Bouchard's Fleet Expansion Continues


Bouchard Transportation Co., Inc. announced the new construction of ATB unit M/V Evening Breeze and Barge B. No.
252, which adds to the companys fleet expansion plan that began in 2012. The M/V Evening Breeze is being constructed
in Pascagoula, Miss. by VT Halter Marine, Inc., and is the sister vessel to ATB tugs M/V Denise A. Bouchard and M/V
Evening Star. The Evening Breeze will be 4,000hp meeting U.S. EPA-Tier 4 requirements, measuring 112 feet by 35 feet
by 17 feet, and equipped with an Intercon Coupler System The B. No. 252 is being constructed by Bollinger Shipyards, is

the sister vessel to the B. No. 250, measuring 3176 feet by 70 feet by 28 feet. The B. No. 252 will have a 55,000 barrel
capacity, and be utilized to transport liquid petroleum products throughout the Jones Act Market. Hank Stewart has been
awarded the responsibility to oversee the construction project through vessel completion as Bouchards Manager of New
Construction, and will report directly to President and CEO Morton S. Bouchard III. Prior to joining Bouchard, Stewart worked
as a VP of Production at a shipyard specializing in small to medium sized ocean going vessels in the United States. Expected
delivery for both vessels is first quarter of 2019. Over the past five years, Bouchards fleet expansion has included the
delivery of ATB units M/V Kim M. Bouchard & B. No. 270 and M/V Donna J. Bouchard & B. No. 272, and ATB Tugs
M/V Evening Star, M/V Denise A. Bouchard, M/V Morton S. Bouchard Jr. and M/V Frederick E. Bouchard.
These Jones Act vessels include the newest modifications to the Intercon and pin system, as well as the most technologically

Police will not lay charges over death of ocean


swimmer Leslie Gelberger
Leslie Gelberger was killed while swimming in Auckland in April.
Six months after Leslie Gelberger died after being struck by a boat while swimming, police have decided not to lay charges.
Gelberger, a Westlake Girls High School teacher and father of two, was killed while swimming in an Auckland harbour on
Thursday, April 20. He was thought to have been struck by a Ports of Auckland boat. His body, missing a leg, was recovered
from the water near Mairangi Bay the next day after being spied by a passengers onboard a harbour ferry. On Friday,
Auckland City Police detective inspector Aaron Pascoe said there was insufficient evidence to file criminal charges.
Gelberger's death was now being referred to Maritime New Zealand and the coroner. "We have advised Leslie's family of this
outcome and we continue to offer them support as they grieve the loss of a much-loved husband, father and family
member," Pascoe said. At the time of Gelberger's death, Ports of Auckland chief executive Tony Gibson confirmed an
investigation was underway into the actions of the crew on one of its aluminium pilot boats. A pilot boat is a roughly 15
metre boat used to transport marine pilots to incoming ships and pick up marine pilots from outgoing ships. A marine pilot's
job is to guide a ship safely into port. "I am extremely upset that one of our pilot boats may have been involved in the death
of a swimmer," he said. "I understand the pain this will have caused and I offer the family and friends of the swimmer my
deepest sympathies for their tragic loss." Gibson said on Friday he understood no charges would be laid, and Ports of
Auckland would "continue to cooperate with authorities on this matter. "While the police investigation is over, I am conscious
that this is still an ongoing tragedy for the family of Mr Gelberger and I would again like to extend our deepest sympathies to
them." It was not appropriate for Ports of Auckland to comment further at this stage, Gibson said. Gelberger was originally
from Canada and taught maths, science and physics. Wife Laura McLeod said at his funeral they had moved to New Zealand
"sight unseen" in 2014 and immediately fell in love with it. "What we found was our dream." McLeod described her husband
as "the epitome of kindness and unrelentingly positivity", who befriended strangers everywhere he went. "I didn't believe
that Hollywood romance was real until I met him. He was the yin to my yang." Gelberger's mother, Judith Kopacsi-Gelberger,
said at the time it was hard to fathom how the boat's crew failed to spot her son, who was wearing a fluorescent pink
swimming cap. Minutes before he headed off on his fateful swim, he called his parents, who live in the Canadian city of
Brampton, Ontario. "My husband asked him 'is it good weather for a swim?' And he said, laughing, 'any day is a good day for
swimming'. And that is the last that we heard," Kopacsi-Gelberger said. Her son was "a gentle, wonderful giant" who made
many friends while studying in Australia and during a fortnight of teaching experience in Malaysia, she said. "He was smart,
talented and beautiful ... Leslie touched so many lives from so many different directions." A statement from Westlake Girls
High School said Gelberger was an excellent and well-respected teacher. "Leslie was actively involved in school life. His ready
smile and outgoing personality will be missed by everyone." Pascoe said police had sought legal advice from the Crown
Solicitor before deciding not to lay charges. Gelberger's family had been advised of the decision. "We continue to offer them
support as they grieve the loss of [a] much loved husband, father and family member," Pascoe said. Source: Stuff

