ABSTRACT

The Traffic Violators Record Book (or TVRBook) is a web-based and mobile

application together with a Bluetooth printer that aims to provide a way for the institution

of Public Order and Safety Office (P.O.S.O) of San Pedro City, Laguna to manage the

records of the traffic violators. Through the help of the web-based application, the POSO

Department Head together with the Traffic Officer and Traffic Clerk can easily manage

the handling of the records of traffic violators that they process daily, monthly, and up to

yearly report. The mobile application, on the other hand, lets the Traffic Enforcer perform

the printing and sending of the violators data and provides the immediate data that the

Department Head, Traffic Clerk and Traffic Officer need for managing the records of the

violator. With the help of this system, the TVRBook, mishandling and duplication of the

violators record will be avoided and human errors will lessen.

INTRODUCTION

The convergence of computer and communications technologies has profoundly

influenced our society today. It gives opportunities, even strengths, to the organizations

around to adapt through the fast growth of technology in our todays modern age.

Different types of system are created to help make the organizations processes become

easier. One of these types of system is record management system.

Record Management System is the professional practice of managing of records of

an institution through the use of technology to make the work process more effective and

efficient. In spite of this type of system existing, there are still institutions that dont use

intelligent system to manage records. One of which is the Public Order and Safety Office

(P.O.S.O.) of San Pedro City, Laguna. POSO manages a lot of records of traffic violators

every day from surrendering of traffic enforcers of the tickets they issued to the traffic

violators down to the management of these many records. POSOs clerk spends a lot of

time organizing and creating reports about them which led him to problems like

duplication of records and unmatched reports.

With the aim of designing and developing a record management system with an

android mobile application, the proponents together with the Public Order and Safety

Office (P.O.S.O.) of San Pedro City, Laguna proposed the Traffic Violators Record Book

(or TVRBook). TVRBook provides a way for the institution to manage the records of

traffic violators that are coming in their office daily, and its android mobile application that

will help solve the problem of duplication of records.

I. PROBLEM DOMAIN

A. Background of the Study

Public Order and Safety Office started wayback 2009 by Municipality of San

Pedro, Laguna (when it was yet a municipal before) by Hon. Calixto R. Cataquiz. The

office was first headed by Mr. Julian Alvarez, who was then followed by the following

department heads in order: Mr. Erasto Sanchez, Colonel Matangay, and Colonel Brutas.

In 2015, POSO was headed by Engr. Lauren Hernandez, and due to the recent

rearrangement routine of the department heads of City of San Pedro, Ms. Evangeline S.

Allen is now the department head.

POSO has five units under it namely: Traffic Management Unit (TMU) headed by

P/Supt. Angelito D. Torres, Civil Service Unit (CSU) headed by Mr. Jason Vierneza,

Transportation Regulatory Unit (TRU) headed by Mr. Renato Driza, Closed Circuit

Television (CCTV) headed by Mr. Mark Anthony Arguelles and City Fire Auxiliary Unit

(CFAU) headed by Mr. Ronnel Heredio.

One of the said units, Traffic Management Unit (TMU), is responsible for

management of traffic in accordance to the rules they follow and these rules come with

people that violate them the traffic violators. These traffic violators are issued with

violation receipt (which has three identical copies: white receipt which is given to the

traffic violator, blue receipt which is the copy of POSO office and will be given by the

traffic enforcer after their working time, and the pink receipt which is the copy of traffic

enforcer) and their drivers license card or plate number will be confiscated by the traffic

enforcer.

To be able to retrieve their drivers license card or plate number, the violator must

go to the POSO office and present their white receipt to the Traffic Officer in the office in

order to get the order of payment (for violation penalty) or order of release (for

impoundment penalty) in which the corresponding payment for their violations is

indicated.

The next step for the traffic violator is to present the order of payment or order of

release to the Treasury office of City of San Pedro, Laguna to pay the penalty, from

which theyll get their payment receipt.

Once paid, they will go back to the POSO office to present the payment receipt

from Treasury office and finally retrieve their drivers license card or plate number from

the office.

