1.0 Institutions and Intake :
Admission shall be made in the following institutions for two year B.Ed.
(Secondary) Course for the academic session 2015-2017 through Entrance Test as per
intake mentioned below.

Total seats in each category shall be distributed between Arts and Science
discipline candidates on 50 : 50 basis except in-service category. Out of 50% of
Science seats, there will be 25 % of reservation in both PCM and Other Science
subject. Out of the 50% seats for Arts candidates, reservation of seats shall be made
for students having English and Odia Honours at Graduation level @ 7.5 % each. Rest
35% seats shall be for Other Arts subject.

Out of 100 seats in DPIASE, Berhampur 20 seats are reserved for Telugu
Candidates.
If the available seats in any category of Arts / Science happens to be odd
number, in such case benefit shall go to the candidates having the higher career marks
either in Arts / Science category.

Interchange of Seats :
In case of non-availability of eligible candidates in Science / Arts groups,
inter-change of seats shall be permitted.
In case of non-availability of eligible candidates in the categories of PH / Ex-
serviceman / Green Card / OOT under the social categories i.e. ST / SC / OBC
(SEBC) / UR the vacant seats will be filled up by the candidates of the
respective category.
In no case SC / ST vacant seats shall be filled up by candidates from other
categories.
Interchange of seats among the institutes keeping the total seats
allotted to different categories intact shall be permitted.
The seats earmarked for in-service, special reserved and OOT
candidates shall be converted and added to total number of seats for
direct admission if the specific categories of candidates are not
available.

3.0 Eligibility :
The candidate must fulfill all the eligibility conditions given below:

3.1 She / he must be an Arts / Science Graduate. General candidates


should have obtained at least 50% marks in aggregate either in
the Bachelors Degree examination or in the Masters Degree
in Science / Social Science / Humanity and SC, ST, OBC / SEBC
and PH candidates should have 45% of marks in aggregate in the
Bachelor Degree examination or in the masters Degree. She / he
should have passed Graduation with at least two school subjects of
minimum 200 marks each.
OR
Candidates having Bachelor Degree in Engineering or Technology
(B.Tech) with specialization in Science and Mathematics must have
obtained 55% marks in aggregate (for General candidates) and
50% marks in aggregate (for SC, ST, OBC / SEBC and PH
candidates).
The candidates who have appeared the qualifying
examination as mentioned above and the result has not
been published till the last date of online application, shall
not be eligible to apply for the course.

3.2 The Science graduate candidates should have passed with any two
school subjects viz. Physics, Chemistry, Mathematics, Botany,
Zoology, Computer Science and Geography (with not less than 200
marks each).

For the Arts graduate candidates, one of the subject shall be


considered out of English, Odia, Hindi and Sanskrit and
another subject shall be from the subjects studied viz.
History, Geography, Economics, Indian Economy, Political
Science, Landmarks in Indian History, Indian Geography,
Indian Polity, Mathematics (Each subject of the above
mentioned list should have been studied at the Graduation
level with not less than of 200 marks):

3.3 She / he must have passed Odia as MIL up to HSC level or any
such equivalent or higher examination or have passed Odia as a
subject in specific examination conducted by BSE, Odisha of HSC
standard or should have passed HSC Examination of BSE, Odisha in

Odia medium with MIL other than Odia. Such candidates who have
passed HSC Examination of BSE, Odisha without Odia as MIL
should produce a certificate to the effect from the Headmaster of
the concerned school that he / she has passed HSC Examination in
Odia medium.
3.4 The Candidates seeking admission in B.Ed. Course for the seats
reserved for Telugu Candidates at DPIASE, Berhampur, must have
studied Telugu as one optional subject at Graduation level.
3.5 The age limit as on 31.03.2015 :

Note : The upper age limit is inclusive of age relaxation for relevant groups as admissible under rules.