Damen Shipyards Cape Town opens its doors for a


Dredging Seminar and Demonstration
On Thursday, 23 November 2017, Damen Shipyards Cape Town (DSCT) welcomed over 50 invitees from across the
Southern African dredging sector to its yard in the Port of Cape Town for a one-day seminar on dredging. The guest list
included representatives from a wide range of companies with an interest in dredging; encompassing those that supply
dredging services, those that employ dredging services, and various government agencies.
The Damen Shipyards Group is a leader in the design
and build of both dredging vessels and the equipment they
use to extract and relocate sediment. Damen dredgers can
be found in operation all over the world, and the group has
particular expertise is the design of modular dredgers that
can be delivered in a series of containers and transported
by road to remote inland locations, where they can then be
assembled and put to work.The programme ran from 9am
to 4pm and included a presentation, lunch and a
demonstration of a DOP dredge pump. There were also
Q&A sessions at various intervals to ensure that any queries
were swiftly answered. The opening address was delivered
by Sefale Montsi, a Non-Executive Director and board member of DSCT, and Benny Bhali, Sales and Marketing Executive at
DSCT. Andrew Mukandila from the Department of Trade and Industry, Ms Bonnie Horbach, Consul General, Kingdom of the
Netherlands, and Riyaadh Kara from the Department of Public Works, then each spoke to the assembled delegates. Also
present at the event was a delegation from the Lesotho Highlands Development Authority (LHDA). The agency is responsible
for the implementation of the Lesotho Highlands Water Project, which involves the construction of a number of dams and
reservoirs, and its representatives welcomed the opportunity to meet with participants in the dredging industry and discuss
its future requirements. These were then followed by a series of presentations covering techniques, technology and current
issues involving maintenance dredging (Arthro Petersen, TNPA Dredging) and capital dredging (Selvan Pillay, TNPA
Dredging), dredging equipment (Olivier Marcus, Damen Dredging Equipment) and dredging services (Tom Steenman, Damen
Services). After lunch, the guests had the opportunity to see a Damen DOP 150 Submersible Dredge Pump in action from a
mounting on the quay wall. This was made possible by the cooperation of James Tucker and his team from T&T Marine,
Southern Africas leading dredging and marine contractor. It was a great success, commented Sefale Montsi, and we were
delighted by the large number of guests who accepted our invitations. The South African Government through the
Department of Trade and Industry has been very supportive of the event, sharing our goal of developing a sustainable
dredging industry in the region by raising awareness of the value that it can deliver to our maritime sector and promoting
dialogue among all the relevant stakeholders. Our event gave invitees the opportunity to listen to expert guest speakers
discussing the future of the dredging industry in the region. We also received much positive feedback from our guests, who
appreciated this chance to expand their knowledge of the current status of dredging in Southern Africa, and of the challenges
and opportunities that are available to them. It also allowed us at DSCT to demonstrate how we can assist and support this

the local market, the industry will greatly develop, attract investments in equipment manufacturing, and build market

Teekay Offshore Partners Announces First Oil and


Contract Start-up for the Libra FPSO
Teekay Offshore Partners L.P. announced today that its jointly owned floating production storage and offloading (FPSO)
unit, the FPSO Pioneiro de Libra (Libra), has successfully achieved first oil and commenced its 12-year charter contract with a
group of international oil companies, including Petrobras, Total, Shell, CNPC and CNOOC Limited, on the Libra oil field where
it will perform early well tests. The Libra FPSO unit is the first unit to produce oil on the giant Libra block, which covers more
than 1,500 square kilometers in the Santos Basin. The Libra FPSO is owned and operated by Teekay Offshore and Odebrecht
Oil and Gas (OOG) through a 50/50 joint venture. The FPSO unit, which was converted from one of the Partnerships shuttle
tankers at Sembcorp Marines Jurong shipyard in Singapore, is designed to operate at water depths of up to 2,400 meters,
with a production capacity of 50,000 barrels of oil per day and daily compression capacity of four million cubic meters of gas.

How will shipping revenues be affected by new


accounting requirements?
The new accounting standard IFRS 15, Revenue from Contracts with Customers, comes into force from 1 January 2018. Ship
owners need to make sure they understand the impact on the timing and nature of the revenues they recognise. Some forms
of shipping will be more affected than others. For example, IFRS 15 does not cover leasing revenues, so income from
bareboat charters and the asset element of time charters will not be affected. However, voyage charters and the service
element of time charters will be. The big change is that IFRS 15 requires revenue to be recognised when, and only when, an
entity transfers a promised good or service to a customer not as the entity undertakes activities connected with the
promised good or service. This means there is a much greater focus on what the customer is getting from the seller and
when. The standard is built around the concept of a performance obligation a promise to transfer a distinct good or
service to a customer. Under a voyage charter, this performance obligation would be the transporting of cargo from its load
port to its discharge port. Revenue will therefore be recognised over a period beginning with the loading of the cargo and
ending when the vessel has discharged its cargo. This approach will need to replace the discharge-to-discharge or load-to-
load bases that are currently widely used. The amount of cash actually received will not change, of course only the timing
of revenue recognition. Total revenue will only change under IFRS 15 in relation to voyages, or periods of relocation, that
straddle the end of a year. IFRS 15 also has a more robust model for determining the amount of revenue to be recognised
the transaction price. Particular challenges arise where there are potential variations to that price, as with demurrage.
Variable consideration should only be included in the transaction price when it is highly probable that it will be due and that
there will not subsequently be a significant reversal of the revenue. Ship owners will need to assess the probability of
demurrage becoming due as a voyage progresses. Other details in IFRS 15 include how to distinguish between and account

Ships demolition Market Picks Up


The ships demolition market has picked up pace over the course of the past week. In its latest weekly report, shipbroker
Clarkson Platou Hellas said that this week has seen the market take off in all areas in the Indian Sub-continent, providing
positive vibes emanating with further increased rates. Pakistan especially has jumped significantly this week giving a bonus
to any Owner that is willing to dispose of any dry cargo unit, larger LDT bulkers in particular have been attracting aggressive

