GOVERNMENTS COSTLY MISTAKE ON THE KAKATIYA
(WARANGAL) URBAN DEVELOPMENT AUTHORITY AREA
MASTER PLAN 1. The KUDA was established in 1981 for planning and promoting developemnts in the Kakatiya Development Area of about 1800 sq km comprising of Warangal City and surroundings in a planned manner and through a Master Plan. It was only in 2007 that KUDA undertook preparation of Master Plan for the Kakatiya (Warangal) Urban Development Area of about 1800 sq km by entrusting the task through a Bidding process and the same was bagged by M/s Consingineers India Ltd., New Delhi. The said firm could not complete the Master Plan and in October 2012, KUDA with the concurrence of Government engaged the services of Sri Vishwanath Sista, Retd. Member (Planner) and Director, HMDA to undertake and complete the task. 2. The said individual with the help of the existing staff of KUDA and available data and information, completed the Draft Master Plan in 2013, after carrying out the necessary requirements of stakeholder consultations, discussions with concerned Departments, etc. The Draft Master Plan was approved by the KUDA Board and submitted to the Government in September,2014. Government held discussion on the Draft Master Plan with DTCP and other Departments, and in May,2015 wrote back to KUDA to engage a 3rd Party Consultation to validate the proposals as well as the Circulation Network proposed in the Draft Master Plan, and also asked certain clarifications to KUDA on the Development control Regulations which KUDA submitted clarification to Government. Now all of a sudden and without assigning any reasons, Government have instructed KUDA to undertake the preparation of the Master Plans afresh by engaging Consultants. 3. Informal enquires reveal that the Draft Master Plan rode roughshod in two critical areas w.r.t proposals for Warangal City are concerned:, viz., (a) Not considering the numerous requests for reducing the main road of Kazipet- Hanamkonda-Warangal from the proposed 150 ft (45 metres) to 80 ft. (24 metres) (b) Proposing the Central Area (Comprising of Badri Tank, Padmavathigutta , 1000- Pillar temple area, and other areas in the center of the city as a central Open space and Heritage zone. These two proposals adversely affected the various prime properties located in Warangal City, and hence the resistance for approval. In the previous Master Plan for Warangal City prepared by DTCP in 1971, this main spine road was shown as 30 meters or 100 ft. 4. The political class as well as the Government therefore found an easy way out- redo the Master Plan, without realising how crucial the two proposals were to the Warangal City. This decisions of the Government would delay the Master Plan for the KUDA Area by another 5 years. Therefore, in effect, KUDA would be the only Authority in the country having no Master Plan since 35 years of its existence! 5. The above throws up interesting questions, viz., (a) Do we need an Urban Development Authority at all ? (b) Why there are no quick Master Plans for smaller towns and cities (forget about revising and updating the Plans) ? (c ) Do we need to prepare rigid land use plans or flexible plan s for such areas where growth is direly required and further to be properly promoted and regulated? 6. A quick glance of the Draft Master Plan shows that KUDA wanted a flexible land use and development regulations but with a definite and clear Circulation and Transportation Network- which is precisely what planners are suggesting today for our towns and cities. 7. A copy of the Master Plan Report and Master Plan Proposals are enclosed for better appreciation of the now nearly defunct proposals of KUDA Master Plan and its futuristic and rationale for development of the historic Kakatiya area.
