INTRODUCTION
- Termoeléctrica de Warnes, that will be located near Warnes (Santa Cruz), and will consist on Two (2)
blocks of Combined Cycle Power Plants on 2x1 configuration + Two (2) blocks of Steam Tailing
Power Plants on 2x1 configuration, all of them based on a Wet Cooling Technology.
- Termoeléctrica del Sur, that will be located near Yaguacua (Yacuiba), and will consist on Two (2)
blocks of Combined Cycle Power Plants on 2x1 configuration + Two (2) blocks of Steam Tailing
Power Plants on 2x1 configuration, all of them based on a Dry Cooling Technology.
- Termoeléctrica de Entre Ríos, that will be located near Entre Ríos (Cochabamba), and will consist on
Three (3) blocks of Combined Cycle Power Plants on 2x1 configuration, all of them based on a Wet
Cooling Technology.
1.2 PURPOSE
The purpose of this specification is to establish the general technical requirements for the design, construction,
supply and testing of the Cable Trays and Conduits of the Termoeléctrica del Sur , Termoeléctrica de Warnes
and Termoeléctrica de Entre Ríos Power Plants.
1.3 CONFIDENTIALITY
Any document exchanged, whether in digital format or on paper, (including this specification) shall be kept in
strict confidentiality. It is strictly forbidden to extract or reproduce any part of said documents.
The VENDOR, based on its experience and provided it guarantees the functional requirements established in
the Technical Specification, may submit an alternative offer that improves the competitiveness of the Supply.

SCOPE OF SUPPLY
The scope shall include the execution and supply by the VENDOR of all the work, materials or services in
general, including those not expressly indicated in the text but necessary for the proper operation of the
facility’s equipment and systems. The VENDOR shall supply all components or services required for the
satisfactory operation of the facility, without any additional cost for the Buyer. The VENDOR shall take care
that the scope of supply includes all the components necessary for a proper and safe operation.
The equipment supplied shall be designed taking into account the access points in order to facilitate the
inspection, cleaning, maintenance and repair activities. These accesses must be included in the supply.
All the items of equipment shall be new and shall incorporate state-of-the-art technology in its area that has
been duly tested in similar uses (no prototypes shall be accepted).
The Supply shall comply with the terms and conditions figuring in this Technical Specification relating to
operational requirements, design and construction criteria, guarantees and delivery times. All the requirements
or recommendations commonly established for the design, material selection, manufacture, inspections, tests,
preparation for shipment and commissioning of this type of equipment and facilities shall be observed in
accordance with good practice and are included in the VENDOR’s scope.
The VENDOR shall have adequate technical assistance and maintenance services.
The Tender shall include and quote all the works, materials and services in general that are not expressly
mentioned in the text, but that are necessary for the proper operation of the facility.
In case of contradiction among the various requirements included in this technical specification (and annexes),
the other contractual technical specification and/or the applicable standards or regulations, the one to be
applied is the most restrictive one, the one which gives better performance or benefit to the Purchaser. In any
case, the Purchaser reserves the right to decide which of the different requirements are to be fulfilled. In case
of contradiction, only the purchaser by a written statement is able to decide which is the compulsory
requirement to be finally applied.
The supply shall follow the local region and Bolivian laws, regulations or instructions by the authorities
whenever deemed to do so, specially those related to Health, Safety and Environment. When there is not any

explicit Directive the Codes and Standards listed in the Technical Specification shall be applied. The Contractor
shall provide any document or certification requested by the authorities related to these requirements.
The characteristics of the Cable Trays and Conduits are described in section 5.1. and 5.2. respectively.
Bolting and accessories required for the assembly and supporting are considered to be an integral part of the
materials.
The supplier shall include in the offer the unitary base price of each one of the components.
2.3 SERVICES
Packing, shipping and transport, in accordance with the requirements in the purchasing conditions.
2.4 LABELLING
Cable trays and associated components shall be marked up according to the requirement of IEC 61386-1
section 7.
Erection. The supplier shall provide in the documentation all the required information for an adecuate and
secure installation and use of the tray system and conduits.

The standards, codes, calculation basis and procedures and, generally, the technical criteria to be applied to
the project and execution of the supply shall be approved by the Buyer. No modification shall be made to the
technical conditions approved by the Buyer without its prior written authorization. The approval by the Buyer
shall not exempt the VENDOR from its responsibilities.
The Supply shall comply with said codes, standards, specifications and documentation (always in their latest
and valid editions and addenda, unless otherwise specified).
The VENDOR shall be responsible for complying with all the requirements figuring in the Bolivian regulations
and legislation, in the National and Local Codes and in any other applicable document during the life of the
contract.
Should there be any discrepancy between the requirements figuring in the various documents, the following
order of prevalence shall apply:

The VENDOR shall be responsible to ensure that any conflict between documents that could compromise the
purchase order be settled and agreed in writing with the Buyer before starting the manufacture or construction
of the parts affected. The VENDOR could be requested to attend a meeting with the Buyer for design review
and coordination purposes before the start of the manufacturing process.