and ground breaking levels. As we move towards the end of the year, encouraging signs can be seen that inquiry from all
areas in the Sub-continent and remain upbeat although Bangladesh recyclers, despite being stable, look like they have
reached their peak. It will now be interesting time to see whether the latest increased rates will draw more owners to look at
the disposal of their older units with freight rates under slight pressure.
In a separate note, Allied Shipbroking noted that the week seemed to have suddenly jumped into a higher gear, with the
intensifying appetite amongst shipbreakers in the Indian SubContinent quickly leading to higher competition for each and
every demo candidate that came to market and a significant mark up in the offered price levels. Indian shipbreakers have
been highly aggressive during this time frame, with the price indications increasing considerably week-on-week and
overtaking the rest of the breakers in the region. It looks as though a fair amount of strength being seen in local steel plate
prices has helped support this buying fever and possibly even provided room for some speculative buying to take place. For
the time being it looks as though there may well be some positive momentum which could well help drive things further up
over the coming days. Meanwhile, GMS, the worlds leading cash buyer said that sales and speculation ramped up another
notch this week as several extraordinarily highpriced deals were concluded (primarily) into the bullish Pakistani market. Of
the vessels sold, Sinokor of South Korea have now fixed their sixth unit of the year (all concluded within the space of the last
couple of months) as the Korean market has started to offload Capesize bulkers at a tremendous pace (due to the expiration
of various government charters). Meanwhile, on the local markets front, on the back of the repeat tragedy onboard the FSU
ACES a couple of weeks ago, the Pakistani market remains (seemingly indefinitely) closed for tankers. Moreover, the firming
dry and container freight rates (of late) have in turn led to an excruciating dearth of potential units (especially when
compared to the years gone by) from these sectors. Notwithstanding, fundamentals remain firm overall and we may well
experience some buoyancy across all sub-continent markets as the year-end approaches a time that has traditionally been
an active period in the ship recycling industry as ship owners are looking to sell off their aging assets in order to balance their
books. On the pricing front, there certainly seems to be a disconnect between the levels that Cash Buyers have concluded
some of their recent fixtures, when compared to the reality on the ground i.e. levels offered by local Recyclers. Only time will
tell whether such offerings will improve to the extent that profits are realized on some of these recently exaggerated sales. It
remains a shame that the Chinese market remains essentially closed and the Turkish market remains relatively subdued as
local steel prices, currencies and scrap fundamentals remain steady (especially in the sub-continent markets), GMS
concluded in its weekly report. Finally, shipbroker Intermodal said that the surge in demolition prices that started only a few
weeks ago as a small positive correction after a disappointing post summer period, has transformed into a strong rally in less
than ten days, with average bids in the Indian subcontinent market settling well beyond $400/ldt for both dry bulk and
tanker/container units. The high ldt units that were sold for scrap in the past days have certainly helped prices move up as
fast as they have, while despite the fact that fast increases like that always hide a bit or a lot- of speculation, the fact that
breakers in all of Bangladesh, India and Pakistan have quickly and generously followed the upward trend, gives a bit of
confidence in regards to how strong the legs of this rally are. With these prices offered in the region and the fact that we are
quickly approaching the end of the year, we expect demo activity to remain at healthy levels as owners of vintage tonnage
will surely be tempted to offload aging vessels for an admittedly decent return. Average prices this week for tankers were at
around $230-430/ldt and dry bulk units received about $220-410/ldt, the shipbroker concluded. Source: Nikos

Cido sells 10 box ships to MPC Container Ships for


US$130 million
MPC Container Ships, a feeder specialist established by Germany's MPC Capital in April, is to acquire the entire containership
fleet of Korean owner Cido Shipping for US$130 million. Cido Shipping is selling all 10 of its vessels to exit the sector. MPC
will acquire: the 2007-built Ocean Arrow, the MCC Dhaka, the 2008-built Ocean Blue, the 2009-built Maersk Warsaw,
Maersk Westport and the Maersk Weymouth, as well as a 2011-built Maersk Weisbaden, Maersk Winnipeg, the
Maersk Wolfburg and Maersk Wolfgast, reported Singapore's Splash 24/7. MPC Container Ships has quickly built up a
fleet of 23 vessels ranging in size from 1,000 to 3,000 TEU. This latest vessel acquisition will raise its fleet to 33 ships, but
the company still has a long way to go before it reaches its targeted fleet size of 100 feeder ships. Cido Shipping will utilise

West Africa has come through the worst but


recovery will be a slow one
FLNG projects such as Hilli Episeyo are helping to buoy up demand for offshore support vessels Peter Dring* reflects on a
difficult year for the West African market and on the potential for improvement 2017 has seen some of the most difficult
trading conditions that shipowners in the West Africa market have had to face during the three-year downturn, with class
deadlines for special surveys often determining whether vessels would face layup. It is now perhaps widely accepted that
quarters one and two of the year represented the low point in offshore support vessel (OSV) rates in the region. As a broker,
we are routinely asked when vessel rates might start to increase, and it does appear that this is now, tentatively, starting to
happen. Despite recent narrative suggesting that vessels out of layup would see their vessels prioritised for awards, there
has been evidence to the contrary, discussed below The experience of the platform supply vessel (PSV) and anchor-handling
tug/supply (AHTS) vessel fleets in West Africa have been different, the former dominated by chronic oversupply, which has
driven rates below opex levels in many cases, whilst the latter (historically, a more fragmented sector anyway) has of course
suffered, but not quite to same extent. Work opportunities for AHTS vessels have presented themselves more readily in
2017. Rig and barge tows and routine tanker liftings have offered short-term contracts, and the larger segment of the AHTS
fleet has seen sporadic, at times consistent, utilisation. UOS (now GH) vessels were engaged with heading control for Enis
floating production, storage and offloading (FPSO) unit John Agyekum Kufour in Ghana and are now similarly engaged in
Cameroon for the installation of Golars floating liquefied natural gas (FLNG) unit, Hilli Episeyo. Term contracts have been
forthcoming with jack-up programmes in Gabon and DRC with Perenco, Bourbon being the main beneficiary with their Liberty
series AHTS vessels, some of which were reactivated from layup. PSVs continue to suffer with a dearth of deepwater drilling

