Technical requirements of telecom tender

3.4 Weighted Technical requirement (100%)


3.4.1. Experience (35%): Three (3) successfully completed contracts on
kaizen trainings, Assessment and enhancement for an organization with a
staff number of 5000 (five thousand) and above in service sector
companies for the past 5 (five) years TESTIMONIAL LETTER from the
organization has to be submitted.
3.4.2. Personnel (30%): At least 5 personnel who are certified kaizen
black belt and Signed CV between by employer and employee is required
and the personnel shall be engaged on site.
3.4.3. Work methodology (20%): Technical approach and work
methodology must be stated.
3.4.4. Financial standing of the bidder (15%): Average annual
turnover for the last 5 (five) years with an amount of 1,000,000.00 USD or
is required. Independent Audit report has to be submitted (for Local
bidders).

PURCHASING COMPANY BACKGROUND
Purchasing company is government owned telecom company that has
been established in November 2010 as per the proclamation number
197/2010 having the main objective of delivering international standard
telecom service, creating a satisfied customers.
It has undertaken deep-rooted transformation to become world-class
operator on the area and performed significant changes on structure,
process, and management.
Purchasing company is now operational in the country with 6 zones, 12
regional offices and at corporate level. The structure is organized in 13
functional divisions which approximately comprise 13,000 employees
serving more than 45 million subscribers. Currently the company delivers
services to its esteemed customers via 216 owned shops, franchise shops
and partners.
To this end, purchasing company is highly engaged in the development of
telecom infrastructure with a view of fostering wide range of telecom
service to the public at large. It is one of the most renowned companies
who give high value to its reputation and render service to the
international standard.
Currently, there are 1,253 standard quality circles which are established
based on similarity of their work nature: to enhance day to day operations
by identifying potential areas of improvement and strengthen the
engagement of employees in problem resolution and continuous
improvement.
On the other hand, cross cutting quality circles are organized temporarily
to accomplish specific targets of their own defined action plans and will
dissolve after realizing their mission and closing actions.
OBJECTIVE
The main objectives of kaizen engagement are:

To bring business and operational excellence in the company


To enhance kaizen implementation in purchasing company
To create a continuous improvement culture within company
To certify purchasing company as an international kaizen
implementer

EXPECTED DELIVERABLES
The major deliverables of this engagement includes, but not limited to,
the following:

Present preliminary assessment report on current kaizen


implementation level of purchasing company
Project implementation roadmap for the kaizen implementation
Submit projects deliverables as per the contract
Deliver training for all purchasing company employees
Qualify & certify kaizen change agents at different levels
Ready and lead purchasing company for international kaizen
certification
Submit kaizen governing document (kaizen model) fit for purchasing
company as per an international standard

SCOPE

The implementation shall be done throughout purchasing company


Scope of engagement will be 3 consecutive budget years
(completed in 3 years) and renewed every year based on
performance.

BUSINESS REQUIREMENT
Kaizen enhancement engagement service main focus areas are listed
below but not limited to. Accordingly, the supplier shall fulfil the below
minimum requirements.
A. General Requirement

Submit overall kaizen implementation assessment and provide the


result against international standard (such as KMAX or equivalent
standard).
Provide detail improvement & implementation proposal (kaizen
companywide implementation approach with the involvement of all
employees) according to the contract and the assessment result and
implement accordingly.

Facilitate the certification of purchasing company as an international


kaizen implementer within the project period based on third party
audit.

B. Specific Requirements
I. Standardization
Purchasing company requires enhancing and standardizing its operation
using kaizen principle. In this regard, the following main activities are
expected to be done.

Prepare standards for

Resource assignment/utilization for all resources available in

Problem Resolution with techniques different types of problem

Warehouse
Customer handling and other areas of standards that can enable the
company to be certified in kaizen implementation.
Value Stream Mapping The supplier shall conduct value stream
mapping at least for 30 critical end to end processes each year.
There shall be reduction in cycle time, improved operation process
and improved usage of inputs.
Assess working processes, rules and systems on critical processes in
all purchasing company domains
Provide improvement proposal for approval for Higher management
Implement the validated improvement plan

II. Efficiency Project / Waste and Cost Reduction


Purchasing company aspires to improve its operational efficiency by
improving its resource utilization, product/service quality maximization
and reducing wastage in terms of operational cost and service handling
time.
Accordingly, the supplier shall conduct a minimum of 5 big independent
projects every year. The selected projects shall have significant impact on
the company cost structure and cross functional.
In this regard, the supplier is expected to:

III. 5 S + Safety Implementation


Purchasing company desires to implement 5S in all offices, technical
rooms, shops, warehouses and its compounds. Thus, the supplier shall
implement at least the following:

IV. Cultural transformation / Kaizen Change Management


The company requires building a kaizen change management via flow
management, asset management, quality management and total service
management to effectively address customer needs. In addition, it needs
to ensure kaizen principle internalized by all its employees and practiced
as a habit. Hence, the supplier proposal expected to include, but not
limited to, the following listed areas:

Create kaizen mindset and kaizen cultured work system
Create a motivation and recognition mechanism that can serve as a
benchmark

Innovation maximization address ways to institutionalize new
innovation, ideas at company levels.

Accordingly, the supplier shall bring kaizen cultural transformation


proposal, implement and show how to define and measure the build up
mechanisms.
V. Knowledge transfer
The supplier shall ensure kaizen philosophy understanding and
implementation technique in alignment with international kaizen
standards. On this regard, the supplier shall:

Deliver trainings (class room and hands on) at proficient and


advanced level for about 4000 employees.
Establish kaizen support office which include kaizen library of
knowhow.

Establish lean and green kaizen office which is environment friendly,


cost effective, flexible, etc. which can be a benchmark.
Prepare kaizen event how to select candidates, rolling out and
overall sequence of the kaizen event.
Enable the methodology owner of the company to give a green belt
certification

VI. Certification
The certification shall be both for the company and the employees.
Regarding the company certification, at the end of the contract period the
supplier shall;

Arrange and lead the accreditation certification process from


external known accreditation organizations.
Arrange and support all the necessary inputs to be fulfilled for the
certification.

In addition to the company certification, employee level certification shall


be granted as per the following:

Black belt level for methodology owners.


Green belt certification for selected kaizen agents in each division.
Completion of certificate for all employees who participated in every
project.

VII. Benchmarking
In addition to the kaizen implementation and certification, the supplier
shall arrange and facilitate the means of taking benchmarks from other
international kaizen implementers.

VIII. Audit System


In a way to continually improve the level of kaizen implementation across
the company, it requires to have the kaizen implementation audit and
implementers ranking system. In addition, there shall be a monitoring and
controlling mechanism at all levels. Thus, the supplier shall develop the
practical audit and implementers ranking system and end to end kaizen
governing document.
IX. Global communication system
There should be communication at all levels of the kaizen implementation.
Therefore, the supplier shall develop and bring proposal on the global
communication strategy on kaizen implementation. Accordingly,

throughout the contract period the defined communication strategy shall


be implemented.
Additional requirements

The enhancement project shall align with the existing structure of


standard quality circle in the company.
The supplier shall submit customer reference letter, preferably from
telecom industry, where they engaged in kaizen implementation.
The supplier shall submit experts CV for those who will be engaged
in this enhancement project.
Project milestone shall be submitted every 3 months and the
contract shall be renewed every year based on deliverable.