3.6 Residential Certificate :

The candidates except OOT category must be permanent


residents of Odisha. To that effect each candidate shall furnish a
permanent residential certificate in the prescribed format issued
in favour of him / her by the Tahasildar / Additional Tahasildar
(after creation of new district) concerned.

3.7 Caste Certificate :

In case of SC, ST and OBC / SEBC candidates, the Caste


Certificate should be issued by the concerned Tahasildar. The
Caste Certificate shall be considered by virtue of birth only not
by marriage or adoption.

N.B. : The candidate seeking reservation under special reserved categories i.e.
PH, Ex-serviceman, Green Card, OOT, Kashmir Migrant are required to apply for
one reserved category only. More than one reservation cannot be claimed by the
candidates. In case a candidate applies for more than one reservation through
different application forms, his/her candidature shall be considered in the
specific reservation which he/she mentions in the OMR sheet.
3.8 PH Candidates :

Disability type-wise reservation of seats shall be made for the


candidates under this category Blind: 1%, Deaf: 1% and
Orthopedically Handicapped: 1% as per Resolution No. 3404
2R / 1 3 / 2004/Gen dated 13.02.2006 of the GA Department,
Odisha.
The Blind and orthopedically handicapped candidates with
disability of minimum 40% are eligible to apply.
The Hearing Impaired candidates with disability of minimum
loss of hearing of 60 decibels or more are eligible to apply.
Such candidates are required to submit PH Certificate issued in
their favour in the prescribed form by Medical Board
countersigned by CDMO concerned. Candidates in possession of

temporary disability certificate issued prior to 30.06. 2010 shall
submit their renewal certificates. The candidates cannot claim
reservation in two types of disabilities to fulfill the minimum
percentage of disability.
The selected candidates shall be referred immediately to the
Appellate Medical Board constit uted at SCB Medical
College, Cuttack for verification.
However, such candidates shall pursue their studies within the
existing facilities available in the institutions until special
provisions are made for them.
3.9 OOT Candidates :

Candidates from the Outly ing Odia speaking Tracts of Andhra


Pradesh, Jharkhand, Chhatisgarh and West Bengal with required
academic qualification / conditions as indicated in Para 3.1 to
3.2 are eligible to apply.
They are required to submit permanent Residential Certificate
to that effect in their favour by the competent authority of their
respective state.
Only those candidates who have prosecuted their studies at
least up to High School Certificate Examination in their
respective states will be considered for selection under the
Outlying Odia Speaking Tract quota.
They should have passed Odia as a subject of study in HSC
examination or any such equivalent or higher examination or
have passed Odia as a subject in special examination conducted
by BSE, Odisha of HSC standard.
The seats of OOT category may be allotted to the states on the
basis of valid applications received from the different states.
The CSB may be authorized for this.
Kashmir Migrant: The following type of relaxation will be
admissible in case Kashmir Migrants in the matter of their
admission (vide Government letter No. 6110 / SME dated
15.04.2010)
Extension in date of admission by about 30 days.
Relaxation in cut-off percentage up to 10% subject to
minimum eligibility requirement.
Increase in intake capacity up to 5%-course-wise.
Reservation of at least one seat in merit quota in
technical / professional institutions.
Waiving of domicile requirements.
Facilitation of migration in second and subsequent years.

3.10 Ex-servicemen Candidates :


The person who is retired from Defence service is to be
considered as Ex-serviceman. The son / unmarried daughter /
spouse of Ex-serviceman including self are eligible to apply on
submission of Certificate issued by the respective Defence
Headquarters / Rajya Sainik Board / Zilla Sainik Board in favour
of his / her parents / spouse. The certificate must reflect the
name of ex-serviceman, the date of entry to the defence service
and retirement, his relationship with the candidate, seal and
signature of the concerned authority.

3.11 Green Card Holder Candidates :
The candidates under this category are eligible to apply on
submission of the prescribed Green Card of Health and Family
Welfare Department, Government of Odisha issued by
concerned CDMO. The name and date of birth of the candidate
and name of the parents written on the Green Card must be
same as reflected in HSC certificate of the candidate.

