1 INTRODUCTION

1.1 Project Overview and Main Features


The Belida Field was discovered in December 1989 with the Alu- Alu E-1 well. It is located in
the South Natuna Sea Block B Production Sharing Contract Area offshore from the Republic
of Indonesia in 76.2m of water.
The Belida Project consists of a drilling/production platform (DPP-A), flare tripod, lift gas
platform (LGP), one wellhead platform (WHP-B), and a floating storage and offloading (FSO)
vessel. WHP-B is remote from the main complex but is connected by submarine liquids,
produced gas, and lift gas pipelines and subsea electrical cables.

The FSO is located approximately 1.5 miles from DPP-A and is able to passively
weathervane 360 degrees and change heading with the prevailing directions of wind, wave
and current. Export vessels are able to safely approach, moor in tandem, and receive export
crude.
Conoco Phillips Indonesia Inc. Ltd (COPI) intends to replace the existing Belida Field FSO
INTAN with a suitable replacement FSO. The replacement FSO is to be installed on the field
during the second quarter 2014 to perform operations for the remaining field life. Production
is expected to be approximately 10,000 BOPD declining over the remaining life of the field.
PT. Multiline Shipping Services (MSS), have been awarded the contract with COPI for the
Belida FSO. MSS has nominated EMAS Offshore Construction and Production Pte Ltd
(EMAS) as their main sub-contractor for the supply and installation of the FSO. Operations
will be performed by V-Ships.

1.2 Objectives
This specification defines minimum requirements for the design, procurement, materials,
fabrication, testing and inspection, painting, preservation, packing, delivery and
commissioning of packages/equipments for installation and operation onboard the FSO for
Belida field.

3 REFERENCE DOCUMENTS

3.1 Rules, Regulation, Codes and Standards

The electrical systems with the packaged systems shall be, as a minimum, be manufactured
and supplied in accordance with the requirements stated in the applicable Class Guides &
Rules, Regulations, Codes and Standards referred in Applicable Rules, Regulations and
Industry Standards (COPI Doc No.: A-84530-BA-GG0-STR-FS-00-0019).
In the event that some of the requirements of these documents are inconsistent or are at
variance with requirements elsewhere in this document, such inconsistency shall be brought
to the attention of EMAS for resolution. In general, the more stringent requirements will apply
unless directed otherwise by EMAS.
In cases where special aspects of the design and construction are not covered by this
document or references given herein, other codes may be used by the VENDOR with prior
approval of EMAS.
The design, manufacture and testing of equipment shall be carried out in compliance with
applicable Indonesia rules and regulations and the following standards:

3.2 Project Related Specifications and Documents

Unless otherwise specified in data sheets, this design requirements and enquiry documents,
the VENDOR shall follow all requirements given in project related documents listed in
Appendix A and use them to form part of the design requirement.

3.3 Order of Precedence

In the event of any conflict between this Specification, data sheets and related documents,
national standards or any of the applicable codes and regulations, the VENDOR shall inform
the EMAS in writing and receive written clarification from the EMAS before proceeding with
the work. Generally, the most stringent shall apply and shall be identified by the VENDOR.
The normal order of precedence shall be:

4 GENERAL REQUIREMENTS

4.1 General

A significant feature in the design and installation of electrical equipment and systems shall
be the consideration of protection from transport, impact and explosion and the resultant
acceleration forces. To this end, equipment shall be specified to operate satisfactorily with
shock load forces.
All permanently installed equipment will be securely fixed by means of welding to the deck
plate or bolted to a steel base frame which will be welded to the deck plate.
Electrical equipment shall be suitable for continuous operation at tropical environment with
average ambient temperature of 45C and humidity more than 75%.