The white receipt, blue ticket, and photocopy of the payment receipt from

Treasury office will be kept in the POSO office and the data of the traffic violator from

these will be encoded by the Traffic Clerk manually in excel, in which sorting by

apprehending traffic enforcer, daily, and monthly of violators record and generation of

monthly summary report is done. Since the POSO office faces 40-110 traffic violators

record every day, generation of traffic violators record monthly summary report (which

ranges from 700-1100 records per month) takes 5 days for the Traffic Clerk to do. Also,

the process encounters problems like duplication of record which leads to inaccuracies

of records and unmatched reports.

These findings led the proponents to think and to propose an intelligent record

management system, TVRBook, that will help solve the problems faced by the

department on these many records, and in addition, an android mobile application

together with the help of Bluetooth printer that will be used by the traffic enforcer to print

and send the record of a traffic violator to solve the problem of duplication of record.

B. Statement of the Problems

a. General Problem Statement

The management of records of traffic violators of Public Order and Safety

Office (P.O.S.O.) that ranges from 700 to 1100 records per month costs too much

time and requires a lot of effort to do.

b. Specific Problem Statement

The general problem stated above can be narrowed down into following

specific problems. This project aims to solve the following problems:

The generation of monthly summary report of traffic violators takes 5

days for the POSOs clerk to finish.

Since some of the traffic violator pay their penalty before the traffic

enforcer surrenders their record to the POSO office, duplication of

records occurs which led to the inaccuracy of generated report.

Since the records of traffic violators are encoded into an excel file only,

records are vulnerable to editing by unauthorized persons.

C. Objectives of the Study

a. General Objective

To develop and design a record management system with an android mobile

application that will help the Public Order and Safety Office in managing the 700-

1100 records of traffic violators per month.

b. Specific Objectives

With the general objective stated above, the proponents aim to achieve

specific goals which include the following:

To lessen the time it takes for POSOs clerk to finish and generate the

monthly summary report of traffic violators.

To avoid the duplication of record and inaccuracy of generated report by

means of the android mobile application that will send the record of traffic

violator to the system as soon as the violator is caught by the traffic

enforcer.

To develop a module that will prohibit the access of traffic violators

record from unauthorized person.

D. Significance of the Project

The study has been made to resolve the above-mentioned problems that the Public

Order and Safety Office encounters using their current system. The proponents listed the

following benefits that the users will attain upon the implementation of the system.

1. Department Head of POSO

a. Unmatched reports complaints from Administrator Office and Accounting

Office will lessen.

2. POSO Traffic Clerk

a. The errors and mistakes in managing the records of traffic violators will

lessen.

b. Sorting and filtering of traffic violators by apprehending traffic enforcer will

be easy.

c. Generation time of monthly summary report will lessen as well.

3. POSO Traffic Officer

a. Printing of order of payment or order of release will be easy.

4. Administrator and Accounting Office

a. Less mistakes to see in the generated report submitted by the POSO

department.

5. Traffic Enforcer

a. Submitted records to the office will be more accurate and matched to the

system.

E. Scope and Limitation

a. Scopes

1. Mobile Application

1.1. Login Module In this module, the traffic enforcer must enter their

username and password, initially set by the administrator, to use the

mobile application.

1.2. Profile Module This module shows the details of the currently logged in

traffic enforcer, where he/she can edit his/her password.

1.3. Traffic Citation Ticket Module This is the module where traffic enforcer

enters the details of the traffic violator and his/her violation. Also, this

module allows the traffic enforcer to print the ticket for the traffic violator.

1.4. View Violators Module Violators apprehended by the traffic enforcer for

the day are shown in this module. This module can also display whether

the violator has already paid the penalty or not (this status is sent by the

Traffic Officer to the POSO Office).

2. Web Based Application

2.1. Administrator Module The module that will be used by the administrator

of the system. This module has 3 sub-modules:

2.1.1. Manage Users Module The modules where administrator can

manage the users (Traffic Officer, Traffic Clerk, or Administrator)

of the web application of TVRBook.