3.12 Inservice Candidates :


There will be no Entrance Test for In-service Candidates.
Eligibility :
General candidates having 50% marks and reserved category i.e.
SC, ST, OBC/SEBC, PH having 45% marks, in aggregate, either in
Bachelors Degree and / or in the Masters Degree or any other
qualification equivalent thereto are eligible to apply.
Untrained in-service teachers except PET, Classical Teacher and
Hindi Teacher validly appointed on regular basis against the
sanctioned yardstick TGT posts in Government / Government Aided
/ Recognized High Schools and continuing as such are eligible to
apply provided he / she must have completed at least one year of
continuous service by the last date of submission of Application
Form.
In case of non-availability of teachers from the Government /
Government Aided institutions, the names of untrained teachers
from recognized schools may be sponsored by the concerned
Directorates.
Teachers validly appointed on regular basis against the sanctioned
posts in Government/ Government Aided / Recognized Elementary
Schools having the above mentioned qualification and continuing as
such are eligible to apply provided he / she must have completed
at least three years of continuous service by the last date of
submission of Application Form.
Not more than two In-service candidates shall be selected from one
institution in one academic session. All In-service candidates shall
submit an undertaking at the time of admission to the effect that
they shall not claim any salary / stipend during the period of their
training. He / she shall have to submit an affidavit to the effect that
he / she shall continue in the school in question for a period of at
least 10 years after completion of his / her B.Ed. training.
The service seniority of the Inservice Candidates of secondary
schools will be counted from the date of joining against sanctioned
TGT yardstick posts / date of recognition of class X whichever is
later.
The service seniority in case of candidates of elementary schools
shall be counted from the date of joining against sanctioned post in
Government, Government Aided Elementary Schools / date of
recognition of schools whichever is later. However, in case of
elementary inservice candidates, if the year of passing graduation
is after the date of joining or date of recognition of school, the
service seniority will be counted from the year of passing
graduation.
Other criteria as decided by the Director, Elementary Education /
Secondary Education as the case may be.

State level selection of candidates shall be made on the basis of
recommendation by the Director, Elementary Education /
Secondary Education as per the seats reserved for the category.

4.0 Selection of Candidates for Admission :

The candidates shall be selected through an Entrance Test to be conducted by the


Directorate of TE and SCERT in the manner indicated hereunder.

A. Subjects of Test :

The test shall be conducted in two papers. Both the papers are compulsory. The
subjects and distribution of marks in each paper are given in the following table.

Section I : is compulsory for all the candidates. It would consist of Language (English),
General Awareness, Reasoning and Teaching Aptitude. This Section shall be of 50 marks.
There will be 50 questions. Each question carries one (01) mark. Question shall be
multiple choice type.

Section II shall be of 100 marks. There are two sets. The candidates have to select any
one set and shall have to answer all the questions of that particular set. Set A is meant
for Arts Group. The candidates who select the Arts Group shall have to answer all the
questions from General English, Odia, Geography, History and Political Science. The
candidates selecting the Science Group shall have to answer all the questions from
Physical Science, Bio-Science and Mathematics. Each subject carries the mark and no. of
questions as mentioned against each of them. Each question carries one mark. All the
questions are of multiple choice types.

The following is the distribution of marks and the broad areas under each aspect.

Section II shall consist of subject based tests. Candidates with Science


background has to choose the Science Group and candidates with Arts
background has to choose the Arts Group.

There shall be two alternative sets of questions, one for the Arts Stream and the
other for the Science stream. The candidates are required to select any one set and
mention their option in the application form and answer sheets (OMR Sheet to be
supplied at the time of examination.

B. Duration of the Test : 02 hours and 30 minutes

C. Type of Questions : Multiple choice with four options. The candidates are
required to give their answer on OMR Sheets by darkening the circle against the
right answer.

