LEGAL BASIS
Executive Order No. 192 dated June 10, 1987 Providing for the Reorganization of the
Department of Environment, Energy and Natural Resources, Renaming it as the Department of
Environment and Natural Resources, and for other Purposes.
MANDATE
Executive Order No. 192 mandates the DENR to be the primary government agency
responsible for the conservation, management, development, and proper use of the countrys
environment and natural resources, specifically forest and grazing lands, mineral resources,
including those in reservation and watershed areas, and lands of the public domain, as well as
the licensing and regulation of all natural resources as may be provided for by law in order to
ensure equitable sharing of the benefits derived therefrom for the welfare of the present and
future generations of Filipinos.
To accomplish this mandate, the Department shall be guided by the following objectives:
1. Assure the availability and sustainability of the country's natural resources through
judicious use and systematic restoration or replacement, whenever possible
2. Increase the productivity of natural resources in order to meet the demands for
forest, mineral, and land resources of a growing population;
3. Enhance the contribution of natural resources for achieving national economic and
social development;

To mobilize our citizenry in protecting, conserving and managing the environment and natural
resources for the present and future generations.
CORE FUNCTIONS
DENR is tasked to formulate and implement policies, guidelines, rules and regulations relating
to environmental management and pollution prevention and control.
Formulate implement and supervise the government's policies, plans and programs pertaining
to the management, conservation, development, use and replenishment of the country's natural
resources and ecological diversity; and
Promulgate and implement rules and regulations governing the exploration, development,
extraction, disposition, and use of the forests, lands, minerals, wildlife, and other natural
resources.
In line with the above mentioned priority agenda, the DENR, in the performance of its mandate
under a regime of good environmental governance, will continuously implement in FY 2014 the
following major programs that would ably create high impact and provide for longer-term
solutions to more pressing environmental issues and concerns:
The Ecosystems Research and Development Bureau (ERDB) is the principal research and
development (R & D) unit of the Department of Environment and Natural Resources (DENR). Its
R & D and extension activities are focused on the five major ecosystems of the Philippines
which include forests, upland farms, grassland and degraded areas, coastal zone and
freshwater, and urban areas.
The ERDB was created in June 1987 under Executive Order (EO) 192 that merged the function
of the former Forest Research Institute (FORI) and the National Mangrove Committee. Its
headquarters is located at the University of the Philippines Los Baos, College of Forestry and
Natural Resources (UPLB-CFNR) campus in the municipality of Los Baos, province of Laguna,
Philippines about 65 kms south of Manila.
The Forest Management Bureau (FMB) of the Department of Environment and Natural
Resources provides support for the effective protection, development, occupancy management,
and conservation of forest lands and watersheds. It collaborates with international and local
development organizations in several forestry development programs.
Advises the Regional Offices in the implementation of the above policies and/or
programs;
Assists in the monitoring and evaluation of forestry and watershed development projects
to ensure efficiency and effectiveness;
There is hereby created the Lands Management Bureau which shall absorb functions and
powers of the Bureau of Lands except those line functions and powers which are transferred to
the regional field office. The Lands Management Bureau to be headed by a Director and
assisted by an Assistant Director shall advise the Secretary on matters pertaining to rational
land classification management and disposition and shall have the following functions, but not
limited to:
Recommend policies and programs for the efficient and effective administration, surveys,
management and disposition of alienable and disposable lands of the public domain and
other lands outside the responsibilities of other government agencies; such as reclaimed
areas and other areas not needed for or are not being utilized for the purposes for which
they have been established;
Advise the Regional Offices on the efficient and effective implementation of policies,
programs and projects for more effective public lands management;
Assist in the monitoring and evaluation of land surveys, management and disposition of
lands to ensure efficiency and effectiveness thereof;
Issue standards, guidelines, regulations and orders to enforce policies for the maximization
of land use and development;
Develop operating standards and procedures to enhance the Bureau's objectives and
functions;
Assist the Secretary as Executive Officer charged with carrying out the provisions of the
Public Land Act (C.A. 141, as amended), who shall have direct executive control of the
survey, classification, lease, sale or any other forms of concessions or disposition and
management of the lands of the public domain;
Perform other functions as may be assigned by the Secretary and/or provided by law.
The Environmental Management Bureau (EMB) is mandated to implement the following national
environmental laws:
RA 6969 (Toxic Substances and Hazardous and Nuclear Waste Control Act of 1990)
Under E.O. 192, EMB is mandated to provide research and laboratory services; and serve as
secretariat in the adjudication of pollution cases.
Under EO 320, EMB is designated as the secretariat of the Designated National Authority for
CDM of the Kyoto Protocol to the United Nations Framework Convention on Climate Change
International Commitments

NAMRIA
NAMRIA is mandated to provide the public with mapmaking services and to act as the central
mapping agency, depository, and distribution facility for natural resources data in the form of
maps, charts, texts, and statistics.
NAMRIA's core functions are:
The Mines and Geosciences Bureau (MGB) is the primary government agency under the
Department of Environment and Natural Resources, pursuant to Executive Order No. 192 on
June 1987. It is responsible for the conservation, management, development and proper use of
the countrys mineral resources including those in reservations and lands of public domains. It
took the functions of the Bureau of Mines and Geosciences but minus the line functions that
were transferred mainly to the DENR regional offices. It also absorbed the functions of the
abolished Mineral Resources Development Board (MRDB), and the Gold Mining Industry
Assistance Board (GMIAB).
Since its creation in 1982, NRDC has been involved in projects like reforestation, management
and disposition of lahar materials, mining, development of patrimonial properties and fund
management for EIA RC.
