PerformanceBasedBuildingDesignisanapproachtothedesignofanycomplexityofbuilding,fromsingle
detachedhomesuptoandincludinghighriseapartmentsandofficebuildings.Abuildingconstructedinthisway
isrequiredtomeetcertainmeasurableorpredictableperformancerequirements,suchasenergyefficiencyor
seismicload,withoutaspecificprescribedmethodbywhichtoattainthoserequirements.Thisisincontrastto
traditionalprescribedbuildingcodes,whichmandatespecificconstructionpractises,suchasstudsizeanddistance
betweenstudsinwoodenframeconstruction.[1]Suchanapproachprovidesthefreedomtodeveloptoolsand
methodstoevaluatetheentirelifecycleofthebuildingprocess,fromthebusinessdealings,toprocurement,
throughconstructionandtheevaluationofresults.

Background
OneofthefirstimplementationsofperformancebasedbuildingdesignrequirementswasinHammurabi'sCode(c.
1795to1750BC),whereisstatedthatahouseshouldnotcollapseandkillanybody.Thisconceptisalso
describedinVitruviussDearchitecturalibridecem(TheTenBooksofArchitecture)infirstcenturyBC.In
moderntimes,thefirstdefinitionofperformancebasedbuildingdesignwasintroducedin1965inFranceby
BlachrewiththeAgrmentsystem[2]
Despitethis,thebuildingprocessremainedrelativelyconventionalforthenext50years,basedsolelyon
experienceandcodes,regulationsprescribedbylawwhichstifledinnovationsandchange.Theprescription
approachisatechnicalprocedurebasedonpastexperiencewhichconsistsofcomparingtheproposeddesignwith
standardizedcodes,sonosimulationorverificationtoolsareneededforthedesignandbuildingprocess.

Anewapproachbegantoemergeduringthesecondhalfofthe20thcentury,whenmanylocalbuildingmarkets
begantoshowthattheyneededgreaterflexibilityintheprocurementprocedurestofacilitatetheexchangeof
buildinggoodsbetweencountriesandtoimprovethespeedofproceduresandinnovationsinthebuildingprocess.
Thisinnovativeapproachtotheprocurement,design,contracting,managementandmaintenanceofbuildingswas
performancebasedbuilding(PBBD).
Mostrecentlytheclearestdefinitionofperformancebasedbuildingapproachwasexplainedin1982bytheCIB
W60Commissioninthereportn.64,whereGibsonstatedthatfirstandforemost,theperformanceapproachis
[...]thepracticeofthinkingandworkingintermsofendsratherthanmeans.[]Itisconcernedwithwhata
buildingorbuildingproductisrequiredtodo,andnotwithprescribinghowitistobeconstructed.[3]
ManyresearchestablishmentshavestudiedtheimplementationofPBBDduringthelastfifty
years.[4][5][6][7][8][9][10]Amajorityofareasofbuildingdesignremainopentoinnovation.
During19982001,theCIBBoardandProgrammeCommitteeinitiatedtheProactiveProgrammeonPerformance
BasedBuilding[11][12]inordertopracticallyimplementtechnicaldevelopmentsofperformancebasedbuilding.
ThisprogrammewasfollowedbytheestablishmentofthePerformanceBasedBuilding[13](PeBBu),running
fromOctober2001toOctober2005,thankstofundsfromtheEuropeanCommission(EC)FifthFramework
Programme.
ThePeBBuNetworkhadabroadandvariedprogramme,asetofactivitiesandproducedmanypaperstoaidinthe
implementationofsuchvision.
PeBBuThematicNetwork
PeBBuThematicNetworkwasmanagedbytheCIBGeneralSecretariat(InternationalCouncilforResearchand
InnovationinBuildingConstruction),particularlybytheCIBDevelopmentFoundation(CIBdf).ThePeBBu
Networkstartedworkingin2001andcompletedin2005.InthePeBBuNetwork73organisations,includedCIBdf
(coordinatingcontractor),BBRI(Belgium),VTT(Finland),CSTB(France),EGM(Netherlands),TNO
(Netherlands),BRE(UK),cooperatedtothisprojectbringingpeopletogethertosharetheirwork,theirinformation
andknowledge.TheobjectivesoftheNetworkwastostimulateandfacilitateinternationaldisseminationand
implementationofPerformanceBasedBuildinginbuildingandconstructionsector,maximisingthecontributionto
thisbytheinternationalResearchandDevelopmentcommunity.ThePeBBuThematicNetworkresultisdescribed
andexplainedin26finalreportswhichincludedthreereportswithanoverallPBBscope,amultitudeofresearch
reportsfromthePeBBuDomains,UserPlatformsandRegionalPlatforms,aFinalManagementreportandfour
practicereportsforprovidingpracticalsupporttotheactualapplicationofPBBconceptinbuildingand
constructionsector.