programmes. With a few exceptions, programmes have been limited to one or two wells. Cairns five-well campaign with
Stena Drillmax in Senegal, supported by BOURBON CLEAR, BOURBON SAPPHIRE and BOURBON TOPAZ and Exxons
six-month programme in Nigeria that provided work for Tidewaters Fanning Tide and Davis Tide represent a couple of term
contract bright spots. Siem Offshores PSVs Siem Sasha and Siem Louisa were on the cusp of a six to nine-month job when
Anadarko terminated the contract for drillship Bollette Dolphin just a few weeks into the drilling programme in Cte dIvoire.
Whilst it was welcome to see the return to deepwater drilling of Africa exploration stalwart Ophir Energy after a three-year
absence, their single well in Cte dIvoires block CI-513 took just 22 days to drill. An economical result for Ophir but limited
utilisation for the large Solstad Farstad and Swire Pacific Offshore PSVs allocated to the project (Far Starling, Far Sitella and
Pacific Heron). The Repsol project on Gabons E-13 block and the Petronas project on adjacent block F-14, both with drillship
West Capella, and the Statoil well in Tanzanias Block 2 with Ocean Rig Poseidon are also underwhelming one-well examples.
The aforementioned FLNG Hilli Episeyo, the first of its kind in West Africa, is a reminder that, despite the downturn, there is
a steady demand for a core of OSVs. The FLNG unit will produce from the Sanaga Sud and Ebome fields for Socit Nationale
des Hydrocarbures and Perenco Cameroon SA. In this case, work has been found for a small armada of boats from towage
(Alp Striker) to installation and heading control and the spread to handle the diving for Jumbo Offshore/N-Sea. Lastly, there
have been term contracts awarded for supply and crew transfer services. It is likely that the core of actively trading boats
having secured, among others, the charters included in this article will continue to move from charter to charter and will be
at the forefront of a gentle recovery in daily hire rates in the year to come. Source: Offshore Support Journal

HMM to charter five 11,000-TEU newbuilds from


Zodiac in 2019
ZODIAC Maritime, controlled by Eyal Ofer, has ordered five 11,000 TEU ships that will be time chartered by South Korea's
Hyundai Merchant Marine (HMM) once they are delivered in 2019. Each scrubber-fitted vessel is believed to cost US$90
million, reported Singapore's Splash 24/7, which cited Allied Shipbroking. Zodiac Maritime was one of several shipowners,
who agreed to reduce vessel charter rates for HMM as it battled to remain operational last year. Ultimately, HMM was able to
reach an acceptable restructuring plan, unlike Hanjin Shipping, which went bankrupt. In the wake of securing its future, HMM
has focused on re-establishing itself by outlining plans to order new ships, charter more vessels and acquire additional

havenbedrijven op deze manier hun waardering uiten voor
de vrijwillige reddingbootbemanningen die 24 uur per dag en
onder alle omstandigheden klaarstaan voor de zeeman in
nood. Dat die waardering al sinds mensenheugenis ook
gepaard gaat met de zogenaamde scheepsbijdragen aan de
KNRM stemt ons dankbaar. Wij zijn blij en verguld met de
goede band en danken de VRC voor deze blijk van
erkenning.
De 1.300 vrijwillige redders van de KNRM staan 24 uur per
dag, 365 dagen per jaar onder alle weersomstandigheden paraat voor het redden en helpen van mensen op zee. Snel,
professioneel en altijd op basis van Graag gedaan!. KNRM-vrijwilligers komen per jaar ruim 2.000 keer in actie voor het
veilig aan land brengen van 3.600 mensen. Daarnaast kunnen zeevarenden op alle wereldzeen een beroep doen op de
Radio Medische Dienst (RMD) van de KNRM. Jaarlijks lopen tienduizenden zeeschepen Rotterdam aan; zij slaan honderden
miljoenen tonnen lading over. Elk schip en zijn lading wordt opgevangen en begeleid door een cargadoor. Hij behartigt de
belangen van alle partijen: reders, verladers en expediteurs. De Vereniging van Rotterdamse Cargadoors bewaakt en
behartigt de gemeenschappelijke belangen van cargadoors in de haven. Cargadoors zorgen voor de lading. Ook in verre
landen, om het in Rotterdam te laten lossen en/of te laden. Zij doen hun werk net als de KNRM-vrijwilligers 24 uur per dag,
365 dagen per jaar.

Vanzelfsprekend zijn we erg blij dat Multraship voor ons gekozen heeft. Leuk dat twe Zeeuwse-Vlaamse familiebedrijven
elkaar vinden in zon mooi project. De loods is het eerste project van Multraship waarvan de bouwplannen volledig gereed
zijn. Wat volgt zijn het wacht- en een dienstengebouw. Eerstgenoemde betreft een compleet nieuw wachtgebouw voor
bootlieden dat tussen de huidige en nieuwe sluis in komt. Het dienstengebouw, tevens hoofdkantoor van Multraship, wordt
dan vr de sluis gerealiseerd; pal aan de dienstenhaven. Vanuit het gebouw heb je straks een prachtig uitzicht over de
Schelde en de sluizen. Alle nieuwbouw wordt parallel gerealiseerd aan de bouw van de nieuwe sluis door het Sassevaart
consortium, bestaande uit BAM, DEME en de Belgische bouwonderneming Algemene Aannemingen Van Laere N.V.

Kraken production ramps up

EnQuest says its Kraken field is on track to reach 50,000 bo/d gross in the first half of 2018 after achieving month on month
production growth since coming on stream June this year. Early this month, Kraken reached average production rates of
around 23,000 bo/d gross, the company reported today (30 November). The fields second production processing train was
brought on stream this month as well, reaching production of more than 40,000 bo/d. The final drill center (DC) 2 production
well also has come online. The company reports seeing excellent drilling performance for its DC3 wells, which are nearing
completion ahead of schedule; the process of bringing these wells onstream is underway. EnQuest also says it is making
plans to drill DC4 in 2018. The company completed second and third cargo offloads from Kraken in October and November.
The latest cargo sold was contracted for a discount to Brent of less than $5/bbl, EnQuest says in a 30 November operational
update In August, the company reported that production from the UK North Sea heavy oil field was taking longer to ramp up
than anticipated due to commissioning of the floating production storage and offloading vessels (FPSO) topsides equipment

