City Council Committee Assignments
City Council Committee Assignments
First, we recently voted unanimously to amend our City Council rules to better align the
committees with the organizational structure, strategic goals and operations laid out by
City Manager T.C. Broadnax. The attached committee organizational chart lays out in
detail the purview of each of our new standing committees. In addition, we will continue
to have two ad-hoc committees for legislative and administrative affairs.
One of the major changes in our new structure is that all our task forces now have a
committee to which the chairs will report their work. Hopefully, this will ensure the full
City Council does a better job engaging on the important matters these task forces
oversee, including LGBT issues, education, poverty, senior affairs and domestic violence.
In a previous memo, I indicated that the Domestic Violence Task Force would fall under
the purview of the Human & Social Needs Committee. In consultation with the task force
chair, Jennifer Gates, I decided it makes more sense to put that task force under the
Public Safety Committee.
Other important notes about our new committee structure and council member roles:
The judicial nominations process will now be overseen by Public Safety Committee
Chair Adam McGough and his committee members, rather than a separate ad-hoc
committee.
In his capacity as Human & Social Needs Committee chair, Casey Thomas will also
serve as the liaison to Workforce Solutions Greater Dallas.
In his capacity as the Quality of Life, Arts and Culture Committee vice chair, Mark
Clayton will serve as the liaison for arts, cultural affairs and libraries.
Mayor Pro Tem Dwaine Caraway will serve as the City Council liaison to the Youth
Commission, reporting to the Human & Social Needs Committee.
City Council committee chairs should still set the agendas and run their meetings.
However, I ask that the committee chairs consult with task force chairs and liaisons on
committee agenda items related to their assigned areas of expertise. Committee chairs
should also defer to task force chairs and liaisons to lead discussion and debate on their
topics. I have also asked Mayor Pro Tem Caraway to attend and participate in as many
committee meetings as he can. I would ask that all chairs welcome his participation, even
on committees on which he is not formally assigned.
Due to the changes we made to the standing committees, we must also amend the City
Council committee meeting calendar for the remainder of the year. Also attached to this
memo is a proposed calendar for August to December. We will vote on the revised
calendar on August 2.
Lastly, since we now have one less standing committee and one less ad-hoc committee,
it was more challenging to balance the number of committee assignments and leadership
positions among council members. Some of that is by design. The Economic
Development and Housing Committee, for example, has nine total members. This is a
testament to the critical work we must accomplish on that committee and the need for
collaboration.