PBB:Conceptualframework
AconceptualframeworkforimplementingaPBBmarketwasidentifiedwhilereviewingvariousviewpoints
duringthecompilationofthe2ndInternationalStateoftheArtReportforthePeBBuThematicNetwork(Becker
andFoliente2005).Thebuildingfacilityisamulticomponentsystemwithagenerallyverylonglifecycle.The
systemsdesignagendaasawhole,andthemorespecificdesignobjectivesofitsparts,originatefromrelevant
userrequirements.TheserequirementsevolveintoacomprehensivesetofPerformanceRequirementsthatshould
beestablishedbyalargenumberofstakeholders(theusers,entrepreneur/owner,regulatoryframework,design
team,andmanufacturers).ThemainstepsinaPerformanceBasedBuildingDesignprocessare

Performanceconcept
InaPerformancebasedapproach,thefocusofalldecisions,isontherequiredperformanceinuseandonthe
evaluationsandtestingofbuildingasset.PerformanceBasedBuilding(PBB)isfocusedonperformancerequired
inuseforthebusinessprocessesandtheneedsoftheusers,andthenontheevaluationsandverificationofbuilding
assetsresult.ThePerformanceapproachcanbeusedwhethertheprocessisaboutanexistingornewassets.Itis
applicabletotheprocurementofconstructedassetsandtoanyphaseofthewholelifecycleBuildingProcess,such
asstrategicplanning,assetmanagement,briefing/programming,designandconstruction,operationand
maintenance,managementanduse,renovationsandalterations,codes,regulationsandstandards.Itincludesmany
topicsandcriteria,whichcanbecategorizedasphysical,functional,environmental,financial,economical,
psychological,social,facilities,andothermore.Thesecriteriaarerelatedtosingularproject,accordingtothe
contextandthesituation.
Twokeycharacterisicsofperformanceconcept
Performanceconceptisbasedontwokeycharacteristics:
theuseoftwolanguages,onefortheclients/usersrequirementsandtheotherforthesupplyofthe
performance
theneedforvalidationandverificationofresultsagainstperformancetargets.
Twolanguages
ThePerformanceconceptrequirestwolanguages:thelanguageofdemandrequirementsandthelanguageofthe
requiredperformancewhichshouldhaveacapabilitytofulfillthedemand.Itisimportanttorecognizethatthese
languagesaredifferent.SzigetiandDavis(PerformanceBasedBuilding:ConceptualFramework,2005)explain
thatthedialogbetweenclientandsuppliercanbedescribedastwohalvesofahamburgerbun,withthe
statementoftherequirementinfunctionalorperformancelanguage(FCfunctionalconcept)matchedtoa
solution(SCsolutionconcept)inmoretechnicallanguage,andthematching,verification/validationthatneeds
tooccurinbetween.
InarecentpaperAng,Groosman,andScholten(2005)explainthatthefunctionalconceptrepresentsthesetof
unquantifiedobjectivesandscopestobesatisfiedbythesupplysolutions,relatedtoperformancerequirements.
Thesolutionconceptrepresentstechnicalrealizationthatsatisfiesatleasttherequiredperformance.Design
decisionisadevelopmentofasolutionconcept.
Assessingresultmatchandcompare
Buildingperformanceevaluationistheprocessofsystematicallycomparingandmatchingtheperformanceinuse
ofbuildingassetswithexplicitlydocumentedorimplicitlycriteriafortheirexpectedperformance.InthePBB
approachisessentialmatchingandcomparingdemandandsupply.Itcanbedonebyusingavalidationmethod,by
measurement,calculation,ortesting.Toolsandmethodsareusedtopermitsomeformofmeasurementoftesting
oftherequirements,andtherelatingmeasurementofthecapabilityofassetstoperform.

Therearemanytypesofindepthspecializedtechnicalevaluationsandaudits.Thesevalidationsgenerallyrequire
time,amajoreffortbythecustomergroup,andahighleveloffunding.Normally,themostvaluablemethodsand
toolsarecomprehensivescanswhichareperformancebasedandincludemetricsthatcaneasilybemeasured
withoutlabtypeinstruments.Evaluationsandreviews,areintegralpartofassetandportfoliomanagement,design,
construction,commissioning.Evaluationscanbeusedfordifferentpurposes,dependingontherequirementsbeing
considered,forexampletheycouldbeusedinsupportoffundingdecisions,theycouldincludeacondition
assessmenttoensurethatthelevelofdegradationortheobsolescenceisknown,theycouldincludeanassessment
oftheutilizationoranassessmentofthecapabilityoftheproductresulttoperformfunctionalexpected
requirements.Suchevaluationscanbeusedatanytimeduringthelifecycleoftheasset.PBBevaluationsshould
bedoneinaroutinemanner,reallytheevaluationsareoftendoneonlyaspartofCommissioningorshortly
thereafter,orwhenthereisaproblem.
Therearetwodifferentkindsofperformanceverifications.Performanceevaluationsratethephysicalasset
accordingtoasetofexistingcriteriaandindicatorsofcapability,andmatchtheresultsagainsttherequiredlevels
ofperformance.TheOccupantSatisfactionSurveysrecordtheperceptionsoftheusers,usuallythroughascaleof
satisfactionmeasurements.Bothtypesofevaluationscomplementeachother.
Tools
Innovativedecisionsupportmethodologiesaretakingplaceinbuildingsector.Therearesometoolsexplicitly
basedonthedemandandsupplyconceptsandotheroneswhichemploystandardizedperformancemetricsthatfor
thefirsttimelinkfacilityconditiontothefunctionalrequirementsoforganizationsandtheircustomers.Projects
canbeplanned,prioritize,andbudgetedusingamulticriteriaapproach,thatistransparent,comprehensiveand
auditable.Oneofthemethodologiesthatcanbeusedisagapanalysisbasedoncalibratedscalesthatmeasure
boththelevelsofrequirementsandthecapabilityoftheassetthatiseitheralreadyused,orbeingdesigned,oroffer
tobebought,orleased.SuchmethodologyisanASTMandAmericanNational(ANSI)standardandiscurrently
beingconsideredasanISOstandard.Itisparticularlyusefulwhentheinformationaboutthegap,ifany,canbe
presentedinsupportoffundingdecisionsandactions.
Therearealargenumberofverificationmethodologies,(e.g.POEs,CREFM),andalloftheseneedtoreferback
toexplicitstatementsofrequirementstobeabletocomparewithexpectedperformance.Toevaluatetheresultofa
buildingassetagainsttheexpectedperformancerequirementsitisnecessarytofixsometoolsusedduringthe
process.Thesetoolsarethereferenceofwholelifecyclebuildingprocess,soorganizationsusekeyperformance
indicators(KPI)toprovethattheyaremeetingthetargetsthathavebeensetbyseniormanagement.Atthesame
timeperformancemeasurement(PM)becomescentraltomanagingorganizations,theiroperationsandlogistic
support.Thesemethodologiesincludethefeedbackloopthatlinksafacilityinusetotherequirementsand
capabilitiesthatarecomparedandmatchedwheneverdecisionsareneeded.
Performanceapproachandprescriptiveapproach
Aprescriptiveapproachdescribesthewayabuildingassetmustbeconstructed,ratherthantheendresultofthe
buildingprocess,andisrelatedtothetypeandqualityofmaterialsused,themethodofconstruction,andthe
workmanship,etc.Thistypeofapproachisstrictlymandatedbyacombinationoflaw,codes,standards,and
regulations,etc.,andisbasedonpastexperienceandconsolidatedknowhow.Thecontentofprescriptivecodes
andstandardsisusuallyaconsequenceofanaccidentcausinginjuryordeathwhichrequiresaremedytoavoida
repeat,asaconsequenceofsomehazardoussituation,orasaconsequenceofsomerecognizedsocialneed.In
manycountries,inboththepublicandprivatesector,researchistakingplaceintoadifferentsetofcodes,methods
andtoolsbasedonperformancecriteriatocomplementthetraditionalprescriptivecodes.Inthe1970s,thissearch
producedtheNordicModel(NKB1978),whichconstitutedthereferencemodelofnextperformancebased
codes.ThismodellinkseasilytooneofthekeycharacteristicsofthePerformanceapproach,thedialogbetween
theWHY,theWHATandtheHOW.

UsingaPerformanceBasedapproachdoesnotprecludetheuseofprescriptivespecifications.Althoughthe
benefitsoftheadoptingofaPBBDapproacharesignificant,itisrecognizedthatemployingaperformancebased
approachatanystageinthebuildingprocessismorecomplexandexpensivethanusingthesimplerprescriptive
route.So,theapplicationofthisapproachshouldnotberegardedasanendinitself.Whensimplebuildingare
concernedorwellproventechnologiesareused,theuseofprescriptivecodesresultsmoreeffective,efficient,
faster,orlesscostly,soprescriptivespecificationswillcontinuetobeusefulinmanysituations.
Atthesametimeforthecomplexprojectsuseoftheperformancebasedrouteateverystageisindispensable,in
particularduringdesignandevaluationphases.
Itisnotlikelythatafacilitywillbeplanned,procured,delivered,maintained,usedandrenovatedusingsolely
PerformanceBaseddocumentsateachstepoftheway,downthesupplychain,totheprocurementofproductsand
materials,becausethereisnotyetenoughexperiencewiththePerformanceBasedBuildingapproach.Atthesame
timetheprescriptiveapproachcanbringtostiflechangesandinnovations,sobestwaytosetbuildingprocessis
blendingbothdifferentapproaches.
StatementsofRequirements(SoR)
TheStatementsofRequirementsrepresentsareferenceforthewholelifecyclemanagementoffacilities,theyare
thecoreoftheconceptualframeworkcameupfromthePeBBuThematicNetwork.Theyconstitutethekeyto
implementationofthePBBintheconstructionsector.
TheSoRsisadocumentpreparedbyclients,orintheverbalstatementscommunicatedtosupplies,itisbasedon
theuserfunctionalneeds.Theseuserrequirementsareconvertedintoperformancerequirements,whichcanbe
explicitorimplicit.Suchdocumentshouldincludeinformationaboutwhatisessentialtotheclient.SoRswilltake
differentformsdependingonthekindofclientandwhatisbeingprocured,atwhatphaseoftheLifeCycleor
whereinthesupplychainadocumentisbeingused.TheSoRsshouldbe,dynamic,notstatic,andshouldinclude
moreandmoredetailsasprojectsproceed.Thisdocumentshouldbepreparedatdifferentlevelsofgranularity,
howdetailedthedocumentationisateachstagedependsonthecomplexityoftheprojectandontheprocurement
routechosenfortheproject.
TheSoRsrepresentaveryimportantpartofacontinuousprocessofcommunicationbetweenclients(demand)and
theirprojectteam(supply),theywillbeupdatedandmanagedusingcomputerizedtoolsandwillcontainall
requirementsthroughoutthelifeofthefacility.ThisprocessiscalledbriefinginUKandCommonwealth
English,andprogramminginAmericanEnglish.AnSoRisnormallypreparedforanyproject,whetheritisa
PBBprojectornot.Assemblingsuchadocumentusuallyleadstoamoreappropriatematchbetweentheneedsof
clientsandusersandtheconstructedassets.StatementsofRequirementshavetobeverycarefullystatedsothatit
iseasytoverifythataproposedsolutioncanmeetthoserequirements.
Highlevelstatementofrequirementsneedtobepairedwithindicatorsofcapabilitysodesignsolutionscanbe
evaluatedbeforetheyarebuiltinordertoavoidmistakes.IntheSoRsitisimportanttotakeintoaccountsome
designaspectlikeflexibilityindicatorsbecauseconstructedassetsneedforchangeduringtheirlifecycle,usesand
activitiescanchangeveryrapidly,soitisessentialtotestdifferentsolutionswaythatthespacesmightbeused
accordingtoanticipatechanges.SoRs,asunderstoodinISO9000,includenotonlywhattheclientrequiresandis
preparedtopayfor,butalsotheprocessandindicatorsthatwillprovidethemeanstoverify,andvalidate,thatthe
productorservicedeliveredmeetsthosestatedrequirements.

fortheinformationtobecapturedandanalyzedtoverifyperformanceinuse.
Performancerequirements(PR)
Performancerequirementstranslateuserrequirementsinmoreprecisequantitativemeasurableandtechnicalterms,
usuallyforaspecificpurpose.