falling behind schedule. Despite this delay, EnQuest CEO Amjad Bseisu said the company was pleased with Krakens reservoir
performance and flow rates achieved on individual wells.
The field, located about 125km east of the Shetland Islands off Scotland, started production on 23 June. The $2.5 billion
Kraken development will have 25 wells, including 14 production wells and 11 injection wells, that will produce via Bumi
Armadas Armada Kraken FPSO. Wood Mackenzie reported in June that it expected Kraken production to peak at nearly
50,000 b/d in 2019, providing 4.5% of overall UK liquids production for that year. The four wells from DC1 and three wells
from DC2 have produced at initial gross rates above expectations and with stabilized rates that confirm EnQuests
development plan. All DC1 wells have tested at a maximum rate of about 24,000 boe/d, and stabilized well rates at around
15,000 bo/d. One DC2 well has tested at a rate of over 10,000 bo/d, demonstrating excellent reservoir properties and
completion efficiency, EnQuest says. The company says it has been to reduce Krakens full cycle gross capital expenditures
by 25% from its original sanctioned cost of $3.2 billion, thanks to the success of the DC3 drilling program and lower market
rates for the remaining subsea campaign. EnQuest holds 70.5% interest in Kraken; Cairn Energy is partner with 29.5%.

Assistentie viskotter met hydraulische problemen


Reddingboot ZEEMANSHOOP is donderdagavond gealarmeerd voor assistentie van een viskotter. De kotter is veilig
afgemeerd in de haven van Breskens. Viskotter ARM 14 krijgt tijdens het vissen te kampen met hydraulische problemen.
Het blijkt onmogelijk om het vistuig nog binnen te halen en ook andere systemen zijn uitgevallen. De kotter kan nog wel
gewoon varen en zet daarom koers naar de haven van Breskens. De schipper van de kotter belt de reddingbootschipper op,
omdat hij met deze problemen onmogelijk zelfstandig kan afmeren. Wanneer de kotter bijna in Breskens is, piept de schipper
de reddingbootbemanning op via het interne PreCom systeem. Er wordt uitgevaren met reddingboot Zeemanshoop en in de
havenmonding gewacht op de ARM 14. Met behulp van de reddingboot wordt de kotter tegen de kant geduwd. Even later
ligt het schip dan ook veilig afgemeerd met haar achterzijde tegen de kade. De bemanning van de kotter is zeer dankbaar en
geeft de reddingbootbemanning als dank een bakkertje vis mee. Reddingboot ZEEMANSHOOP gaat daarna retour naar
haar ponton.

Frontlines Current Fleet and Newbuild Updates

Frontline (FRO) had 61 vessels in its fleet on September 30, 2017. The 61 vessels include 22 VLCCs (very large crude
carriers), 18 Suezmax tankers, 20 LR2/Aframax tankers, and one MR (medium-range) vessel. Of Frontlines 61 vessels, 43
are owned by the company and nine are under capital lease. The others are either on finance lease, under commercial
management, chartered, or under a cost or revenue split with a third party.
Frontlines newbuilding program
On September 30, 2017, Frontline has five newbuilds under construction. The newbuilding program consists of four VLCCs
and one LR2/Aframax tanker with an aggregate carrying capacity of 1.3 million deadweight tonnage. The company has paid
$71.4 million in installments. The remaining commitments are $310.9 million. Out of these, $5.5 million is due in 2017, $252
million is due in 2018, and $53.4 million is due in 2019. Frontline has committed bank financing in place to partially finance
delivery of all of the companys five remaining newbuilds.
Delivery
In July 2017, Frontline took delivery of its Suezmax newbuildFRONT CASCADE and VLCC newbuildFRONT EARL In
August 2017, the company took delivery of its LR2 newbuildFRONT POLLUX. In September 2017, Frontline took delivery
of its VLCC newbuildFRONT PRINCE and LR2 newbuildFRONT CAPELA. Among Frontlines peers, Nordic American
Tankers (NAT), Tsakos Energy Navigation (TNP), and Euronav (EURN) have newbuilds in their pipelines. In contrast, Teekay

U.S. oil owes Mexico crude for success as tankers

U.S. crude may owe supply from Mexico for helping it capture a share of the worlds biggest oil market this year. The total
volume of U.S. and Mexican crude that were loaded into a single ship for export has surged more than fivefold to 11.8 MMbbl
so far this year, from 2.1 MMbbl in 2016, data from vessel-tracking and intelligence company Kpler show. All the cargoes
sailed to Asia, according to shipping information on Bloomberg. While some Asian buyers prefer purchasing crude from the
Americas on very large crude carriers with capacity of about 2 MMbbl, most export terminals in the U.S. dont boast
infrastructure that can accommodate a fully-laden big tanker. To circumvent the problem, a VLCC is partially loaded in a Gulf
Coast port after which it goes to Mexico to fill up before sailing east. Alternatively, smaller vessels can pick up supplies and
transfer them at open seas into a VLCC. By utilizing larger vessels and co-loading, shippers can garner economies of scale
and lower unit costs per per barrel but they will need to factor in all costs including multiple port loading, demurrage, port
fees and timing, said John Driscoll, chief strategist at JTD Energy Services Pte. A mix of U.S. light crude and Mexican oil
such as Maya can provide an optimal mix of light and heavy crude that mirrors the feedstock and product yield objectives in
a complex refinery.
West Texas Intermediate, the benchmark for most oil sales from the U.S. and Latin America, traded at more than $6/bbl
below Londons Brent crude on Thursday. WTIs discount to Dubai, the marker for exports out of the Middle East, was close
to $2.50/bbl.

American exports are surging as production booms and complicates OPECs strategy as it gathers in Vienna Thursday to
consider output curbs. About 350,000 bopd flowed from the U.S. to Asia from January to September this year, an 800%
increase year-on-year, according to Chen Bo, the president of Unipec.Asia was the top destination for U.S. oil during the
period, taking 37% of exports, said Chen, who heads the trading arm of refiner China Petrochemical Corp., also known as
Sinopec.

