Integrate all what you have learned in the subject/course Public Administration with Civil
Service.
I learned more about personnel administration. Human resources also known as
HR handles a great many issues in the workplace. I just recently know that the HR is
one of the many specialized fields of administration. I t could be considered as the most
important field in Administration. I just recently know the reasons why it is the most
important field in administration. The reasons are because the activities of any
organizations are initiated, determined and implemented by the people who make up
threat organization. The other reason are personnel administration could be viewed as
the totality of concern with human resources of an organization.
I also admired the knowledge of Ordway tead. I research about his biography.
And I read some of his books. Tead, Ordway. The art of administration. (1951) is my
favorite book that he wrote. According to him Personnel Administration is the utilization
of the best scientific knowledge of all kinds to the end that an organization as a whole
and the individuals composing it shall find that corporate and individual purposes are
being reconciled to the fullest possible extend while working together of these purposes
are being reconciled to the fullest possible extend while working together of these
purposes realizes also a genuine social benefit.
I also learned about the evolution of the personnel specialized function. First, the
Merit system this approach is to recruit, promote and otherwise manage government
personnel in accordance with comparative merit or achievement. Second the spoils
system. This approach is to appoint and dismiss government personnel for partisan
political reasons. Third emergency employment. This approach is to provide temporary
jobs. For those who otherwise would be unemployed due to some economic reasons.
This approach which is common in underdeveloped countries. Fourth the veteran
preference in public employment maybe given for services in the armed forces country.
And fifth equitable allocation of employment to assure equitable allocation of public jobs
representation by geographic areas, social class, or ethnic groups may be considered
as factors in the employment in the government.
I also know now the elements of well-balanced personnel program. First the
development of sound organization structure for carrying out the personnel program one
in which the responsibilities of all those participating in the program are clearly defined.
And systematic and flexible position classification and the establishment of a just salary
plan, taking into account the strong competition which the private sector offers.
Now I know the promotion criteria. The criterias are the experience, seminars
attended and last rating period. Second the educational background(bachelor decree,
masters decree, doctoral decree and postgrad decree)
Personnel / staff
On the otherhand.A well-conceived recruitment plan and the attraction of good
candidates by means of imaginative and aggressive recruiting techniques. That a sound
selection assuring the appointment of only the most qualified candidate and their
placement in the jobs for which they are best fitted. Comprehensive in service training
program aimed at improving the skills of the employees raising their morale and
preparing them for promotions. A satisfactory plan for the periodic evaluation efficiency
of the employees in order to improve their performance and to identify the most
competent ones.
Based on my knowledge a plan promotions based principally on the merits of the
aspirants with the object of establishing a career system by means of which good
people are brought into the service and in accordance with their performance are
moved up in the line until they reach the highest ranking position. Constant efforts to
improve the human relations skills of supervisors and in general to assure proper
attention to human relation factors.
The public admiration also teach me that a recruitment plan in order to succeed
must be a complete program for maintaining the morale and discipline of the employees
at high level. The 1987 constitution of the Philippines reposes upon the civil services
commission of singular responsibility of establishing and maintaining a career service
and promoting morale efficiency and integrity in the civil service of the country. The civil
service commission recognizes the role of the individual employee in attaining an
efficient effective and economical public administration for the government.
I also learned that in public administration the public interest must be prioritized.
Public interest is a common concern among citizens in the management and affairs of lo
cal, state,and national government. It does not mean mere curiosity but is a broad term t
hat refers to thebody politic and the public weal. A public utility is regulated in the public
interest because privateindividuals rely on such a company for vital services.
Other definitions of public interest are welfare of the public as compared to the
welfare of a private individual or company. All of society has a stake in this interest and
the government recognizes the promotion of and protection of the general public. This
term is vague but the government will only let the public know what is in the publics
best interest. It wont release information that could cause riots and upheaval in the
nation.
In this subject I also learned the salary grade system. How high or how low the
employee will receive on his or her salary. Ill just recently knew the meaning of it heres
the meaning; a salary grade system is a step within a compensation system that defines
the amount of pay an employee will receive. The pay grade is generally defined by the
level of the responsibilities performed within the job description of the position, the
authority exercised by the position, and the length of time the employee has performed
the job.
I also learned about the organizational chart. The meaning and use of it;
organizational chart meaning is a diagram that shows the structure of
an organization and the relationships and relative ranks of its parts and positions/jobs.
The term is also used for similar diagrams, for example ones showing the different
elements of a field of knowledge or a group of languages.
The organization chart is a diagram showing graphically the relation of one
official to another, or others, of a company. It is also used to show the relation of one
department to another, or others, or of one function of an organization to another, or
others. This chart is valuable in that it enables one to visualize a complete organization,
by means of the picture it presents.
A company's organizational chart typically illustrates relations between people
within an organization. Such relations might include managers to sub-workers, directors
to managing directors, chief executive officer to various departments, and so forth.
When an organization chart grows too large it can be split into smaller charts for
separate departments within the organization. The different types of organization charts
include: hierarchical, matrix and horizontal.
There is no accepted form for making organization charts other than putting the
principal official, department or function first, or at the head of the sheet, and the others
below, in the order of their rank. The titles of officials and sometimes their names are
enclosed in boxes or circles. Lines are generally drawn from one box or circle to another
to show the relation of one official or department to the others.

I also learned the limitation of organizational chart. And this are some; If updated
manually, organizational charts can very quickly become out-of-date, especially in large
organizations that change their staff regularly. They only show "formal relationships"
and tell nothing of the pattern of human (social) relationships which develop. They also
often do not show horizontal relationships.

And at last; the most important things that I learned in this subject are that the
public admistration with civil service is important in running a public local company or
running a government project.I learned more about the branches of civil service and its
importance in public administration, that without this I would not know what can I do in
public admistration.
Projects are at the heart of public administration. The role of a public
administrator is to make public policy, and initiative shows up in the form of new
projects. Assigning roles, creating deadlines, scheduling meetings, developing budgets,
and setting milestones are all part of the process.
