FIBA TABLE OFFICIALS Qualification PROGRAMME - FITOP
INTRODUCTION
The FIBA Table Officials Programme (FITOP) is aimed at developing the highest quality delivery
of table officials education during FIBA competitions. The programme seeks to provide a
framework to enable the delivery of high quality officials education which in return will lead to
a more consistent international programme of table officials development which in turn will
lead to more table officials who are better supported. This programme is designed as a
practical working method to standardize, unify, the mechanics of officiating for all of the table
officials at international level. Our aim is to add uniformity and consistency to the already
acquired wealth of experience amongst the various officials.
We hope that this programme will used for all official games and that National Federations will
adopt it in their competitions.
Common sense is a vital pre-requisite in order to have good table officials. A clear and
thorough understanding of, not only the Official Basketball Rules, but also the spirit of the
game, is absolutely essential. In all circumstances, the table officials must be courteous, polite
and supporting of the whole officiating team.
The first edition of the Manual & Course of Table Officials is yet another revolutionary step in
the development of ONE FIBA.
It is very important that the Table Officials, Commissioners and Officials work together in the
administration and control of the game. In order to assist the Officials in knowing where to
direct their communication during the game it is advised that the table is set up in the order
illustrated below
Duties
The table officials, and their main duties, are described below.
Scorer: his main duty, as the name suggests, is recording on the scoresheet all actions
that occur during the game, and report any situation involving players and teams.
In case of DSS, know the processes if recording the actions, using the DSS software
Timer: his main duty is to measure the playing time and the intervals of play.
Shot clock operator: he is responsible for the correct application of the 24 second
rules.
Assistant scorer: his duty, when present, is to assist the scorer. In addition, he
updates the visible scoreboard (score, fouls and timeouts) through a separate console.

To be officially proposed to FIBA by the NF (National Instructor and NF Staff)
Complete the required online training
Unlimited number per NF
Age limit: 65 years old (at the end of the cycle)
Minimum of five years experience at the Highest National Level Competition and if
possible experience at International Level.
Table Officials must speak English

Job-Description
The training programme is divided into seven modules of expertise to develop the application of
knowledge:
Each of these will be assessed using different methods described below. These seven modules
of expertise have been weighted to ensure that the Instructors are assessed fairly.
All candidates are required to pass a theory examination at the course that includes multiple
choice questions, an assessment of the candidates understanding of Referee signals and the
completion of a dummy scoresheet from a written description.
The pass mark for this exam is 70% in each of seven modules, from the on-line learning to gain
a FIBA TABLE OFFICIALS LICENCE, valid for two years.
