WHEREAS, Article 21 (b) of the Rules and Regulations Implementing the Local
Government Code of 1991 provides that the Sanggunians of highly urbanized cities may
in consultation with the National Historical Institute, change the name of the following
within their respective territorial jurisdictions: city and barangay roads, streets, avenues,
boulevards, thoroughfares and bridges;
WHEREAS, the National Historical Institute in its letter dated November 26,
2007, no longer interposes objection in the naming of the newly opened access road that
connects Sen. Benigno Aquino Jr. Avenue (West Diversion Road) to the Tabucan Road,
Mandurriao, Iloilo City to "Donato M. Pison Avenue" in honor of the later DONATO
MILITANTE PISON who was born August 7, 1860 in Mandurriao, Iloilo City and died

on August 27, 1920 and an Ilonggo who belong to a family in a particular community
whose members significantly contributed to the welfare of the Filipino people;
WHEREAS, Donato M. Pison during his lifetime opened the first mascuvado
sugar central in the heart of the city. He also pioneered salt industry in the area that
generated employment for the local folks. In 1981, Iloilo City CREBA, ISOA, and the
Chamber of Commerce of Iloilo posthumously awarded Donato M. Pison as one of the
Ten Outstanding Iloilo Pioneers for his pioneering work in the salt industry. In 2003,
the heirs of Donato M. Pison in an act of liberality donated parcels of land comprising
an area of 9,543 square meters, more or less situated at Barangay San Rafael,
Mandurriao, Iloilo City for public use that leads to decongest the worsening traffic
situation in the area.
Section 1. - The newly opened access road connecting the Sen. Benigno Aquino
Jr. Avenue (West Diversion Road) with the Tabucan Road, Mandurriao, Iloilo City is
hereby named and shall be identified as "DONATO M. PISON A VENUE".