2.1.2. Manage Traffic Enforcers Module This is the module where

administrator can manage the accounts of the traffic enforcers,

which are the users of the mobile application.

2.1.3. TVR Analysis Module This is a module where administrator can

view a graphical representation (either bar graph or pie graph) of

the total apprehensions of traffic enforcers (where he/she can see

who among the traffic enforcers has caught the most number of

violators) and the total number of violators (where he/she can see

it on a daily, weekly, or monthly basis).

2.2. Traffic Officer Module The module where order of payment/release can

be printed by means of typing the TCT No. of the traffic violator. This is

also the module where sending of violators payment status is done.

2.3. Traffic Clerk Module This module has 3 sub-modules:

2.3.1. Traffic Violators Module The module where lists of violators is

displayed.

2.3.2. Traffic Enforcers Apprehensions Module The module where

traffic clerk can view the apprehensions made by each traffic

enforcers.

2.3.3. Reports Module The module where monthly summary of reports

is generated and displayed, which can be printed by the traffic

clerk.

b. Limitations

The proposed system has the following limitations:

1. Mobile Application

The mobile application is developed only for Android platform.

Minimum Android version is Ice Cream Sandwich.

The proposed mobile application needs internet connection to send the

data of traffic violators to the POSO office.

The proposed mobile application is only made for Public Order and Safety

Office, and traffic enforcers authorized by the administrator are allowed to

use the mobile application.

2. Web Application

TVRBook is exclusive for office use only, especially created for the POSO

Office.

The Master Vehicle Index provides a chronological view of all references to a

specific vehicle. This master reference list can then be used to branch out to different

portions of the CrimeStar system to view more specific details about the vehicle and how

it was referenced. It also provides a simple and convenient place to record registered or

legal owner information about vehicles. It automates all of the common record keeping

functions of a progressive law enforcement agency. The system tracks all department

activity from the time of the initial phone call or contact to final disposition and custody of

the offenders.

Comparison with the Project

The main purpose of Master Vehicle Index is the record for the illegal owner of the

vehicle and its detail about the vehicle. Same as the TVRBook, that is somehow same

as the concept of the Master Vehicle Index which is for the record of the offenders of

traffic at the public highway.

2. PaperChase Records Management

PaperChase Records Management is barcode driven archive and records

management software for managing physical paper records including file tracking,

storage, retention and retrieval of original documents, files and archive boxes, and with

the PaperChase Imaging option, scanned documents may also be stored, retrieved and

displayed on screen. This system is designed to identify and track physical documents

such as client or customer files, patient records, planning applications, internal

documents, forms, drawings, working papers, incoming mail and archived material.

Comparison with the Project

The proponents goal for the TVRBook is also the same as the goal of the

PaperChase Record Management which provides storage, archiving, security

permissions, records management and file tracking functionality

and management using record retention schedules. That is suitable for managing

physical records and has a backup data as a soft copy to avoid the accidental loss of the

records.

The National Archives of the Philippines main responsibility is to preserve the

primary sources of information on Philippine history, the basic components of cultural

heritage and collective memory. These documentary sources are the embodiment of

community identities as well as testaments to shared national experiences.

The National Archives of the Philippines is the home of about 60 million documents

from the centuries of Spanish rule in the Philippines, the American and Japanese

occupations, as well as the years of the Republic. It is also the final repository for the

voluminous notarized documents of the country. It enhances transparency, public

accountability and responsible governance, promote freedom of information, provide

access to official records, preserve and popularize Filipino cultural heritages, and

strengthen national identities, while building international understanding through the

effective implementation of programs on records management and archives

administration.

Comparison with the Project

The National Archives of the Philippines plan, formulate and implement a records

management and archival administration program for the efficient creation, utilization,

maintenance, retention, preservation, conservation and the adoption of security

measures and vital records protection program for this website. Same with the

TVRBook, which also indicates the summary report done every month and year.

Archives and Record Management Information System (ARMIS) is a document

management, tracking, archiving and disposal system for government agencies.