Singapore, India conclude bilateral naval pact

The navies of Singapore and India will work closer together in maritime security and logistics support, as well as hold joint
exercises and support temporary deployments from each others naval facilities, following the conclusion of a bilateral
cooperation agreement on Wednesday (Nov 29) Defence Minister Ng Eng Hen and his Indian counterpart Nirmala
Sitharaman witnessed the exchange of the inaugural pact, after a Defence Ministers Dialogue held in New Delhi between the

agreed to not only renew existing agreements between their armies and air forces, but also to step up the level of

Republic and its neighbours, and will do its utmost as chair of the Association of Southeast Asian Nations (Asean) next year
to do what we can to facilitate (it). Asean is Indias fourth largest trading partner, with two-way trade totalling about US$76
billion (S$102.2 billion). The region has also accounted for about 12.5 per cent of investment flows into India since 2000. On
whether the enhanced mutual cooperation between both countries navies would include Indian naval ships berthing in
Singapore for an operational turnaround, Dr Ng said: I think the question was whether Singapore, my Ministry and the
Singapore Armed Forces (SAF), would be comfortable with more Indian ships berthing in Changi Naval Base. I would (seek)
to respond categorically that not only would (we) be more comfortable, I would encourage the Indian Navy to visit Changi
Naval Base more often. Dr Ng reiterated that the bilateral naval agreement has provisions for mutual logistics support. It
makes sense when we conduct exercises and patrols in your waters, as you do in ours, that we try to economise and support

also reaffirmed both countries commitment to step up practical cooperation to address common security concerns, such as
in the areas of counter-terrorism and maritime security. Both countries recognised Indias vital role in regional security, in
particular Indias participation and support for the ASEAN Defence Ministers Meeting Plus, and welcomed further cooperation
both bilaterally and multilaterally, Mindef said. The two ministers also acknowledged the importance of maintaining freedom

Pakistani naval ship SAIF arrives in Shanghai to

Pakistani naval ship SAIF (PNS SAIF) arrived Tuesday in Shanghai on a goodwill visit and to participate in joint naval
exercise in a bid to boost defense cooperation with their Chinese counterpart, according to Pakistani Embassy in Beijing. The
naval ship was welcomed at the Wusong Naval Port as a band of People's Liberation Army (PLA) Navy played welcoming
tunes Speaking on the occasion, Captain Shahzad Iqbal highlighted the significance of the visit and brotherly relations
between Pakistan and China. "We traveled more than 9,000 nautical miles from Pakistan to Shanghai. This distance will
reduce manifold on completion of the China-Pakistan Economic Corridor (CPEC)," Iqbal said, referring to the flagship project
between the two countries. As part of the Belt and Road initiative, CPEC builds a strategic framework for the bilateral
practical cooperation and is a flagship project for the connectivity between China and its neighboring countries. PNS SAIF

directly involved in the classification and statutory certification of the Italian FREMM multi-mission frigates (Bergamini class).

New Delhi: Navy chief Admiral Sunil Lanba on Friday said it is odd for China to deploy submarines for anti-piracy operations
in the Indian Ocean and added that India has also carried out a threat assessment. Chinese submarines have been spotted in
the Indian Ocean region repeatedly and China has claimed they were to assist in anti-piracy operations. Addressing the
annual press conference ahead of Navy day, Admiral Lanba said Chinese PLAN submarines had been regularly visiting the
Indian Ocean since 2013 and there were two deployments alternately a conventional submarine and a nuclear propelled
submarine "They may say it is for anti-piracy operations but it is an odd task to give to a submarine." He said a submarine

labor agreement
Huntington Ingalls Industries (NYSE:HII) reports that the five unions at its Ingalls Shipbuilding division have approved an
extension of their collective bargaining agreements with the company. The contract affects employees represented by the
Pascagoula Metal Trades Council (PMTC) and the local chapters of the International Brotherhood of Electrical Workers
(IBEW), International Association of Machinists (IAM), United Federation of Special Police and Security Officers (UFSPSO),

and Office and Professional Employees International Union (OPEIU). "In today's competitive business environment, it is

does that. It also rewards our employees for their role in Ingalls' success and positions us competitively for future
shipbuilding competitions." Union leadership, represented by PMTC President Mike Crawley, IBEW Business Manager J. P.
Mergenschroer, IAM Directing Business Representative William "Benji" Sullivan, UFSPSO Business Agent Raynard Roberson
and OPEIU Business Manager Lisa Bennett, issued a collective statement, saying, "Ingalls Shipbuilding and the PMTC, IBEW,
IAM, OPEIU and UFSPSO unions are pleased that our proposal for a four-year contract extension has been ratified by our
shipbuilders." As part of a four-year extension, a $2,500 lump sum payment will be awarded in March 2018 to all eligible
employees; a 65-cent raise on the journeyman rate will come on March 11, 2019, a 67-cent raise on March 9, 2020, and an
82-cent raise on March 8, 2021. All eligible represented employees will also receive a $2,500 ratification bonus, payable on

