Program Overview
NWPCA and the United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) have signed a
Memorandum of Understanding (MUO) giving the association the authority to administer the Export Wood Packaging Material (WPM)
Fumigation Program. The program conforms with the International Standards for Phytosanitary Measures Publication No. 15 ( ISPM15)
Regulations for wood packaging materials in international trade and adheres to the Export WPM Fumigation Program POLICY and
ENFORCEMENT REGULATIONS. [June 2009] .
The fumigation program is designed to have a system in place that will allow WPM to be used in export thus, facilitating international trade without
the associated problem of quarantine forest pests. Here is the list of countries that are now implementing ISPM 15:
North America ( USA, Canada and Mexico)
Latin America (Argentina, Brazil, Bolivia, Chile, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, Guatemala, Honduras,
Jamaica, Nicaragua, Paraguay, Peru, Trinidad and Tobago, Venezuela)
Europe (Bulgaria, European Union, Norway, Switzerland, Turkey, Ukraine)
Asia Pacific (Australia, China, India, Indonesia, Israel, Japan, Jordan, Lebanon, Malaysia, New Zealand, Oman, Philippines, South
Korea, Sri Lanka, Syria, Taiwan, Thailand, Vietnam)
Africa (Egypt, Nigeria, Senegal, Seychelles, South Africa, Tanzania)

These countries will only accept properly treated and marked WPM under a marking system of the exporting country. To make your WPM suitable for
international shipment, it must be marked with the HT or MB treatment mark. To apply the mark, your facility (i.e. pallet manufacturing or recycling,
pest control, cargo forwarding, export brokerage) must be certified by an inspection agency. These agencies provide inspection and auditing services
to certified facilities that use the MB treatment mark. To date, this USDA program has accredited five inspection agencies. All inspection agencies
have inspectors all over the nation and here is their contact information:
