A. AUTHORITY:

A1. This Airworthiness Notice is issued under the authority vested in DG CAA vide Rules 4 and 10 of
Civil Aviation Rules, 1994.

B. PURPOSE:
B1. This Airworthiness Notice prescribes requirements for registration of aircraft and matter regarding
change of ownership / possession of aircraft registered in Pakistan.

C. SCOPE:

C1. This Airworthiness Notice covers the procedure to apply for registration of aircraft, change of
ownership, permanent withdrawal, notification procedure covering requirements and responsibilities of
the owner of the aircraft.

D. DESCRIPTION:

D1. DEFINITIONS:

D2. GENERAL:

D2.1. Procedure for Registration or Change of Ownership and Registration for aircraft being entered in
the Pakistan Civil Aircraft Register is laid down in Rule 8 Part-III, Section-1 of Civil Aviation Rules, 1994.

D2.2. For all civil aircraft operating in Pakistan, the Director General shall maintain a register of aircraft
registered in Pakistan. No person or organization shall operate an aircraft registered in the Civil Aircraft
Register of Pakistan without a valid Certificate of Registration issued by DG CAA.

D3. APPLICATION FOR REGISTRATION:

D3.1 Section-1 of Part III of Pakistan Civil Aviation Rules, 1994 specifies the requirement by whom
and how an aircraft can be registered in Pakistan. It is the responsibility of the owner of the aircraft or the
person / organization acquiring an interest in the aircraft to apply to DG CAA for registration of the
aircraft. Application for issue of Certificate of Registration is to be made on CAAF-128-AWXX-2.0 to the
Airworthiness Directorate, HQ CAA, JIAP, Karachi.

D3.2 Section-1 of Part III, Rule No.11 of Pakistan Civil Aviation Rules, 1994 specifies that an aircraft
cannot have dual registration. An aircraft intended for registration shall not at the same time be registered
in another state.

After the aircraft is registered in the Aircraft Register, the Director General or a person authorized by him
shall issue a Certificate of Registration in respect of the aircraft on CAAF-026-AWXX-2.0, which shall
contain all information as prescribed in ICAO Annex-7. The application for registration of an aircraft can
be made by one person holding Interest in the said aircraft, however two or more persons or
organizations shall have to clearly nominate one person or organization in whose name the DG CAA will
issue the Certificate of Registration. For this purpose CAAF-128-AWXX-1.0 shall be used.

D4. REQUIREMENTS:
D4.1 Rule 8 of the Civil Aviation Rules, 1994 requires that:-
D4.1.1 Any transfer of ownership of an aircraft, registered in Pakistan, shall be notified to the Director
General Civil Aviation Authority, by the person or persons acquiring ownership with-in fourteen days of
the transfer.

D4.1.2 A Certificate of Registration of an Aircraft shall be returned to the Director General, by the holder,
when notifying a change in the Registration particulars or when the holder ceases to have an interest in
the Aircraft.

D4.1.3 No registered aircraft whether its Certificate of Registration is in force or not shall neither be
leased outside Pakistan nor shall there be any change, partial or otherwise in the ownership, possession
or use of the aircraft otherwise transferred to any person, company or corporation, without the prior
permission, in writing, of the Director General.

D5. RESPONSIBILITIES OF AIRCRAFT OWNERS:

D5.1 It is mandatory for aircraft owners that when change of ownership of aircraft is intended, the
Director General must be notified with-in fourteen days of the action taken.

D5.2 In case of Change of Ownership whether taking place partial or fully operator / owner is required
to apply for No Objection Certificate from Air Transport Directorate with relevant papers etc.

D5.3 When an aircraft is destroyed or permanently withdrawn from service, Director General must be
notified within fourteen days of the occurrence.

D6. NOTIFICATION PROCEDURE:

In case of change of ownership, necessary action shall be initiated by holder of C of R under Rule 8(3).
The person acquiring interest in any of any aircraft registered in Pakistan Civil Aircraft register would take
action as specified in Rule 8 (4). Former owner(s) shall duly complete Section-I and / or Section-II on
reverse side of Certificate of Registration (CAAF-026-AWXX-2.0) and forward the same to Director
Airworthiness, HQs. Airworthiness Directorate, CAA JIAP Karachi (CAAF-026-AWXX-2.0) along with
NOC of A.T Directorate of CAA. An application for issue of C of R shall be submitted on CAAF-128-
AWXX-2.0 duly signed by new owner / leasing agency /sub-leasing agency etc., as the case may be.

D6.1 The prospective owner, purchaser, hirer or charter of the subject aircraft, in accordance with Rule
10 of Civil Aviation Rules 1994, shall apply to the Director Airworthiness for change of ownership for
acquiring interest in the aircraft within fourteen days, along with prescribed fee.

NOTE:
(i) In case of aircraft leasing, complete sets of related documents shall be presented to
Airworthiness Directorate. It will be operators / owners responsibility to present
original of these document for verification etc.

(ii) In case of sub-leasing, the above procedure shall be applicable equally.

D6.2 After awareness of destruction or permanent withdrawal of aircraft from use, former owner(s)
shall duly complete Section-III on reverse side of Certificate of Registration and forward the same to
the Director Airworthiness within fourteen days. On receipt of this notification, Certificate of Registration
in respect of that aircraft shall be cancelled by the Director Airworthiness.

D6.3 In case an aircraft on the Aircraft Register is destroyed or permanently withdrawn from use then
the holder of the C of R would, under Rule 10, initiate the necessary action for cancellation of the said C
of R.

D6.4 In order to complete action as per above paras the reverse side of form CAAF-026-AWXX-2.0
shall be filled by holder of C of R in appropriate column before submitting it to Airworthiness Directorate,
HQ CAA.

IMPLEMENTATION:

This Airworthiness Notice shall be implemented with effect from 20th April, 2010 and repeals /
cancels / supersedes Airworthiness Notice No. 4 issue 2, dated 11th July 2005.