Should this request or any other document, code, standard, etc., mentioned establish various requirements
that make reference to the same concept, the most stringent one shall apply.
Should the VENDOR detect any such conflict, it shall inform the Buyer within a maximum of 5 working days.
The VENDOR or its subcontractors shall fully comply with the applicable Regulations and/or local, regional,
national (Bolivia) and international requirements.
The Supplier shall supply the official documentation required to obtain all the permits up to the commissioning
phase.

specification, the Supplier shall inform the Buyer in order to settle it.

Should there be any conflict, it shall be reported and the most stringent criterion selected, unless otherwise
expressly indicated by the Buyer.
The Supplier shall be responsible to be well informed about the codes and standards referenced above. Should
any change or modification to the equipment be required in order to comply with the standards, it shall be to
the account of the Supplier.
Language: English. Additionally O&M Manual and training courses shall also be submitted in Spanish.
Equipment nameplates and labels shall be in Spanish. Other documents that may be required in
Spanish language shall be specified by Buyer before contract awarding.

SITE DATA
The specific data of these three (3) Thermoelectric Power Plants in Bolivia, such as design temperatures,
seismic data, wind conditions, etc, is defined in the following documents:
The manufacturer shall describe clearly in the Bid the measures taken to guarantee fulfilment with the
environmental requirements. Additionally, the manufacturer shall indicate which test certificates are available
and which inspections and tests are performed to prove it.
The packing of the equipment for shipment shall be also adequate for protection of the equipment during
storage periods on-site, considering specified ambient conditions.

DESIGN REQUIREMENTS
The cable trays specified herein shall be ladder type. This type of tray consists of two side rails made of brake-
formed steel sheet, joined together by evenly spaced rungs that are welded at both ends to the longitudinal
rails.
The Supplier shall submit the proposed weld filler material, welding procedure and weld testing method to the
Purchaser's approval.
The mechanical strength of the ladder-type cable tray system to be provided shall be sufficient to withstand
the loads indicated below in kg/m, as a function of tray width.
The cable trays and all associated fittings shall be designed and constructed to withstand, without noticeable
deterioration, the seismic and environmental conditions indicated in Chapter 4 of the present document.
The Supplier shall indicate the maximum load that can be applied safely in normal use (safe working load or
SWL) to the cable trays supplied.
The Supplier shall also declare the classification of the cable tray system to be supplied according to the
maximum and minimum transport, storage, installation and application temperatures (in accordance with
Tables 2 and 3 of standard IEC 61537, Section 6.6), as well as the limitations, if any, regarding end span
length or regarding position of the couplings in the end spans or throughout the tray system.
Cable tray system components shall be fire-resistant, as well as non-flame and non-fire propagating, as per
Section 13 of standard IEC 61537.
Typical tray details are included in drawing BO1001-00BZP-ETC104-448220701 Typical Details of Cable
Trays.
Cable trays for indoor installation shall be made of St.37-2 cold-rolled steel sheet, as per standard DIN 17100,
hot-dip galvanized in accordance with standard ISO 1461. Minimum thickness shall be 2 mm for rungs and
3mm for side rails, before galvanizing.
The trays and accessories shall be built to be fitted with covers in any area requiring protection, and shall be
easily assembled by means of self-tapping screws. These covers shall be solid and continuous, of rigid