4.2 Utilization Voltage Levels

The voltages have been selected in accordance with IEC 60038 to suit the requirements of
the process and utilities plant.
Electrical equipment should be appropriate for use per the following standard utilization
voltages:
Motors 150 kW and below 440 V, 3 ph, 60 Hz ungrounded.
Critical control loads from UPS 240V, 1 ph, 60 Hz, ungrounded.
Motor rated below 0.37 kW 240 V, 1 ph, 60 Hz, ungrounded.
Lighting Socket Outlets 240 V, 1 ph, 60 Hz, ungrounded.
Motor starter control 240 V, 1ph, 60 Hz supply.
Anti-Condensation heaters 240 V ac, 1ph, 60 Hz, ungrounded.
In certain special cases, Motors rated 150kW and above shall be suitable for 440 V, 3 ph, 60
Hz ungrounded supply and they will be started using soft starters. VENDOR shall request
approval for such special cases, from EMAS.

4.3 Area Classification

Refer hazardous zone plan (DWG No.: P966-00-XE-S-00011).


The hazardous area service requirements for all equipment are published on the equipment
specifications, data sheets and drawings.
Equipment, wiring and installation methods for all outdoor locations shall be minimum
suitable for a Zone 2, Gas Group IIA & IIB, temperature class T3 area as a minimum. This
includes equipment in outdoor non-hazardous (unclassified) locations.
The VENDORS shall make reasonable effort to locate electrical equipment in non-hazardous
locations.
No electrical equipment shall be installed in Class 1, Zone 0 locations.
Luminaries, marshalling boxes, cable ladders/trays, junction boxes, switches, motors, local
field control station and socket outlets installed in Zone 1 and Zone 2 hazardous areas shall
be certified in accordance with the hazardous area classification that they are to be installed.
Only Ex d cable glands shall be used in outdoor locations, irrespective of the hazardous
area classification. Cable glands located outside temperature and humidity controlled areas
shall be nickel plated brass or bronze.

The minimum degree of protection for enclosures of electrical equipment in accordance with
IEC 60529 shall be as follows:
Outdoor equipment assemblies IP56
Outdoor junction boxes IP56
Indoor equipment assemblies IP44
Indoor machinery spaces IP22, where there is no presence of water / liquid sprinklers.

4.4 Drawings

A complete set of detailed construction quality, Auto CAD generated electrical drawings shall
be provided to EMAS for review, comment, and approval prior to start of construction of the
package. The version of CAD software will be advised by EMAS.
The VENDOR shall provide a functional description and a block diagram for all components
in the electric system in his bid.
Electrical drawings shall include but not necessarily be limited to bill of material, third party
certification sheets, component cut sheets, one-line diagrams, plans, sections, mounting and
support details, junction box internal and external layouts, area classification, schematics,
wiring diagrams, cable schedule and interconnection diagrams shall be provided to EMAS for
review and comment.
Wiring diagrams and circuit diagrams shall show relay contact and coil terminal numbers.
If the packaged equipment VENDOR proposes the use of sub-suppliers to perform any of the
work, EMAS shall be informed in writing of this sub-supplier. EMAS shall have the right to
approve or to disapprove the sub-supplier performing work on the project. Interface details
drawing shall be provided.

4.5 Illumination and lighting Levels


Localized Normal, Emergency and Critical lighting that are required for normal operation and
maintenance in the package / skid shall be provided by the package VENDOR.
All light fittings shall be EExe certified as standard materials in offshore facility.
Normal lighting: Covering approximately 70% of the lighting requirements. The normal
lighting shall be fed from the main distribution system.
Approximately 30% of the total lighting shall be in emergency lighting circuit. This emergency
lighting circuit will include 10% critical luminaries (with 90 minutes battery pack) for escape
routes and exits.
The illumination intensity shall be in accordance with the Electrical Design Philosophy (Doc
no.: P966-00-FD-E-00001). The distribution boards within the package / skid for normal and
emergency lighting circuits shall be provided by the VENDOR.
The following minimum lighting levels shall be provided at floor level for the Lighting Systems:

4.6 Miscellaneous

Suitable access and working space shall be provided and maintained around electrical
equipment to facilitate safe operation and maintenance. As a minimum, the classification
society requirements will be adhered to.
Electrical equipment, panels, control stations, junction boxes, fittings, etc. shall be
unobstructed by other installed equipment and shall be accessible for maintenance.
EMAS shall install all external power and control systems wiring to motors, motor control
interface devices, and skid edge interface panels unless specified otherwise in bid
documents.
VENDOR shall furnish all other material, equipment, VFDs, skid wiring, terminations,
installation, testing, and services required for a complete and operational system. Equipment
shall be installed per original equipment manufacturers instructions.
EMAS shall be formally informed of the quantity, the electrical load (kW, kVA, kVAr) type, and
the rating of all external power and control feeder cables required to be interfaced to their
equipment. In addition the VENDOR shall clearly state their requirements for uninterruptible
power supply and formally advise the electrical load (kW, kVA, kVAr) and feeders and circuit
voltages.
Normal and Emergency distribution boards / junction boxes located in safe area shall not be
installed in same room or compartment to prevent the simultaneous loss of main and
emergency distribution boards due to localized fire or other casualty.

4.7 Materials

Electrical equipment and materials supplied shall be in accordance with EMAS specifications
and data sheets with the approval by Company.
Proof of certification shall be provided for all components identified on data sheets as being
required to be located in hazardous areas. Certification shall be in English.
Equipment and materials shall be suitable for exposure to a salt laden, marine atmosphere
Stainless steel 316, nickel-plated brass, bronze or plastic based materials shall be acceptable.
All the equipments and materials shall be designed for minimum life duration of 10 years in
the environment and for the duty specified herein and on the Project Data Sheets.

5 DESIGN REQUIREMENTS
This specification in conjunction with General Equipment Requirements Specification (Doc
No.: P966-00-SA-Z-00004), which covers the minimum requirements for the design, materials,
manufacture, inspection, testing, painting, corrosion protection and surface preparation,
packing and delivery of the package module with electrical equipment for installation and
operation onboard the FSO.
In the absence of any information which may be required for the design, material selection,
manufacture, inspection, testing, painting, corrosion protection and surface preparation,
packing and delivery of the package system inclusive of all associated final documentation,
VENDOR shall refer to General Equipment Requirements Specification for further details.

5.1 Motors

Motors shall be provided in accordance with Specification for Induction Motors (Doc No.:
P966-00-SA-E-00004). Electric induction motors datasheets shall be approved by the
COMPANY and EMAS prior to purchase.

5.2 Immersion Heater

Heaters shall be certified for the hazardous area.


Heating elements shall have no direct electrical contact with the liquid or gas being heated.
Heaters rated less than 1500 Watts shall be 240 VAC, single phase and heaters rated 1500
Watts and larger shall be 440 VAC, three phases.
Any enclosures at field for heaters shall have local indication of power ON, Run / Stop
indication and it shall be protected by EExd.

5.3 Controls and Alarms

Junction boxes and local control stations for motors and other loads such as on-off, start-stop,
or hand-off-auto must be provided and shall be mounted on structural steel channel at the
skid edge, near the equipment being controlled.
Signal lamps shall be of the low power consumption, long life LED type, visible from a wide
viewing angle.
All signal lamps shall be push-to-test type. All control equipment shall be EExe certified as a
minimum.
Pushbuttons shall be of the momentary contact type with contacts rated for the application.
Hand-Off-Auto switches or pushbuttons shall have provisions for locking in any position.
The following colors shall be used for Lamps and Pushbuttons mounted on control units.

RED: equipment energized lamp, alarms, and space heater


energized lamp alarms (flashing and steady)
GREEN: equipment de-energized lamp.
WHITE: power on
TRANSPARENT: earth lamp, phase indications
BLUE: auto / stand-by

Where required, as per Class Rules, an Emergency Stop Push Button shall be provided,
mushroom head, turn to release type, at a location approved by EMAS.

5.4 Interface

Signals associated with the facility safety system shall be wired to a dedicated Junction Box /
Terminal strip assembly to segregate safety and control circuits.
Separate skid junction boxes shall be supplied for each of the following power levels:
440/240 V ac Power and Control Circuits
UPS power (240 V AC, 60 Hz, 1 Phase)
Process Control Analog (AI / AO)
Process Control Discrete (DI / DO)
Safety System Analog (AI / AO)
Safety System Discrete (DI / DO)
Any IS (AI / AO or DI / DO) shall be clearly notified to EMAS in design documents.

6 CABLING

6.1 General Requirements

Power distribution shall consist of standard IEC cables installed on a cable ladder rack or tray.
Conduit systems shall not be used for 440V ac, 3 phase system.
Cables shall be heat and oil resistant, flame retardant (HOFR) type suitable for service in
their installed environment and shall comply with IEC 332 Pt 3. PVC cables shall not be used.
All nominal power cable ratings shall be based on an ambient air temperature of 45C.
The cables shall be approved by EMAS and COMPANY prior to purchase. All cables shall
have copper wire braided armour.
Cables within the accommodation and FSO VCR shall additionally be low smoke emission,
zero halogen type.
Cables shall be of stranded copper conductor, EPR insulated, armored, with outer sheath
and be of flame retardant material except for safety critical system, which shall be of fire
resistant construction, BFOU type in accordance to IEC 60331.
The cables shall have the following minimum size:
Power distribution : 2.5mm2
Lighting distribution : 2.5mm2
Control : 1.5 mm2
Earthing : 6 mm2
The voltage rating of cables shall be as follows:
LV power and control: 0.6/1kV cables shall be used.
Instrument/Communication: 250V cables shall be used.

6.2 Cable Sizing

Cable sizing shall be in accordance to IEC and Class recommendations. Ratings shall be
adjusted however to take into account actual grouping and environmental temperatures.
Maximum short circuit current and short circuit clearance time shall also be taken into
account for cable sizing. Manufacturer tables may be used to ensure that cables selected are
suitable for the prospective short circuit current.
Conductor ratings shall be determined for the maximum ambient temperature with de-rating
factors applied for installation in air, grouped cables, and spacing between cables as defined
in IEC 60092-352.

6.3 Cables and Wires Colour

All cables shall be colored on the outside according to the following:


Low voltage power cables : Black
PE : Yellow/Green
Instrument earth : Yellow/Green with Red mark at each end
IS earth : Yellow/Green with Blue mark at each end
IS cables : Light blue
The insulated conductors (cores) shall have the following color:

6.4 Outer Sheath Marking

The outer sheath shall be marked with the following cable characteristics, as a minimum:
Cable type
Voltage
Manufacturer and manufacturers code number
Number of cores, pairs, triples
Cross-section of conductors (cross-section of braiding/armour shall also be shown for
power cables)
Metre length from centre of drum

6.5 Wires and Cables

Conductors of different power system shall be separated in accordance with IEC 60364.
Intrinsically safe cables shall be installed in accordance with IEC-60079 and shall be clearly
identified and located in dedicated raceway.
Conductor identification inside panels shall be in accordance with IEC 60204.
Stainless steel (316) tags shall be attached on both ends of all cables that terminate on the
skid, junction boxes and panels.
Cables in trays shall be properly secured to the cable runs every 900mm.
Splices in cables shall not be permitted.
The earthing (grounding) conductor size shall be in accordance with IEC 60204.
All cables shall be kept clear of all process and service pipes. These shall be a minimum
distance of 500mm between any cable and the insulation of any hot process lines.

6.6 Cable Tray

Conductors of different power system shall be separated in accordance with IEC 60364.
Cable tray used on packaged equipment shall be stainless steel SS316L ladder type for
outdoor installation and indoor installations.
Cable tray shall be installed and supported in accordance with IEC 61537.
Cable tray systems shall be separated as follows:
440, 240 volts ac circuits and control

Safety Shutdown Systems
Cable tray or rack supports shall be 316L SS with passivated welds and rated to NEMA VE-1
(NEMA 20B) or equivalent.
All cable ladders and trays installed outdoors shall have stainless steel un perforated
covers and fixings suitable for cyclonic conditions.
Cable trays shall be clearly identified at intervals not exceeding 6 meters with permanent tray
ID numbers clearly visible from skid edge.
Cable straps for outdoor / indoor use shall be stainless steel with PVC coated.
Cable tray shall be supported on proprietary support channels at a maximum spacing of 3
meters. The Number / type of supports for main cable ladders shall be calculated to carry
cable ladder / cables including a weight of 120 kg (one person).
Individual cables routed from the main cable tray to end devices shall be routed in channel
tray. VENDOR shall be responsible for all cable tray installed inside their package allowing
for EMAS to connect a matching tray at the edge of package.
Instrument tubing must not be routed in the same tray as electrical cables.
Cables and individual core conductors shall be identified at termination points with durable
collars imprinted with the same circuit number or wire designation as those on the cabling
and connection diagrams.
Adequate spare space (approximately 50%) shall be provided in each cable tray to
accommodate EMAS supplied cables.
The cable tray interface point shall comply with FSO main tray layout and shall be approved
by EMAS.
All cable trays / ladders shall be electrically bonded and earthed.

6.7 Cable Penetrations

All cables at both ends shall be tagged while passing through MCT / Coaming.

Cable penetrations of the approved type (MCT) shall be installed wherever cables pass
through the following:
A safe area to hazardous area
Through fire walls
Through any bulkhead or deck
One type of cable transit blocks shall be used only.
Coaming:
Proper cable passing structure shall be provided for cables passing between safe areas.

6.8 Conduits and Fittings

Conduits shall NOT be used either indoor or outdoor in non-climate controlled locations
unless specified by EMAS in writing prior to engineering, design, and installation.
If approved by EMAS, conduit and fittings only where specified on drawings shall be rigid,
copper-free aluminum with a PVC coating and shall comply with IEC 60614, IEC 61386 and
IEC 61035. Portions of conduit system, such as threaded connections to enclosures, shall be
coated with PVC touch-up compound after installation.

Conduit shall be supported in accordance with IEC 60614, IEC 61386 and IEC 61035.
Conduit accessories including beam clamps, pipe straps, U-bolts, etc. shall be stainless steel
or PVC coated identical to the conduit.
Conduit shall not be installed closer than 300mm to the side or 600mm above any
uninsulated hot pipes or surfaces that will operation above 130C unless special high
temperature wire is used or an insulating barrier is provided.
Minimum conduit size shall be 20mm.
Vented drains and drain seals shall be provided at the low point of long, vertical or horizontal
runs of conduit or where condensation could accumulate in any equipment such as junction
boxes, motors and devices.
Conduit seal fittings shall be installed as required by IEC 60614, IEC 61386 and IEC 61035.
Seals shall be poured just prior to start-up offshore. VENDOR shall supply all seal material
required.
Gasket material for conduit fittings and boxes shall be neoprene or other third party certified
material resistant to the fluids and solvents present in offshore environments.

7 FABRICATION REQUIREMENTS

7.1 General

Electrical equipment shall be installed in a neat and workman-like manner.


Cable Tray and ladders shall be routed horizontally and vertically with neat and uniform with
factory standard bends and offsets and shall be parallel to each other and at perpendicular
with structural members and major equipments.
All fittings, junction boxes, and device enclosures shall have the correct IP rating for
application in accordance to IEC 60529.
All threaded connections shall be cleaned and immediately coated with oxide-inhibiting, anti-
seize compound to minimize corrosion and to assure earth (ground) continuity.

7.2 Lightings, Switches and Socket Outlets (Receptacles)

Luminaries shall be certified for the hazardous area classification, marine duty and corrosion
proof.
All light fittings shall be EExe certified as standard materials in offshore facility.
Luminaries installed in hazardous areas shall be third party certified and shall be installed in
accordance with IEC 60598.
Luminaries shall be easily accessible for maintenance and lamp replacement.
Luminaries shall be located such that piping or other obstructions will not cause interference
with light patterns and illumination levels.
Switches and socket outlets (receptacles) shall be installed in accordance with of the IEC
60309.
Receptacle / Socket outlet installed in living quarter / Galley / cabin / offices compatibles shall
be provided with Indonesian standard.
Welding outlets (receptacles) shall be provided with a mating plug.

7.3 Glands and Terminations

All glands shall be installed completely with flame retardant shroud and nylon or integral
nitride sealing washers. Cable glands shall be nickel plated brass, deluge protected, IPX6D,
certified Exd / Exe, such as Hawke type 501/453 universal or approved equivalent.
The cable glands shall have only ISO threads with pitch 1.5mm. Terminators shall be certified
for the hazardous area and shall be sealing type.
Correct sizing of cable glands based on the outer diameter of the cable shall be ensured by
careful determination of gland size according to cable dimensions and cable manufacture
tolerance.
All installed cabling shall be fully numbered using proprietary stainless steel cable markers at
each end. Cable numbers shall be pre-fixed by the equipment tag number, followed by the
projects unique reference numbers for each cable to ascertain function location.
All cable cores shall be ferruled for identification at each terminal point corresponding to the
EMAS schematic/wiring diagrams. Core ferrules shall be of the sleeve type. Clip or wrap type
identification shall not be employed.
Terminals shall be of the screw clamp type suitable for selected cable size conductors.
Unless otherwise required, terminals housing shall be melamine or polyamide.

Terminals for power cables shall be clamp or stud type, the latter being complete with
compression lugs.
The termination of any conductor without the use of a wire terminator such as a lug or ring-
type connector is prohibited.
Conductors 10mm and smaller shall be fitted with compression type pin, fork, or ring-type
crimp terminators depending on the type of terminal block specified.
Conductors larger than 150mm shall be terminated with 2-hole compression type lugs.
Spring or wire nuts are not allowed for wiring connections.
Spare conductors shall be terminated in junction boxes or enclosure with designated label in
ferrule as spare.
Termination to devices with wire pigtails shall be made in an appropriate terminal enclosure.

7.4 Earthing (Grounding)

Electrical equipment and materials shall be earthed (grounded) in accordance with relevant
chapters of IEC 60079, IEC 60204 and IEC 60364.
All earthing and bonding connections shall be proper mechanically protected, and corrosion
protected.
All conducting equipment installed on packaged skids shall be earthed (grounded) using IEC
standard earthing techniques.
The use of conduit or the sheath of metal clad or armored cable for an earth (ground) core
conductor is not acceptable. A separate, dedicated, earth (ground) wire shall be present in
each multi-conductor cable.
Instrument cable shields and drain wires shall not be earthed (grounded) at more than one
point. Instrument and communications system equipment and cable grounding practices will
be separately published in other project documents.
Armouring on power and electrical control cables shall be earthed at both termination points.
All cable armour braid shall be connected to the earth through the cable gland.
Minimum size of earth conductors for electrical enclosures shall be 6mm.
Frames and enclosures of non-current carrying equipment such as tanks, vessels, towers,
buildings skids, cable supports, pumps, etc., shall be bonded to earth using 70mm earth
(ground) conductors unless the equipment has been suitably welded to the structural steel.
Items such as pipes and ductwork which have insulating material (i.e gasket) between
connected sections shall be made electrically continuous by bonding with 16mm earthing
cable or equivalent earthing strap.
Exposed earth (ground) connections shall be coated with two coats of polyurethane corrosion
preventive following final installation and testing. Non-conductive coating shall not be applied
to conducting surfaces of earth (ground) connections.
Each skid shall be provided with two earth (ground) pads located on diagonally opposite
corners. Pads shall be seal welded in the web of the skid and shall be earthed (grounded)
using IEC standard earthing techniques.

7.5 Identification

Engraved nameplates for equipment identification shall be provided. They shall be 1.6mm
thick, three-ply, laminated phenolic with 6mm high black letters on a white background.
When required, warning nameplates shall be provided, red background with white letters.

Nameplates shall be provided for all electrical devices such as control panels, junction boxes,
switches, contactors, circuit breakers, etc.
Nameplates shall be permanently mounted with stainless steel (316) hardware except
nameplates shall not be directly mounted on electrical equipment when the screws or bolts
could violate the integrity of the enclosure.
Individual cable runs shall be identified with permanent (stainless steel with PVC coated
cable ties for outdoor and PVC cable tie for indoor use) cable tags fitted on both ends of the
cable terminations.

