The Islamic Republic of Pakistan has applied for financing from the Asian Development Bank
(ADB) towards the cost of Trimmu and Panjnad Barrages Improvement Project (TPBIP) in its
Punjab Province. The project aims at rehabilitation and upgrading of 80 years old two major
barrages (i) Trimmu Barrage; and (ii) Panjnad Barrage on the River Chenab in Punjab
Province. The major interventions involve increasing the flood passage capacity (FPC) of two
barrages and improvement to the structures and gates/ hoisting system etc. It will provide
reliable irrigation water to 1.81 million ha through six (06) main canals in eight (08) districts of
Punjab and will help reduce risk of communities against floods, droughts and pressure on
ground water absorption.
Part of this financing will be used for procurement of Consulting Services for design review
and construction supervision of TPBIP works. The Consultant will be selected internationally
in accordance with the procedures set out in the Asian Development Banks Guidelines on the
Use of Consultants (2013, as amended from time to time). The construction works under the
project will tentatively start in early 2016 and are expected to be completed over thirty six (36)
months followed by one year Defects Notification Period (DNP). In order to complete the
project start-up review activities well in time, the Consultant shall be mobilized about three
(03) months ahead of the planned mobilization of work contractors. Therefore, the estimated
overall duration of consulting services shall be fifty one (51) months, including 12 months of
DNP during which the consultant shall maintain minimum staff to perform the required tasks
for finalizing the contracts.
The general scope of consulting services will include but not limited to:
Review the engineering/ detailed designs developed by the Design Consultants,
modify them as needed and prepare construction drawings thereof;
Supervise the construction work relating to Rehabilitation and Upgrading of Trimmu
and Panjnad Barrages in the capacity of the Engineer and undertake tasks as
defined in Multilateral Development Bank Harmonized Edition (June, 2010) of FIDIC
Conditions of Contract for Construction;
Implement the social and environmental safeguards following the project documents
and the ADBs Safeguard Policy Statement (2009, as amended from time to time).

The projects main components include:
1. Rehabilitation and upgrading works of Trimmu Barrage including Gates and Gearing
System;
2. Rehabilitation and upgrading works of Panjnad Barrage including Gates and Gearing
System.
The Project Management Office (PMO) for Punjab Barrages, on behalf of Irrigation
Department, Government of the Punjab, invites eligible consulting firms from the ADB member
countries to express their interest in providing the required consultancy services. For
preparation of EOI, ADBs template must be used, which can be downloaded from

Interested firms having sufficient experience and desirous of undertaking the assignment
should submit the EOI along with the following information in English language stating
background of their organization and professional experts.
Name, address, telephone and fax numbers and e-mail address of Consultants
Ownership and organizational structure of the Consultants
List of up to ten (10) similar assignments undertaken during the last 10 years (covering
design and construction supervision services) indicating (i) project cost and the cost of
consultancy services; (ii) share of assignment in case of joint venture; (iii) key staff
time input and (iv) description of the nature and scope of work;
List/ CVs of key relevant staff permanently employed with the firm
Audited statements of accounts and annual turnover for the last three (03) years
Certificate of Incorporation/ Registration of the firm as Legal Entity
National Tax Number
Registration of firm with relevant professional body
Undertaking that the firm has not been sanctioned or declared ineligible by ADB or
debarred by any Government/ Semi Government Organization
Consultants are requested to provide only that material which is specific to the proposed
services, and avoid submitting generic promotional literature.
The Consultants key staff team is assumed to comprise both International and National
Experts with estimated input of 497 man-months (International: 32 man-months and National:

The deadline for receipt of EOI is 02 December 2014 (by 14:00 local time). The consultants
will be recruited in accordance with ADBs Guidelines on the Use of Consultants (2013 as
amended from time to time) following the Quality and Cost Based Selection QCBS (90:10)
procedure. The firm having the highest aggregate score after adding the technical and
financial scores will be invited to negotiate the contract.
Expression of Interest may also be delivered by electronic mail at the address given below by
not later than the submission deadline. The Executing Agency (EA) reserves the right to:
(i) reject any or all EOI submissions and cancel this recruitment process at any time and
interested firms are responsible for all costs incurred arising out of, or in relation to, this
request; and (ii) amend or withdraw the terms of reference, budget, this request for EOI, and
all attachments at any time.
The consulting firms may associate with other firms to enhance their qualifications. Only firms
that have been shortlisted will be subsequently invited to submit technical and financial
proposals on the prescribed Request For Proposal (RFP). The names and addresses of
shortlisted firms will be posted on the ADBs and PMO, Punjab Barrages websites.
