Arsenal V3.1.3 Check List (September Release)

Daniel S. tested four Arsenal V3.1.3 boards on 9/19/2017 and 9/20/2017. Each board passed visual inspections, continuity tests, voltage tests at connectors JP2, J1 and J3, and current tests at J1 and J3. The functional tests also resulted in passes. No failures were found during any of the tests.