As an increasing number of shipping companies are recently seeking to place orders to construct the liquefied natural gas
(LNG) carrier, expectations are growing among South Koreas three largest shipbuilders that they will receive the order. A
LNG carrier is the sector in where the nations three shipbuilding companies have an overwhelming competitiveness.
According to industry sources on November 30, Hyundai Heavy Industries Co. is currently in negotiations with Russias
Sovcomflot and Greeces TMS Tankers over a new contract to build a LNG tanker. French energy giant Total entered into a
medium-term chartering contract with the two companies. The two firms are planning to order one 174,000-cubic-meter LNG
carrier each with an option with for one more vessel. When Hyundai Heavy Industries wins the order, including the option,
the company can construct a total of four LNG tankers. In addition, officials from Russia's largest gas producer Novatek
recently visited Hyundai Heavy Industries, Daewoo Shipbuilding & Marine Engineering and Samsung Heavy Industries in
consecutive order. An official from a shipyard said, With robust guidance by Russian President Vladimir Putin, the country is
seeking to build icebreaking LNG carriers in its dockyards. However, Russia still doesnt have an icebreaking function
mounting technology, it is trying to discuss a technology transfer deal with South Korean shipyards. There was no new order
for LNG carriers last year. According to British shipping market intelligence provider Clarkson Research, the number of new
orders to build a LNG tanker with a capacity of 140,000 cubic meters, including LNG floating storage regasification unit
(FSRU), was 63 in 2014 but rapidly decreased to 31 in 2015 and 3 in 2016. There are only 13 new orders for a LNG carrier
from January to October this year so it is still early to say the market has picked up. However, charter costs, which are fees
paid to ship owners by shipping companies for renting a whole or partial ship, are recently on the rise. The charter cost of
160,000-cubic-meter LNG tanker increased to US$70,000 (76.16 million won) as of the 24th from US$30,000 (32.64 million
won) per day in April this year. It is showing obvious signs of recovery compared to US$36,038 (39.21 million won) on
average in 2015 and US$33,528 (36.48 million won) last year. An official from the shipping industry said, When charter
costs increase, ship owners consider placing an order for new vessels. The charter fees of large LNG carriers are steadily on
an upward tendency after plunging to some US$25,000 (27.2 million won) per day in October last year. The three
shipbuilders are welcoming the trend. The average price of LNG tankers with a capacity of 174,000 cubic meters was US$182
million (198.01 billion won) as of last week. Considering the fact that the price of a very large crude carrier (VLCC), which is
the main product of the three shipbuilding firms, is US$81 million (88.13 billion won), a LNG carrier is more lucrative vessel
whose prices are two times higher than VLCC. An official from another shipyard said, A large LNG tanker with a capacity of
more than 140,000 cubic meters can be built by only three South Korean shipbuilders, Japanese shipbuilders and some
Chinese shipbuilders. There havent been new actual orders so far, though there have been forecasts last year and this year
that the number of new orders will grow. However, we expect that the new orders will be placed in the market in the future.

Gwadar port a security challenge if Chinese naval

The use of Gwadar port, a commercial port in Balochistan, by China in the future to dock its naval ships would pose a
security challenge for India, Navy chief Admiral Sunil Lanba said on Friday. If Chinese naval ships are to be based in Gwadar
in future, it will pose security challenge to us, which we will have to look at and mitigate, the Navy chief said but refused to
comment any further. Chinese commercial companies have acquired majority stakes in the port. I am not aware of any
Chinese submarines or ships operating from there. There is no information available that Gwadar will be a naval port for the
Chinese Navy. It is a commercial harbour, part of the CPEC (China-Pakistan Economic Corridor), Lanba said at an annual
press conference ahead of the Navy Day on December 4. Gwadar is a deep-sea port in the Arabian Sea in Balochistan
province of Pakistan, close to Iran. China, which presently has around 80 per cent of its oil imports coming through the Strait

JNPT terminals stick to own pricing for speedy

Private terminals in Jawaharlal Nehru Port Trust (JNPT) told JOC.com that they are not regulated by a May 31 Tariff Authority
for Major Ports (TAMP) order capping handling rates for import shipments via the direct port delivery (DPD) program. Both
our terminals at the Jawaharlal Nehru Port are in compliance with their respective tariff provisions defined in their concession
agreements, DP World Nhava Sheva told JOC.com. DP World's operations at JNPT includes Nhava Sheva International
Container Terminal and Nhava Sheva (India) Gateway Terminal. Similar views were held by APM Terminals-operated
Gateway Terminals India (GTI), the largest facility in JNPT. GTI has complied with the provisions of applicable laws and will
continue to charge as per the scale of rates that may be notified by TAMP from time to time, APM Terminals Mumbai told
JOC.com. The company also said the TAMP order tied to DPD charges applies to the port-owned terminal and that GTI

continues to levy charges for its all services rendered as per the scale of rates notified by TAMP in March 2010. The DPD
program, which allows pre-approved importers to clear their cargo direct from the wharf, is a vital part of government efforts
to lower logistics costs and improve supply chain efficiency. However, extra handling costs and logistics providers
disinclination toward DPD have generated controversy since the scheme was simplified and expanded in February 2016,
forcing customs authorities to issue warning notices to private terminals at different times in response to shipper complaints.
Following a government directive to streamline DPD pricing, JNPT in January approached TAMP with a proposal to have a
common tariff scale for DPD handling across all terminals and after stakeholder consultations, the port regulator fixed the
maximum DPD charges at 1,688 rupees (about $26) per TEU and 2,532 rupees per FEU for such import discharges However,
private terminals differed on the practicality of charging uniform rates and continued to apply varied prices that reportedly
amount to 2,212 rupees per TEU and 3,318 rupees per FEU at DP World Nhava Sheva, and 1,800 rupees and 2,700 rupees,
respectively, at APM Terminals Mumbai. Customs authorities are in the process of investigating trade concerns of
overpricing by terminals. Terminals at JNPT together account for more than half of the containers passing through Indias
major ports and as such, government port productivity drives have been more evident there. Those efforts are vividly
reflected in a 30-spot jump India had in the World Banks latest ease-of-doing-business global report. New government data
show Indias GDP growth improved to 6.3 percent in the July-to-September quarter, from a three-year low of 5.7 percent in
the first quarter, though that growth rate is still lower than the 7.5 percent in the corresponding three months last year.