D. Syllabus :

Paper I is compulsory for all the candidates. It would consist of Language (English),
General Awareness, Reasoning and Teaching Aptitude. This Section shall be of 50 marks.
There will be 50 questions. Each question carries one (01) mark. Question shall be
multiple choice type.

Paper II : The syllabus is designed separately for Arts Group and Science Group
candidates. The candidates are required to go through the detailed syllabus and are
required to answer all the questions given in the different subject areas as mentioned.
The Test Booklet shall consist of Arts questions and Science questions separately. The
Arts background students shall have to answer Section II Arts Stream Questions and
the candidates with Science background shall have to answer Section II Science
Stream Questions.

E. Centre for the Entrance Test : The Entrance Test shall be conducted in the
District Headquarters of all 30 districts and Bhubaneswar, Berhampur and

Rourkela. The allotment of Examination Centres shall be communicated to the
candidates through SMS in the mobile number as mentioned by them in the
online application form. They are required to download the Admit Card from the
Website through their login ID after receipt of the said SMS.

F. Issue of Admit Card : Admit Cards shall be issued Online. The candidates are
required to take print out of the same and produce at the Examination Centre.

G. Negative Marking : The performance of the candidates shall be evaluated both


on the basis of correct and incorrect responses recorded on the OMR sheet. For
every incorrect response, 0.25 marks shall be deducted from the marks secured
by the candidate for correct responses. There would be negative marking
for a wrong response as well as if more than one response will be
given to a single question.

H. Date of Entrance Test : 26 May, 2015 (Tuesday)

I. For Inservice Candidates :


General candidates having 50% marks and reserved category i.e. SC, ST,
OBC/SEBC, PH having 45% marks, in aggregate, either in Bachelors Degree
and / or in the Masters Degree or any other qualification equivalent thereto
are eligible to apply.
The service seniority of the In-service Candidates of Government /
Government Aided / Recognized High Schools will be counted from the date of
joining against sanctioned TGT yardstick posts / date of recognition of Class X
whichever is later.
The teachers from secondary level shall be selected by the Director,
Secondary Education, Odisha as per selection criteria and a final list of
selected secondary teachers along with their application forms shall be
submitted to the Director, TE and SCERT within the stipulated date for
placement of the selected in-service teachers in different Teacher Education
Institutions of the state.
In case of non-availability of teachers from the Government / Government
Aided institutions, the names of untrained teachers from recognized schools
may be sponsored by the above Directorates. In case of sponsoring of
untrained in-service teachers of recognized schools, the Block Education
Officers and District Education Officers must certify that no untrained in-
service applicants of Government / Government Aided schools are available.
The application of all sponsored in-service teachers must be countersigned by
the Block Education Officers / District Education Officers, as applicable.
The In-service Teachers should submit their application forms to their
respective Block Education Offic ers / District Education Officers within the
stipulated date. After countersigned by the concerned authority, their
application forms shall be forwarded to the Director, Elementary Education /
Director, Secondary Education, Odisha within the scheduled date. The filled
in Application Form of any in-service Teacher sent to this Directorate
will not be entertained directly from Block Education Officers /
District Education Officers or from the candidate.
The service seniority in case of teachers of elementary schools shall be
counted from the date of joining against sanctioned post in Government,
Government Aided / Recognized Elementary Schools / date of recognition of
schools whichever is later. However, in case of elementary in-service
candidates, if the year of passing Graduation is after the date of joining or
date of recognition of school, the service seniority will be counted from the
year of passing graduation.

The teachers from elementary level shall be selected by the Director,
Elementary Education, Odisha as per selection criteria. A final list of selected
elementary teachers along with their application forms shall be submitted to
the Director, TE and SCERT within the stipulated date for placement of the
selected in-service teachers in different Teacher Education Institutions of the
state.
Other criteria as decided by the Director, Elementary Education / Secondary
Education as the case may be.
State level selection of candidates shall be made on the basis of
recommendation made by the Director, Elementary Education / Secondary
Education as per the seats reserved for the category.
No recommendation of Un-reserved candidates in lieu of SC / ST candidates
will be made by the sponsoring Directorates. The list sponsored by the
Directorates should not be more than 100% of the earmarked seats for each
category.

J. Instructions for the Candidates :

1. The candidates are required to take their seats in the Examination Hall 30
minutes before the commencement of the examination.
2. The candidates are required to occupy the seats allotted to them. The
candidates are not allowed to change their seats or examination halls.
3. No candidate will be allowed to enter the Examination Centre and take
examination after the commencement of the examination.
4. They are required to bring with them the Admit Card, Blue / Black ball
point pen. No other document, textual materials, calculators or any other
electronic gadget, Log tables, Mobile Phone, plain papers etc. are allowed
inside the examination hall.
5. They are not allowed to bring baggage / luggage to the venue of the
examination. The Centre Superintendent shall not be responsible for the
loss of any such belongings of the candidates.
6. Smoking, eating and drinking of tea, coffee, cold drinks etc. inside the
examination hall are strictly prohibited.
7. The candidates will be given the OMR sheets, 15 minutes before the
commencement of examination. They are required to fill up the particulars
in the OMR sheet by using blue / black ball point pen only. Use of pencil or
any other writing material is not allowed.
8. The test booklet will be supplied 3 minutes before the commencement of
the examination. The candidates are not allowed to open the test booklets
before the commencement of the examination.
9. They are required to check carefully that the test booklet number is
printed on cover page and the test booklet contains such number of paper
as mentioned on the cover page.
10. In case of any discrepancy, they should immediately report the matter to
the Invigilator.
11. The candidates are not allowed to leave the examination hall before the
Answer Sheets are collected and counted by the Invigilator.
12. The candidates are required to strictly adhere to the rules of examination.
Any candidate found to have resorted to unfair means or misconduct in
the examination hall shall be expelled from the examination hall on the
spot and his / her examination shall be cancelled. Criminal Proceedings
may be initiated against the candidates misbehaving with the Invigilators
and attempting to disrupt the conduct of examination.

Writer for PH candidates (Guideline for conducting written examination for


person with disability vide No. 10804/dated 23.05.2013):

The candidates belonging to disability categories such as blind, low vision,
cerebral palsy, locomotor disabilities, who have disability in the upper limbs and unable
to write shall be provided scribe/writer. The criteria like educational qualification, mark
scored, age or other such restrictions for the scribe is not fixed. The Candidate should
have the discretion of opting for his/her own writer/scribe or request the Examination
body for the same.

5.0 Selection and Placement :

State Level Selection of all categories of candidates shall be made through


Entrance Test on the basis of their marks secured in Entrance Test .

The result of the Entrance Test does not ensure the confirmation and
guarantee of admitting the student to the Course as it is subject to verification
of the authenticity and appropriateness of the documents. If any discrepancy
found at the time of admission, he / she will forfeit his / her seat.

Selection and placement of candidate shall be made purely on the basis of marks
secured by him / her in the Entrance Test. Merit list shall be published on the basis of
the result of Entrance Test both category-wise and subject-wise. In case of tie, the
higher percentage of marks at Graduation Level shall be taken into consideration. If the
Graduation Mark becomes tie, in that case, the candidate who born earlier will come first
in the Merit List.

Placement of candidates will be made through face-to-face Counselling

3. Upload your photo & signature
4. On Application form summary page, check all the information carefully. If any
editing required, then edit that information through the respective page

5. If you see the message that you are not eligible, then fulfill those criteria given
in message by editing the information. Make sure that information given by you
is accurate.
6. If all the information is correct as per you knowledge, then approve the
application form. Be sure about correctness of information. After approval, you
will not be allowed to change a single word.
7. After approval, pay your fee, through the link Pay your fee given in the left
menu. Check your fee amount eligibility from brochure. In some special case,
there may no need to pay the fee.
8. Only after successful payment of fee, you can take the printouts of your