Through the system, agencies are given an instance through their own agency site

where authorized users can search and retrieve their agencies documents and records

through the advanced search features of the system. The public can also have access to

public records for public viewing. The system has four key features: Document Tracking

System, Records Management System, Archives Management System, and Security

Management.

Comparison with the Project

From the concept of ARMIS, the proponents have learned about their modules of

Records Management System, Archives Management System and Security

Management knowledge of these modules helped a lot in figuring out what the

proponents will do in this or that module. For example, in choosing what they did to their

Security Management Module, where the system is integrated with the Single Sign on

Interface, User defined and user group enabled security models, permission

management, temporary accounts and Report.

III. METHODOLOGY

A. Methodology

The proponents made use of the agile method because the software fits the rapid

development of the system. The proponents also emphasized the collaboration of the

team decisions in addition to continuous planning, continuous testing and continuous

integration.

The Scrum Development process is highly concentrated at the sprint, which is

restricted to a specific duration. First, there will be a product backlog, an ordered list of

requirements that the team maintains and a prioritized list of high-level requirements. As

the sprint backlog occurs, the list of the work development team must address these

during the next sprint. That time period, sprint is already on process which the

development occurs on a set of backlog items that the scrum team has committed to

referred as a time-box.

Records Continuum Theory was created in the 1990s by Frank Upward, a senior

II. Methods

i. Design Studies

The team has studied the color scheme to be used. Since the client

has a demand in the color to be used, consideration should be given to

whether the colors go well together. The team chose the shades of blue

just like the Facebook color to make it user-friendly.

ii. Production of Prototypes

The team accommodated the ideas of each individual. The team also

based on what the system does to come up with a good output design;

from the logo, color combination, navigation, function and especially the

name used, TVRBook. After interviews were conducted with the client

about the apprehension of the traffic violator, the team came up with how

the data will flow from one point to another.

iii. Try-outs of Prototypes with Users

Analyzing the process and flow of the system has been used for the

prototype testing to check all the features that the system provided.

Feedbacks and several questions have been considered to improve the

systems functionality and design.

iv. Revision of Prototypes

The first prototype created by the team was made in Photoshop and

the design was not that good enough. As the team underwent the

development phase, the team decided to use as the reference of Admin

LTE design to improve the interface of the web base application.

IV. Data Analysis and Interpretation

In this chapter, the proponents focused on the data gathered, processed and

analyzed, and thus, creating concrete results as a basis for the systems performance.

There was a total of 47 respondents; composing of 1 Administrator, 1 Traffic

Officer, 2 Traffic Clerk and 43 Traffic Enforcers. Data were collected from the entry of

traffic violators records, and surveys are conducted. The proponents goal is to give

solution to the Public Order and Safety Office to achieve a certain level of ease and

comfort in terms of the record management of the traffic violators.

The proponents of this study made a survey to evaluate the performance of the

system. The survey evaluation consisted of four categories which are functionality,

usability, reliability and performance, with 5 being the highest and 1 being the lowest.

In this category of evaluation, the proponents want to know how the system

provides proper and good functionality. This category is sub-divided into four:

functionality of buttons, functionality of drop-down menus, graphical user interface, and

relevance of outputs to inputs. Based on the result, many of the respondents rated the

functionality of both buttons and drop-down menus as 5 (31.91% for buttons and 34.04%

for drop-down menus), meaning the systems buttons and drop-down menus are working

and functioning well according to their purpose. On the other hand, the GUI was rated

mostly as 4 (29.78%) and 5 (27.66%), which means that the appearance of the system

is good and satisfying. The ratings 4 (27.66%) and 5 (25.53%) go with the relevance of

outputs to inputs, which also means that outputs the system generates and shows are

related and are really based on the user inputs.