Supplyteampreparesadocumentthatincludes,objectivesandgoals,performancerequirementsandcriteria.Itis
importanttoincludeindicatorsofperformanceinthewaythatitcanbemeasuredtheresultsagainstexplicit
requirements,whetherqualitativeorquantitative.Performanceindicatorsneedtobeeasilyunderstoodbytheusers
andtheevaluators.Tovalidatetheindicatorsandverifythatrequiredperformanceinusehasbeenachieveditis
necessaryusingappropriatemethodsandtools.Levelsofperformancerequirementscanbestatedaspartofthe
preparationofSoRs,aspartofprojectprograms,oraspartofrequestsforproposalsandprocurementcontracts.It
ispreferableadoptingaflexibleapproachtotheexpressionandcomparisonofperformancelevels,sorequiredand
achievedperformancecanbeexpressednotassinglevaluesbutasbandsbetweenupperandlowerlimits.In
consequence,inperformancetermsthecriteriacanbeexpressedasgraduatedscales,dividedintobroadbands.
Performancebasedcodes
Inthebuildingandconstructionindustry,until2530yearsold,prescriptivecodes,regulationsandstandardsmade
innovationandchangedifficultandcostlytoimplement,andcreatedtechnicalrestrictionstotrade.Theseconcerns
havebeenthemajordriverstowardstheuseofaPerformanceBasedapproachtocodes,regulationsandstandards.
Performancebasedbuildingregulationshavebeenimplementedorarebeingdevelopedinmanycountriesbutthey
havenotyetreachedtheirfullpotential.Inpart,thiscanbeattributedtothefactthattheoverallregulatorysystem
hasnotyetbeenfullyaddressed,andgapsexistinseveralkeyareas.Bringingtheregulatoryandnonregulatory
modelstogetherisprobablythebestwaytowork.ThisisshownintheTotalPerformanceSystemModels
diagram(Meacham,etal.2002),thatmapstheflowofdecisionmakingfromsocietyandbusinessobjectivesto
constructionsolutions.
ThedifferencebetweentheregulatoryandnonregulatorypartsoftheTotalPerformanceSystemModelsisthatthe
firstoneismandatedbycodesandregulationsbasedonthelaw,whilethoseotherfunctionalrequirements,
includedinStatementsofRequirements,areanintegralpartofwhattheclientrequiresandiswillingtopayfor.
Consequencesrelatingtoprocedure
Forprocurementsinthepublicsectorandforpubliclytradedcorporations,itsimportantthatthedecisionsand
choicesaretransparentandexplicit,regardlessofthespecificprocurementroute.Allprocurementprocessescanbe
eitherPrescriptiveorPerformanceBased.DesignBuild,PublicPrivatePartnerships(PPP),privatefinance
initiative(PFI)andsimilarprocurementproceduresareparticularlysuitedtotheuseofastrongPerformance
BasedBuildingapplication.Iftheexpectedperformancearenotstatedexplicitlyandverifiablythenthese
procurementmethodswilllikelybemoresubjecttodisappointmentsandlegalproblems.Togetthebenefitsfrom
theseprocurementapproaches,itisessentialtoorganizetheservicesofthesupplychaininordertogetinnovative,
lesscostly,orbettersolutionsbyshiftingdecisionsabouthowtotheintegratedteam.
Futurescenarios
AlthoughtheeffortofalargenumberofresearchestablishmentsinordertoimplementanddiffusethePBBD
approach,itisdifficulttoinnovatethepracticeofworkingandthinkinginbuildingsector.Thepositivetrendis
thatmoreandmoreinterestinthisapproachishappeningaroundtheworld.Manycountriestriedtoreformthe

ThecoreofimplementationofPBBapproachisthattheclients,theusersreallyknowandunderstandwhyand
whattheyrequireandthattheycanstateeasilyandclearlytheirSoRsdocument.Itisalsoimportantthattheclient
isactive,involved,informedandabletounderstandandchoosebestwayforitsinterest,whetherhesaprivateora
publicclient,abigoralittlestructure,whethertheassetisforitsownuseorforusebyothers.
Procurementwillbethekeytoimproveperformanceapproachwhenclientslearntobemoreexplicitintheir
demandsandtoparticipatemoreaggressivelyinthemanagementanddeliveryprocessoftheirmostsignificant
investmentandresource.