construction, with the same finish as the trays, and have a minimum thickness of 1.5 mm. The maximum length
of the covers shall be 3 m.
System components shall be designed so as to withstand the forces or impacts to which they may be subject
during transport, storage and installation.
Trays shall be designed to withstand the normal stresses produced during cable installation.
Rungs shall be designed to withstand without deformation a 100 kg point load applied at their centre,
simultaneously with their working load.
Anchor elements shall withstand the stresses induced by a horizontal static load equivalent to the horizontal
seismic load defined in Section 4, taking into consideration the declared SWL acting on the centre of gravity
of the equipment from the most unfavourable direction.
The hot-dip galvanizing of all parts, fitting and accessories of galvanized steel trays shall be carried out after
mechanical shaping so that, once galvanized, the part will undergo no folding, bending, perforation, welding,
cutting, etc. that could damage the zinc coating and lead to non-galvanized areas being exposed to the
environment.
The galvanization process shall be carried out by hot dipping the parts in a melted zinc bath.
The zinc coat layer shall be smooth, continuous and complete. It shall be free of imperfections, and shall not
flake or peel off during handling or installation operations.
The steel shapes that make the side rails and rungs, as well as all auxiliary parts of the tray, shall be built
without sharp edges so as to eliminate the risk of damaging cables during their installation.
All fittings such as bends, tees, crosses, reducers, auxiliary parts, etc. shall be made of steel sheeting of the
same grade as the cable trays, and have the same finish.
Fittings for the purpose of changing horizontal direction (flat bends, tees, etc) shall be radiused, the curvature
achieved by means of circumference arcs with a minimum radius of 330 mm. Vertical changes in direction may
feature either circumference arcs or polygonal arcs. The straight section of these coupling fittings shall have a
minimum length of 125 mm.
The tray system required shall have electrical continuity, as per Section 6.3.2 of standard IEC 61537.

All cable tray elements (straight lengths, tees, crosses, etc.) shall be supplied with joints that ensure perfect
electrical contact between adjacent sections.
The various spans of trays shall be made electrically continuous through the coupler piece between tray
sections.
The installation of a splice plate between two tray sections shall not lower the resistance of the tray.
All trays shall be equipped for earthing and have perfect electrical continuity between sections. For earthing
purposes, a 9-mm diameter hole in the centre of the side rail of each straight section to receive M-8 bolts. Said
bolts shall be supplied by others (earthing network).
Impedance through the coupler between two consecutive trays shall not exceed 50 mΩ across the joint, as
per Section 11.1.2 of standard IEC 61537.
Impedance shall not exceed 5 mΩ/m in sections without joints, in accordance with standard IEC 61537.
Metal-coated steel components shall be Class 8 according to the classification for resistance against corrosion
indicated in Table 1 of standard IEC 61357. The zinc mean coating thickness (minimum) of parts galvanized
according to standard ISO 1461, and measured and tested as per standard ISO 2178 or ISO 2808, shall not
be less than 70 micras.
Cable trays for outdoor installation shall be supplied with a galvanized steel cover, 1.5 mm thick.
Maximum spacing between the centrelines of two adjacent rungs shall be approximately 250 mm.
The width of the trays shall be between 100 and 600 mm.
The Supplier shall indicate the free base area of the cable ladder length, i.e. the class to be supplied as
indicated in Table 5 of standard IEC 61537, Section 6.8.
Fitting types and classes are indicated in the document "Bill of Materials for Cable Trays and Conduits".
Total tray height shall be 100 mm for a fill height of 80 mm in trays that are 100 mm,200mm, 400 mm and
600 mm wide.
Standard supply length for trays shall be 3 m, unless otherwise indicated in the document "Aboveground
Raceway Material List".

The maximum mid-span deflection allowed with this support spacing shall be 2.5 mm under the load conditions
indicated below. Mid-span deflection at the declared SWL shall never exceed 1/100th of the span. If supports
are located further apart (3 m) than the above-indicated spacing value, the manufacturer shall state the
guaranteed maximum deflection value for Purchaser's approval.
The transverse deflection at the SWL shall not exceed 1/20th of the width of the sample.
Trays shall have a resistance to impact of 50 J, as established in Section 6.9.5 of standard IEC 61537.
5.2.1 General
For the purpose of this specification all material included in the supply shall be divided in two lots:
“Conduits”: includes all base elements of the conduction, such as seamless rigid conduits, conduit couplings,
condulets and flexible conduits.
"Connecting Parts and Accessories" includes reducing fittings, nipples, locknuts, bushings, seals, covers and
blanking disks.
Conduits and all fittings and accessories for erection shall be designed and manufactured to withstand without
noticeable deterioration the environmental conditions indicated in Section 5 herein, for both indoor and outdoor
installation.