In this category of evaluation, the proponents want to know how the system

provides a user friendly interface. This category is sub-divided into four: working

interface friendliness, easiness to operate and navigate, readability of tables and

appropriateness of the colors and background. Based on the results, many of the

respondents rated the working interface friendliness, ease to operate and navigate,

appropriateness of the colors and background as 5 (34.04% for working interface

friendliness, 31.91% for easiness to operate and navigate and 29.79 for appropriateness

of the colors and background), meaning that the system provides a good interface for

In this category of evaluation, the proponents want to know how accurate the

information that the system provides for the users is. This category is sub-divided into

four: viewing of records, priority of tasks, accuracy of time and date and tracking of

transactions. Based on the result, many of the respondents rated the viewing of records

and accuracy of time and date as 5 (31.91% for viewing of records and 36.17% for

accuracy of time and date), meaning that the systems information are true and not just

random data. On the other hand, the priority of task was rated mostly as 4 (31.91%),

which means that the task of each user is well-concentrated based on what they are

actually doing in their fields. The tracking of transactions was mostly rated as 3

(31.91%), which also means that somehow some users are having a difficulty in

identifying how they track the transactions that they do.

In this category of evaluation, the proponents want to know the capability of the

system to function well based on its purpose for the users. This category is sub-divided

into four: responsiveness of system, update of current and upcoming information,

easiness on viewing and generation of system reports. Based on the results, many of

the respondents rated the update of current and upcoming information and easiness on

viewing as 4 (31.91% for update of current and upcoming information and 34.04% for

easiness on viewing), meaning the system provides an above average performance for

the users sake. On the other hand the responsiveness of the system got a tie result for

3, 4 and 5, which means that the system has the appropriate response for the users.

While the generation of system reports was rated mostly as 3 (29.79%), telling us that

the systems generation of report is on average performance.

After computing and analyzing all the data gathered from the evaluation forms of

TVRBook, the outcome of the results with 5 being the highest and 1 being the lowest are

as follows: Performance having 3.56, Reliability having 3.64, Usability having 3.64, and

Functionality having 3.65. This result shows us that TVRBook has an overall rating of

above 3.50, which lies in the average level, and tells us that the system, although needs

improvement in some criteria, is really good, reliable, user-friendly, and functional, and is

indeed a well-serving record management system.

V. Conclusion and Recommendation

A. Conclusion

Based on the observation, data and feedbacks coming from the user of web

application and especially the traffic enforcers which are the user of mobile application,

the concept and idea of the TVRBook: Traffic Violators Record Book is highly

appreciated.

Through the help of TVRBook, managing the records of the traffic violators will be

easy with the help of mobile application, because of the real data time transfer. This

project provides a solution to their problem which is: The duplication of the record and

inaccuracy of the generated report by means of the android mobile application, as soon

as the violator is caught by the traffic enforcer the system will validate all the incoming

records of violators. The confidentiality of the record is more secured compared to their

traditional process because it provides the filtering of the user through the authentication

module. Also, instead of having five days for the POSOs traffic clerk to finish and

generate the monthly summary report of traffic violators, this system will help the clerk to

lessen that five days into one day with the help of the mobile application.

As a general interpretation, the TVRBook: Traffic Violators Record Book served its

purpose of creating a way for the Public Order and Safety Office to achieve a certain

level of ease and comfort in terms of the record management of the traffic violators.

The proponents didnt just aim to develop a system, it emerged from the

opportunity to create a solution that will be convenient to the end user and increase the

productivity of well-being.

B. Recommendation

During the implementation of this project, the proponents understood that

considering the side of the user is highly important. For them to cope with the fast

development of technology, the proponents would like to recommend the following

updates for the future needs.

For the web application: If given additional time to develop, the proponents would

like to add an additional module that will handle the payment transaction, where the data

coming from the mobile would be automatically sent to this module. This will lead to

faster response from both treasury office and Public Order and Safety Office

department.

For the mobile application: Because of the fast development of the technology, the

proponents highly observed the side of the traffic enforcer being the end user of mobile

application considering the fact that most of them are not familiar with new technology.

They could use a thermal printer with the additional feature of scanning the license.

Within this procedure, typing the information of the violation will be remove instead, they

will just swipe the violators license card and automatically they already have their

information adding.