10 APPROVED VENDOR
The manufacturer of the electrical equipment / materials shall be in accordance with an
approved vendor list. In case the vendor list is not available for the particular material, it shall
be separately approved by EMAS. The complete details of the equipment or material
proposed and the name of the manufacturer is to be submitted formally by the VENDOR.

11 INSPECTION AND TESTING


Inspection and testing requirements, as a minimum, shall be in accordance with General
Equipment Requirements Specification and further detailed for the packaged systems and
electrical equipment in the Inspection and Test Plan (ITP).
The VENDOR shall prepare an ITP in accordance with the ITP Procedure and shall be further
discussed and agreed prior to placement of any Purchase Order.
Inspection by EMAS or their representatives shall in no way relieve the VENDOR of any of
their responsibilities for ensuring that the system/equipment meets all the requirements and
conforms in full, to the contents of this document.
The test equipment to be used shall be subject to approval by EMAS for accuracy calibration
with certified calibration certificate on a latest date and suitability for the intended function.
Electrical inspection and testing shall include, but not be limited to the following:
Visual electrical inspection of the electrical package including wiring, junction boxes,
bill of material check, etc.
Functional tests of all electrical equipment and devices.
Functional test of all electronic control loop continuity and proper response to a
simulated input signal.
The wiring system shall be tested to determine that the system is free from
unintentional earths (grounds) and short circuits. Each circuit shall be tested to
determine that the system is properly terminated according to project documentation.
Insulation resistance tests shall be conducted on equipment and cables. Particular
care shall be implemented to ensure that electronic equipment and other equipment
that can be harmed by high voltage shall not be subjected to high voltage from
insulation resistance testing of cables.
Verify that the wiring diagrams and circuit diagrams are consistent with the fabrication
drawings and that the latest issued revision is implemented.
Test reports shall publish at a minimum the following information:
System under test
Description of the test
Date performed
Identification of the test equipment used
Applicable ratings
Equipment numbers
Size, length, and rating of cables and whether cables are shielded or unshielded
Ambient temperature if applicable to test
Test results and minimum acceptable test values
Signature of VENDOR and CONTRACTOR representatives

VENDOR shall provide suitably qualified personnel as required to inspect the shipyard
installation, and supervise the shipyard acceptance commissioning and offshore acceptance
test.
All commissioning parts, spares and specialised tooling required to complete both the
shipyard and offshore components of the commissioning of the systems shall be supplied by
the VENDOR.

13 DOCUMENTATION
Documentation, in general, shall be to those specified in General Equipment Requirements
Specification and further detailed in the specific Vendor Data Requirement List (VDRL) for the
packaged systems and associated electrical equipment.
VENDOR shall prepare VENDOR Master List (VML) in accordance with EMAS VDRL
Procedure (Doc No.: P966-00-KA-Z-00008) and in conjunction with Document Control and
Numbering Procedure (Doc No.: P966-00-KA-A-00001).
VENDOR shall complete all EMAS data sheets if any and provide all other package
components data, if required, using their standard equipment data sheet for review and
approval.

14 SAFETY AND HEALTH


VENDOR, as a minimum, shall comply with the safety and health requirements specified in
General Equipment Requirements Specification and further referenced in FSO Safety
Shutdown Philosophy (Doc No.: P966-00-FD-Q-00004).
VENDOR shall operate a safety management system in accordance with the laws of the
country where Goods are being manufactured.
VENDOR shall ensure that all visitors from EMAS and third parties, such as COMPANY,
EMAS or IVB, are subject to appropriate safety briefings and inductions prior to entering
VENDOR premises or factory work areas. The safety briefings and inductions shall also
apply to any sub-vendors works.
VENDOR shall provide all visitors with PPE appropriate to hazards associated with the
manufacturing processes involved with the Purchase Order.