The inner and outer diameters as well as the wall thickness of the conduits that form part of the supply must
be per Standard DIN 2440 (EN 10255).
Installation shall be with non continuous conduit except for Classified Areas.
Steel conduits shall be used in Classified Areas in accordance with DIN 2440 (EN10255).
Conduits shall be earthed at the distribution board by means of an earth clip and a direct connection to the
main earthing conductor.
The thickness of the conduit wall shall be the same throughout its length. The circular section of the conduits
shall be precise enough to allow the threading to be carried out appropriately.
The conduits shall be threaded at both ends with a NPT thread in accordance with DIN 2440 (EN10255).
The conduits must have bevelled edges at both ends in order to eliminate rough and sharp edges.
The outer and inner surfaces of the conduit must be completely and evenly coated with zinc, applied directly
to the surfaces. The content of zinc in the protective coating on both the inner and the outer surfaces shall be
equivalent to minimum thickness of 0.02 mm.
The threading shall be preferably done before the hot dipped galvanization.
Nevertheless, if the threading is done after the protective zinc coating is applied; a protective coating must be
applied to this area to prevent corrosion. This protective coat will not impede electrical continuity.
Before performing the finishing process, the outer and inner surfaces must be properly cleaned so that the
protective coat adheres correctly, and there are no rough or imperfect surfaces.
The inner surfaces of the conduits shall be completely smooth, free of rough edges or any other type of defect
that may damage the cable insulation.
The rigid conduits shall be cold bendable without this producing any cracking as per DIN2440 (EN 10255).
The flexible conduits shall be formed by flat-shaped, galvanised steel strips, and have a coating of EPR or
similar that is resistant to water, grease and oil and is flame-retardant as per IEC Standard 60332-1. The
protective coating shall be evenly applied to the outer surface of the conduit. Flexible conduits and fittings shall
be able to be coiled without damage or reduction in cross sectional area.

The ends of the conduits must be protected by means of suitable plastic parts or metal taps in order to avoid
the ingress of dust, humidity or other extraneous substances, as well as to protect the threading during storage,
transport and unloading of the parts.
The conduit couplings shall be steel cylinders, internally threaded and sized according to DIN2440 (EN 10255).
The thread length of the fittings must be such that the threads are not exposed when it is completely threaded
over the conduit.
Both ends of the fitting must be bevelled in order to eliminate any rough or sharp edges. Threads on the ends
shall be true and clean. Running threads shall not be used.
The fittings must be submitted to an anti-corrosive treatment, identical to the one indicated for conduits.
The elbows (when applicable) shall be made with conduits that have characteristics identical to those used for
the straight sections. All that indicated above for straight sections shall apply.
The connecting parts shall be cast hot dipped galvanized and threaded over all their length. They shall be
constructed in such a way that once installed in the conduction they may be exposed to rain without water
ingress.
The connection between connecting parts and between the connecting parts and the conduits must not break
their electrical continuity.
The inner and outer surfaces of the steel connecting parts as well as the outer surfaces of the cast type
connecting parts must be completely and evenly protected by zinc coating, applied directly to the surfaces.
The surface finish of the steel outer connecting parts must have a minimum zinc or cadmium thickness of
0.013 mm, except for the outer threads, which will be 0.005 mm. The zinc coating of the inner surfaces shall
have a minimum thickness of 0.004 mm.
The outer surfaces of cast type connecting parts must have a 0.005 mm zinc coating.
The inner surfaces of the cast type connecting parts must have a visible zinc coating.
An organic protective coating offering a similar level of protection as the metal protective coating shall be
accepted in cases where zinc coating cannot be performed.

Both the inner tapered threading and the outer straight threading shall be carried out in accordance with
DIN2440 (EN 10255).
The conduit locknuts shall be grooved to facilitate tightening. The nipples must be corrugated to facilitate
tightening. The EPR protections or similar must be perfectly round and smooth in order to protect the conductor
insulation from abrasion.
The locknuts, nipples and other accessories used in threading connections must be designed to withstand the
coupling torques indicated in IEC61950 without damage or deformation.

The Supplier shall guarantee the tender values indicated on the Technical Data Sheets corresponding to
Attachement B of this document.

7.1 INSPECTIONS
All the stages of design, material procurement, manufacture, construction, trials and tests, transport, etc.
included in this specification shall be subject to inspection by the Buyer or by its representatives.
The Buyer shall have the right to visit the Supplier’s premises in order to verify compliance with the
requirements figuring in this specification, and mainly in the documents required by the specification but not
requested for approval.
7.2 TEST
The Cable Tray and Conduit systems supplied shall be subject to tests as required by good practice of the
manufacturer.
The performance of these tests does no exempt the Supplier from responsibility for possible defects in untested
parts. The Purchaser can reject the most defective parts which shall be replaced by the Supplier as soon as
possible