Maersk Line closes acquisition of Hamburg Sd to


give it 19.3% market share
Maersk Line has closed its acquisition of Hamburg Sd one year after it announced it planned to buy the privately owned
German container line for EUR3.7bn. The acquisition was closed on 30 November following approval on Tuesday from the
Korean Fair Trade Commission the last of approvals the merger required in some 23 jurisdictions. The acquisition which will
reconfirm Maersk's position as the world's largest container line with 4.13m teu in capacity and a market share of 19.3%.
The Danish line expects to reap operational synergies of $350m - $400m from 2019. "With the final approval of the
acquisition we have reached an important milestone in our strategy to become an integrated transport and logistics company
delivering sustainable growth. These are truly exciting times and we are looking forward to taking the first steps forward as
one company," said Sren Skou, ceo of AP Moller Maersk. Maersk plans to keep Hamburg Sd as a separate entity and Arnt
Vespermann will be taking over as ceo of the German line. "Becoming part of the world's number one shipping company will
create a lot of opportunities. We will strengthen Hamburg Sd in the global playing field and grow our market share
together. At the same time, Hamburg Sd will continue serving our customers as a separate brand," said Vespermann. With
the closing of Maersk's acquisition of Hamburg Sd the only major merger that remains to be completed in the container
sector is the Japanese merger of the container lines of NYK, Mitsui OSK Lines and K Line into Ocean Network Express (ONE),

Maersk Oil, partners to invest $3.4B in North Sea gas


Danish conglomerate AP Moller-Maersk said Friday it will invest 21 billion kroner ($3.4 billion) together with British-Dutch oil
producer Shell, among others, to redevelop and extend the production life cycle of Denmarks largest gas field in the North
Sea Maersk, whose oil company is being taken over by Frances Total, said the investment will extend production at the Tyra
field, which was slated to close this year, for at least 25 years. The group said the Tyra fields, which have supplied 90 per
cent of Denmarks gas, could under the redevelopment provide enough gas for 1.5 million Danish homes at peak
production. Maersk, which is based in Copenhagen, Denmark and also operates the worlds largest container shipping
business, estimates that the redevelopment of Tyra will yield more than 200 million barrels of oil equivalent. Approximately
two thirds of the production is expected to be gas, with the rest oil. Maersk operates the Tyra field on behalf of the Danish

Underground Consortium, a partnership with Shell, the Danish state and Chevron Corp. based in San Ramon, California. In
August, Frances Total agreed to buy the Maersk Oil unit for $7.45 billion in a deal expected to be completed during the first
quarter of 2018. The redevelopment of Tyra is the largest investment carried out in the Danish North Sea, Maersk Oils
CEO, Gretchen Watkins, said in a statement. He said the field will be shut for redevelopment in November 2019, and
production is expected to resume in July 2022. With the deal, Total will become the No. 2 operator in the North Sea and

Maersk Supply Service has taken delivery of its second Stingray-class subsea support vessel, MAERSK INVOLVER . COSCO
Dalian Shipyard in China is building the quartet of ships, which are of Marin Teknikk MT6027 design. The Stingray-class
newbuilds are highly versatile vessels. Intended for a wide range of operations in deep and shallow water operations,
including in challenging offshore environments, the vessels have an energy-efficient propulsion setup, class 3 dynamic
positioning, a 400-tonne active heave-compensated crane and two work-class remotely operated vehicles capable of
operating in up to 3,000m of water. The vessels also have a large free deck area (1,850m2) with a large number of sea
fastening features and cofferdams built in above all tanks to ensure efficiency and flexibility for client operations. The vessels

First class-approved 3D printed ship propeller

Damen Shipyard Group has displayed the worlds first class-approved 3D printed propeller at its headquarters after a
collaborative project between RAMLAB, Promarin, Autodesk, Bureau Veritas and Damen. The five companies started
pooling their resources to develop the propeller seven months ago. Promarin provided the design of the triple-blade
propeller. The Port of Rotterdams RAMLAB (Rotterdam Additive Manufacturing LAB) carried out fabrication using wire arc
additive manufacturing (WAAM) techniques, supported by Autodesks expertise in software, robotics and additive
manufacturing. Damen provided research and development resources in addition to one of its Stan Tug 1606 vessels for
operational testing purposes. Bureau Veritas role was to verify the entire development, production and testing process. The
consortium reached its first milestone in August with the completion of the first WAAMpeller prototype. Production of the
second WAAMpeller was greatly improved because we had learned a lot from producing the prototype, said Vincent
Wegener, managing director RAMLAB. This mainly concerned the hardware-software interaction because, when laying down
298 layers of nickel aluminium bronze alloy, it is important to have a tight control on all process parameters. The project
then progressed to the testing stage, the first phase of which saw the WAAMpeller installed on a Damen Stan Tug 1606.
This particular vessel is of extra interest in that it is equipped with a Tier III compliant engine, making it future proof for the

ever stricter environmental rules and regulations in harbours around the world, explained Martin de Bruijn, managing
director workboats at Damen.
Damens testing engineers performed operational testing of the WAAMpeller on 20 November, with representatives from all
consortium partners present. The days procedures were overseen by Bureau Veritas surveyors. Martijn Nieuwenhuijs, chief
executive, Bureau Veritas Marine & Offshore Netherlands said: Bureaus Veritas has witnessed every step of the making and
testing of the WAAMpeller. Some challenges needed to be tackled along the way, but the final product is technically sound
and ready for commercial application. The testing programme included bollard pull and crash stop testing in addition to
speed trials. We are pleased to report that the WAAMpeller displayed the same behaviour as a conventional casted propeller
in all of the tests, said Kees Custers, Damens project engineer R&D. This includes the same level of performance in the
crash stop scenario, which going from full throttle ahead to full throttle reverse is the heaviest loading that a propeller
can experience. Talking before the WAAMpeller unveiling on 30 November, Allard Castelein, CEO, Port of Rotterdam said:
The WAAMpeller project is special for many reasons. Not only has it produced the worlds first class approved 3D printed
ships propeller, but this has been accomplished within a very impressive seven-month timeframe and only one year after the
official opening of RAMLAB. This project has shown the shipbuilding industry the potential of 3D printing techniques for the
