Key Issues

Ecology: threatens major fisheries in Yangtze River, including


sturgeon and paddlefish, will change ecology of upstream
reservoir. Hydrology: silt buildup upstream, erosion
downstream, leading to salt water intrusion at mouth of
Shanghai estuary. Hazards: landslides, reservoir-induced
seismicity, possible bogs of exposed effluent posing health
risk. Social: resettlement has been controversial, inadequate,
plagued with corruption. Economic: spiralling costs to deal
with water quality, resettlement, hazard mitigation.

Already 8,000 people have been displaced

In 2005, construction halted because project lacked an EIA,


but work has resumed. Dam gates closed for the first time on
the Jinsha River when Xiluodu Dam gates were closed in
November 2007. 32,000-50,000 people will be displaced

Approved by NDRC in March 2012.

Construction on this dam was halted in 2009 due to concerns


over environmental factors (see article cited in references).
However, in another article (also in references) an
independent group reported that construction on the dam
was never actually suspended. Project finally approved by
NDRC in March 2012.

EIA: minimal EIA for the Ahai dam was release to the public in
Nov 2007. At least 3 protected fish species will be impacted.
Scenic gorge would be inundated. Comments made on the
EIA by International Rivers and Chinese NGOs have not been
addressed. Cultural: project would inundate well preserved
historic villages and farmland; could damage Baoshan
Village, a 1000 year old Naxi village. Hazards: on May 30,
2007, the Yunnan Provincial People's Government issued a
public announcement to stop dam construction until effective
measures to protect shores and resettled peoples were
created, after landslides collapsed the shoreline. Legal:
approved in 2011. Additionally major preliminary work on the
dam began prior to completion of an environmental impact
assessment, a violation of the 2002 environmental impact
law.
Ecology: dam could impact the Three Parallel Rivers World
Heritage Site. Hazard: the dam also lies on the Sanjian fold
system (possible earthquake concerns).
Ecology: could impact Three Parallel Rivers World Heritage
Site. Severe land slide issues associated with this dams
construction.

Hydrology: With sporadic amounts of water flowing through


Dujiangyan irrigation system due to Zipingpu upstream,
downstream impacts are expected to be tremendous.
Hazards: May 12, 2008 earthquake also damaged dam.
Resettlement: evidence of graft and corruption, violation of
rights, and dissatisfaction with the amount of compensation
given.

Approved by NDRC in March 2012.

Recent Report from June 2011, suggests that the threat of a


debris flow could result in the need for additional villager
resettlement.