QUALITY REQUIREMENTS
The product covered by this specification shall comply with the requirements figuring in said specification and
with those imposed by the operating conditions. Furthermore, it shall also comply with international best
practice of recognized prestige.
For this purpose, the VENDOR shall apply and document a quality system certified as per ISO 9001. The
scope of this system shall cover all the products, systems and services connected with the contract and,
consequently, the VENDOR shall be responsible of its application throughout the chain of subcontractors.
Furthermore, the VENDOR shall prepare and deliver an Inspection Points Program for the Supply, a
Manufacture and Quality Procedure and a Final Quality Control Report.
Purchaser reserves the right to verify and assess the application of the quality system defined, including that
of its subcontractors, at any time during the life of the contract. This right extends to the final customer and
their authorized representatives.
Should there be any deviation in the application of the quality system that entails any doubt or evidence
regarding product quality, the Purchaser reserves the right to carry out verifications or tests additional to those
initially scheduled either at the VENDOR’s premises or at those of its subcontractors.
Acceptance by the Purchaser of any document or activity associated with the product does not exempt the
VENDOR from its obligation to supply and install a product fully compliant with the specification and the service
conditions and requirements.
Purchaser's inspectors and/or representatives shall verify the progress of the work by means of visits to
Contractor's premises. They shall verify that work is on schedule and that material and/or equipment is being
manufactured in accordance with the technical specifications, codes, standards and procedures detailed on
the purchase order and attachments thereto.
After contract award, the detailed list of tests must form the basis of an inspection test program from which
Purchaser will select tests to be witnessed by Purchaser's representatives. Tests must be recorded by issuing

tests certificates stating all significant test parameters. Test certificates are to be dispatched promptly to
Purchaser after test completion.
Witness and approval of tests by Purchaser's representatives will not relieve Contractor of any contractual
liabilities or responsibilities.
Validation status of the product parts, components and equipment. Plans and provisions for those that
have not been validated as suitable for this specification and for the operation and service
requirements.
Standard quality plan. Typical quality plan for this product. It shall have the usual format of the
inspection and test plans and include all the product equipment. It shall identify its parts, components
and the whole equipment.

All major changes to documents already approved in the design reviews and to those issued for
manufacture/construction shall be subject to the approval of Buyer and shall not be processed without
its approval.
Minor changes shall be reported at the time of their approval by the VENDOR.

affect the form, function, interface with other equipment or structures, or the integrity of same.
Non conformities
The list of non conformities of the VENDOR and their subcontractors shall be monthly submitted to
the Buyer.
All the proposals to settle major non conformities shall be subject to the approval of Buyer. No
settlement shall be applied until it has been approved by the Buyer.
The definition of major non conformities is as defined in the previous point for design changes.
Product validation
The VENDOR shall demonstrate that all main, auxiliary and control equipment is qualified for operation
under the requirements and service conditions figuring in this specification.
Means such as type qualification, design verification and/or review, validation tests and experience
shall be used at the VENDOR’s discretion.
The quality control plan shall include all the activities necessary to ensure correct processing of the
product. This plan shall have at least the format of an inspection points program (PPI) in order to be
accepted.
It shall cover all product elements, i.e. parts, components, equipment (including standardized
elements), and the overall product up to the level required to include everything that affects its
operation and life. The plan shall contain all processing stages, from material procurement up to
testing.

The plan shall include all the activities, operations and verifications carried out during product
processing.
The plan shall identify the following: sequence of operations, applicable procedures, participants and
their control activity (from the raw material subcontractor up to the VENDOR), type of
verification/inspection, sampling system, when applicable, and type of records to be issued.
Whenever a Notified Body or third party participates in the activities, this shall be specified in the plan.
The Buyer shall include in this quality control plan both its inspection points and those of the final
customer. The VENDOR shall give advance notice to the Buyer of the date when the inspections are
going to be performed.
Product documentation
The documentation to be delivered during the contract has been defined in point 0. Trial and test
certificates and reports for materials and equipment, process and welder’s qualification, NDTs and
tests shall be as per type 3.1 of EN 10204.
For each point the Supplier shall indicate the internal procedure that is applicable. He shall also indicate
whether a report or protocol will be generated for each point, or whether other associated documentation will
be provided (quality certificates, reception reports, etc.).
The Purchaser shall select the points on this programme which they or their representatives shall witness.
During the inspection visits, the Purchaser reserves the right to review applicable documentation that has not
been presented for his approval (reception procedures, manufacturing procedures, etc.).
The Inspection and Test Plan (ITP) shall comprise a minimum of the following sections in which the following
information shall be given:

Main materials and components: inspection upon reception of materials to be used in manufacture,
with indication of those that will require quality certificates.
Auxiliary elements: Inspection of reception of components with indication of those that will be required
with reception test protocols.
Inspection of manufacturing.
A list of all the tests indicated in this specification, with reference to each associated procedure that
specifies the acceptance criteria for the test in question.
A statement of the monitoring or inspection of these activities setting out the procedures to be applied
and including a revision point for the final documentation dossier and an issue point for the Delivery
Note.
