with account number 030-22-001592-4; One (1) PBCOM
check booklet with account number 262-10-100098-7; one (1) PHILTRUST check
booklet with account number 2121-1000009-2; One (1) RCBC check booklet with
account number 7-589-88383-1; One (1) booklet of summaries Producers Bank
check with check number from 2301-2336; and one (1) transparent plastic envelope
containing assorted stale cheeks and assorted closed account passbook.

5. Also, arrested person has standing Warrant of Arrest from RTC Br 19,
Cauayan City, Isabela under Criminal Case Number 10049 for the crime of Estafa
issued by Hon. Raul V Babaran – Presiding Judge; RTC Br 20, Cauayan City,
Isabela under Criminal Case Number 10048 for the crime of Estafa issued by Hon.
Reymundo Aumentado – Presiding Judge; RTC Br 36 under Criminal Case Number
36-9761 for the crime of Estafa issued by Hon. Anastacio Anghad – Presiding Judge;
RTC Br 36 under Criminal Case Number 36-9763 for the crime of Estafa issued by
Hon. Anastacio Anghad – Presiding Judge; and Bench Warrant issued by Hon.
Edgar Y. Chua, RTC Br. 47, City of San Fernando under Criminal Case Number
21008 for the crime of Estafa through Falsification of Public Document.

6. The suspect was informed of her constitutional rights, undergone medico


legal examination prior turned-over to the SCPO custodial facility while a case for
Violation of Sections 11 and 12, Art. II of RA 9165 is being prepared against her for
referral to the City Prosecutors Office, Santiago City and the confiscated Three (3)
heat sealed transparent plastic sachet containing white crystalline substance
believed to be shabu were turned over to PNP Crime Laboratory Office, Santiago
City for Laboratory Examination.

1. Reference: Memorandum from Police Station 2 this office dated June 30,
2016 with same subject as above.

2. Be informed that at about 12:30 PM of June 30, 2016, at Laurel Avenue,


Purok 4, Victory Norte, Santiago City, operatives of Police Station 2, under the direct
supervision of PCI MELCHOR ESTEBAN ARIOLA, Station Commander, in
coordination with PDEA RO2, conducted Anti-Illegal Drugs Operation (buy-bust)
that resulted in the arrest of Manuel Dela Cruz y Catabas aka “Boy”, 52 years old,
married, unemployed, and a resident of same place for violation of RA 9165.

3. Prior to the arrest of the suspect, Police Station 2 received information that
a certain “Boy” is peddling shabu in his residence. Discrete monitoring has been
conducted and upon confirmation of his illegal activity, a buy-bust operation has
been initiated that resulted in his arrest. The suspect was arrested while in the act of
selling one (1) pc. heat sealed transparent plastic sachet containing white
crystalline substance believed to be Methamphetamine Hydrochloride or shabu to
a Police Officer who acted as poseur buyer, in consideration of Php.500.00.
Recovered from his direct possession and control the buy-bust money bearing serial
number LY3618108 and another one (1) pc. heat sealed transparent plastic sachet
containing white crystalline substance believed to be Methamphetamine
Hydrochloride or shabu.

4. The suspect is now under the custody of this Police Office while the seized
items were brought at PNP Crime Laboratory Office, Santiago City for weighing and
confirmatory test. Cases for violation of Section 5 and 11, Article II of RA 9165 are
now being prepared against him for referral at the City Prosecutor’s Office, Santiago
