Rationale:
Tuguegarao City is located in Northern Luzon where tobacco plants abound. Tobacco
plants are grown not only in the Philippines but also in many countries. Tobacco products
had been in the market since time immemorial therefore is a legal product and sold
everywhere.
Tobacco plants are not food source but are commodities for vice or past time. These
products are cheap and you can conveniently buy them in a sari-sari. The government had
been trying control the use of this plant but the farmers have been into this farming for a
long time and the National Tobacco Administration is the office in responsible for the farm
products.
Big taxes had always been collected from tobacco products. In 2005, the government
collected about 25 billion pesos in taxes from tobacco products. Unfortunately, the
government had an economic loss of about 315 billion due tobacco-related diseses.
However, just this 20th century, a study was conducted on tobacco plants. Research has
shown that there are 7000 thousand chemicals in a stick of a cigarette 250 are toxic or
poisonous and 70 are carcinogen or cancer-causing chemicals.
On a global picture, the World Health Organization had declared smoking as a global
epidemic. Six out of the eight leading deaths in the world is linked to tobacco use. In the
Philippines, two Filipinos die each hour to tobacco-related disease. Some of the toxic
chemicals in a cigarette are formaldehyde (formalin) and carbon monoxide.
First-hand smoker is the person smoking the cigarette and directly affected
by the cigarette smoke.
Second-hand smoker are the people who are not smokers but able to
inhale the cigarette smoke from people smoking surrounding them. WHO
records showed that sixty four percent of those who died from tobacco-
related diseases are women and twenty four percent are children.
Third-hand smoke the nicotine released to the air is absorbed by the walls,
upholstery, floors etc., and it is absorbed by the skin when touched. Once
absorbed by the walls or floors it stays there for two years. It cannot be
removed by scrubbing, soaping or repainting.
Litter Butts are the most littered item in the world. Cigarette packaging are
also litters. Animals and fish eat them by mistake for food.
Pesticides used in tobacco have Ozone Depleting Substance (ODS) which has
a great impact on green house effect.
World hunger vast of land is used for tobacco plantation rather than food
crops.
Deforestation - land is cleared for planting of tobacco plants.
Careless smoking is the cause of 1/3 of fires in the world.
Nicotine is the addictive chemical found in tobacco plants. It is considered as more
addictive than heroin. This niicotine substance is also extracted from tobacco plants and
liquefied for use in Electronic Nicotine Delivery System (ENDS) or commonly known as vape.
Vape is more dangerous as compared to cigarette use as regards its nicotine component
because the vape user has the control of the volume nicotine he wishes to inhale.
Tobacco planters are not even aware of the pernicious effects of tobacco plants.
During harvest season, forty percent of tobacco planters become ill because of Green
Tobacco Sickness. A situation never mentioned by the National Tobacco Administration.
Study have also shown that food crops have yielded more income than that of
tobacco farming.
