Substations Extension, Contract SE-1 General Description
A1. GENERAL DESCRIPTION OF THE PROJECT AND EXTENT OF WORKS
1.1) INTRODUCTION
The works covered by these technical specifications form part of the Substation Extension and construction of new substations under Universal Electricity Access Program. This part of the project consists of design, manufacture, test, supply, erection and commissioning of 132 kV, 66 kV substations at Gefersa, Muger, Wolisso, Assebe Teferi, Nura Era, Awash 7-kilo, Alemaya and Chelenko including civil works and operators dewelling houses.
1.2) STATION FUNCTION
At the above listed substations all the required equipment shall be supplied and constructed as listed in part B1Scope Of Supply. The function of this substation will be to deliver the energy transmitted to the distribution networks originating from the station.
The layout of all the substations is conceived in such a manner to allow future extensions for additional lines and/or transformers.
The bus bars will be aluminium alloy tube for new substations and with equipment connections consisting of aluminium stranded conductors. This solution has been chosen for its simplicity, economy and space saving.
It will be possible to control the various items of equipment (circuit Breakers and disconnectors, power transformers) either from the control room or local to the equipment itself and from national load dispatch center.
1.3) STATMENT OF WORKS FOR SUBSTATION
1.3.1) General
The purpose of this section is to specify basic conditions for the design, manufacture, test, and deliver to site of erection including port clearances and insurance from warehouse to ware house, civil construction, erection, commissioning and guarantee of materials and the equipment including the substation civil works.
All work not expressly called for in these specifications, but necessary for the complete and proper installation and operation of the equipment and accessories shall be performed and furnished by the Contractor at no additional cost to the Employer.
The work includes design, manufacture, test, supply FOB delivery to Port of shipment, inland transport from Djibouti Port to site of erection including port clearances and insurance from port warehouse to site ware house, civil construction, erection, commissioning and guarantee and setting to work of the following but are not necessarily limited to the following:-
Line landing gantries, steel structures and framework for the 132 kV, 66 kV, 33 kV and 15 kV systems including all connection materials. Compact Air Insulated Switchgear consisting of circuit breakers, instrument transformers, disconnectors, post insulators and lightning arrestors complete with their accessories. RTU and SCADA interfacing cubicles, communication equipment with fiber optic terminals complete with all accessories and tools. 33/0.4 kV auxiliary transformers and 33 kV Earthing transformers

15/0.4 kV auxiliary transformers and 15 kV Earthing transformers
L.V. power and control cables to interconnect the equipment provided under this contract. 33 kV GIS switchgear. 15 kV switchgear. 125V and 48V DC systems (batteries and rectifier - chargers) for protection, control, emergency lighting and fiber optic equipment. AC and DC distribution panels, boards and cubicles. Terminal cabinets (Marshaling Kiosks). Protection, control, signaling, metering, and synchronizing panels/cubicles. Substation/switchyard lighting systems. Substations grounding systems, Supply and erect all steelworks embedded in concrete including anchor bolts, channels and transformer mounting rails. Prepare switchyard equipment foundation layout drawings, including arrangement of structures, equipment, cable trenches, rails, fencing based on the bid drawings and other documents to be provided by EEPCO at the request of the Contractor. Construction of substation Civil works at Semera & Ditchoto substations. Construction of operators dwelling houses at Semera & Ditchoto substations. Prepare and submit all drawings including switchyard electrical layout plans and sections, schematic diagrams, equipment arrangement drawings, cable interconnection diagrams and all other drawings required for the design, construction and commissioning of the stations and control buildings. Prepare and submit all type of civil drawings. Prepare and submit the protection relay co-ordination study complete with detailed relay setting calculations. Prepare and submit the protection selectivity study including the protection systems of the Combolcha, Semera & Ditchoto substations. Prepare and submit the batteries and DC systems capacity calculations. Prepare and submit the detailed calculations of the earthing systems. Prepare and submit the detailed calculations of the lighting level systems. Prepare and submit the detailed calculations of equipment air clearance. It is not the intention of these specifications to specify any design detail. It is left to the experience and practice of the Contractor, who shall furnish equipment, which shall meet, in all respects; the basic requirements as specified herein with regard to performance, durability and satisfactory operation. Certain materials, features and design requirements are specified herein. Any deviations from these specific requirements must be listed on the Schedule of Departure from the Requirement of the Specifications" and must be approved by the Corporation in writing. The work shall include furnishing of all drawings and other information required herein including operation and maintenance manuals and design calculations. General, detailed and shop drawings and design calculations are required, complete with parts lists, of all equipment and As - Built drawings of all plants and equipment installed. The Contractor should have his own erection materials and testing/commissioning instruments, i.e. the Employer will not provide any material or equipment for the work.

1.3.2) LIMIT OF SUPPLY
During tender evaluation, favorable consideration will be given to Tenderers who limit the Supply of major electrical equipment to one reputable manufacturer. For instance, having circuit breakers, disconnectors, current transformers, and capacitive voltage transformers manufactured by the same Supplier.

1.3.3) LIMIT OF WORKS
The provision of connectors and the termination of all connection to overhead lines and transformers are included.
The supply of Power Transformers including the supply and termination of all High Voltage conductors, Control Signaling and Power Cables Protection relays and Voltage Regulation equipment are included in this Contract.
