Key Issues
EIA: minimal EIA for the Ahai dam was release to the public in
Nov 2007. At least 3 protected fish species will be impacted.
Scenic gorge would be inundated. Comments made on the
EIA by International Rivers and Chinese NGOs have not been
addressed. Cultural: project would inundate well preserved
historic villages and farmland; could damage Baoshan
Village, a 1000 year old Naxi village. Hazards: on May 30,
2007, the Yunnan Provincial People's Government issued a
public announcement to stop dam construction until effective
measures to protect shores and resettled peoples were
created, after landslides collapsed the shoreline. Legal:
approved in 2011. Additionally major preliminary work on the
dam began prior to completion of an environmental impact
assessment, a violation of the 2002 environmental impact
law.
Ecology: dam could impact the Three Parallel Rivers World
Heritage Site. Hazard: the dam also lies on the Sanjian fold
system (possible earthquake concerns).
Ecology: could impact Three Parallel Rivers World Heritage
Site. Severe land slide issues associated with this dams
construction.

Definition
The spreadsheet lists two counties/districts for those stations, which are
located in two counties or districts with the river as their common border.
The business entity that directly manages and operates the dam as well
as the associated hydropower station and reservoir.
Any business entity that has a stake in the dam, power station, and
reservoir management and operation. These entities usually own a share
of at least 10 percent in project.
Budget refers to the budget estimates at the time that project was
originally planned (i.e. when the Project Feasibility Study was undertaken)
or when the project received official approval.
This term refers to either the year that the Project Feasibility Report was
released or the year that the project was officially approved.
Actual cost of the dam when the dam was completed.
Year that construction of the dam was completed or is scheduled to be
completed.
This refers to the information and results released in the 2003
"Nationwide Hydropower Resources Investigation" Plan.
2003
This refers to the maximum capacity at normal operating water levels.
When water levels are below normal (for example during times of drought,
or when reservoirs are emptied for flood preparation), power generation
will not reach installed capacity.
This refers to the hydropower capacity at lowest operating water levels,
i.e. the water level below which the operator would be forced to shut
down electricity generation.
This refers to the reservoir volume between the dead water level and the
normal operating water level. It is an adjustment volume in the sense that
it can store flood water for anti-drought purposes.
An operating water level is associated with each dam and hydropower
operation. It refers to the necessary water level at which hydropower
operators are able to generate electricity at the designated maximum
capacity.
Lowest possible water level at which electricity can still be generated.
Height of the dam measured from the base of the dam to the highest
point of the dam.
This refers to the vertical change in elevation, expressed in meters,
between the upstream water level and the water level at the channel that
carries water away from the powerhouse.
Altitude at the base of the dam.
The distance between the dam and the next lowest dam in the dam
cascade.
This refers to the water drainage area of the land surface above the dam
site, and the area for which the dam would technically be able to control
flooding.
This refers to long-term average water-flows, accounting for fluctuations
over the span of a year as well as fluctuations over the span of several
years, depending on available hydrological records.
The amount of water diverted from the main stream into a reservoir or
directly to a power station for run of the river hydropower plants.
This refers to the earthquake magnitude a dam is designed and
constructed to withstand without serious damage or risk of failure.
The amount of time it takes for the reservoir to be filled at average flow
rates.
